2 Intermunicipal Advisory Committee on Disability Issues Minutes-April 20, 2017 Page Page 2 of # ADOPTION OF THE MINUTES MOVED BY: COUNCILLOR MARCIE MCLEAN That the Intermunicipal Advisory Committee on Disability Issues Minutes from February 16, 2017 be adopted as amended. Amendments: Correct name spelling in three locations. 2.1 RECEIVE AGM MINUTES SECONDED: MEMBER CHERYL MCLACHLAN That the Intermunicipal Advisory Committee on Disability Issues AGM Minutes from February 16, 2017 be received as amended. 3 OLD BUSINESS 3.1 Library Accessibility Issues Chair Marnie Essery informed the Committee that once dates and times have been established for the Community walk-about, Marnie will send invitations by with minimum 2 weeks notice to allow for as many attendees as possible. Councillor Marcie McLean suggested a route which could include the three library locations in the Westshore, Juan de Fuca, Goudy and the Heritage branch at the YMCA in Langford. It was suggested that this route could include the Emily Carr branch near Uptown Shopping Centre. 3.2 Paying PST on Lift-to-Transfer Power Wheelchair Member Cheryl McLachlan spoke with the seller, Motion Specialties of Victoria BC, and was informed that with a doctor s note indicating that the device will be purchased for medical reasons, the PST will be waived.

3 Intermunicipal Advisory Committee on Disability Issues Minutes-April 20, 2017 Page Page 3 of # 73 Chair Marnie Essery will follow up with Laurie McCuaig, who had alerted the Committee of this concern, and give her this information. 3.3 Follow-up on Wheelchair Swing Marnie Essery shared a letter she wrote on behalf of IACDI, to the Westshore Lions regarding the community need for accessible swings in the Colwood and Langford area. IACDI is very interested in partnering with agencies to achieve this goal. Marnie submitted her letter to the Westshore Lions, to be attached to these minutes. 3.4 IACDI Bank Account Marnie Essery updated the Committee regarding efforts to reduce banking and cheque fees. After much research and discussion, it was determined that Marnie will follow up with IACDI s current banking provider, Bank of Montreal, to settle some questions brought forward by the Committee. That the Chair confirm with the Bank of Montreal that there are no fees for cheques, then IACDI will continue banking with BMO. 3.5 Updated IACDI Terms of Reference Chair Marnie Essery thanked the Committee for their time spend reviewing and submitting edits for the updating of the Terms of Reference. Marnie further directed Recording Secretary, Laura Sutherland, to send the T.O.R. to the Mayor and Council of all 13 municipalities. 4 NEW BUSINESS 4.1 Pacific Training Centre for the Blind Benefit Concert Marnie Essery reminded the Committee that she has previous forwarded the invite and information regarding this event to the Committee members via One Ability Presentation Councillor Cynthia Day reported that at her meeting with Plan H, a group working towards broader physical literacy, she watched a great PowerPoint presentation that she feels would benefit a Committee meeting, or could be shown at an IACDI picnic.

