Koepke, G. Levine (Chair) and G. Pierce D. Haswell Chief W. Sornberger K. Calver Chief announced the results of today s elections of the Board. Mr. Gary Levine was reelected as Chairman of the Board and Ms. Marion Koepke was elected as Vice-Chair. 1. Call to Order Chairman declared the Wednesday, January 23, 2013 meeting be called to order at 11:20 a.m. CARRIED 2. Approval of Agenda Moved by G. Pierce, Seconded by D. Adair That the agenda dated January 23, 2013 be approved as distributed. CARRIED 3. Declaration of Conflict of Interest arising out of the matter listed on the agenda. HEARING NONE. 4. Presentations, deputations, and Public Question period. Chair announced Mr. Brian Calvo who in turn introduced himself and the reason for his being present. Mr. Calvo provided the Board with background information and explained his case with reference to having his taxi licence re-instated. Following Mr. Calvo s appeal, questions were asked. Mr. Levine thanked him, explaining that the Board would reconvene following this meeting to discuss and render a decision and will notify him in writing as soon as possible. Mr. Calvo dismissed himself from the public meeting at 11:35 a.m. 5. Approval of Minutes Moved by D. Adair, Seconded by M. Koepke That the minutes dated October 31, 2012 be approved as distributed. The HEAT unit engaged in the following activities for the month of December Continued to maintain a visible presence in the downtown core. Owen Sound Police Services Board Page 2 of 6

3 Conducted investigations leading to the laying of 10 Criminal Charges and 2 charges under the Controlled Drugs and Substances Act. Assisted platoons with calls for service. PC Smith returned to duty after successfully completing a forensic identification course. Assisted with the Idle No More protest. C.O.R.E. Unit The CORE unit engaged in the following activities for the month of December 2012: Foot Patrol of the downtown core. Conducted bar checks and monitored ongoing issues with liquor compliance. Assisted platoons with calls for service. Investigated thefts from Canadian tire and Shoppers Drug Mart Assisted CIB with take down of suspect for drug trafficking Continued investigation and monitoring of camera for graffiti suspect R.I.D.E. There were a total of 15 on-duty R.I.D.E. checks conducted in November and 4 overtime R.I.D.E checks. Of the on-duty RIDE checks, Sgt. Fluney s platoon (# 1) conducted 8; Sgt. Green s platoon (# 2) conducted 3; A/Sgt. Baker s platoon (# 3) conducted 4; and Sgt. Rusk s platoon (# 4) conducted 0. The combined statistics were: On Duty 32 officers, 13 hours, 650 vehicles stopped, 0 roadside test administered, 0 Impaired Driving/Over 80 mgs charge laid, 0 three-day ADLS suspension, 5 HTA charges/cautions, 11 officers, Overtime 16 hours, 1744 vehicles stopped, 0 Compliance report 9 HTA charges/cautions 0 LLA charge 0 LLA seizure Owen Sound Police Services Board Page 3 of 6

4 In addition to the local R.I.D.E programs, Cst. Peddle participated in a Joint Forces R.I.D.E. program in Saugeen Shores, on December 01 st. Local O.P.P. Detachments and municipal police services participated. Auxiliary Report December 2012 is the first month that our newest graduating class was able to contribute to our assigned tasks. Our total hours for the month are 501. Last year it was 335 which we also had a new graduating class. This new group seems keen on helping out as well as getting out on patrol. Last year s patrol hours were 39 for December and this year it is 168. Nine members were responsible for this total patrol hours. Our top member was Adam heathers with 62 (34 patrol hours). Mark Turney 61 hours all in patrol. Martin Gates with 53 hours. (13 patrol 36 in FONL) and Dave Barber had 48 hours with 34 in food drives. Overall we had many members step up this month to help train the new ones on the Festival procedure then our new and regular members putting far more than the 12 hour minimum. The Auxiliary unit congratulates Aux. Member Glenn Tremblay as he was selected to become the next Constable for the OSPS. There were no questions regarding Operations. 8. Administration Report TAXI The sale of Harbourview Taxi was approved by the Owen Sound Police Services Board. A new business application was approved by the City of Owen Sound and Harbourview Taxi is now being operated as Owen Sound Five Star Taxi. Community Services Office Operational: COP Monthly Meeting; Chief Sornberger also attended. COP Leadership Meeting for recruitment strategy planning Positive Choices Community Safety Village at L École St. Dominique Savio Attended Public Meeting re Development of Downtown River Precinct from CPTED perspective Initiated increased police attendance project at Alexandra Community School; meetings with Crown Attorney Mike Martin & preparation for Wise Choices About Abusive Substances presentation to occur in January for grade 7 & 8 students Crossing Guard Christmas Luncheon & regular Crossing Guard duties Display at Scenic City Order of Good Cheer s Festival in the Park at Harrison Park 2013 Polar Bear Dip for Special Olympics planning DARE Training Update Commenced DARE training for 3 classes at Notre Dame School Owen Sound Police Services Board Page 4 of 6

5 Supervision of Y.I.P.I. students Programming & preparation for 2013 s January block training Trained Uniformed Officers on new Alcotest 6810 roadside screening device CPTED Evaluation of Men s Programme building Lockdown Planning Meeting at Georgian College; commenced procedure providing police vehicles with 24/7 gate accessibility OACP Diversity Network Meeting Planned and co-facilitated Open Meeting at Dufferin School re Crossing Guard locations with Chief Sornberger & Inspector MacKinnon Meeting with a member of Community Living Owen Sound & District re planning work strategy for Community Living client to commence employment with O.S.P.S. in January There were no questions regarding Administration. 9. Approval of Operational/Administration Reports Moved by M. Koepke, seconded by D. Adair That the Operational Report be accepted as presented by Inspector Wurfel and that the Administrations Report be accepted as presented by Inspector MacKinnon. CARRIED 10. Chief s Report The Chiefs reports are mandated under the Police Services Act and will be filed with the Board for future reference. Chief presented the following 2012 year-end reports: 2012 Use of Force Report Chief advised the board that there was two incidents involving empty hand techniques, one incident involving an impact weapon and one incident involving O.C. spray. The taser was deployed once and there were 3 incidents where the taser was displayed in There was 2 incidents where firearms were drawn by police officers in the presence of public, and 2 incidents where handgun was pointed to affect an arrest, reports were submitted and there were 4 incidents with a firearm discharged to destroy a sick or injured animal Public Complaints Report There were five new public complaints submitted in Of these complaints one was policy and four were actions of police officers. Four complaints were investigated and determined to be unsubstantiated and one investigation remains ongoing. This report will also be filed with the Board administrative assistant. 9. Approval of Chief s Report Moved by M. Koepke, seconded by G. Pierce That the 2012 Use of Force and 2012 Public Complaints Reports be accepted as Chief Sornberger presented. There was nothing further to be discussed. 12. Motion to Adjourn Moved by G.
