1 United States Coast Guard Auxiliary Flotilla 1-3 Islip, NY Call to order, Meeting Secretary of Records Report of Minutes As of November 7 th, 2011 Flotilla Commander notes and agenda distributed to all in attendance. Pledge of allegiance led by Ken Marenus Minutes for October accepted as amended. (see motion list below) Attendance sheet signed by all members and guests and is in possession of FC R. Vilardi. The following members were in attendance at the meeting: Vilardi, Ferraro, Marenus, Lenny, Dowling, Licata, Kudla, Blumenstetter, Kempf, Kalista, Galan, Errico, Guschel, Christodoulou, Laporte, Sheehan, Anderson, Amorese, McCormick, & Bridges Number of members as per AUXDATA on November 7 th, 2011 : 42 Number of members AP STATUS as per AUXDATA on November 7 th, 2011: 2 Quorum Present? Yes Guests in attendance: Malewski, Maccio, Ramirez, Lois, Pat, & Vita Reports: FC Rudy Vilardi: Sent electronically MDA There will be more focus on MDA patrols. Flotilla will encourage participation in this program. The input database for this program is improving. There will be a big push for MDA land patrol. Patrol will consist of one MDA qualified person and a helper. Leadership conference. Anyone who would like to go must have orders submitted Kempf, yes Errico, maybe 7029 forms- Need people to fill out hours on these forms. Use only hours that are relevant. Hours can be retro up to January The website for this form is Forms.cgaux.org/ .php January meeting will include a course on how to properly complete a 7029 form. Ball caps have been changed. They can no longer have a flotilla location on them Vessel exams in 2010 and 930 in Flotilla is down 15% At previous division meeting Sammis made motion to purchase radios at $250 each. The division will keep the radios and will distribute as needed. Individual flotillas can no longer purchase these radios. Flotilla 1-4 is hosting a comedy club fundraiser on December 8 th 1 P a g e
2 Thank you to members that came to brunch. Next brunch will be held on Standing rule amendments - Flotilla will keep basic rules. Thank you to Commander and Vice Commander nominees for stepping up. Any issues or problems should follow chain of command. Issues or concerns should go to FC or VFC before approaching the division. All members paid dues except for Omeara who has asked to resign. VFC Robert Osso: No report PE Roberto Osso: No report. FN John Licata: No report. IS Dave Anderson: No report MA - Edie Amorese: Sent electronically. Ordered and received in October: Instructor Development Course booklets, New Member Study & reference guides and $1 stamps. CS Dominic Errico: Sent electronically. HR Dominic Errico: Sent electronically. Andre s application is pending and there are 4 other prospective members. PA Frank Cetero: Sent electronically. Boat show at Javit s center is coming up and volunteers will be needed. MT Walter Kempf: Sent electronically. SAR exercises are coming up. There is also a new rules class being given and there is a weather course being given on line. On the water training coming to an end Ron Kudla and Robert Robles attending NAV RULES Class John Dowling held monthly radio drill AUX WEATHER course offered NOVEMBER 1 on line (3) members expressed interest in participating. One member attending AUXlams class (2) members requested study material for getting certified as instructors NS - Guenter Santjer: Sent electronically. 4 PATON verifications were completed During October 4 Paton Verifications were performed. However, they haven t been entered into Harbormaster yet. This will be updated shortly. OP - Guenter Santjer : Sent electronically. 3 Patrols in October 1 training 1 safety/mda. This is the end of patrol season. All scheduled patrols have been filled. 2 P a g e
3 During the month of October Flotilla 1-3 performed 3 patrols: 1 Ops training and AN; I Safety and MDA; 1 Ops training and AN. This is probably the end of the patrol season. My thanks to the few coxswains and crew we had this year. Thanks to them we were able to fill all scheduled and special patrols. VE Tom Hauser: No report Flotilla has 276 VE s, Galan has 130 VE s. CM John Dowling: Sent electronically. DSC radios will send out mayday signal with Lat and Long. Signal will keep being sent until call is answered or vessel sinks. The drill we held during October was poorly attended. Only well qualified members chose to participate. It was Rudy Vilardi (FC), Walter Kempf (FSO- MT), and the two inspected mobile radio facilities of Ben Galan and myself. During previous drill runs we've been engaging in simulated SAR, with boat movements only make believe. This month we only had a sign in session. Ben Galan now has cleared up the operating difficulties he had experienced all season. The tech session Ben had with SO-CM served us well. This month it was Walters turn to have difficulty., his battery prematurely went flat. His radio is not capable to re-charge in the car, which is one reason hand held radios are not the best choice for a mobile if used for SAR. I'm offering an end to our monthly drills for the duration of the calendar year. The weather by the next drill time (November 10th) will be turning sharply colder, Daylight savings time also will have ended on the 8th. The evening training schedule will perhaps be better suited to member training indoors, boat crew or otherwise. An other consideration is the need to prepare for haul out, at least for facility owning members. The communications staff will resume Comms training in January or February of 2012, depending on the needs of the flotilla. In the meantime when preparing for winter lay-up take pity on your electronics. Don't leave everything in place. Condensation places an unnecessary strain on the gear. Take the electronics home. Have you had any problems during the operating season? How's the antenna holding up? Is is time to replace faulty gear. Check all the electrical connections. If they seem questionable, replace them. Many gremlins go away with solid electrical leads and connectors. How about those PL-259 connectors? they get worn out too. It's amazing how everything works together when everything has had some TLC applied to it. Dowling wants motion to resend motion for hand held radio in order to purchase full size radio that is net capable for use by flotilla (see motion list below) New motion made to not purchase any radio (see motion list below) New Business: Division Captain asks three times for nominees from the floor for Flotilla Commander none. Division Captain asks three times for nominees from the floor for Vice Flotilla Commander none Nominees listed for Flotilla commander are Roberto Osso and Walter Kempf. Roberto has asked to have his name withdrawn for medical reasons. Kempf is the only remaining nominee. Nominee listed for Vice Flotilla Commander is Dominic Errico. Flotilla Commander and Vice Commander are sworn in. Next meeting will be held on December 5 th, Members are asked to bring a dessert. Members asked to offer prayers for Roberto s recovery. The flotilla would like to participate in the upcoming SAR competition. 5 to 6 people are interested.
