Go approximately 1.2 miles and turn right onto Commerce Street (directly across from Sonic). Go approximately 100 yards and see the Complex center on your right. From the Wyboo area, enter Manning on Hwy 260. Follow to the center of town and turn left onto Hwy 261 (W Boyce St). A Note from the Flotilla Commander mail to: jlivingston@super-sod.com Joe Livingston We re off to a good start for With a very successful Public Affairs effort at the Marshall s Marine Boat show on January 20 and 21, an excellent three boat training event on January 28 and an ABS class scheduled for February 18 plus plans to man a booth at the Wild Game Dinner event coming up soon in Sumter, we have started 2012 off with a bang. As we move forward into 2012 every one of us must commit ourselves to maintaining this momentum. To do so, each of us must continue to seek out opportunities to present our safe boating classes, participate in public education events, and speak to civic groups, church groups, and other organizations where our message about boating safety might help save lives. Try to bring a suggestion for such an event to each flotilla meeting. Think of the organizations that you and your friends are involved in and consider whether there is potential there for a speaking engagement or an opportunity to man a public education booth at an event. To move forward we must also continue to grow our surface operations capabilities by increasing our numbers of coxswains and boat crew as well as our numbers of Flotilla OPFACs (operational facilities). If you are not already coxswain or boat crew qualified, consider becoming one. While on patrol, you will be helping make the lake a safer place and I assure you that you will have a good time doing it. Most of you hold several qualifications such as vessel examiner, communications watch stander, boat crew, marine dealer visitor, just to name a few, and there are many more. I urge each of you to consider gaining at least one new qualification this year, and I ask you to consider doing more than one. The more we are qualified to do the more we can do, both as individuals and as a flotilla. (Cont d on page 3) 2

3 FC REPORT (Cont d from page 2) We have many members who are VE (vessel exam) qualified. I hope that, especially during the spring and summer boating season, we can schedule several regular VE Blitzs at various landings around the lake. With our new trailer, we can really show the Auxiliary flag and get a lot of attention for our courtesy vessel exams. This is a very important part of what we do as the Auxiliary. No doubt countless lives have been saved through the years simply because an Auxiliarist helped a boater make sure he had the proper safety equipment onboard through a vessel safety exam. In the short life of Flotilla 12-1, we have grown and accomplished much. However, moving forward we have much more to do and we need to continue to grow to be even more efficient and more effective. We currently have two new member candidates whose applications are in process, and we have had several other folks visit us over the past few months. With more members we can accomplish even more. Please redouble your efforts to recruit new members. Bring a potential new member with you to a meeting. We are still looking for more good folks to join the ranks of 12-1 and help us keep the momentum going into 2012 and beyond. A Note from Vice Commander mailto: j2owen@bop.gov John Owen Well, for 2012, our flotilla has started off at full throttle. We had a great attendance at the Division meeting and COW, made an outstanding presence at the Marshall's Marine Sportsman's Show, and got on the water for patrol training exercises. And that was just for January. WOW. We are well on our way to accomplishing many District, Division, and Flotilla goals for 2012, as well as meeting Performance Measures. This year, a large percentage of what we do as a flotilla will be measured by how much we impact our boating community, not on just completing activities. Thanks for the great efforts so far. 3

Michael White, Jr of the U.S. Coast Guard. A picture of the presentation is included in the Div 12 Change of Watch Weekend article. THANK YOU TO FLOTILLA STAFF OFFICER WHO SERVED IN 2011: LARRY ODOM - FSO-PE (Public Education Officer) Larry was our Pubic Education Officer for the past couple years and has also served in other offices. Larry was also one of the leaders while we were a detachment with Flotilla 12-3 Lake Murray before we had enough members and knowledge to become our own flotilla in Division 12. OTHER FLOTILLA NEWS: FELLOWSHIP, FELLOWSHIP, FELLOWSHIP: One goal for 2012 is to have more fellowship, one of the cornerstones of the Auxiliary, with our members and families. If you have any ideas, please contact Sep Harvin. BIRTHDAYS, ANNIVERSARIES AND MISCELLANEOUS OCCASIONS: One idea for fellowship is to include our members and their spouses birthdays and anniversaries in our monthly flotilla newsletter. This is starting in this month s newsletter. See page 4 for January and February dates and an early March birthday. Anyone can also acknowledge someone s birthday or anniversary when you see them or you may call, or send them a card. 6 FLOTILLA 12-1 ANNUAL CHRISTMAS DINNER AND COW - DECEMBER 