2 Police Annual Report 2016 Chief s Message I am proud to present the 2016 Annual Report for the Grover Beach Police Department. The Police Department is made up of dedicated employees and volunteers and this report highlights the hard work performed by each of them. Our officers, dispatchers, records/administrative staff, and volunteers are all in providing the highest quality of service. It is amazing to look back over this past year and see what we have done to ensure the safety of our community. Keeping the community safe will continue to be a challenge in the coming year. Recent legislative changes have not made California cities safer and, as a result, our department will continue to be busy. This annual report will highlight crime statistics in the city and will provide an overall view of the crime rate in Grover Beach for Securing the safety of the community s residents and visitors continues to be our top priority. In 2016 we continued our Grand Avenue foot patrol program and enhanced it with an additional $16,000 Alcohol Beverage Control grant to detect and deter alcohol violations. We continued our community outreach through our Facebook and Twitter social media websites and our Coffee with a Cop program. In 2016, we reinvigorated our National Night Out program by hosting a great event at Ramona Garden Park. This multi-agency event provided a great opportunity for residents to come meet our officers and fire fighters from the Five Cities Fire Authority. As we progress through 2017, we look forward to building upon our many partnerships with the community. We will continue our social media outreach and will explore building a smart phone application that will further connect our agency with the many residents and businesses in the city. We are focused on cooperative efforts involving the individual citizen, their neighborhood, and Department members. This is a reflection of our community s endeavor to sustain a sense of safety and security. Mission... We serve to contribute to a wholesome community environment in which individuals may work, play, prosper, raise families, and otherwise pursue their legitimate goals without fear of criminal or civil disorder. Values... As we focus on our vision and pursue our mission, we pledge the following values as of utmost importance for public service while not excluding other principles. Service To provide each individual of Grover Beach with responsive and humane law enforcement which promotes security, peace of mind, and tranquility in our community. Ethics We occupy a position of public trust and base our decisions upon moral, as well as practical concerns while always accepting responsibility for our actions. 4 Police Annual Report 2016 GROVER BEACH COMMUNICATIONS CENTER The Grover Beach Communications Center is responsible for routing citizens to the appropriate services depending on the stated need. The Communications Center, commonly referred to as Dispatch, is a multifaceted center that handles calls for service for the Police Department and many calls for the City of Grover Beach during non-business hours. The Communications Centers also handles calls for service for the Five Cities Fire Authority which serves the communities of Grover Beach, Arroyo Grande and Oceano with a combined population of 37,000 residents. In 2016, the Communications Center handled 30,384 calls for service and Computer Aided Dispatch (CAD) entries. Of those calls, 26,497 were requests for police services in the city. This call for service volume was an increase of 29.8% over Of the police calls for service, 2,952 calls were for emergency calls where citizens needed immediate police assistance. The average police officer response time, which is the time from when the call is received in the Communications Center to the time when an officer arrives on scene, was reduced from 2 minutes and 54 seconds to 2 minutes and 47 seconds. In 2016, the Communications Center handled 3,887 calls for service and CAD entries for the Five Cities Fire Authority. Of those calls, 2,709 calls were for emergency medical responses and 111 were for actual fire responses. The remaining calls for service were requests to handle hazardous conditions or false fire alarms. With the assistance of the Communications Center dispatchers, the Five Cities Fire Authority had an average call for service response time of 6 minutes and 17 seconds. The Communications Center answered 5,835 emergency 911 phone calls, a 13.5% increase from last year and nearly a 20% increase in just the last two years. These numbers show a continued increase in the requests for emergency services annually. The Communications Center is staffed with 5 full-time Communication/Records Technicians, 1 Lead Communications/Records Technician and 1 Communications Supervisor. These dedicated professionals are the lifeline of our residents, businesses, visitors and emergency responders. 4 P a g e