4 Intermunicipal Advisory Committee on Disability Issues Minutes-April 20, 2017 Page Page 4 of # 74 Chair Marnie Essery will send an invitation to Plan H to attend the IACDI picnic, and hopefully schedule a meeting with the group in the fall after summer recess. 4.3 Affordable and Accessible Housing Coming to Colwood Councillor Cynthia Day reported that the City of Colwood has received two applications for the development of affordable housing, one being the re-development of the Kiwanis Housing Complex, and the other will be located at the new Wellness Centre on Goldstream Avenue. The developer of the current Kiwanis facility is interested in including accessible suites, and Cynthia re-iterated to the developer the importance of accessibility for the units, parking, etc. This building will have 4 floors accessible by elevator. The Goldstream Avenue facility is in partnership with Threshold Youth Housing, and the developers are considering accessible suites. This development will include an elevator to access 6 floors. 4.4 City of Victoria Community Accessibility Survey Marnie Essery shared this survey previously with the Committee and networks by , and wished to confirm the importance of the survey as it will provide valuable information to the newly formed Victoria City Council Accessibility Working Group. Marnie further stated that she hopes to work with the City of Victoria to increase accessibility in the region. 4.5 BC Ferries Accessibility Advisory Committee Next Meeting Chair Marnie Essery wished to thank Member Sandy Jenkins for attending the BC Ferries Accessibility Advisory Committee on behalf of IACDI. The next meeting is scheduled for May 17, Marnie requested that IACDI forward any comments or concerns to her to be forwarded to the BCFAAC meeting. 4.6 Next ATAC Meeting Chair Marnie Essery asked for volunteers to attend the next ATAC meeting on May 23 rd, as Lorraine Collett is unable to attend. 4.7 Mary Lake Gathering and Fundraiser April 29 th Chair Marnie Essery previously sent out invitations via for the event at Mary Lake, which is planned for 12pm 5pm. The event will include a band and many speakers including Habitat Acquisition Trust, the Green Party and Marnie announced she will be speaking, expecting to take the stage around 1:50 pm. The Committee discussed options for I.A.C.D.I. members paying for entrance fees/possibly organizational membership. It was suggested that an organizational

Further options discussed included IACDI paying the bill for all approved through IACDI users, if Mary Lake can invoice the Committee, or the Committee being supplied passes that could be signed out by individuals. It was decided that for now, I.A.C.D.I. will cover the costs for I.A.C.D.I. Members to attend the event on April 29th. The entrance fee is $10.00 per person. Marnie asked the Committee to RSVP their attendance. She will follow up with Koi Neah of the Greater Victoria Greenbelt Society to see how accessible the Spirit Walks are which are held the first Sunday of the month. SECONDED: COUNCILLOR MARCIE MCLEAN Any members of IACDI, including the Chair, wishing to attend the Mary Lake Gathering and Fundraiser, be reimbursed for the entrance fee of $ Highlands Accessibility Updates Councillor Marcie McLean informed the Committee that the Highland Heritage Park Society received a $19,000 Canada 150 Grant specifically for accessibility upgrades, for Highlands Park on Millstream Road. 4.9 Casino Accessibility Chair Marnie Essery would like to schedule a walk-a-bout at the View Royal Casino. As a new theatre facility is being added to the location, Marnie wished to gain an opportunity to express the need for accessible seating, parking, washrooms, etc. Councillor Cynthia Day gave Marnie contact information for Media Relations and Social Responsibility at Great Canadian Casinos, for starting this conversation Member Reimbursement Marnie Essery wished to express thanks to the City of Langford for giving I.A.C.D.I. $ towards Office Equipment. The Committee agreed to make a motion for the reimbursement to Marnie Essery for these expenses. Office Equipment Office Supplies

7 Intermunicipal Advisory Committee on Disability Issues Minutes-April 20, 2017 Page Page 7 of # 7 Good Afternoon West Shore Lions, The Intermunicipal Advisory Committee on Disability Issues, a long time West Shore non-profit group advocating for citizens with disabilities, has received several requests for an accessible swing, similar to the swing that was put in at Parksville Community Beach by the Parksville Lions. We have received requests from families, caregivers and children's groups for an accessible swing to be installed near other swings in a playground so that children, teens, youths and adults too can be included and play together. It has been suggested that it would be great to have an accessible swing in 2 West Shore parks, perhaps 1 in Langford and 1 in Colwood. The accessible swing at Parksville Community Beach works well with a code for Smart Phones to open lock for use. I have attached the link below with more information on the accessible swing. httd:// Deadline March 31 I.A.C.D.I. is not a registered charity so we are unable to apply for the Rick Hansen Barrier Buster grant above but we would love to partner with you to make this wish a reality. We are confident that the municipalities will be thrilled to be more inclusive and I.A.C.D.I. has Colwood and Langford Council Representatives on our committee which can be helpful in this process too.