7, 2011 PHOTOS BY PERRY MOSES, WILLIAM HAYES AND SUE CARTY Our annual Christmas dinner and COW was held at Clarks Inn and Restaurant in Santee on December 7 and included members and their spouses or guests. There was a great turnout and the evening was enjoyed by all. Our guests included BM1 Jason Miller from Coast Guard Station Charleston, Vito Giardina DCDR (Division Commander) Division 12 and Sandra Lee SO-SR (Division Secretary) Div 12. BM1 Jason Miller is our AUXLO (Aux Liaison Officer) for the US Coast Guard. Both Vito and Sandra are from Flotilla Georgetown. After a social hour and dinner, the COW (Change of Watch) was held. The FSOs (flotilla staff officers) for 2012 were sworn in. The officers who were unable to attend were: Don Kerl FSO-CM (Communications), Tammy Rodvansky FSO-CS (Computer Services), John Owen FSO-HR (Human Resources), Gregg Williams FSO-MA (Materials), and Bob Young FSO-SR (Secretary). There was a nice crowd and plenty of food. We enjoyed music by Ascent Entertainment (DJ). We listened to Christmas tunes while we ate dinner. When dinner was done, the dancing began. There were some wonderful door prizes including an Ipad2. Unfortunately, it did not come home with us but we had a wonderful fun filled night with old and new friends. Photo to left: Capt. 9 DIVISION 12 CHANGE OF WATCH WEEKEND - JANUARY 13-15, 2012 Pictures by Barbara Burchfield BC-BSS and Sue Carty The annual Division 12 Dinner/Change of Watch weekend was held on January 13-15, 2012 at The Beach Colony Resort in Myrtle Beach, SC. A Friday night dinner was followed by the Division 12 quarterly meetings and the dinner banquet on Saturday night. This is an annual weekend event that all flotilla members and their spouses/guests may attend and are encouraged to. There is open time on Saturdays to explore Myrtle Beach and also what the resort has to offer. The resort is right on the beach with magnificent views of the ocean. At the dinner banquet on Saturday evening, awards are given to division flotillas and their members along with the swearing in of the 2012 division and flotilla officers. 12 MARSHALL S MARINE BOAT SHOW - JANUARY 20-21, 2012 Article by Ron Cunningham, Photos by Sue Carty Marshall s Marine, Lake City, SC held their boat show, usually an annual event, on January 20 and 21. We had a booth provided for us in building 4 next to the area where there were speakers and demonstrations throughout both days. The crowd for Friday was weak but Saturday was very good. Totally, for both days, was approximately 15,000 people. There was an excellent turnout of volunteer help from Flotilla 12-1, Flotilla 12-6 East Cooper and Flotilla Georgetown. The U.S. Coast Guard sent representatives from Station Georgetown and Station Charleston. Thank you to all who volunteered their time which also helped make this a good showing of Auxiliarists and Coast Guard personnel to the public. Not pictured - Ron Cunningham UPDATED ODU AVAILABILITY AT THE COAST GUARD UNIFORM DISTRIBUTION CENTER (UDC) -002/12 ALAUX 027/11 of December 14, 2011 announced the surplus inventory of many Operational Dress Uniform (ODU) sizes at the Coast Guard Uniform Distribution Center (UDC) in Woodbine, NJ. This ALAUX updates the availability of ODU top and pant sizes at UDC. 2. As highlighted in yellow on the accompanying chart, a few sizes are no longer available while others have now become available. All available ODUs may be ordered in multiple sets. A chart is located here: 3. In order to manage and meet Coast Guard active duty demands, the UDC must reserve the right to adjust uniform availabilities as needed. It therefore highly recommends that Auxiliarists speak to a UDC customer service representative for updates on available sizes and place all their orders by phone. 14 ******** STAFF OFFICER REPORTS ******** REMINDER FROM JOHN OWEN VFC: To all Flotilla Staff Officers - It is very important to provide monthly reports to your Division Staff Officers (SO) and our Flotilla Commander. The information is vital for us to report any and all activities, etc., on up the ladder. Even though you may not receive a request from your Division SO, please be responsive yourselves. I also want to thank you for being informative to me at the meetings or sending s when you are not present. David is well on his way with his application and hope to get him through the membership process as soon as possible. Remember, when speaking to potential members, you can always refer them to the national auxiliary H-Department web-site for complete information on the membership process, guides, reference manuals, and application. Information Systems Don Carty By the amount of forms that I have been receiving, our flotilla is off to a good start. This year try to keep current on your 7029 forms by remembering to submit them monthly. The 7029 webform site ( ) is an excellent tool that allows you to record and manage your 7029 forms. All mission forms should be submitted as quickly as possible. Marine Safety - Dick Phillips Member Training Perry Moses III The Sexual Harassment Training workshop was given during the flotilla meeting Navigation Systems - Dick Phillips OPerations Perry Moses III On September 28, there was a patrol with three OPFACs (operational facilities). The