1 Inter-Agency needs assessment Mission to Labado May 2014 SUMMARY Location Labado Affected IDPs All are IDPs: 9890 IDPs in IDPs in 2014 Critical areas Food, nutrition,sanitation Key gaps Food for all and FFE for students Drugs to the clinic. Nutrition programme ( equipment s/materials) Sanitation and Hygiene promotion activities. Security/access: The security is calm, no incidents reported recently. The mission conducted by flight-no escort No presence of government, No physical existence of humanitarian partners UNAMID is the main partner in the ground. Action/Recommendations Priority Food for all IDPs. Delivery of essential drugs. Starting nutritional programme and to be well equipped Sanitation and hygiene promotion activities. 2 FGD at Labado 12 May 14 (1) Introduction The last year incidents of Muhajiria and Labado in April 2013 pushed many IDPs in different directions including, Yassin, Selaia`a, Abu Hadeed and other locations in East and South Darfur States. The population at Labado and the surrounding villages moved from their original locations seeking protection near to UNAMID team site of Labdo. At the first week of March 2014 incidents in Um Gonia and other villages south of Nyala pushed many IDPs to different directions including Labado. The inter-agency mission on March 2014 to both Muhajiria and Labado is able to cover Muhajiria only. The mission to Labado was rescheduled after two missions to Yassin and Selaia`a and it took place on May The mission was conducted using UNHAS flight. (2) Participants OCHA, HAC, WFP, WHO, Tearfund, NCA and SRCs (3) Methodology The methodology includes:- Meetings with UNAMID in Labado (military commander, team site commander, DSS and others) Meeting of the staff of level1 hospital at UNAMID team site Focus group discussions with the Shiekhs and IDPs community. A sample of HHs were visited and interviewed. Visit and meeting at WHO clinic in Labado. Meetings/visit of basic school. Visit of the water sources. Market tour and interviews General observations.

World Health Organization (WHO) is running the clinic in the camp with staff deployed from ministry of health.

3 (4) Organizations working in Labado: The main partner working and stationed in Labado is UNAMID where there is a team site. UNAMID, in addition to its mandate, is also supporting a part of humanitarian needs for the IDPs in water and in health services before the stepping in of WHO. World Health Organization (WHO) is running the clinic in the camp with staff deployed from ministry of health. NCA is stepping in occasionally to distribute NFIs (last distribution of NFIs on12 May 2014), WFP distributed food for the old IDPs through its partner (SPCR) during the period May-September (5) FINDINGS i. IDPS numbers-residential area Labdo located about 120 Km NW of Ed Deain in the coordinates: N and E All the residents of Labado are IDPs. Those who came in 2013 due to Labado /Mahajiria incidents in April 2013 and the new IDPs of March 2014 due to Um Gonia /South Nyala incidents. All IDPs are settled near UNAMID team side in Labado of a distance of about 100 meters from the team site. The main reason of this closer settlement is for protection purposes. The overall number of the IDPs is estimated by The number is subject to verification by IOM or during distribution of services. The main tribes component of the IDPs camp is from Zagawa (majority), Birgid and Barno. The number can be divided as bellow: IDPs from New IDPs of Total ii. Health/Nutrition Left photo:plumpy nut at UNAMID store at LABaDO and right :MUAC screening Since the arrivals of the IDPs in 2013, World Health Organization started with partners to provide health services in the camp. The services started by a contract with SRCs which was expired at the beginning of the year WHO in collaboration with SMOH in East Darfur provided the health services for the IDPs up to the end of April 2014.UNAMID level1 hospital is filling the gap during any absence of partners/contracts gaps. Two days before the mission arrival, World Health Organization was able to secure and deploy staff from Nyala to work in the clinic. The clinic build from local materials and a tent was now staffed with:- - Medical asst., Nurse, Midwife. Vaccinator, Asst pharmacist and Nutrition assistant The clinic is operating well with an average daily attendance of 55 patients.

No epidemic diseases had been reported. Although WHO supporting the referral system in the clinic ( 4 cases per month),,the shortage of vehicles remain a challenge.

The available small quantity of drugs is stored at UNAMID team site in Labado.

The vehicles available is only the commercial vehicles which come to Labado on Saturdays ( the weekly market day).the availability of drugs are one of the main concerns. The available small quantity of drugs is stored at UNAMID team site in Labado. The available drugs will be consumed most probably in one week, the drug deliveries are awaiting for UNAMID transportation from Ed Deain and Nyala. The polio vaccination campaign started 13 May 2014 targeting 2000 children. The vaccines & other consumables are received from Ed Deain through Muhajeria. During the assessment, there is no any Nutrition Activities in Labado; The nutrition team in the mission conducted rapid MUAC screening for about 75 children: 25 cases of severe and 40 moderate malnutrition were identified even though a more in-depth assessment is recommended. The number of malnourished children is obviously high. There is a good stock of plumpynut. Delivered BY UNICEF and stored at UNAMID team site. Recommendations Urgent provision of drugs. A further coordination with UNAMID in Ed Deain and Nyala to deliver the drugs regularly & in time. Providing EPI equips to achieve consistent children vaccination. Providing nutrition equipment s, Staff and food ( UNOCEF,WHO,WFP) Equipping the waiting area in the clinic with benches. Ambulance or a contracted vehicle for referral cases is recommended. iii. Food Security Photos: left: Small quantity of cereals supplies at Labado market & right: team interviewing sample of HHs The old IDPs of 2013 were provided by food for seasonal support by WFP during the period May to September Since that time no food assistance was provided. Those who are able to cultivate has come out with little harvest. The new IDPs from the areas of Higair, Umgonia Aladob and other locations have cultivated in their original land. However, their harvest was lost or looted during the incident or in their way to Labado. The new IDPs are sharing food with their relatives who are copying by selling fire wood, grass and wild food. These items are marketed in the main market day on Saturdays each week. The market is mainly provided by the staple food from Nyala in that market day. The market at the IDPs camp in Labado is very small with small quantity of food and other items

