1 POSITION DESCRIPTION Position Details: Title: Department: Reports to: Location: Authorised by: Clinical Team Leader Mental Health Services for Older People, Liaison Psychiatry, ECT and Huntington s Disease Mental Health and Addictions Directorate Operations Manager Date: March 2019 Auckland District Health Board Service Clinical Director Primary Function: The Clinical Team Leader role will have responsibility for multidisciplinary teams of mental health staff. The role includes both clinical and operational leadership, reporting to the Operations Manager and working collaboratively with the Service Clinical Director and Lead Clinicians. Purpose of Position: To provide clinical leadership and management for Mental Health Service clinicians and their associated support staff to ensure that agreed service outcomes are met and effective, high quality clinical service is delivered. To work in partnership with Mental Health Clinical Team Leaders and Charge Nurses to contribute to the leadership and management of Mental Health services within the Mental Health and Addictions Directorate. To maintain a clinical function as agreed with the Operations Manager, Service Clinical Director and relevant Professional Leader. 2 Service Descriptors: Mental Health Services for Older People based at Greenlane serves the central Auckland population of adults over 65 experiencing acute mental illness or behavioural difficulties associated with dementia. The team works with service users from acute crisis through to continuing care. Liaison Psychiatry is based at Auckland City Hospital and provides specialist advice and consultation to services and teams within ADHB for people with concurrent physical and mental health needs. The service also provides assessment, advice and consultation to the Emergency Department at Auckland City Hospital. The ECT service is based at Auckland City Hospital and provides specialist assessment and treatment. The team comprises an ECT Coordinator and a Lead Clinician who work collaboratively with theatre, anaesthetic staff, and staff from referring mental health teams. The Regional Huntington s Disease Service covers the four Northern region DHBs and comprises a Lead Clinician, Nurse Specialist, Community Mental Health Nurse and dedicated admin support. The service is mainly involved with patients and families at the predictive testing, early symptomatic and diagnostic phases. Key Accountabilities: To manage the day to day delivery of care of the team(s) by : Promoting an interdisciplinary team approach to the delivery of service user care across the service Coordinating the day to day activities within the team(s), by ensuring o Service User allocation is based on appropriate skill mix and staff experience o Appropriate prioritisation systems are in place during times of planned and unplanned leave o Rosters are developed and maintained to meet service delivery requirements Providing timely and accurate information to the Operations Manager and Service Clinical Director to enable accurate forecasting of resource requirements Investigating clinical incidents and complaints in consultation with the Operations Manager (Clinical Leader/Nurse Director/Allied Health Director/Professional Leader as required), taking remedial action and making recommendations to avoid repetition Working with the Practice Supervisors to ensure staff training and development needs are met within clinical service delivery constraints Ensuring staff maintain accurate and up to date documentation by o Implementation of relevant organisational policy o Ensuring staff compliance with Occupational Health & Safety requirements o including hazard identification and management o Maintenance and development of quality systems and processes including o appropriate risk identification and management Ensuring appropriate standards of customer service are practiced Contributing to agreed service development activity Ensuring culturally responsive patient care by assisting staff to understand the diverse needs of service user and their families and whanau Dealing with conflict situations, working to achieve a win-win situation Welcome Haere Mai Respect Manaaki Together Tūhono Aim High Angamua 2

3 Ensuring that the legislation is understood and implemented safely and effectively To provide nursing/clinical leadership of the delivery of clinical services within the team by : Working with senior clinical staff to ensure clinical standards/protocols/policies and service delivery requirements are met in collaboration with the other Clinical Team Leaders and the Professional Leaders/Nurse Director/Allied Health Director Effectively delegating activities and monitoring their implementation Utilising expert knowledge and skills to assist staff working with service users with complex needs Ensuring appropriate supervision is provided across the team Working collaboratively with senior staff to assist resolution of ethical and professional issues Fostering application of Evidence Based Practice and supporting the auditing of standards of clinical practice to ensure that practice is safe, patient focused, innovative and based on validated research findings where these exist Taking a leadership role in the introduction of new service users care processes and care delivery models within the team Working in collaboration with the Service Clinical Director to identify and manage clinical risk effectively To ensure effective use of resources including staff management by : Providing appropriate input into the budget planning and decision making process Monitoring expenditure and accounting for variance to the Portfolio Performance Manager Recruiting and selecting staff, in conjunction with the HR recruitment consultant, and ensuring effective orientation occurs Actively developing and promoting retention strategies to reduce turnover Leading and participating in interdisciplinary team building Ensuring all team members have annual performance development plans, providing feedback, coaching and assistance in developing annual goals and objectives Establishing a leave management plan Undertaking the performance management of staff as required Facilitating regular staff meetings To deliver clinical practice : To maintain a clinical function as agreed with the Operations Manager, Service Clinical Director and Nurse Director to include: Support clinical systems and processes related to service users Support and assist service users/family/whanau to identify their needs and goals Maintain clinical and statistical records to organisational, regulatory authorities and professional body standards in either manual and/or electronic format as specified by the service Complete mandatory training and any clinical updates within agreed timeframes Meet clinical, ethical and cultural competencies specific to service needs, the position, the profession and specific registering authority requirements Demonstrates in practice the principles of the Treaty of Waitangi Partnership, Participation, Protection Demonstrates culturally responsive practice that encompasses a diverse range of beliefs, Welcome Haere Mai Respect Manaaki Together Tūhono Aim High Angamua 3

5 Education & Qualifications General & Specific Requirements Registered Mental Health professional- Nurse, Social Worker, Occupational Therapist or Clinical Psychologist Current annual practicing certificate with appropriate scope of practice endorsement Membership of the relevant professional body and/or college (if available) Current Driver s Licence Minimum 5 years experience in a relevant clinical environment Knowledge of Mental Health & Addictions environment Knowledge of contemporary issues in Mental Health & Addictions Knowledge of the implications of the Treaty of Waitangi and a commitment to bi-culturalism Relevant tertiary qualification e.g. PG Dip or Masters At least one year in a designated senior role Previous experience managing a team Management training Organisational Competencies: Competency Teamwork Patient Orientation Bicultural Approach Communication and Interpersonal Skills People Management Description Collaborates with fellow team members and other work groups to achieve effective service user outcomes.
