1 Division Five February 3rd Meeting Minutes Board Meeting: All flotillas were represented at the Board Meeting. Flotillas reported their status and issues. Flotilla 51: Weather caused flights cancelled because too windy to fly Small craft warnings caused cancellation of QE s Government shut down caused cancellation of safe boating classes REYR Steve and I decided to set a goal that this year we want our members to earn a new certificate. We have 10 members who would like to get their aux op. For this we need help with instructors. REYR our largest REYR reason was for CPR. We need a class to get recertified. Have Coast Guard give the QE s. Will be both good for our personnel and also allow active duty see that we can do an assigned job as requested. Flotilla 52: Comms class in progress. Weather starts March 24 th 5 Saturdays 1/month. Had progress in AUXOPS qualifications. Upcoming Sea and Turtle Fests. PE classes going well.

2 Flotilla 54: Pushing BQQ2 for everybody. R21 coming to our flotilla. Trying to change meeting time. Everglades Day coming up. April 21 Air Station annual workshop and swim test. Ordering whistles to give out at VE and PE activities. Flotilla 56: New member push. Some interested in boating, more interest in air crew. Don t have instructors to do boat crew training, working with 58. Financial audit did well, working on inventory. Good CoW 13 January. Lots of PA events coming up. Captain Hiram s resort in Sebastian is alternate PE class location from Christ Church. Wants us to teach classes for their members. Flotilla 58: Good January meeting. New member interest including facilities. Starting AUXCOM course. Nature Fest and Blessing of the Fleet in Fort Pierce. Not able to complete January ABS class due to shutdown. Flotilla 59: Great boat show 320 PA hours. Inventory audit complete. VE workshop done. Weather class in progress. Guest speaker at sail and yacht club. VE blitz. Feb. 10 Blessing of the Fleet in Stuart. 33/63 at last meeting. Lost 13 students due to shutdown should come to next class. Paid up front so met them at door. Inducted 1 new member. 56 needs help getting PayPal integrated into website. People finding classes on line. Get alert on phone when set up. Give full refund if can t take class. Finance reported on October through present expenditures. Budget was voted on and approved. Budget:

6 BM1 Whitman remarks: Making night requirements for Auxiliary consistent at Sector. Operation Clear Channel in progress. Palm Beach getting another cruise ship. Lake Worth has annual inspection upcoming busy in preparations. POTUS in town this weekend, usually in every other weekend to support their team. Station getting new fence, cameras, docks to make room for Presidential team. Michael Sparks new station commander was OIC at Annapolis. Otherwise pretty slow. LEADERSHIP REMARKS: DCOS Barth remarks: DirAux leaving in summer. New director Harry Moddy XO of Base Miami. Ruth Fernandez just retired. DirAux getting help to address backlog. Starting to see things coming out again. Must report ANY arrests new members have. If find undisclosed items they are done because falsified the form. PR and VI still getting back. 30% of PR no power. VI even worse. USCG in VI not fully operational. Focus on culture of respect. Abuse of actives by Auxiliary members not tolerated. Don t bcc or cc up the chain only next level violation of chain of leadership. Let members know this. Handle problems at lowest level possible. Investigations are time intensive. CAPT Gould retiring. Online sessions on reports and recruiting. New PE material workshop. New state supplement has required 40 slides and 26 questions. Cannot change any of those slides. Cannot remove any slides can add local knowledge to any slides. Can t say I don t agree with it. March 1, 8, 12, and 15 th online sessions coming out. Want this rolled out as soon as possible. BQQ2 now required for new auxiliarists. Setting standards for training for officers. DirAux new member action tracking system. Reciprocity with Power Squadron for VE. DirAux wants to know for Flotilla big anniversaries. New ASC coming. August 19 NACON Rosen Center Sept.9-17 D-Train Orlando. Training report shows many REYR can have qualifications removed voluntarily so don t show REYR. May National Safe Boating week. May18th wear life jacket to work day. May have another shutdown Thursday. Can do online activities or meeting. Gary can provide link to free online training site. Handing out questionnaire regarding District support. Commander Bowerman remarks. Have to pass VE with recall extinguisher in green but alert them. Have to provide them information on recall. They should get claim number so if stopped they will show they are replacing extinguisher. FWC 12 month grace period. USCG 6 month grace period. Good VE workshop. Good interactions. Full classroom. Largest District. 691 instructors 787 VEs 421 PV 379 boat crew. 36 aircraft. We train people so incidents don t occur. Would like workshop every other month. Next month PV workshop? Vice Commander Haarer remarks: 2/15 drop dead for finance/inventory reports. Charleston CS class in March get them in quickly.

