2 Purpose of the role : To provide operational and professional nursing leadership within the areas of responsibility to achieve performance objectives and a high standard of nursing practice and patient care To effectively contribute as a senior operational team member in the areas of responsibility in line with the business plan and the Waitemata DHB strategic direction. Ensuring the delivery of quality clinical practice and patient care by setting standards of performance, providing supervision and challenging practice contribution Financial responsibility for directly managed clinical services Delivery of performance targets with clinical services Development and implementation of systems and processes to ensure staff deliver to DHB strategy Ensure innovations and developments are supported by General Managers in the Divisions and brought to the attention of Director Hospital Services and executive Authority levels <OPTIONAL Dependent on Portfolio> Overview <OPTIONAL Dependent on Portfolio> : As per Waitemata DHB Delegated Authority policy including authority for: - Human Resources - Suppliers services, Equipment and Assets - Finance : Management of <AREA> involves approximately XXXXX FTE and an expenditure budget of $XXXXm. 3 KEY TASKS EXPECTED OUTCOMES The following responsibilities areas apply to Clinical Nurse Directors whose portfolio s hold operational responsibilities Manage the service delivery of the following areas: Work in partnership with Clinical Directors and Operations Managers to ensure delivery of agreed business goals, accountabilities, KPI s and Ministry of Health as per portfolio division) priorities Monitor and measure key performance indicators to identify variances and report to the ADON as required. Work in partnership to ensure legal and contractual compliance within the portfolio by leading and developing support structure to identify risks. Service delivery is patient and whanau (family) focused ensuring a positive patient experience Oversees the delivery of high quality patient care through visible support of area specific good clinical leadership, safe staffing, compliance with consistent systems and processes and focus on practice safety Daily operational management including utilisation review, management of care capacity and demand management and support processes. Delivery of performance targets within directly managed services Service Performance Ensure high quality performance management of services to deliver increased productivity through ensuring robust management systems are in place and through driving of productivity within their areas of responsibility. Ensures that contract volumes are met and action plans are in place to remedy performance deficits. Ensure the service is efficient and effective, with a focus on optimising patient flow and reducing delays to enhance both the patient experience and patient outcomes Financial Management Manage physical and financial resources within budgeted limits, management of cost structures and in accordance with policies and procedures. Ensures achievement of objectives by regularly monitoring progress and taking corrective action where necessary Human Resources Provide leadership through example to a team of motivated and well trained staff by agreeing accountabilities and standards of performance, providing coaching, development opportunities, ensuring appropriate recognition, reward and taking corrective action where necessary. Oversees and actively manages attraction, recruitment and retention of staff in the unit; includes vacancy management and retention strategies for the nurses in the areas responsible for. Ensures that models of care, cover models, staffing profiles, skill-mix /practice level, development plans, education plans, appraisal schedules are achieved Development and implementation of systems and process to ensure that staff are appropriately supported to deliver including learning and professional development opportunities. Works closely with the Nursing Development Service and Nurse Consultant Workforce Development Ensures that all staff meet requirements of the Professional Development and Recognition Programme and Health Practitioner Competence Assurance Act Relationship Management Build and develop positive relationships with key stakeholders, peers and fellow members of the Medical Services Management Team at operational manager level. Contributes to the effectiveness of the management team by providing relevant timely management information, actively contributes to management meetings in a constructive manner and fosters cooperation across the organisation. Track and explain the quality of your area s performance to the whole organisation. Act as the Voice of Quality in any discussion of strategy, resource allocation and staff development. Contributes actively to Patient and Whanau Centred Care Standards programme The following responsibilities areas apply to Clinical Nurse Directors whose portfolio holds professional responsibilities Professional Leadership Promotes a quality practice environment that supports the health professional s ability to provide safe, effective and ethical nursing practice Role models expectations and reinforces systems and processes to ensure clinical standards and DHB values are evident in service delivery Ensures that clinical standards are known and met Ensures conduct in the workplace is ethical and professional according to Nursing Code of Conduct Role models leads by example collaboration with interdisciplinary teams and engagement with nurse specialists to support clinical reasoning and professional