2 NACON 2017 WORKSHOPS Auxiliary Food Service (AUXFS) This class provides an overview of this unique Auxiliary program, which includes the requirements to get started and ongoing requalification. This augmentation program will allow Auxiliary members to work at USCG Stations, cutters and USCG/Auxiliary events. Prior cooking experience is not required, just a desire to help out. This program is an excellent recruiting and retention tool. Members can recruit nontraditional boaters and it's a good transition program to keep current members from moving to another interest. Paulette Parent (DVC-HF) began preparing meals at a local USCG small boat station well over 17 years ago when a lastminute schedule change resulted in the need for a stand-in to prepare meals for that station s crew. As District 7 th s DSO- FS for 7 years, her goal has been to increase the number of FS personnel meeting the active duties growing food service needs when called upon. Her growth mission includes a regular rotation of AUX Food Service personnel preparing food at small boat stations, Air Stations and aboard cutters. AUXPAD This course will provide an overview of the AUXPAD program from an administrative standpoint and discuss issues about implementing a program, including the underway portion. The program requirements include the need to qualify Auxiliarists to American Canoe Association standards. The session will identify specific courses and standards, explain the offer for discounted training from ACA instructors, and answer questions from members and administrators. VSCs for Paddlecraft will be included. Don Goff, N-PC Don is Senior Advisor to NACO for AUXPAD and is an ACA Instructor and AUXPAD Qualifier. Dana Kirk Ruque is Branch Chief for AUXPAD Underway in the Paddlecraft Safety Division of the B Department. She is an ACA instructor and kayak tour guide. AUXPAD Underway This will be a pool demonstration of the skills required to become qualified as an AUXPAD operator. Included are stroke techniques, self and assisted rescues, and the physical skills needed to become qualified. Don Goff, N-PC Don is Senior Advisor to NACO for AUXPAD and is an ACA Instructor and AUXPAD Qualifier. Dana Kirk Ruque is Branch Chief for AUXPAD Underway in the Paddlecraft Safety Division of the B Department. She is an ACA instructor and kayak tour guide. 1
3 Basic Qualification Course the second generation BQC II The second generation basic qualification course (BQC II) provides members the opportunity to learn the Auxiliary Manual with a flexible series of seven modules each covering one or two chapters out of the AUXMAN. The modules are numbered in approximately the order most members will need the information. Unlike the Beta Test version, BQC II has no PQS and does not require trained mentors. Also new is that each module has an exam on the NTC that gives AUXDATA credit once the exam is passed. The modules can be taken in any order and on the member's schedule. This class will provide an overview of the BQC II and answer any questions. Robert Holm, ANACO-FC. Robert was DIR-T for 2 years, has been AX qualified for 10 years, and is an Instructor and a Coxswain. He teaches both PE classes and MT classes such as many of the AUXOP courses. Robert was directly involved in developing the next generation AUXOP courses, mandated training support, and the Basic Qualification course. Basics of Public Affairs This session will provide a general overview of the new Auxiliary public affairs program which will include details on the new designators for each level of professional advancement. Emphasis will be placed on motivating members to enter the public affairs training program and the need to be prepared to augment the Coast Guard in times of national disaster or international emergency. Photos and Publications will also be discussed Rich Mihalcik Director of Public Affairs Has spent a number of years dealing with the press at both the local and National levels. CG Ombudsman Program What is the Ombudsman program? Why does it exist? How & where does it operate? How will the Auxiliary support this program? What is the benefit for USCG personnel? What may be your biggest challenging or obstacle as the program manager and What action may the Auxiliary members initiate/generate to support your Ombudsman program? Christine DeGraw, Ombudsman Program Manager, COMMANDANT (CG-111) Chris has over 20 years experience working with military family programs, both at a headquarters and direct service field level. She is first dedicated full-time Ombudsman Program Manager for the Coast Guard where since February 2011, she has worked to improve and market the Coast Guard s Ombudsman Program through developing standardized training materials, redesigning the Ombudsman Program website, and revising policy. 2