7 FC Reports and Staff reports were given. Highlights were as follows. Flotilla 51: Weather big problem preventing flying and boating for QEs. Shutdown cancelled ABS class. Trying to increase AUXOPS in our Flotilla and to get 1 new certification this year. 10 AUXOPS candidates. Biggest REYR reason is CPR need instructor help. Need to coordinate with other flotilla training. Changed meeting to second Tuesday of each month 1900 hours. Flotilla 52: About Boating Safely (ABS) Classes We completed our first ABS Class in JAN 2018 with 30 students attending and passing the class. We are off to a great start with this class and hope to build on it success for the rest of The next class at the River Center will be on 17 FEB Boating Skills & Seamanship BS&S) Classes Our first class of eight was held at the Jupiter Community High School on 24 JAN students have signed up. These advanced boating safety classes continue to grow as the residents of Jupiter seek a better understanding of how to safely operate our waterways. Member Training: AUXOP Classes So far, several Auxiliary members have completed the AUXSEA (Seamanship) and AUXPAT - (Patrols). The current class in the series being taught is AUXCOM (Communications) which started in OCT 2017 and will be completed in Feb of After that March 24 AUXWEA (Weather) will be our next offering. We are also going to start a boat crew class later this spring. Watch Standers: Station Lake Worth is looking for Auxiliarist Watch Standers. Currently Greg Barth is in training to be a Watch Stander. If anyone is interested, please check with Greg on what is required. The Coast Guard Station Lake Worth continues to seek Auxiliarist would are food service qualified to help with their galley. If anyone is interested, please let me know. Mandatory Training - (28) members have completed all their mandated training. Please note that if you are among the (8) who have not you will not be able to participate in almost anything without completing the training. In addition, ID cards and awards will not be issued or renewed. Greg and myself are here to help those members that have not yet completed the requirements. New Members We have one new member package that has been submitted to Miami. We have also decided to make some changes with the FSO leadership. As of Feb 2018, I will assume the HR position, Bob DiPaolo will be taking over the FSO-MS job as he is also concentrating on obtaining his Trident designation. Facebook Page I encourage everyone to visit the Flotilla 52 Jupiter Facebook page and share it on your page. This a great way to promote the Flotilla to attract new member and students to our classes.

8 Coming Events - The Jupiter Jubilee will be on 3 FEB 2018, we will have a presence at the event I encourage everyone to attend. Also, on 24 FEB 2018 the Jupiter Lighthouse will be having the Sea Fest for Kids event. This has become one of Jupiter s biggest public events. Flotilla 54: Pushing BQQ2 for everybody. Flotilla 56: One of the primary objectives for Flotilla 56 for 2018 is to increase our membership and to increase participation of current members in Auxiliary operations and activities. In January we have begun the processing of four new members and are waiting the signing up of two additional persons interested in joining the Auxiliary. Three of the six potential new members are Marine Surface program oriented while the other two are interested in the Air program. On 13JAN, Flotilla 56 held its annual Change of Watch dinner and ceremony. Included guests were CWO3 Erik Watson, USCG Sta. Ft. Pierce; BM2 Kevin McGuire, USCG Flt. Liaison Officer; CMDR Gary Bowerman, USCG Aux Div. 5; FC Robert Clarke, USCG Aux Flt. 58; CMDR Richard Meyers, Vero Beach Power Squadron; and COMM Barbara Ebstein, Vero Beach Yacht Club. The Flotilla 56 Auxiliarist of the Year plaque was awarded to William G. Jewett III. Also at this time the 2018 slate of FSO s were sworn in. Planning has begun for the upcoming 2018 year with several PA events already on the schedule. An FSO co-ordination and planning meeting has been set for 22FEB. At that time quarterly, bi-annual and annual schedules will be submitted, reviewed and merged for all of the FSO s to use to insure cross co-operation and assistance to and between each of the flotilla FSO directorates. Through natural attrition (retirements, deaths, transfers, etc.) Flotilla 56 has lost many key members and resources over the past 3-4 years. New membership has been slow to increase and new member interests have deviated considerably from what has been considered the norm for Flotilla 56 in the past. As a result the Air program has grown 3 fold and our Marine surface program has been decimated to 3 active crew and no facilities. Due to the holiday season, vacations and other various reasons, Flotillas 56 has not held a General Flotilla meeting since October Because of this, specific planning for 2018 has taken a back seat pending re-organization of personnel and staff positions. Flotilla 56 has a small but strong group of members willing to put in as much time as is necessary to revive the Auxiliary program in Indian River County. With each other s help and support, confidence is high that we will bounce back from several years of decline. Until such time as Flotilla 56 can reasonably operate with its own independent

9 Member Training program, we will continue to work with and rely on assistance from other Division flotillas for the training of our members. Flotilla 58: Good January meeting. New member interest including facilities. Starting AUXCOM course February 6 th 1 day a week for 5-6 weeks. Nature Fest and Blessing of the Fleet in Fort Pierce. Not able to complete January ABS class due to shutdown. The Flotilla 59: Great boat show 320 PA hours. Inventory audit complete. VE workshop done. Weather class in progress. Guest speaker at sail and yacht club. VE blitz. Feb. 10 Blessing of the Fleet in Stuart. 33/63 at last meeting. Lost 13 students due to shutdown should come to next class. Paid up front so met them at door when class canceled. Inducted 1 new member. Division Staff Reports: SO-CS Report: No significant issues. SO-IS Report: SO-CM Communications: TCO workshop coming up. R21 message sent out. SO-PA Report: Shutdown speed bump affected ABS classes. 4 new PAs out of 6 flotillas trying to get them up to speed. Weatherbee school is a great cooperative effort. SO-HR Report: We continue receiving favorable response thru the e responder as well as local inquiries. F52- Local inquiries are being channeled through the F52 Facebook Page which has provided Flotilla 52 with an expanded exposure as to who we are and what we do as an organization. F52 will be promoting USCG Aux Membership at the upcoming Jupiter Jubilee on 3FEB18.

