FLOTILLA 12-4 CENTRAL GRAND STRAND DIVISION 12 s NEWEST FLOTILLA Flotilla 12-4, formerly the Socastee Detachment, became the newest flotilla in our Division 12 on Saturday, April 30. The formal ceremony was held at the Surfside Beach Dick M. Johnson Civic Center, 829 N. Pine Drive in Surfside Beach after the spring Division 12 Meeting. A delicious lunch was enjoyed by all attending following the ceremony. Those in attendance beside the new flotilla members included U.S. Coast Guard members from Stations Georgetown and Charleston, USCG Auxiliary leadership from all over South Carolina and flotilla members from other Division 12 flotillas. 2 DIRECTIONS TO FLOTILLA 12 MEETINGS AT VILLAGE ROUND BUILDING: Coming from the Manning/Sumter/Wyboo side of the lake - Exit I-95 at the first exit (#98) on the Santee side of the lake (Hwy 6) and turn right at the end of the exit ramp. Go 1.2 miles and turn right onto State Park Road. Follow this road for approximately 4.7 miles. You will be in the State Park and see the boat ramp on the right. Go about 1/10 th of a mile or so past the boat ramp and the Village Round building will be on the left. Travel time for those coming from the Manning/Sumter/Wyboo side will increase by 10 to 12 minutes. For those on the Orangeburg/Santee side, travel time will increase by about 8 to 10 minutes. A Note from the Flotilla Commander mail to: jlivingston@super-sod.com Joe Livingston I know you will all join me in extending a hardy Welcome Aboard to Flotilla 12-4, the newest addition to Division 12 s Flotilla group. The flotilla was chartered on Saturday at Surfside Beach in an impressive ceremony following the Division Meeting. It s always a great day when we get the opportunity to welcome a new flotilla to the ranks of the Division. Thanks to all the Flotilla members who helped present the ABS course at Camp Bob Cooper this month. Talk about group participation! 12-1 members conducting the course were Don and Sue Carty, who organized the course, Jay Dahlgren, Steve Rodvansky, Joe Newman, Ron Cunningham, and Perry Moses. Greg Williams was also on hand and performed several vessel exams. Taking the course for credit were eight folks from the camp, our own Sep Harvin, and our new flotilla member candidate, Tom Vose. It was a job well done by all as everyone passed and received credit for the course. Also, well done, instructors! Earlier this month, I received a call from Clarendon County Sheriff s Office Major Pete Surrette. He informed me that he had acquired 19 brand new Coast Guard life jackets for the Flotilla through a government surplus program that his office has access to. After the proper Auxiliary markings are added to these units, we will be able to put them to good use with our membership and on our OPFACs. Many thanks to Major Surrette for his support of the Flotilla! As National Safe Boating Week approaches we should all remember that as members of the Coast Guard Auxiliary we are part of a concerted effort to make America s waterways safer. Let s seize every opportunity to promote safe boating everywhere we go. We all know many people that enjoy boating, and many of us are members of boating related organizations. As such we all have many opportunities outside our regular Flotilla activities to promote safer boating practices. It could be as simple as urging a friend to actually wear the life jackets he has on board, or encouraging a new boat owner to take our ABS course, or the You re in Command course. Each of us touch a lot of other folks through the course of a day or a week. Let s take advantage of these opportunities to achieve our mission. When it comes to promoting boating safety, the United States Coast Guard Auxiliarist is ON DUTY, 24/7! SEMPER PARATIS! 2

3 A Note from Vice Commander mailto: John Owen Congratulations to all those who received recognition at the April meeting for their hard work and efforts. Also, special thanks to Dick Phillips for volunteering as a Staff Officer for NS (Navigation Systems) and MS (Marine Safety). I will be attending C-School from April 27 to May 2 for Distance Education Technology and look forward to picking up information to better assist our flotilla. We need to continue our presence on Lake Marion and within our boating communities. Boating season is here as evident by the number of boaters on the lake last weekend. DNR (Department of Natural Resources) was also out and I had the opportunity to observe them issue one citation/warning to a boater. I don't know the reason why, but I'll bet it was someone who missed a VE (Vessel Exam) day or safe boating class. Get out and be safe! ADMIRAL BOB PAPP S COMMANDANT S DIRECTION 2011 ARLINGTON, Va. - Adm. Bob Papp, Commandant of the Coast Guard, addressed Coast Guard and Coast Guard Auxiliary public