2 Navigation Systems
3 P/ATONs Primary responsibility of the Auxiliary Aid to Navigation Program is the reporting of discrepancies observed on both Federal Short Range Aids to Navigation (ATONs) and Private Aids to Navigation (PATONs). Is a partnership between the Coast Guard and the Auxiliary focusing on assisting the Coast Guard in remote areas where the Coast Guard doesn t transit in the normal course of daily operations, as well as the more traveled waterways of the country. All Navigation Systems (NS) activities are to be conducted in a partnership mode with the local CG ANT, station or other agency that is responsible for managing the Federal Aids in your area. Guidelines for checking aids and reporting observations are contained in the National Short Range Aids to Navigation Training Guide available on the Prevention Directorate website.
4 BRIDGE PROGRAM 1. Annual Bridge Surveys A detailed review of bridge lights, signs, fenders, gauges & prior discrepancy reports to see if bridge is in compliance with their C.G. bridge permit- Done by certified Aids Verifiers 2. Bridge Discrepancy Reports Discrepancies are reported by any member The C.G. is only interested in bridge features that affect navigation, not those that affect the road or rail traffic that use the bridge. YES lighting fenders operations obstructions in the channel NO problems with the roadway road signs railroad tracks bridge structure
5 CHART UPDATING MOU between NOAA & Auxiliary is foundation Updated in 2012 Encourage updating every NOAA chart by Auxiliarists at any time No restrictions; Any member can report Help NOAA & USACE update nautical charts and publications (e.g. Coast Pilot) Focus on PREVENTION, ACCURACY, CREDIBILITY, and PROFESSIONALISM
6 AIDS TO NAVIGATION VERIFIER QUALIFICATION Became effective 14 July 2011 Provides minimum knowledge base required AV Ensures standardization across the country Every task must be completed nothing waived Allows member to claim credit for aids verified Contained in PQS Cover Letter: 2. ACTION. Elected and appointed leaders and program managers at all levels of the Auxiliary organization shall ensure Auxiliarists who oversee, direct, or participate in Auxiliary operations and training adhere to this publication s provisions.
7 AUX-06 ATON and CHART UPDATING C-SCHOOL PURPOSE - To train a cadre of Auxiliary leaders who will promote the NS programs in their District and develop new and lasting programs and relationships with the Coast Guard in support of the goals and objectives of the Auxiliary Aids to Navigation / Chart Updating program. AUDIENCE Recently assigned as FSO-NS (Flotilla Staff Officer - Navigation Systems), SO- NS (Division Staff Officer - Navigation Systems or DSO (or ADSO-NS (District or Assistant District Staff Officer - Navigation Systems. Aid Verifier qualification is required DATES Tentatively scheduled for June at TRACEN Yorktown Applications accepted AFTER 01 March
8 ATON PATROLS Can be conducted from land, water or air At least one (1) person should be AV qualified Highly recommended that there be at least one mission specialist in addition to required crew to ensure Operational Risk Management principals are met. In most areas are overseen by local ANT Team Must be done under orders/attention to Duty

14 MARINE SAFETY DEVICE (TRIDENT) Requirements All education requirements for MSTR 4 Performance Qualification Standards 5 Years Service (96 hours per year) Recommendation from COTP Performance Qualification Standards (PQS) Currently 27 PQSs are available on the Prevention website Previously authorized qualifications are still counted Letters of Designation Letters of Designation for Auxiliary Administrative and Management Specialist and Prevention Outreach Specialist are issued by Regional DIRAUX All others issued by Captain of the Port Award process Same as MSTR Copies of LODs should be included rather than relying on AUXDATA records
15 DIFFERENCES IN QUALIFICATIONS Local vs. National PQS which has ANY item waived is local Should not be entered into AUXDATA Should be reviewed for appropriateness prior to utilization PQS created locally (i.e. Barge Fleeting Area Examiner, Dive Investigator) Limit on Active Duty qualifications No active duty qualification may be earned after 2008 per ALCOAST 505/08- COMDTNOTE 1500 How to get a new program approved Must be applicable to most of nation Send justification and all training materials via staff chain National staff will review and take forward to Headquarters & legal Local references (such as specific locations) will be removed Tasks may not stay the same Support from multiple Sectors/Districts helps get program advanced
