2 BSRDCL an undertaking of Road Construction Department came into existence in the year 2009 with the objective of construction and up-gradation of State Highways. Over the years it is managing diverse range of projects, viz. Roads, Bridges, ROB, Flyovers, PPP Projects etc. BSRDCL implements Bihar State Highways Project with the assistance of Asian Development Bank, an International financial institution. As ADB being lender to these BSHP-III Projects BSRDCL has obligation to observe the terms & condition of ADB regarding procurement and execution of such contracts based on SBD prepared by multilateral financial institution called MDB. This SBD works has contract provision derived from FIDIC which have been prepared for unit rate type of contract.

4 This road starts at Junction of SH-91 at Udakishanganj and ends on approach road of newly constructed 4-Lane bridge at Bhatgama. SH-58 will act as a link road to connect Southern districts like Bhagalpur, Banka, Jamui to Northern districts like Madhepura, Saharsa, Madhubani and Supaul. It connects NH-31 at Naugachhia and southern Bihar by Vikramshila Setu.

This road connects major agro based block headquarters of Arrah district. It provides major connectivity to 2 NHs and 2 SHs improving connectivity to nearby towns like Arrah, Bikramganj, Buxar and Sasaram.

14 SH-105 This road starts from Bettiah on NH-28B and passes through Kumarbagh, Chanpatia, Narkatiaganj, Bhitiharwa villages and ends at Bikhna Thori on Indo-Nepal Border in Paschim Champaran district.

16 1. Completed and audited Financial Statement (Balance sheet including all related notes and income statement for last 3 years (FY , & ). 2. Principal Employer s Certificate for claiming completion / substantial completion of Contracts of similar size and nature for the last 5 years (effective from 28 days before the last date of bid submission). As per example if Bid submission is today i.e Last 5 years shall be counted from up to Principal Employer s Certificate for claiming execution of Key activities in the last 5 years (effective from 28 days before the last date of bid submission). 4. 30 FINANCIAL PERFORMANCE: The Bidder should submit audited balance sheets for the last three (3) completed financial years (FY , , and ). For JV, the balance sheet for each constituent entity should be submitted. NET WORTH: As a minimum, the Bidder's net worth for each of the last three (3) completed financial years (FY , and ) calculated as the difference between total assets and total liabilities should be positive. The single entity or each partner must meet the requirement. AVERAGE ANNUAL CONSTRUCTION TURNOVER: Minimum average annual construction turnover based on certified payment received for contracts in progress or completed over the last three (3) completed financial years (FY , , and ) should not be less than as mentioned above in Column- 5. The single entity or all partners combined must meet the requirement. In case of JV, each partner must meet minimum 25% and one (lead) partner minimum 40% of this requirement. FINANCIAL RESOURCES: The minimum amount of Financial Resources available should not be less then as mentioned above in Column-6. The single entity or all partners combined must meet the requirement. 33 Visit the office of BSRDC at the address indicated above, and pay a non-refundable fee of Indian Rupees 25, for USD 385 per contract package in the form of Demand Draft in favour of Bihar State Road Development Corporation Limited, payable at any Scheduled Bank in Patna, Bihar, India; or, Request for delivery by sending a written application to the Chief General Manager at the address indicated above. The application must include a demand draft in favour of Bihar State Road Development Corporation Limited, payable at any Scheduled Bank in Patna, Bihar, India, for the amount of Indian Rupees 26,000 (local delivery) or USD 400 (overseas delivery) per contract package. No liability will be accepted for loss or late delivery. A pre-bid meeting will be held at the Office of the Chief General Manager at the address indicated above on 09 May 2018 at IST 11:00 hrs.