10 F51 participating in local flea market and boating show and will be promoting membership. Frustration with delays in receiving member numbers as well as unusually large delays with ID Cards continue to plague us. In speaking with employees of the local Coast Guard Exchange, it has been communicated to me that delays in receiving ID cards within the civilian employment sector is not a problem. Looking forward to pending training classes for FSO-HR. Hopefully in Feb. SO-MS Report: Nothing to report. SO-MT Report: REPORTS FROM THE FLOTILLA: Flotilla 51 Flotilla 52: NO REPORTS. NO Training Schedule for First Quarter. * Teaching AUXCOM 4 of 5 chapters seven members One member of FL 51 also attended * AUXCOM will be tested on FEB 10th * AUXWEA will begin 3/24..one member passed the Exam for AUXWEA, and earned AUXOP device. * Working Mandated training as well as BQ testing Note: the Flotilla needs classes set up for CPR ( 8-10 members) Also needs to have TCO put together/set up for 2-4 members. Flotilla 54: Flotilla 56: NO reports. Assume no training * Still working on QTR training Schedule. * 4 new members are being processed, plus 2 interested in joining. It seems 4 of the new members are interested in surface ops and * Two new members like Air Ops program. * 22 FEB is planned for Co-ordination FSO meeting and finish the Training schedules. * We welcome any assistance from other FL in the D-5 Flotilla 58: * Has met all the training calendars as requested. * Conducted a seminar for new and OLD members covering Aux Web and MyCGAux * Coordinated a meeting with SO staff, FC and Chief Balcerski to better understand CG and AUX joint training ventures and execution. The meeting was very productive for both sides.

11 * Crew/Cox monthly training session was well received. Four potential new boat crew and two potential COX. Request that a Training Schedule be made of all Flotilla training. Up coming events: o AUXCOM 2 FEB at 7 PM at FL 58 o o TCT/OPS 1 hour refresher 13 FEB. Boat crew training 1800 to 2000 hrs. 20 FEB * AUXCOM HRS. * AUXCOM HRS Flotilla 59, have not submitted an End of Month report SO-NS Report: NS class in Yorktown this year. SO-PB Report: Sending out newsletter 4 x a year. SO-PE Report: 3 new FSOs. Have to get new changes to ABS incorporated. Interoperability with Power Squadrons. All Flotillas except 1 submitted reports. SO-PV Report: Working with the new ADSO-PV, Forrest Simmons, via phone and regarding the responsibilities of the position. He is motivated to do a great job! Have been in contact with our FSO-PV Team. We have two new FSO-PV's who are establishing new Partners and diligently working their territories. We have two established FSO-PV's making their calls and looking forward to the new PV Presentation tools being developed. We are working on setting up the FSO-PV positions in our other two Flotillas. Attended the excellent VE session on 30JAN2018. The presentation was most helpful in explaining to Partners - the next day - how the KIDDE return process worked and how easy it was to do. They really listened and were most appreciative! Received REYR Division 5 List for PV from our DSO-PV. She asked for reports of intention to continue or not. I was in contact with the Flotillas to complete the report. We have it done now, but it took some time. Solved the problem with accessing the 7046 form at the local library. They had updated some of the computers. Thanks to our PV Team for their dedication and commitment! SO-SR Report:.

12 Appreciate electronic submittals. SO-VE Report: Flotilla 58 We did not do any blitz in the month of January. I attended the VE Workshop at Flt 59 being hosted by Division 5 commander on January 30th at 1830hrs. It was a very informative classes. We did a total of 32 vessel exams Sean Hart 26 paddle Craft and 2 vessels Tony Elvas 2 vessels. We are set to do our Febuary VE Blitz on 2/10/18 at stan blum boat ramp there will be 2 shifts a 8am to 12pm and 12pm to 2pm this way those that cannot make the morning can come out at the afternoon times. (I have to work for the county in the morning so will be doing the afternoon shift) Flotilla 56 They are working on conducting a VSC event at the Vero Beach Yacht Club in February/March timeframe. 2 VSC done so far for the year. Flotilla 54 Nothing has been reported as of 01Feb17. Will follow up when they send in something. Flotilla 59 Nothing has been reported as of 01Feb17. Flotilla 51 Nothing has been reported as of 01Feb17. Flotilla 52 Nothing to report as of 01Feb17 SO-OP Report: No issues.