affairs and governmental affairs leadership on Tuesday, April 12 at the GAO/PAO Conference held at the Navy League Headquarters. Papp spoke about his new "Commandant's Direction 2011" publication designed to provide a "trackline" for the Coast Guard's future. Building on the four "Guiding Principals" of (1) "Steady the Service", (2) "Honor Our Profession", (3) "Strengthen Our Partnerships", and (4) "Respect our Shipmates" that Papp unveiled in 2010 to provide a framework for the future, the "Commandant's Priorities" for 2011 are designed to provide the blueprint. COMMANDANT'S PRIORITIES: 1) Sustain Mission Excellence 2) Recapitalize and Build Capacity 3) Enhance Crisis Response and Management 4) Prepare for the Future All Coast Guard Auxiliary members are encouraged to become familiar with the Commandant's Priorities. OTHER FLOTILLA NEWS: REMINDER TO ALL FSOs (FLOTILLA STAFF OFFICERS): Each FSO should be submitting a monthly report to the Division 12 SO (Staff Officer) for their staff office position, even if you only say no report because you have nothing specific to report. The deadline for the monthly reports is the 20th (see the calendar above). It is important that any activity a flotilla performs during the month is passed on to the Division Staff Officer to keep the Coast Guard informed of all the Auxiliary does. VE WEEKENDS AT ROCKS POND: Ellen Newman will be doing VEs on various weekends during the summer at Rocks Pond on the Santee side of Lake Marion. If anyone is interested in joining Ellen, please contact her. VSC (VESSEL SAFETY CHECKS) CAN BE DONE AT ANYTIME BY A QUALIFIED VE EXAMINER: IMPORTANT: Contact our FSO-VE, Ron Cunningham, BEFORE you examine a friend s boat, spend time at a marina or boat landing, etc because of liability issues. 4

6 ABS COURSE AND VEs AT CAMP BOB COOPER - APRIL 18, 2011 Photos by Greg Williams, Joe Newman and Sue Carty The ABS (About Boating Safety) course was held at Camp Bob Cooper as well as VEs completed on April 18. Greg Williams has worked hard with the management at the camp to realize the importance of boating safety for their campers and allow us to present the course to their members. The instructors involved with teaching were Ron Cunningham, Jay Dahlgren, Joe Newman (our newest instructor), Perry Moses, Steve Rodvansky as well as Don Carty and Sue Carty who organized the course. Greg Williams was our VE whose total of VEs for the day was 38. The course was well received by the eight members from Bob Cooper who were in the class. In addition, Sep Harvin and Tom Vose, a prospective new member, also took the class. All passed with flying colors. 8 CAMP BOB COOPER Camp Bob Cooper is operated by Clemson University s Youth Leaning Institute for more than 50 years. One of South Carolina s best-known camp, conference and retreat locations, Camp Bob Cooper is located on a 110-acre peninsula on the beautiful shores of Lake Marion outside of Summerton, SC. Formally known as the R.M Cooper 4-H Leadership Center, it is not only a summer camp but also by church and corporate groups, special needs programs and for professional development. 9 FLOTILLA 12-4 FORMAL CHARTERING CEREMONY APRIL 30, 2011 The Chartering Ceremony for Flotilla 12-4 Central Grand Stand started with an opening welcome by Vito Giardina DCDR (Division 12 Commander). Then followed the singing of the National Anthem with Jeanette Brown of Flotilla 12-2 leading the group, a flag salute led by Alan Crothers VDCR (Vice Division 12 Commander), the invocation by Dr. Rev. Phillip Poole from Flotilla 12-6 and introduction of guests by Vito Giardina DCDR. Donald J. Winfield DIRAUX (Director of Auxiliary) then proceeded with installation of the new flotilla followed by Captain Michael White and Commander Sundland from Coast Guard Station Charleston conducting the members pledge and Captain White and Vito Giardina DCDR installing the elected and appointed officers. Comments were given by Robert Weskerna DCapt-N (District 7 Captain North), Walter Jaskiewicz DCO (District 7 Commander) and Captain Michael White. It will be a special day well remembered by all who attended the event. SEMPER PARATIS! Below is the link to the 2011 VE/PV workshop. They are both excellent and are both good refreshers for those of us who are already VE & PV and also good introductions to new VE and PV candidates. Marine Safety - Dick Phillips Navigation Systems - Dick Phillips OPerations Perry Moses III Public Affairs Joseph Newman We continue to develop cooperative relationships with the SCDNR and the local lake area Law Enforcement community. At our March meeting we were honored to have onboard 1st Sergeants Morris and Pulaski from the SCDNR (SC Department of Natural Resource), along with Major Surette from the Clarendon County Sherriff s Office. With