1 UNIVERSITY GRANTS COMMISSION COMMISSION CIRCULAR NO. 985 No. 20, Ward Place, Colombo Vice Chancellors of Universities Rectors of Campuses Directors of Institutes RECTIFICATION OF SALARY ANOMALIES OF THE UNIVERSITY STAFF BASED ON MANAGEMENT SERVICES CIRCULAR NO. 30(1) ON BUDGET PROPOSALS Your attention is invited to Commission Circular No. 975 dated on revision of salaries of university staff as per budget proposals based on the Management Services Circular No. 30(1). 2. The Commission at its 848 th meeting held on having considered the fact that the Deputy Secretary of the Treasury of Ministry of Finance & Planning by his letter No. DMS/El/54/7/313/1 dated has informed to replace the salary steps of the salary scales applicable to certain categories of staff who were in service as at , based on Management Services Circular No. 30(1), approved to revise the existing salaries of university staff accordingly. 3. The salary scales revised as at , in keeping with the above lines are given in Annex - I of this circular which replaces the Annex- I of Commission Circular No Eventhough the initial steps of certain salary scales have been changed by this revision, you may take steps to revise the salaries of such employees using the same salary conversion tables attached to Commission Circular No However, the salary conversion tables for revised U-EX 1 re-naming as U-EX 1(11) and the salary scale of U-J:L l(sp II) are attached to this circular as Annex - II since the existing salary scales have been changed. Therefore, tables sent along with Commission Circular No. 975 for U-EX 1 and U-PL l(sp II) are hereby withdrawn. 4. 2 -2 Therefore, the Higher Educational Institutions/Institutes are kindly requested to take steps to re-name the salary conversion tables given in the Commission Circular No. 975 as applicable for this purpose. (* - New salary conversion table for U-EX 1(11) as per para 3, is sent h~rewith.) 5. As specified in the conversion tables sent along with Commission Circular No. 975 dated , the revised salaries for Academic Staff will be effective in two stages from July 01,2012 and October 01, Please note that by this revision, the initial steps of the salary scales of certain categories of incumbents as at , have been changed only for the purpose of rectification of their salary anomalies. However, these salary steps should not be considered as the initial steps of the respective salary scales to make promotions or such other purposes. In the case of U-MN 3(III) and U-MN 3(11) [re-named as U-MN 3(lI) and U-MN 3(1) ] salary scales of such employees, the maximum steps of the salary scales have also been changed. 7. In terms of the instructions given by the Deputy Secretary of the Treasury of Ministry of Finance & Planning, the provisions specified in paragraphs 04 and 05 of Commission Circular No. 975 for absorption of the employees categorized under the salary code of U-PL 2 into the U-PL 3 salary code, be extended to all employees who were carrying the salary scale of U-PL 2 as at , on personal to the holder basis. As such, the Higher Educational Institutions/Institutes are requested to revise the salaries ofsuch employees accordingly. 8. The new recruitments on or after related to posts coming under the semi-skilled and skilled should be made under the U-PL 2 salary code and U-PL 3 salary code respectively. The list of posts categorized as semi-skilled (Annex -III) and skilled (Annex - IV) are attached herewith. The other posts which are not mentioned in the above Annex -Ill or IV coming under the primary level could be recruited under the U-PL 1 salary code. 9. Therefore, please consider the Annex -III sent along with Commission Circular No. 975 categorizing the posts into the semi-skilled and skilled, as invalid. 10. The other provisions in Commission Circular No. 975 will remain unchanged. 11.