weather was beautiful and it was a great day on the water reviewing and practicing our skills. Photos and more details in next month s newsletter..public Affairs Joseph Newman We have a media blitz under way for our planned ABS course in February. We are targeting both sides of the lake and using this opportunity also to see if the newspapers will entertain the notion of including our meetings in their monthly planners. On January 20-21, Flotilla 12-1 will be joined by the Gold Side (Coast Guard), BM-1 Jason Miller, and possibly others at the annual Marshalls Marine Boat Show in Lake City. We will be manning a booth, presenting safe boating materials and encouraging attendees to attend the ABS course February 18, at the Clarendon County Emergency Services Complex, 219 Commerce St, Manning, SC. A good contingent from 12-1 will be making the trip to Myrtle Beach for the Division COW and we look forward to the weekend of fellowship. PuBlications Sue Carty REMINDER: FSO reports and any articles that any member would like to submit for the newsletter are due the Wednesday after our flotilla meeting. If you need more time, please let me know so I am aware that you will be submitting an item for the newsletter. IMPORTANT- if a staff officer gives a verbal report at a Flotilla meeting, please me the information you gave. By a staff officer ing me their report, I will be able to include that information in the newsletter to pass on to all our members. Each month in the newsletter, there is a calendar for the month showing our Auxiliary activities and other local events that are occurring. If there is any activity or event, either an Auxiliary activity or other local event, that you would like to include on the calendar in our newsletter, please me with the information and I will add it. Remember that anything you do for the Auxiliary is important and we want to include it our newsletter. 15

16 Public Education Don Carty We are on course for the February 18, 2012 ABS Safe Boating Class. As of this article, we have 17 people registered. Many thanks to all members for getting the word out for the class. Any member that needs to take a safe boating class or would like to help with the class please let me know. Vessel Examiner Ron Cunningham We now have 700 VE decals and check off sheets. There is also a small supply of the new paddle boat forms, #7012-A, with more on order. Also on order are ID stickers for canoes, kayaks and rowboats. It is a decal type sticker which will be fastened on or near the stem of the vessel. Next month, I will be taking suggestions for dates and locations for VE blitzes NATIONAL PA/PB/PHOTO/VIDEO CONTEST ANNOUNCEMENT The Coast Guard Auxiliary directorate of governmental and public affairs is pleased to announce the submission guidelines for the national public affairs, publications, photography, and video contests as posted via: These Auxiliary administered contests are open to all Coast Guard Auxiliary members and units. Specific instructions pertain to the entry requirements for each contest. Please consult the contest guidelines document posted at for additional information. The deadlines for these Auxiliary administered contests is May 31, 2012 without exception. This announcement constitutes formal notification to all interested units and members. NOTE: This is an annual contest. The two contests that individual members can participate in are the photo and video categories. The photo contest recognizes Auxiliary photographers who have successfully captured interesting and compelling images of Auxiliary members and assets in action in one of the following categories: fellowship, marine safety, member services, operations, public affairs, public education and/or vessel examinations. The video contest recognizes Auxiliary videographers who have successfully captured Images of Auxiliary members and assets in action and/or edited them into an interesting and compelling video segment. 17 QUARTERLY REPORT FOR RBS OUTREACH THIRD QUARTER 2011 Submitted by Barbara Burchfield SLO, BC-BSS Barbara Burchfield, a member of Flotilla 12-6 East Cooper, as SLO (State Liaison Officer) and BC-BSS (Branch Chief, Atlantic South) submits quarterly reports to the RBS Outreach mission In her third quarter report dated December 12, 2011, Barbara asked to include in her report information from the article that was in our newsletter about working with the DNR for the annual barge party held on September 4, 2011 during the Labor Day weekend. Following is not only what Barbara submitted about the barge party but also her entire report for South Carolina including a section on SC DNR position on boater licensing. First, some background on Barbara s positions as SLO and BC-BSS including the purpose for the RBS Outreach mission: - As Branch Chief, Atlantic South, she is assigned AOR (Area of Responsibility of 13 states, PR & VI: District 7 FL, SC, GA, PR, VI. District 8CR AL, LA, MS, NM, TX District 8ER IN, KY, OH, TN, WV - Each of the 15 locations has a State Liaison Officer working directly with the state s Boating Law Administrator (BLA), waterways management groups, the Coast Guard, the District RBS Specialist, the Auxiliary, marine law enforcement, recreational boating partners, boating advocates, etc. SLOs