State budget cuts trimming operating funds and slowing the hiring of new personnel, the DNR and other law enforcement are often pretty thinly spread over Lake Marion. They are asking our assistance in the areas of VEs at the boat ramps, disabled vessel towing, SAR (Search and Rescue) missions, special events traffic control, and simply being another set of eyes on the water with our safety patrols. Of course, we look forward to working closely with these agencies to help make Lake Marion a safer place for the boating public. Two new ProgramVisitor locations were added this month: Rocks Pond Marina and Tri County Marine, both on the lower Southeast corner of Lake Marion. In both cases, the owners were very supportive of our efforts and our "Safe Boating" messages. The Mayor of Manning has agreed to issue a proclamation in support of National Safe Boating Week. His office will be providing the local newspapers with a news release about the proclamation. Final plans are being made for the specific activities and individual assignments by Flotilla 12-1 in support of NSBW. NSBW News Releases will be issued the first week in May to the local media. 12

13 PuBlications Sue Carty REMINDER: FSO reports and any articles that any member would like to submit for the newsletter are due the Monday after our flotilla meeting. If you need more time, please let me know so I am aware that you will be submitting an item for the newsletter. IMPORTANT: If a staff officer gives a verbal report at a Flotilla meeting, please me the information you gave. By a staff officer ing me their report, I will be able to include that information in the newsletter to pass on to all our members. The spring 2011 edition of our District 7 newsletter, the Breeze, is now available online. Because of budget cuts, the publication will no longer be printed and mailed out to members. The website, you can find all of the editions that have been issued since 2007, is at: The Breeze includes only articles from our own District 7 and reports from our District 7 leaders. There are always a lot of good reading in each edition of the magazine. Check it out! Public Education Larry Odom ABS course was held at Camp Bob Cooper on April 8. See articles and pictures on pages 6-8. Program Visitor Lee Rudd Joe and Ellen Newman were certified as our two new PVs on Friday, April 15 after having successfully completing their two PV visits. 14 NEWS RELEASE TO MEDIA Joe Newman FSO-PA, for NATIONAL SAFE BOATING WEEK, has been in contact with the Mayor s office of several towns in our area, informing them about our flotilla and how the Auxiliary helps the Coast Guard. Joe has inquired with each if they would be willing to support our efforts for NSBW by issuing a proclamation from their office and having representatives from our flotilla meet with any mayor interested for a news media and photo opportunity. Below is one of our earliest news releases that Joe sent to each office to further explain our objectives and goals for safe boating in the Lake Marion area. U.S. Coast Guard Auxiliary Public Affairs News Release 14 Date: February 12, 2011 Contact: Joe Newman Public Affairs Officer Phone Number: (803) jenewman2@embarqmail.com New Coast Guard Auxiliary Flotilla Commander-elect pledges over 2,000 volunteer hours of Coast Guard support in 2011 Lake Marion The U.S. Coast Guard can expect to receive tremendous support from a local area Coast Guard Auxiliary unit in Joe Livingston, the newly elected Flotilla Commander for Lake Marion Flotilla 12-1, has pledged over 2,000 hours of volunteer support by flotilla members toward Coast Guard Auxiliary operations and missions over the next year. Our members will deliver over 2,000 hours of combined support to the Coast Guard across all designated missions areas, said Livingston. The vast majority of this work will be provided here at the local level on Lake Marion in the areas of on-water maritime patrols, search and rescue operations, public education programs, free vessel safety checks, and other various missions on behalf of the U.S. Coast Guard. Coast Guard Auxiliary Flotilla 12-1 members elected Livingston late last year to lead the organization through the 2011 calendar year. He will serve as Flotilla Commander, replacing Perry Moses, who will serve as Flotilla Staff Officer - Operations. John Owen was elected Vice Flotilla Commander. I would also like to welcome the general public to learn more about the Coast Guard Auxiliary and the assistance we provide to the Coast Guard and the public by visiting our web site at said Livingston. Lake Marion Flotilla 12-1 meets at the Village Round building at Santee State Park on the third Monday of each month from 7:00 to 9:00 p.m. Potential new members are welcome to come to learn about the organization.