5 CRIME STATISTICS Police Annual Report 2016 The Grover Beach Police Department utilizes the Uniform Crime Reporting Program to track crime statistics in our city. This program is utilized by over 18,000 law enforcement agencies reporting their crime data to the FBI for analysis. The preliminary 2016 report from the FBI shows an average of a 5.3% increase in violent crimes across the nation. Violent crimes are described as Murder, Rape, Robbery, and Aggravated Assault. The preliminary 2016 report also shows an average of a 0.6% reduction in property crimes. Property Crimes are described as Burglary, Theft, Motor Vehicle Theft, and Arson. Collectively, the violent crime and property crimes are commonly referred to as Part 1 Crimes. 8 Coffee with a Cop Police Annual Report 2016 CONNECTING WITH THE COMMUNITY During 2016, staff members of the police department found many ways to achieve our Mission Statement of contributing to a wholesome community. We continued our very successful Coffee with a Cop program that allows us to meet residents and business owners of Grover Beach. As more businesses look to host the program each year, we are able to accommodate the many different schedules of our residents, which allows us to enjoy a cup of coffee while talking about the community. Community Partnership Program The Community Partnership Program, a form of community-oriented policing and problem solving (COPPS), reflects a cooperative approach between the members of the community and the Police Department to solve neighborhood and business district problems before they further impact the community. Due to staffing shortages, this year the program was staffed by one Sergeant and two Senior Police Officers. These staff members worked with several residents in the community to resolve multiple neighborhood issues that improved the surrounding environment. Our Neighborhood Watch Program has a growing interest in the community and we look forward to adding more neighborhoods in National Night Out This year the Police Department hosted another successful National Night Out event at the Ramona Garden Park. There were displays of police equipment from various agencies including the CHP, State Parks and Railroad Police Department. There was informational displays provided by the American Red Cross, Five Cities Fire Authority and the Grover Beach Rotary Club. Participants were treated to a Hot Dog and Hamburger feed prepared on the Police Department s mobile kitchen. 8 P a g e
9 Social Media Police Annual Report 2016 CONNECTING WITH THE COMMUNITY The Grover Beach Police Department enjoys the largest social media platform of all municipal law enforcement agencies in San Luis Obispo County with over 4,400 followers. Our ability to share information immediately allows us to make stronger connections with the community. Our Facebook and Twitter websites have been able to notify residents, businesses, and visitors of incidents occurring in the community and provide them with much needed public safety information. Our interaction with community members on social media has led to several tips of information that solved crimes in the community. In 2017, we will add another social media website to our platform, the new site will be Nextdoor.com. 10 In the Schools Police Annual Report 2016 CONNECTING WITH THE COMMUNITY Grover Beach Police Officers enjoy the many opportunities they get to be involved with kids in the Lucia Mar Unified School District. From taking time out of their shift to participate in the annual Read Across America Day and Red Ribbon Week to just stopping by during lunch time and eating with the kids. 11 Police Annual Report 2016 CONNECTING WITH THE COMMUNITY Supporting the Special Olympics The Police Department has held a long standing tradition of supporting the Special Olympics on the Central Coast. This year was no different as we participated in the Tip-A-Cop dinner and the Law Enforcement Torch Run. Our dedication to raise funding and awareness for the Special Olympics brings excitement to the department staff and helps our local Special Olympians. 11 P a g e
12 Police Annual Report 2016 POLICE VOLUNTEER PROGRAM In 2016, the Volunteers of the Grover Beach Police Volunteer Program donated nearly 600 hours to the Community. The volunteer program consisted of ten members during the year that assisted the Police Department in patrolling the community parks, providing traffic control at parades and festivities, engaging our youth at events, vacation house checks, crime and accident scene assistance, court runs, administrative assignments and the SLO County Project Life Saver Program. The Volunteer Program was honored by San Luis Obispo County Supervisor Adam Hill who provided $2,000 for the program for new uniforms and equipment. 12 P a g e
13 ADMINISTRATIVE DATA Police Annual Report 2016 The Administrative Data collected by the Grover Beach Police Department covers information gathered during the year from various sources. Those sources are as follows: Training Bulletins: Department Generated Complaints: Citizen Generated Complaints: Vehicle Pursuits: Use of Force: Quality of Service Surveys: These are training materials issued to the staff during briefings regarding new laws, updated procedures and changes in policy. These materials are in addition to the mandatory Daily Training Bulletins provided by Lexipol. These are internal investigations initiated by a department supervisor for alleged misconduct by a staff member. These are investigations initiated by a citizen s complaint to the department for alleged misconduct by a staff member. These are vehicle pursuits initiated by our department. These are reports and administrative reviews of each instance