4 Everbridge This is an update and overview of the Everbridge Notification system for District personnel using the system. Steve Peagram has served on the USCG AUX National Staff in the Q Directorate since Steve have more than 35 years of emergency management and preparedness experience at the federal, State, and local levels, as well as overseas deployment. He currently serves as the Director of the Columbia County OR Office of Emergency Management and on the OR Emergency Management Association as the chair of the technology group. Communications Strategic Direction Auxiliary telecommunications is undergoing a complete review and update of its goals to ensure that we optimize our abilities to be task multipliers whenever the Coast Guard needs backfill or primary assistance in communications. Our objectives are to align our telecommunications programs with the National Commodore s Strategic Plan, as endorsed by the Commandant. We will discuss the development methodology for these goals, and the dual approach for implementation, undertaken to maximize Auxiliary maritime radio communications support, capacity and capabilities. We will discuss the tactics developed by the working group and telecommunications staff, in conjunction with COMMCOM and LANT-6 to achieve this. David Elliot, N-AT His current positions include Senior Adviser for Telecommunications N-AT and Division Chief for Telecommunications. Past positions held include Department Chief-Operations (Response) and ANACO-Response and Prevention. Some of his qualifications include AUX-Air First Pilot, Telecommunications Operator, and Instructor. Financial Support for the CG This one-hour class is a discussion of the role of the Auxiliary Chief Financial Officer and his/her relationship to the National Staff and Districts. Topics include: Blended Retirement - the Auxiliary integration (not augmentation) to the active duty and reserve forces. Relationship between the ANACO-CFO and District DSO-FNs - opportunities and advice Relationship between the Auxiliary and the Government budgets. Other National Staff duties. Attendees are invited to ask questions and request clarifications. Commodore Bruce is currently Assistant National Commodore - Chief Financial Officer. He worked as a senior financial executive officer for a Fortune 50 company and a start-up international NYSE company and has an MBA and BS from Florida State University. He currently holds CPA, CGMA, Life and Health Insurance, and Series 6 Securities licenses. 3
5 Guide to Paddling Safety Train the Trainer This will be a train the trainer session on how to present the Paddler s Guide to Safety, which will be a public education course released in January The course offers novice and future paddlers instruction on life jackets, other safety equipment, situational awareness, and the mechanics of getting underway and returning safely, as well as providing information about other resources and training. Michael Bozarth is Branch Chief for Member Support in the Paddlecraft Safety Division of the B Department and DSO-PE for District 11 (Southern Region). Leadership Competencies This workshop will provide an overview of the Coast Guard s 28 Leadership Competencies. The Leadership competencies are the knowledge, skills, and expertise the Coast Guard and Auxiliary expect of their leaders. The attendee s will gain an understanding of the competencies and their importance to the development of Auxiliary leaders. Michael Brzezicki Ph.D., FAHM, CWO4, retired from the USCG after 34+ years total federal service, last being assigned to the USCG Leadership Development Center (LDC) located at the USCG Academy. He is a USCG Master Training Specialist. Michael currently continues his CG service as the Division Chief, Auxiliary Leadership Development Training and the Auxiliary liaison to the LDC. Michael is an Adjunct Professor at Central Michigan University and Argosy University, teaching graduate and post-graduate leadership and management courses. mycgaux mycgaux This session provides a demonstration of current portal capabilities, followed by a brief discussion of future capabilities, after which there will be a Q and A session. Learn more about mycgaux features such as the member dashboard, Communities of Interest, messaging, calendar events, and group administration and participation. Susan Davies, DIR-U. Sue joined the Auxiliary in 2012 and has been DIR-U since November She is a Boat Crew Member and Vessel Examiner, and is the IPFC for Flotilla 25-12, Arlington VA (D5SR). She and Immediate Past ANACO-IT Daren Lewis first collaborated on the Auxiliary Communities of Interest in 2015, which was followed by launch of the mycgaux portal in PE This is the latest PE workshop, it will take leadership, Instructors and PE people through the latest products, where to find them, how to teach them and suggested fee s to charge for them. The emphasis will be greater awareness to the programs and tools available to the PE Community. David Fuller - Is the Division Chief for Course Development in the Education Directorate (DVC-ET). Dave and his Course Development Team developed and delivered the 2017 PE Teamwork, Products, and Resources that was initially presented to the DSOs-PE at N-Train in January He is presenting it again here at NACON
