1 HIMACHAL PRADESH INFRASTRUCTURE DEVELOPMENT BOARD (GOVERNMENT OF HIMACHAL PRADESH) Regd Office: New Himrus Building, Circular Road, Shimla Telephone: (0177) , Fax: EXPRESSION OF INTEREST FOR Empanelment of Consultants Himachal Pradesh Infrastructure Development Board (HPIDB) is a nodal agency set up by Government of Himachal Pradesh through Himachal Pradesh Infrastructure Development Act 2001 to provide framework for participation by persons other than the State Government and Government agencies in financing, construction, maintenance and operation of infrastructure projects. HPIDB also acts as a Public Private Partnership (PPP) Cell of the State Government. In order to supplement its activities, HPIDB intends to empanel experienced legal independent entities who have considerable experience in public private partnership and infrastructure advisory (policy & sectoral studies, project identification & conceptualization, project feasibility including financial modelling, project structuring, preparation of RFP documents, marketing assistance, bid process management, institutional mechanism, etc.). Interested independent entities need to send their application for empanelment along with credentials certifying their experience & expertise. Interested independent entities may send their application along with other details as per the detailed information available on the HPIDB website to the address given below up to 27 th October, 2014 on all working days between 1000 hrs and 1700 hrs IST. The HPIDB reserves the right to reject any or all the applications without assigning any reasons and no claim/dispute on whatever account shall be entertained. 4 Data Sheet (Information to consultants) 1. The Government of Himachal Pradesh has established Himachal Pradesh Infrastructure Development Board (HPIDB) in January 2002 under the Himachal Pradesh Infrastructure Development Act 2001 for development of various infrastructure projects with participation of persons other than State Govt. and Government Agencies. HPIDB also act as a Public Private Partnership (PPP) Cell of the State Government. 2. HPIDB has been made nodal agency for appointment of consultants for all the departments of State Government for execution of various types of projects. 3. The name of the Clients: Himachal Pradesh Infrastructure Development Board, Shimla The objectives and aims of the Short-Listing are: Prepare a panel of consulting independent legal entities which will be initially valid for a period of two years with further extension by HPIDB subject to on-job review of performance of the consulting agencies. 5. The Assignments shall involve project formulation and technical as well as project structuring assistance (including policy & sectoral studies, project identification & conceptualization, project feasibility including financial modelling, project structuring, preparation of RFP documents, marketing assistance, bid process management, institutional mechanism, etc.) for development of projects in Roads (including tunnels) Tourism, Urban, Housing, Health, Education, Power, Rural, IT Enable Services, Horticulture, Agriculture, Transport, Water & Sanitation, Solid Waste Management, Green Field Airports, Animal Husbandry and other infrastructure projects on commercial format with or without Public Private Participation (PPP) under various options. 6. Power of Attorney (on legal papers) to authorised person for signing of documents on behalf of the consulting agencies shall accompany the Expression of Interest. 9. In case of joint venture/association, Letter of Intent/MoU/Legal Agreement shall accompany the Expression of Interest. 10. Expression of Interest completed in all respect shall be in hardbound shape, paginated and initialled by authorized person on each page. Loose/Spiral bound EOIs are liable to be treated as non-responsive. On all the evaluation parameters mentioned in the format-i and expected fixed professional fee shall be quoted/submitted in the format-ii.
