This Report is not intended to capture all the work done by the dedicated women and men of the Department, but to highlight what we believe are important benchmarks to help our community know how the City s resources are being utilized. As your Police Chief, it has been an honor once again to represent these fine public servants and the City we serve was a year of progress on many fronts, and we are gratified to report a drop in crime and traffic injuries compared to Part 1 crimes, the most serious crimes reported to the Police, were down 18% from 2012, injury traffic collisions were down 16%, and DUI-related collisions down 40%. These numbers reflect the results of an ongoing and effective partnership with our residents, visitors and businesses. Persons who take the time to call in suspicious behavior, alert business owners, our able Officer Sergio Rodriguez and Figo justice partners, and a dedicated and relentless focus on repeat offenders are a big part of keeping people safe. I encourage interested residents, visitors, and business owners to review this Report and let us know what you think. Our DUTY is to provide the highest quality of service in a fair, impartial and ethical manner. Our COMMITMENT is to take a leadership role in providing for public safety and quality of life in a manner that will preserve the public trust. ORGANIZATIONAL VALUES In order to successfully carry out our stated Mission, as well as achieve our highest potential as an organization, the following values will guide each member of this Department: COMMUNITY SERVICE We will carry out our duties in a manner consistent with our Oath of Office and the requirements of the law. Part 1 crimes were down in Fountain Valley in 2013, a decrease of 18% from the previous year. Part 2 crimes include fraud, forgery, gambling, vandalism, and prostitution. Past experience has reinforced the theory that properly executed arrests and citations have an undeniable deterrent effect. There was an overall decrease of 2% in arrests from the previous year. Officers made 233 arrests for driving under the influence of a controlled substance and/or alcohol. Similarly, our parking enforcement efforts helped keep our streets swept and assisted in the well ordered use of public areas for parking. In 2013 Parking Control Officers issued 7,094 parking citations. *Before a change in the law, marijuana-related misdemeanors were considered arrests. They are counted here as infractions to give the reader context when comparing arrest statistics from prior years. 5

6 TRAFFIC SAFETY Our aim, consistent with our Traffic Plan, is to modify or eliminate unsafe driving and reduce traffic collisions. Data on the location, day of the week, time of day and primary collision factor of traffic collisions in the City are constantly collected and analyzed. These data drive decisions by Supervisors as to when and where to concentrate enforcement efforts. Personnel costs include salary, overtime, holiday pay and benefits, such as health insurance, Worker s Compensation and pension. Operating expenses include costs for contracted services, computer hardware and software, ammunition, training expenses and other similar items. Internal Service costs include the costs to maintain the Department s fleet of vehicles, maintenance of facilities and related expenses. 8

9 COMMUNICATIONS/REPORTED INCIDENTS (CALLS FOR SERVICE) Our Police Dispatchers are the voice of the Department to the vast number of people who call with an emergency, request or just have a question. Our Police Dispatchers processed 53,911 incidents in Those calls are further broken down by priority, Priority 1 calls being crimes in progress or in-progress emergencies. For 2013 the average response time (in minutes and seconds) to a Priority 1 call was 4:49 minutes. The Fountain Valley Police Department defines response time from the second the Police Dispatcher receives a call until the second an Officer actually arrives on scene. Calls by Priority Priority 1 Calls 3,795 Priority 2 Calls 15,668 Priority 3 Calls 13,251 Priority 4 Calls 21,197 Priority 2, 3, and 4 calls are those in which the crime has already taken place and Officers respond to take a report, such as a burglary report that occurred hours ago. In 2013, of the 19,530 emergency calls made into our Communications Center, 12,869 originated from a cell phone, a 13% and 15% decrease, respectively, from the previous year. 9

10 ALARM ACTIVITY Residents and businesses in Fountain Valley are required to obtain Alarm Permits for their monitored alarm systems, which helps to reduce the number of false alarms due to lack of maintenance or familiarity with their alarms. Permits must be renewed annually. Residents and businesses are encouraged to know how their alarm operates and work with their private alarm provider to minimize false alarms. 11 PROFESSIONAL STANDARDS CITIZEN COMPLAINTS NUMBER REPORTED 9 NUMBER UNFOUNDED 8 NUMBER SUSTAINED 1 The Department takes very seriously its obligation to uphold the public s trust. One way of maintaining this trust is to have a robust complaint investigation process and policy. Citizen complaints are investigated thoroughly. Each complaint and its subsequent investigation is reviewed through the Chain of Command to include the Chief of Police, who approves the final disposition of each complaint. The complainant is then notified by mail of the disposition of the complaint. These data are also reported to the State of California. When a complaint is sustained, the employee involved may be re-trained, disciplined, or terminated, depending on the nature of the sustained policy violation. 11