where an officer(s) either displayed a tactical tool such as a firearm, taser or baton or deployed a physical defensive tactic to arrest a person. *The Grover Beach Police Department is one of very few agencies in the State that track the displaying of a tactical tool and not just the application of the tactical tool. 14 Police Annual Report 2016 PERSONNEL RECOGNITION New Employees On February 1, 2016, Matthew Monteiro was hired as a Police Trainee while still attending the Tulare- Kings Counties Police Academy. The Police Trainee was a newly created program approved by the City Council to help fill vacant police officer positions in the Police Department. Officer Monteiro graduated from the academy and completed his five month Field Training Program in July Officer Monteiro has a Bachelor s Degree and is currently assigned to the Patrol Division. On August 1, 2016, Bradley Hogan was hired as a Lateral Police Officer from the Mendota, CA Police Department. Officer Hogan brought three and half years of experience with him to Grover Beach. Officer Hogan s experience includes progressive work in Community Policing concepts and narcotics investigations. Officer Hogan is a certified Drug Recognition Expert in California. Officer Hogan has a Bachelor s Degree and is currently assigned to the Patrol Division. 14 P a g e
15 Police Annual Report 2016 NOTABLE ACCOMPLISHMENTS FOR 2016 The year 2016 was the busiest year on record for our agency. The Police Officers and Dispatchers handled 26,497 calls for service plus 5,835 emergency 911 calls. The Officers took over 3,000 reports assisting the community and made nearly 900 arrests. This level of activity equates to patrol officers answering over 1,800 calls each throughout the year was the first time in five years that we were able to fill our second Detective position. Senior Police Officer Nelida Aceves accepted that role and her contribution to the Detective Bureau has been very helpful. The Detective Bureau investigates over 200 cases annually that include, but are not limited to, fraud, narcotics, sexual assaults, child abuse, burglary and homicide. Due to increased efforts by our patrol officers, our misdemeanor narcotic cases were up this year by 52% from 2015 and a total of 83% since This large increase in cases is partially caused by the passage of Proposition 47 in 2014, which reduced drug crime classifications and penalties. Drugs continue to be an issue that the officers deal with on a daily basis. Although patrol staff was predominately consumed with responding to calls for service, they were able to dedicate additional efforts to traffic enforcement in This effort resulted in a 56% increase in citations for traffic violations. Non-injury traffic collisions decreased however injury traffic collisions saw an increase and we experienced two fatal pedestrian collisions. Distracted Driving is trending upward in the violation category and we are issuing more citations for these violations. Drivers failing to stop at stop signs continues to be the number one traffic violation in the city. This year we committed a large investment in advanced officer training. As part of our Vision Zero campaign, we focused training resources on traffic enforcement and in particular impaired driver detection and apprehension. Our department hosted several classes and invited many other law enforcement agencies to attend the training. We were able to host the State of California certified Standardized Field Sobriety Tests (SFSTs) for the detection of impairment in drivers. Nearly all the officers attended this multi-day course and became certified. We also hosted the State of California Advanced Roadside Impaired Driving Enforcement (ARIDE) training program which is an advanced level of training to detect alcohol and drug impairment in drivers. As a result of these two training programs, our department now has the highest percentage of officers trained in alcohol and drug detection in the county. Other notable accomplishments include: conducted recruitments to fill three vacancies within the Police Department; all personnel are in compliance with POST (Peace Officer Standard of Training) mandatory training and Emergency Medical Dispatcher (EMD) training; participated in the County Regional SWAT team; participated in the Toys for Tots for the South County; participated in annual Cops and Kids Field Day event; participated in the Tip A Cop event to raise funds for Special Olympics; participated in Red Ribbon Week ; participated in the Read Across America Day at our local schools; continued the Police Department s community outreach through the use of social media with Facebook and Twitter; hosted the Coffee with a Cop Program; hosted a Halloween bag give-away at the Annual Pumpkin Carving Contest; completed review and amendments to department policies and procedures; participated in regional Narcotic Task Force; continued on-going daily briefing training program for case laws and policies; obtained a Bullet Proof Vest grant for replacement of officer safety vests; managed $100,000 COPS grant for purchasing of equipment; participated in the Nuclear Power Plant (NPP) disaster training, planning and emergency planning events; and with all of this going on we were able to maintain the public safety within the community. 15 P a g e
