2 Page2 Meeting Notes 1. Introduction This was the 21st formal meeting of the Region VIII Nutrition cluster following Typhoon Haiyan (Yolanda). Due to Dr. Kattie s attendance at the Inter-Cluster meeting in Ormoc, chaired by Secretary Soliman of DSWD, the meeting was chaired by Rina Ladrera and Briony Stevens. The meeting was held at the NNC in Palo. 2. Review of last meeting action items ITP ward is still not established in EVRMC, NNC (c/o Dr. Kattie) will talk to the DOH Regional Director re: allotment of CMAM staff (e.g. Doctors & nurses) to EVRMC and try to lobby with other hospitals (e.g. LPH & Tacloban City Hospital) to establish other ITP sites => Update => IPT is not only about the training (05/14-16 refresher trainings at EVRMC on ITP); MoU has still not been signed: EVRMC has provided comments and discussions are now again at ACF; More specific MOU on roles and responsibilities btw. EVRMC and ACF and second MoU btw. CHO and EVRMC might be required; Important is implementation plan following the training All partners are requested to share/submit a distribution list for anthropometric tools to maximize resources and avoid duplications => Done Plan still needs to follow up with WFP in regard to tsfp => Done => Partners can share request letters on no-cost extension to WFP, but discussion are still ongoing and WFP will update cluster once decision on WFP programs is made Nutrition Cluster to contact Health Cluster and raise concern over cost of blood => Done => Patient does not need blood anymore (See attendance sheet attached) Cluster: Distribution list map ACF: Amend MoU with EVRMC to explicitly state that an ITP will be established 3. Update from National Nutrition Council (NNC) Region VIII Referral of SAM cases a. Functioning referral system including EVRMC is required b. Chief of EVRMC expressed his interest in establishing malnutrition ward Schistosomasis hospital in Palo a. Hospital in Palo could also be an option for ITP Discussions on how many ITP are required due to low caseload; Currently ITPs are only established in Ormoc and Tacloban, while the lack of an ITP in Eastern Samar is a gap, especially with the high transportation costs for referrals from Eastern Samar to Tacloban

3 Page3 Nutrition awards ceremony a. Maasin City is considered for the nutrition honor award b. Validation of achievements is currently ongoing in Maasin City 4. Update from Region VIII LGU planning workshop Friday and Monday, led by UNICEF a. The LGU planning workshop aims to assist LGUs in addressing bottlenecks in programming in different sections (education, WASH, protection, nutrition) b. Unique opportunity to address current gaps and concerns not addressed in PCA c. MNAOs of UNICEF assisted priority LGUs are participating After Action Review (AAR) a. The After Action Review (AAR) is conducted by OCHA and aims to assess the response to Yolanda b. The AAR involves extensive community dialog and participation, and involves also national and international organizations c. AAR workshop were conducted this week in Tacloban, Ormoc and Guiuan d. The evaluation report will be shared once available Inter-cluster meeting in Ormoc a. Secretary Soliman of DSWD will chair the Inter-cluster meeting in Ormoc and discuss concerns/issues on bunkhouses b. Wide participation from all affected regions is expected c. The Nutrition Cluster is represented by Dr. Kattie of the NNC The 4th round of MUAC screening is completed in Eastern Samar a. The completion rate (reached children as % of estimated children) of 85%, highest to date b. MNAOs raise concerns on the accuracy of the baseline population data: population data is likely inflated c. Concerns on the lack of incentives for BNS were also raised (screening fatigue) d. The advantage/accuracy of WFH over MUAC was discussed e. The presence of OPT+ and the lack of height boards and scales were discussed 5. Distribution updates IEC materials a. 11 different kind of IEC materials are finalized (fact sheets, flip charts, etc) b. NNC finalized and submitted distribution lists to UNICEF c. Final delivery is expected in 2-3 weeks from now d. The IEC materials are directly delivered to RHU and BHS

4 Page4 e. IEC material is also available on the public dropbox and in local dialect f. WFP also has IEC material on the use of Plumpy Sup Anthropometric tools a. Because of warehouse constraints, the anthropometric tools are directly delivered to Mam. Rhiesa (Ormoc), Sir Ed (Leyte) and Mam Sallie (Eastern Samar) b. Partners are kindly requested to pick up the tools at their respective offices Breastfeeding kits a. Breastfeeding kits are currently dispatched (17,200 kits for Region VIII) and expected to arrive next week b. Partners are again requested to assist in the distribution because of warehouse restrictions at UNICEF c. Distribution is planned to happen during counseling sessions; No mass distribution is planned Reporting forms a. The reporting forms are delayed due to logistical challenges, which are currently addressed b. Forms also directly going to PNAOs/CNAOs, where partners can pick up the forms 6. Partner updates Plan International - Regular OTP is ongoing - Five children were admitted in the last month, while one child was discharged as cured - IYCF counseling is ongoing in three municipalities - Plans plans to deliver CMAM roll out training (05/20) - Following the training Plan will deliver of anthropometric tools to catchment barangays ACF - Original PCA ends 05/12, but no cost extension is approved by UNICEF until end of August; No cost extension also includes HOM - PCA is currently operating 11 mother and baby friendly tents - MBFT are transitioning into health centers, hopefully with designated space; Psychosocial support will be provided in health centers on schedule - The aim is to capacitate health centers on psychosocial support - OTP is ongoing (16 OTP sites in Tacloban with currently 73 admissions, 8 sites in Dulag with currently 14 admissions), no admissions in ITP - OTPs are facility based and ACF is supporting health staff - The maximum number of OTPs is 19 for Tacloban and 11 for Dulag by end of August SP: Liase with Save on breastfeeding

5 Page5 Save - Save established additional Breastfeeding Corners - IFA supplementation is ongoing - OTP and tsfp (for children and PLW) is ongoing - Three cycles of MNP distribution are completed and 19,669 children were reached - Training on IYCF peer support groups is planned corners AP: Organize WG and evaluate referral system Samaritan s Purse - Second round of MNP distribution started in May - OTP and tsfp is ongoing with 17 admissions in OTP and 218 admissions in tsfp - Screening is conducted during MNP distribution - Anthropometric tools distribution is completed - IYCF and IFA distribution is ongoing - Capacity building for CMAM planned Food for the Hungry - Plan to work in Marabut and Basey, but height boards and weighing scales are required - Nutrition program has not started yet because of data constraints (clearance by DSWD required) WFP - Partners are requested to submit data in time - Supplies for May are distributed to partners - Possibility to provide commodities for in program patients after May - Supplies are given to Region VI and VII - Supply discussions for Region VIII are ongoing - Caseload is increasing with 1,000 cases per month in 20 municipalities UNICEF - PCA amendments and no cost extensions are currently finalized Childfund - One child (8 months old girl) referred to EVRMC died 04/17 (respiratory failure) - MNP distribution is ongoing - IYCF counseling reached 2,674 PLWs - Supportive supervision to BNS for IYCF counseling is provided - Weekly meetings with peer counselers are conducted - IYCF training for BNS was not sufficient and supportive supervision by midwives and nurses to BNS is addressing this need - Vitamin A supplementation constrained by insufficient supplies

6 Page6 7. Any other business (AOB) - As the Cluster is phasing out end of May, the Cluster is considering organizing an event for the deactivation - Cluster will be followed by WG meeting 8. Next Meeting - The next regular meeting will be held at 1pm on Friday, 23. May 2014, at the NNC in Tacloban
