Our teams are committed to supporting civilians victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 20 countries in Africa, Asia, Middle East, Eastern Europe and France. At the 2012 Tokyo Conference, Afghanistan announced its road map toward self-reliance. However, great challenges remain to be overcome. Security, social and economic development, good governance, and justice are, among other issues, essential pre- conditions in order to achieve the country s ambitious objectives. The withdrawal of the majority of international troops in 2014 as well as the recent change in government leadership has raised questions concerning the stability of the country. In fact, 2014 witnessed the progressive withdrawal of International Military forces an increased level of violence with civilians paying the highest price, a rise in unemployment and criminality. Rebuilding and strengthening the health-care system is still a priority in Afghanistan with the country-wide continuation of the implementation of the Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS) initiated in 2003 and PUI is a key implementing partner for both the BPHS and EPHS programmes. However, the coverage of those programmes remain insufficient and many gaps still have to be addressed, especially dealing with emergency response (war and natural disasters victims). PUI s strategy/position in the country We strongly believe that PUI s action can contribute to improving the lives of Afghans over the different conflicts and political changes. Therefore, and despite the uncertainty brought by the transition in 2014 and onwards, PUI reaffirms its commitment to support the Afghan people through its strategy based on its experience of the country and expertise in health interventions. Added to the implementation of national health system in two provinces since the beginning of 2003, PUI in Afghanistan has decided to implement interventions on emergency preparedness and medical interventions for conflict-affected populations. PUI is operational in Daykundi province in Central Afghanistan and Kunar and Nangarhar provinces of Eastern Afghanistan. With 2015 being the worst years on record in terms of civilian casualties since 2001, it is crucial to have health staff prepared and equipped for mass casualties and population displacements. Linked with this increase of violence, PUI has developed Psycho social emergency supports to trauma victims. In the coming years, PUI also plans to develop integrated projects with WASH, rehabilitation and economic recovery activities. History of the mission and current programs

2 Prior to the Première Urgence - Aide Médicale Internationale merger, AMI had been present among local populations in Afghanistan since 1980 implementing health programmes. Currently, the organization is running the following programmes; SEHAT BPHS/EPHS Projects MoPH (Kunar, Daykundi) Since 2003, PUI has been implementing the Basic Package of Health Services and the Essential Package of Health Services in collaboration with the Afghan Ministry of Public Health (MoPH) in different provinces. Currently, PUI implements the BPHS and EPHS in Kunar and Daykundi provinces, running in total 74 health centers and two provincial hospitals, and employing more than 1,000 health and support staff. In Daykundi, PUI implements the BPHS while the organization is both the BPHS and EPHS implementer in Kunar, with financial support from the MoPH/World Bank SEHAT funding mechanism. Cont ract s are ending at the end of 2016 and could be renewed. Life-saving emergency trauma care project ECHO (Kunar, Nangarhar) Since May 2013, PUI has been implementing an ECHO-funded emergency trauma care programme in Kunar and Nangarhar provinces to train the health staff for triage and life-savings interventions, emergency preparedness and medical response for conflict-affected populations. The project also collects data on population displacement and prepares the communities and the health facilities for escalations of the conflict. Provision of life-saving healthcare in remote and insecure areas CHF/UNOCHA (Kunar) CHF has recently extended support for PUI to open health facilities in remote and insecure white areas of Kunar province which are not covered under the BPHS programme. This project aims to extend health care services to dramatically underserved populations and increase vaccination coverage in areas prone to polio cases, often due to cross-border movement from Pakistan. Training of Midwives and nurses WHI (Kunar, Daykundi) As a support to the BPHS, the Women Hope International Foundation is supporting PUI in the running of Midwives and Nurses Schools in Kunar province. This project aims at responding to the dramatic shortage of women health staff and, therefore, to improve qualitative health services provision and access for women. Nutrition programmes WFP (Kunar, Daykundi): PUI receives the support of the World Food Program for the implementation of an Integrated Management of Acute Malnutrition programme. 3 Job Description Overall objective Under the direct supervision of the Deputy Head of Mission the Grants Officer is responsible of the drafting and review of concept papers, proposals and reports. He/She supports the M&E Unit by regular update and follows up of project monitoring tools. He/she gathers all necessary information on the ongoing projects in order to adequately communicate on PUI s activities. For coordination tasks some support may be requested by the Head of Mission. Tasks and responsibilities Reporting and donor relations: with the validation of the Deputy HoM and HQ, and jointly with the project managers, he/she leads the elaboration of all donor narrative documents (concept notes, proposals, interim and final narrative reports, amendments). M&E process: under the supervision of the Deputy Head of Mission and jointly with the M&E Unit and the Field team, he/she follows projects implementation according to the LogFrame and Chronogram and ensures that projects quality standards are respected, through preparation of monitoring tools, analysis and presentation of the data for reports. Visibility and communication: he/she actively contributes to the visibility of donors and PUI within the frame of the projects, and ensures the preparation of external communication tools. Representation among external stakeholders, as requested by the HoM and Deputy HoM. Archives: He/She ensures the proper classification of all program related documents (Contract, Amendment, Reports, Audit ) Specific objectives and linked activities 1. REPORTING / DONOR RELATIONS He/She reads every new contract and ensures Donor requirements, contractual deadlines for reporting, as well as contractual templates, are known and respected by the operational team. Under the supervision of the Deputy HoM, he/she is involved in developing a fund-raising strategy. He/She contribute to identify and lobbies with donors and partners and prepares information brochures about PUI activities in Afghanistan. He/She makes sure - with the project managers and head of base - that all relevant information and data is collected in a timely and quality manner to be included in the reports. He/She reports in a timely manner, and with an attention to quality, to donors (coherence of data, quality of writing, justification of the gaps and variation, measurement of indicators, results and objectives, spelling). In collaboration with the Deputy HoM, Head of Base and Project managers, he/she prepares all necessary attachments and annexes to the reports. He/She ensures that final versions of reports and proposals are communicated to the operational team and HQ. He/She effectively files all documents related to PUI activities in Afghanistan. He/She takes the leadership and ensure the Cordination in Full Proposal preparedness and writing He/She follows up of donor request and contractual obligations (UN agencies, ECHO ) 2. MONITORING AND EVALUATION He/She is responsible for the following up and timely submission of PMT (Project Monitoring Tool) to the Deputy Head of Mission (no later than the 15 th of each month), after liaising with Field coordinators, Projects managers and M&E Manager. consisting in: - Participation in drafting relevant database for efficient follow up of projects; - Developing methodological tools (relevant excel databases, needed for baseline, follow-up, survey) with the Deputy Head of Mission and M&E Officer and controls their adequacy with donor requirement in terms of monitoring and impact measurement. - Presenting data in charts, tables and graphs. He/She establishes highly efficient communicational ties with the field 4. COORDINATION Internal coordination: attends Coordination meeting and provide Minutes. External coordination: upon request the Grants Officer attends meetings, clusters, representation and is an active attendee of these meetings.

Participation in the design and timely sharing of Monitoring tools between the field and the coordination level. Participates in the strategy to develop integrated new programs in 2016 (WASH, nutrition, etc) and write proposals accordingly.
