1 DOWNTOWN BRANTFORD BUSINESS IMPROVEMENT AREA BOARD OF MANAGEMENT MEETING MINUTES December 10, :00AM City Hall Charlie Ward Room 100 Wellington Street Keri Korfmann in the Chair The meeting was called to order at 8:00M 1. ROLL CALL PRESENT: Keri Korfmann, Dwight Rose, John Utley, Brian Xurieb, Darren McCormack, John O Neill (arrived at 8:06am), Michael Harrington, David Neumann, Tina Wolak, Brian Van Tilborg, ABSENT WITH REGRETS: ABSENT: ALSO PRESENT: Cathy Oden, Bill Keighley Mayor Chris Friel Annette Wawzonek, Mark Gladysz, Barry English, Mae Legg, Mandy English, Jennifer Middleton, Sgt. ADDITIONS/APPROVAL OF THE AGENDA 2.1 AGENDA Moved by Dwight Rose Seconded by John Utley THAT the Agenda for December 10, 2015 BE APPROVED. 3. DELEGATIONS/PRESENTATIONS (10 Minutes each including Q&A) 3.1 Lori-Dawn Cavin, Manager of Community Recreation Development re: Event Road Closures (6.1.4) Lori-Dawn explained the role of the Special Events Advisory Team (SEAT) has the authority to approve/not approve road closures. The decision to limit the number of road closures would need to come from Council and not SEAT. Road closures take place when Harmony Square cannot safely hold the number of expected attendees. The Find Your Spirit was the first event that showed that Harmony Square didn t have the space available for an upscale/large City event. Some reasons for closures include the space needed for carnival rides, vendors and food trucks. Site plans are required by SEAT as well. Questions/comments from the Board: - Questioning the number of road closures and the impact it has on businesses - Why can t Victoria Park be used for some of the these events and close George Street if needed? - Victoria Park is considered a heritage park and not an events venue. - Why the closure for Men in Heels? Streets were closed for hours for an hour long event. - Notifications for closures are not getting to the businesses within a reasonable time. Eg. The JCI didn t notify businesses about the closures for the parade until 10:00AM the day of. - Food vendors have been placed outside of restaurants for events and that is unacceptable. Compromise for food vendors to be placed at the south end of Harmony Square towards Colborne Street. Moved by John O Neill Seconded by Tina Wolak THAT the DBBIA Board of Management DEFER the motion regarding the number of road closures in the Downtown to the next Board meeting and that a Task Force be established to discuss the motion.

ITEMS FOR CONSIDERATION/DISCUSSION 6.1 DBBIA Communications/Marketing Committee Recommendations and Updates Darren McCormack: Kiosk Staffing: THAT the DBBIA Marketing Committee RECOMMEND to the DBBIA Board of Management, that volunteers be used to the man the DBBIA kiosk at events and that they be compensated with pre-paid credit cards. Seconded by Michael Harrington THAT the DBBIA Board of Management use volunteers to the man the DBBIA kiosk at events and that they be given an appreciation gift for their volunteer hours ShopBrantford: THAT the DBBIA Marketing Committee RECOMMEND to the DBBIA Board of Management that the DBBIA co-promote ShopBrantford on our social media and have them spotlighted in one of our newsletters. (More information regarding a partnership will be forthcoming after TDG Marketing and ShopBrantford have met to discuss other ways to partner). 2