also monitor legislation that may affect recreational boaters and the Auxiliary, such as life jacket or mandatory education laws. - The RBS Outreach mission, according to the Strategic Plan, is to ensure that the public has a safe, secure, and enjoyable recreational boating experience by implementing programs that minimize loss of life, personal injury, and property damage. - The SLO mission is to promote the RBS mission, working with the BLA on public education, vessel safety checks, operations, community events and activities, etc. - RBS Outreach leadership and management is interested in how the Auxiliary is developing and working with other agencies to promote the RBS mission. It is very important that the Auxiliary tell its story and show its worth to the folks who distribute funds, particularly as budgetary restraints become increasingly tighter. 18 THIRD QUARTER REPORT 2011 BC-BSS, Barbara Burchfield December 12, 2011 SOUTH CAROLINA: Barbara & Festus Burchfield LAKE MURRAY ASSOCIATION (LMA) SLO-SC Barbara Burchfield was elected to the LMA Board of Directors and is assigned to the Safety Committee. LMA provides representation for corporate, local businesses, home owners, and lake users on issues that pertain to development, management and use of Lake Murray. LMA works with local organizations and government agencies to insure a clean, safe, and user-friendly lake and sponsors the Lake Murray Safety Consortium (LMSC). AUXILIARY AND OTHER AGENCIES WORK TOGETHER FOR BOATING SAFETY As an example of another positive move of inter-agency cooperation, South Carolina Department of Natural Resources (SCDNR) requested the support of Flotilla 12-1 at the annual Lake Marion Barge Party held September 4, 2011 during the busy Labor Day holiday weekend. Flotilla 12-1 assisted with two Operational Facilities along with the law enforcement agency to provide boating safety patrols at the very popular holiday boating event. SC DNR ONLINE & USCG AUXILIARY WEBLINK At our request, a link to the USCG Auxiliary National Boating Class Finder has been added to the SCDNR Boating Education website in December. Interested persons click on U.S. Coast Guard Auxiliary for Boating Classes - hyperlink to SC DNR ONLINE PUBLIC EDUCATION DATA SLO-SC conducted a survey of About Boating Safely (ABS) and Boating Skills & Seamanship (BSS) courses conducted by the Auxiliary during These findings include Divisions 2, 10, and 12 that hold courses in South Carolina: 18

19 THIRD QUARTERLY REPORT (Cont d) SC DNR ONLINE PUBLIC EDUCATION DATA - Cont d Of the 36 SCDNR Certified classes, 21 Auxiliary classes were advertised on SCDNR boater education calendar alongside U.S. Power Squadron and DNR boating classes: 257 student graduates with 18% of those registered directly via SCDNR website. The remaining 15 classes not advertised on SCDNR website were largely held for agency-specific groups not requiring advertisement. BLA Colonel Alvin Taylor said in the 26SEP LMA multi-agency and public meeting that South Carolina is 8 th in the nation with the number of registered watercraft and emphasized that it will take the efforts of all of us to educate the public through our boating education programs. SC DNR POSITION ON BOATER LICENSING SLO-SC recently provided this information to USCG Sector Charleston AUXLO, District 7, Division 12 and SC Flotilla Commanders by At the 08 OCT USCG Auxiliary Division meeting, Division Commander Giardina asked me to find out the DNR s position on boater licensing. Today I talked with Lt. Billy Downer who leads the SCDNR Boater Education Department; this is a summary of our conversation: Lt. Downer states that SCDNR will support legislation for recreational boating education. His department has looked into many boater education options including mandatory education for all vessel operators regardless of age, and mandatory education requirements with a born after date. For example, all residents and non-residents born after June 30, 1979, must complete a hunter education course before a hunting license can be obtained. The legislative process requires that proposed bills be presented by a legislator who sponsors the bill. DNR s involvement in support of boater education legislation will be to provide historical data and help build a case for passing the bill. The previous legislative sessions have not addressed boater education bills since no legislator has sponsored a bill and the session focused primarily on basic budgetary needs and redistricting. As a safety person, Lt. Downer says boater education is a smart move. We also know that the process will require much public support for a bill to become law. SLO-SC, Barbara Burchfield SCDNR-US COAST GUARD MOU UPDATES A revised Memorandum of Understanding (MOU) between the South Carolina Department of Natural Resources (SCDNR) and U.S. Coast Guard is in the works, according to information from RBS Bruce Wright. The current MOU was sent to USCG Station Charleston AUXLO and Sector Charleston AUXLO on 26OCT. We are also attempting to locate a copy of a separate MOU for Boating Under the Influence (BUI), which is referenced in the original MOU. LAKE MURRAY SAFETY CONSORTIUM & LAW ENFORCEMENT & SOCIAL MEDIA SLO-SC attended LMSC meeting 19OCT and took meeting minutes.
