Minimum 10 Years of Experience out of which 3 years in the Procurement and contract management of roads and highway projects under BOT/PPP. Sr. Highway : Bachelor Degree in Civil ing with extensive experience in pavement design, bridge design, alignment planning etc.as per IRC. Minimum of 10 Years of Experience out of which 5 years in the design and project preparation activities under the roads and highways projects under BOT/PPP Sr. Traffic & Transport Planner: Bachelor Degree in Civil ing with specialization in transportation planning / transportation engineering. He must have extensive experience in traffic planning, traffic growth analysis, optimal route planning etc. Minimum of 10 Years of Experience out of which 5 years in the design and project preparation activities under the roads and highways projects under BOT/PPP PPP Expert: Graduate in Law. He must have extensive experience with minimum of 7Years of Experience and 2 years in the relevant field in all Legal aspects which cover Procurement under PPP. Financial Expert: PG in Commerce. He must have with minimum of 7Years of Experience out of which 2 years in the relevant field in all aspects of financial analysis which cover Procurement under PPP. Procurement Expert: Bachelor Degree in Civil ing. Minimum 10 Years of Experience out of which 3 years in the Procurement and contract management of roads and highway projects under BOT/PPP The financial proposal shall include cost of carrying out survey, geotechnical investigations & other investigations, remuneration of key personnel & supporting staff, office accommodation, equipment, transportation, supplies, communication facilities and any other activities related to the consultancy services commensurate with the work requirement. The Financial Proposal should follow Standard Forms. The contract shall be finalised on Least Cost Based selection process.. Consultant shall be required to submit acceptable Bank Guarantee for an amount equal to 5.0% of the accepted Consultancy cost for preparation of feasibility study report, towards Performance Security proportionately in the currencies of payment asked for in the bid proposal. The validity of the Bank Guarantee (s) shall cover entire duration of consultancy period plus 45 days. The Bank Guarantee (s) shall be released after satisfactory completion of the assignment. Upon furnishing the performance security, the proposal security of the successful Consultant shall be returned to him. Software: The Transaction Advisor shall also hand over to the Client floppies /CD s containing any general software including the financial model, which has been specifically developed for the project. The floppy diskettes/cd s should be properly indexed and a catalogue giving contents of all floppies/cd s and print-outs of the contents (data from field studies topographic data and drawings) should be handed over to the Client at the time of submission of the final Report. Administration of the Bidding Process: If GOO is accessing the VGF, then bids shall be invited within four months of receipt of the in principle approval for VGF by DOC&PC, unless the period has been formally extended by DOC&PC as necessary. The transaction advisor to assist the employer to obtain this extension if required. Partially access controlled road Consultant s scope. To be submitted within 15 days of issue of LOI.