3 Moved by Michael Harrington Seconded by Tina Wolak THAT the DBBIA Board of Management APPROVE the recommendation from the DBBIA Marketing Committee to co-promote ShopBrantford on our social media and have them spotlighted in one of our newsletters. (More information regarding a partnership will be forthcoming after TDG Marketing and ShopBrantford have met to discuss other ways to partner) Events Road Closure Motion from the Board meeting: THAT the DBBIA Marketing Committee RECOMMEND to the DBBIA Board of Management that the motion regarding Event Road Closures be reconsidered to discuss further details (list of events, what days are included). Approved recommendation: THAT the DBBIA Board of Management REQUEST that the City of Brantford not close Dalhousie Street or Colborne Street more than three (3) times in one (1) calendar year on a Friday or Saturday. One of the events that would be allowed would be the Brantford International Jazz Festival. Further, any food vendors brought in for any Harmony Square event be located at the south end of the Square along Colborne Street. Motion dealt with under Minute Parking Recommendation to the Parking Task Force (reconsideration) Approved recommendation: THAT the DBBIA Board of Management RECOMMEND to the City through the Downtown Brantford Parking Task Force, that all on-street parking in the Downtown core (other than the 15 minute loading zones) be changed to 90 minute parking and remove the No Repark bylaw AND THAT the DBBIA Board of Management RECOMMEND to the City that they reverse the Transportation Master Plan regarding parking construction development and that they should encourage not discourage private sector developers involvement in the construction of any new parking facility (ies). Moved by Dwight Rose Seconded by John O Neill THAT the DBBIA Board of Management RECOMMEND to the City through the Downtown Brantford Parking Task Force, that all on-street parking in the Downtown core (other than the 15 minute loading zones) be changed to 90 minute parking and remove the No Repark bylaw AND THAT the DBBIA Board of Management RECOMMEND to the City that they reverse the Transportation Master Plan regarding parking construction development and that they should encourage not discourage private sector developers involvement in the construction of any new parking facility (ies). 6.3 Two-way Traffic Conversion for Colborne and Dalhousie Street (proposed for 2019 as per the Capital Budget) Dwight Rose This item is in the Capital Budget for Downtown Streetlight Improvement Program (proposed for as per the Capital Budget) Dwight Rose Seconded by Darren McCormack THAT the DBBIA Board of Management REQUEST that City Council consider a substantial improvement to Downtown lighting by installing LED lights within the next year. 3

4 6.5 OPEN DISCUSSION/Questions/Announcements (2 minute limit for each topic) Tina Wolak forwarded comments received from one of her tenants about their reason for moving to Brantford from Romania was due to its architecture and the fact that it is a beautiful city. Keri Korfmann thanked Annette Wawzonek for her work putting together the Annual General Meeting. TDG Marketing was also thanked for their help putting together the Annual Report. A letter was received from Frank and Nancy DiFelice thanking the BIA for the Downtown Champion Award. 7. SUB-COMMITTEE/LIASION REPORTS AND UPDATES (Please submit updates and reports electronically so they can be attached to the Minute file) 7.1 TDG Marketing Updates Barry English/Brian Howard - Great job on the new snowflake decorations in the downtown. - The next newsletter should be finished next wek. - Blog: Unique Christmas Gifts. - Ads have changed over in the Expositor and the Brant News to Christmas. - Met with Avery Kloss from ShopBrantford good meeting. - Meeting with BScene next week. - Starting to implement the 2016 plan. 7.2 Jennifer Middleton - Community Events Coordinator, City of Brantford - The Parade After Party was a great success. The Photobooth was such a success that it will hopefully be at all future events. - New Year s Eve party in Harmony Square will require a road closure on Colborne Street for the fireworks. 9 12:30, Ascot Royals will be performing. - Event organizers are responsible for cleaning up garbage. - There was a request for more garbage containers during evernts. - Barry English asked about having the BIA videos streamed during events and/or during movie nights. 7.3 James Yuhasz Manager, Special Constable for Laurier Brantford 7.4 Mark Gladysz Senior Planner of Projects - Downtown Updates/Downtown Master Plan recap: $2.5M invested in revitalization including grants ($1.5M) and streetscape improvements. - Post-secondary students = Sgt. Randy Batson Stats/Downtown Activity - Stats are included in the Minutes - More visible patrols were requested for the Christmas season 7.6 John Utley/Brian Van Tilborg - City Council Updates - Sam Mattina will be invited to the next meeting to address garbage issues 7.7 Thomas Ferris - Downtown Neighbourhood Association 7.8 Kathryn Goodhue Brantford Public Library Update - Canada 150 Grand for Façade waiting for agreement - 450,000 people pass through the doors of the library per year 4
