1 CLUSTER Objective ANNUAL PLANNING/CONTINGENCY GUIDE The Annual Planning / Contingency Guide is designed to assist Regional or Zonal WASH Clusters in to plan together once a year to improve the emergency response. The local WASH Cluster can decide whether to develop a Regional or Zonal level plan. The Guide was developed in consultation with two WASH Cluster Zonal Focal Points, and reviewed and endorsed by the Bosasso WASH Cluster on 4 June Benefits Identify local challenges and to work together to address them Improve preparedness and response to emergencies Improve the feed into the CAP and MYR processes, in a useful way The Planning Guide includes three sections: 1. Implementation Challenges and Regional/Zonal Action Plan 2. Contingency Plan and Response 3. Who does what where - for Emergency Preparedness and Response Timeframe Regional/Zonal Annual Plan to be completed by end July annually, to feed into CAP process Regional/Zonal Annual Plan to be reviewed by end February annually, prior to the Gu (main) rains. This will also feed into the CAP Mid Year Review The Zonal or Regional Focal Point facilitates the completion of Sections 1, 2 and 3 by agencies implementing WASH projects in the Region or Zone. Suggested Methodology 1. Share this Planning Guide with active WASH Cluster members so they can discuss specific issues and input before the WASH Cluster meeting. 2. Facilitate completion of the Guide at a WASH Cluster meeting, or special dedicated meeting(s). Adjust the Guide as required. 3. Send the final Plan to the National WASH Cluster. Copying WASH Cluster agencies, Regional and Zonal Cluster Focal Points, as well as the local OCHA official.