judgement in nursing practice issues and decisions meets the needs of patients at risk Operationalises the core values of nursing and the organisation by ensuring a safe and supportive environment for patients and staff. Professional Practice Development Works with the other Clinical Nurse Directors to ensure that professional standards are clarified and upheld. Coordinates Practice Review Groups Provides professional supervision and support to all nurse specialists and specialty nurses in the subspecialty services, advising the Operations Manager coaching for practice improvement Oversees credentialing processes with the Director of Nursing & Midwifery Contributes to the Professional Development and Recognition Programme and coaches colleagues. Provides professional practice support through visible role modelling, review of practice standards, monitoring of practice and compliance with the HPCCA / PDRP requirements. Contributes to professional development and workforce planning, includes new graduate support, PDRP support, education planning and career planning Leads professional discussions to ensure the capacity and capability of the profession to respond to current and future requirements Co-leads development of service learning framework with the nurse educators and Nurse Consultant Workforce Development Service Development Researches and keeps abreast of new care model developments which enhance quality of care, patient outcomes and improve efficiencies Builds an environment of excellence and innovation that empowers nurses and PCAs to be active participants in the multidisciplinary team. Facilitates and leads staff to continuously review and improve practice Contributes to service strategic planning and implements changes Leads improvement and change programmes Professional input into current and future service planning to support operation innovations, workforce readiness and professional performance Implements innovative initiatives to create positive team relationships Assists the General Manager to develop unit plans that achieve performance targets There is contribution to strategic planning processes through service clinical quality meetings and operational meetings The strategic plan is communicated and disseminated to the multi-disciplinary Waitemata District Health Board -JOB DESCRIPTION - Clinical Nurse Director 20/03/2018 Page 4

5 Inter-professional healthcare and quality improvement to deliver organisational objectives Includes accountability for evaluating the effectiveness of care and promotion of nursing perspective within the health care team The following responsibilities apply to all Clinical Nurse Directors Meets requirement for professional practice as required by Nursing Council of New Zealand Statutory & Treaty of Waitangi obligations team Contributes to a quality plan for the division and actively leads the audit and PDSA programme /corrective actions for the wards to improve quality & care improvement, risk management and resource utilisation review. Includes trending and auditing and developing appropriate responses. Produces an annual report of quality activity and achievements Implements best practice pathways, protocols and guidelines in the specific area of practice that are research based. Change agent/leader - Identifies efficiencies through new and innovative ways of working, improve quality of care and patients experience Manages incident and complaint investigations for the division as relates to nursing practice. Participates in audits/review of practice standards in a timely manner and the necessary corrective actions are implemented and evaluated Monitors nurse sensitive indicators and other trends to ensure appropriate risk management/mitigation. Includes investigation of incidents and complaints relating to nursing clinical and professional standards Works with colleagues to co-lead the service quality of practice initiatives: safety, clinical effectiveness, patient experience, including participating in the Patient and Whanau Centred Care Standards programme. Monitors that clinical practice is at the highest standard possible: that nurses undertake comprehensive and accurate nursing assessment, with a focus on on-going implementation and evaluation of care Demonstrates clinical and professional leadership through effective teamwork and collaborative relationships Demonstrates strong relationship management skills that result in professional credibility, good patient outcomes and integrated care Professional responsibility, including accountabilities for ensuring professional, legal, ethical and culturally safe practice across the divisions. This includes being able to demonstrate advanced critical thinking, judgement and accountability for own actions and decisions. Meets all registered nurse PDRP competencies as a senior nurse. 7 PERSON SPECIFICATION POSITION TITLE: Clinical Nurse Director Qualification Registered Nurse [RCpN, RGON, BHSC] with current annual practising certificate Post Graduate Diploma in specialty nursing practice highly desirable. Include specialty practice, business / health sector management Studying towards or completion of Masters in Nursing / health sector management or business management is highly desirable Experience Experience 6 + years+ in a health service management environment in a middle or senior management role Strong operational and professional identity and reputation for excellence. Current portfolio Experience in dealing with complexities of a large diverse organisation Senior leadership (operational or professional) role within the Health Sector.