and a limited number of shops. The food prices in the market are SDG 24 for Malwa of millet, SDG 17 for Malwa of sorghum. Most of the IDPs are eating one meal per day.

The IDPs, especially, the old one have an intension to go back home if the security situation is improving. Recommendations Among all the other needs, food is the most priority need.

Some of the IDPs have donkeys used to bring water from the 3 km distance. Few HHs observed to have 2-3 goats. The IDPs, especially, the old one have an intension to go back home if the security situation is improving. Recommendations Among all the other needs, food is the most priority need. Food distribution for the new IDPs and for all IDPs as well is highly recommended IDPs have intension to cultivate.seeds and tools distribution and ffod for seeds protection is recommended.. iv. WASH Photos: left: Taking water from UNAMID water yard in Labado, right: Hand pump not operational Water: There are three water yards operating in Labado, one commercial which is originally used for animals and two UNAMIDs yards. UNAMID devoted one of the sources for UNAMID military and the second for the civilians. There is 18 hand pumps which is not operating and are not accessible in case they are maintained. According to the community the water of hand pumps is salty tasted. It can be used for animals if maintained. The distance of the water yard from the camp is estimated by 3 Km which is one of the concerns. The water is taken free of charge from the UNAMID civilian water yard. The community is organizing itself in a way that five barrels to be filled and in turn 50 Jeri cans. The containers used are barrels and Jeri cans on donkeys and donkey carts. The team did not make a bacteriological test but generally the water quality is good. The community fills directly from the bore hole. This is contrary to what happens in Yassin and Selaiaa where both humans and animals are drinking from the same container. One week before the arrival of the mission, the two bladders (each liters capacity) was stolen by a man at night. This has affected the quantity of water and the number of operating hours of the generator because UNAMID started to take water directly from the borehole and the generator will be put off there- after. Sanitation/Hygiene The general sanitation situation needs urgent intervention. WES has distributed 300 items (Plastic sheets and latrine slabs) in September2014 for construction of household

latrines. The HHs who have latrines are 40% of the HHs, 30% use open field, 30% share latrine with their neighbours. All IDPs dispose garbage near their house or in the open places.

About 90% of IDPs wash their hands by water only because they don t have access to soap Recmmendations: In coordination with UNAMID, bladders and /or elevated tank to be installed in the two water yards of UNAMID. Support the community with relevant items ( Slaps, Plastic sheets etc.). to construct HHs latrines Distribution of hygiene kits and conduct regular hygiene campaigns, and related activities (garbage collections and disposal bins..etc.) Hygiene promotion activities including training and raizing aware ness. v. Education The above photos shows: To left: students drinking from the container, in the middle: damaged teachers` latrine, right: students without Desks The following are some bullet point about the education There is one co- school functioning in Labado. Originally they are two schools (Alfaroog for boys and Alhumaira for girls) merged in one in Because the school of girls was damaged. The school is built with permanent materials. Number of students is 860 students (673 girls boys). All are IDPs Number of teaches in the school: 26 ( 17 males and 9 girls). The entire teachers are recruited by MOE except 3 volunteers. The school is located out of the camp (in the old village) about 2 Km from the camp. The distance from the camp to the school is a concern especially for the young children. Due to the distance ( 2 Km) from the camp, the first three classes ( grade 1 to 3) take their lessons before sending them home to breakfast and not return back Water is provided by UNAMID. The students are drinking from the container ( see the photo).water is a big problem during summer or in case the water is not enough or delayed. The school have no latrines even that of the teachers is damaged. The school is need for desk, school kits and other materials.

7 Food for education will be of a materialized benefits for this school ( all students are IDPs) Recommendations: (1) Additional water container. (2) Latrines construction (3) School kit and other school materials (4) Desks for seating. Including the teachers offices. (5) Construction of three class ( 1-3 near to the camp (6) Food for education vi. ES/NFIs 1:A sample of some IDPS shelter in Labado. 2: A family from new arrivals living with relative All shelters are constructed from local materials collected from the nearby areas. Some have dismantled their houses in the villages and reconstruct the new home near UNAMID. The new arrivals are living with their relatives. They are in need for shelter materials. The NFIs distributed for the fist group of new arrivals by NCA in March In this mission, NCA distributed a complete set of NFIs for 200 HHs from the new arrivals detailed bellow: Plastic sheet (1/HH),Plastic mat (2/HH),Blankets (2/HH), Jericans (1/HH),Cooking set (1/HH) NCA also distributed on 12/5/2014 two items (plastic sheet and jericans) for 220 HHs of the 2013 IDPs vulnerable. No shelter materials was distributed for old and new IDPs in the camp. Recommendations: (1) Distribution of emergency shelter materials for the new IDPs and targeted Old IDPs..