12 INVESTIGATIONS BUREAU: GENERAL INVESTIGATIONS A major function within the Department is secondary investigations by Detectives and Support staff. Detectives follow up on information provided to them by Patrol and assist in preparing the case for the court process. Detectives are also instrumental in liaising with crime victims to assure their interests are at the forefront of our efforts. The following represents some of the work accomplished by the Detective Bureau in 2013: Adult Arrests 44 Juvenile Arrests 10 Warrant or Complaints Served 63 Victim Declined Prosecution 44 Unfounded 4 Outside Agency Arrests 7 Non-Criminal/Civil 26 District Attorney Declines to Prosecute 77 Closure Rate: The number of cases with workable leads later closed by a Detective was 87% percent in 2013, an increase of 7% from the previous year. 12

13 INVESTIGATIONS BUREAU: CRIME SUPPRESSION UNIT The Crime Suppression Unit was formed from the previously designated Special Investigations Unit. While these plainclothes Detectives maintain responsibility for narcotics, vice, and gang investigations, as well as provide surveillance support to other Department units, their primary task is to focus almost exclusively on repeat offenders such as AB 109 offenders, parolees, and persons on court supervision. The retail or street value of drugs seized in 2013 was a 265% increase from the previous year. US Currency Seized/Forfeited $53,523 Retail or Street Value of Drugs Seized $2,319,894 Firearms 0 Felony Arrests 26 Misdemeanor Arrests 10 Search Warrants Served 7 Probation/Parole Searches 16 Regional Narcotics Suppression Program In 2013, the Department reestablished its previous relationship with the Regional Narcotics Suppression Program, contributing one full-time Narcotics Detective to this vital, regional effort to combat major drug traffickers in the region 13

14 USES OF FORCE AND PURSUITS Officers are called upon from time to time to use force in the performance of their duties. Department Staff review all force usages to ensure they are in keeping with the law and Department policy. The Department designates a Defensive Tactics Instructor to provide on-going training to Officers. In 2013 Fountain Valley Officers used force on 22 occasions, up from 16 in In 2013 Fountain Valley Officers participated in six pursuits, down from nine in the previous year. Each pursuit incident is also reported to the California Highway Patrol as required by law. To ensure Officers perform their duties in a manner which typifies our commitment to excellence, personnel receive realistic, on-going, and verifiable training. Not including briefing training, which Officers receive every day they work, Fountain Valley Officers received 4,349 hours of training; and professional support staff received 286 hours of training. Additionally, Officers review our Policy Manual via Daily Training Bulletins designed to constantly refresh Officers on our rules and regulations and recent court decisions. In 2013 Fountain Valley put two K-9 teams in service, Figo von der Suderholmer Strabe, a German Shepherd, was born in Germany and received a Schutzhund 1 Title certification. Officer Sergio Rodriguez communicates with Figo using German commands. Figo and Officer Rodriguez went into service together on March 4, Perro, a German Shepherd, was born and trained in the Netherlands and is an IPO/Schutzhund Level 3. Officer Bill Hughes speaks to him in Dutch, and they went into service together on September 28, In 2013 our K-9 teams were instrumental in facilitating high-risk tasks, such as building or open area searches, which would otherwise expose Officers to situations where their safety is compromised. Together they trained for a total of 962 hours. 15 OUR VOLUNTEERS The Department provides quality service through its many volunteers. Retired Senior Volunteers, Chaplains, Neighborhood Watch, Explorers and RACES volunteers provide the Department the ability to connect with the community at almost no cost. These dedicated volunteers are vital to our organizational culture of servant leadership. Our 44 Retired Seniors worked 9,478 hours in 2013, a 31% increase from They took part in activities such as sign removal, vacation house checks, DUI checkpoints, Summerfest, Every Fifteen Minutes, handicapped parking enforcement, and the National Night Out Against Crime. Our six Neighborhood Watch volunteers helped coordinate our crime prevention efforts and dissemination of our quarterly Newsletter via electronic mail and seven in-home visits. Interested persons can sign up to receive the Newsletter by logging onto Our 12 Police Explorers logged approximately 1,830 hours of service in These service hours included traffic control at Holy Spirit Church Festival, Summerfest, DUI checkpoints, child fingerprinting, acting as McGruff the Crime Dog, the OCLEEAA Explorer Competition and the distribution of Parking Permits. The Department s eight Chaplains periodically ride along with Officers or are called in by the Department to assist with initial trauma support or counseling of victims and witnesses. They represent Mariner s Church, Fountain Valley United Methodist Church, St. Barnabas Orthodox Church, Congregation B Nai Tzedek, The Church of Jesus Christ of Latter-Day Saints, and Fountain of Life Fellowship. 15