6 Performance Measurement Projects The Performance Measurement Directorate is responsible for measuring and analyzing the U.S. Coast Guard Auxiliary's performance and resource data. Our products are designed to help leadership and staff at all echelons make informed strategic and tactical decisions. Our workshop will provide an overview of the weekly, monthly, quarterly, and annual reports we produce. We will also walk you through the process of receiving a request for a report, considering whether it has national appeal for all Districts or DIRAUXs, obtaining approval to produce it, then formatting and producing the report in collaboration with the person who initiated the request. Frederick Scholz, DIR-M is an AUXAIR Observer and a Spanish Interpreter. He previously worked on the National Staff of the Interpreter Corps for 6 years as BC-IQL and DVC-IQ. Kevin Redden, DIR-Md is both Coxswain and AirCrew qualified, taking part in both surface and air patrols. As DIR-Md, he helps develop and produce the measurement reports that will be covered in the workshop. Recruiting Best Practices Along with the assistance of Scott Pellerito, Deputy Director for the H Directorates Human Resources Group, Douglas and Scott will present the Recruiting Best Practices workshops at NACON where together they will provide attendees with: o Flotilla s successful recruiting programs that actually worked well will be presented (actual case studies will be reviewed): o HOW, WHAT, and WHERE were these successful recruiting operations implemented (examining the characteristics that generated the success): o You will learn the components of these secret sauce recruiting recipes and o Upon learning about these Best Practice Recruiting Success Stories, you will be in a position to return home, armed with this knowledge and tools so that you may share these among your District s Flotillas possibly assisting and impacting their efforts to better grow and retain their Diverse workforce. Douglas Colwell Professionally, as a Recruiting and Marketing specialist who has lead from the front during his past 23 plus years of successful Business Development and Executive Search (aka: Head Hunter) within the private sector, Douglas has demonstrated a proven ability for New Business Development within the Staffing Industry and direct hire placement among C- level executives and down. Presently Douglas is the Deputy Director for the Force Com s National Human Resources Directorate s Coast Guard Support group. UPV/CFV The session will be in two parts. The first part will deal with the recent changes to the Commercial Fishing Vessel Program and the implications for Auxiliary CFVEs. The second part will showcase some of the tools and best practices for encouraging UPV owners/operators to obtain a UPV exam. George Peek, Division Chief - Commercial Vessel Activities, USCGAUX Prevention directorate 5
7 Surface Facilities Best Practice This one hour workshop is focused on examining the extraordinary risk factors and hazards we encounter when we launch a crew at night or in conditions of limited visibility. It also presents affirmative actions that can be taken to minimize those risk factors and hazards including using all our senses to maintain situational awareness at night or in conditions of limited visibility, the examination of factors such as "night vision", and the role that speed plays in mishaps under these conditions. Watch standing practices are also examined. This workshop is designed for coxswains and crew members and those who aspire to achieve coxswain or crew member status in Auxiliary surface operations. James McCarty is currently National Chief, Surface Operations Division, Response Directorate. He holds coxswain, instructor and CFVE qualifications, and led the design team that developed the first 4 hour TCT workshop "Eyes in the Sky" This overview of the AuxAir "Eyes in the Sky" program will provide: Program description Positions available How to qualify Training required Missions performed Types of aircraft Jenifer Stack is the Division Chief for Aviation and is an Auxiliary Aircraft Commander. Her responsibilities includes designing and developing program components that focus on safety, aircraft maintenance, continuing education, and currency maintenance for our leaders, pilots and other crewmembers.
