Community engagement provides the City Council with valuable information. Regular Meetings are held on the 1 st and 3 rd Monday of every month. ANNOUNCEMENTS AND PRESENTATIONS Recognition and Presentation of 2018 Pride of La Verne Award Recipients - Annually, the City Council presents the "Jack Huntington Award and the Jim Scranton Award to recognize volunteers who have made outstanding contributions and performed exemplary service to the City and the community. Each recipient receives an individual Pride of La Verne plaque and their names are placed on perpetual plaques displayed in City Hall. The Jack Huntington Award was named after S. Jack Huntington who moved to La Verne in Despite heavy professional obligations and time commitments to the U.S. Naval Reserve, Jack became actively involved in the community as a volunteer. He was active in various local organizations including the La Verne Jaycees, Little League and the Youth Basketball program. Jack also served as a City of La Verne Commissioner for more than 15 years, completing two terms on the Parks & Recreation Commission as well as two terms on the Planning Commission. Jack Huntington was a citizen volunteer who exemplified the Pride of La Verne through selfless service to the community. This year the Jack Huntington Pride of La Verne Award is being presented to Denise Fisher. Since 2012, Denise has been organizing Christmas Elves drives by recruiting family, friends, and neighbors to donate gifts to LeRoy Haynes Youth and Family, and David and Margaret. She has participated in several fundraising programs for schools and she has volunteered numerous community service hours to the schools and the community. Because of her many years of ensuring that children of both agencies receive Christmas gifts, she especially exemplifies the Pride of La Verne through her selfless and exemplary volunteer service to the community and is truly deserving of this year s presentation of the Jack Huntington Pride of La Verne Award. The Jim Scranton Award was named after long time resident Jim Scranton who was a member of the Youth Sports Committee since its inception. In 1986, he formed the La Verne Lazers Soccer Club organization which provides youngsters an opportunity to play soccer at a highly competitive level. Jim also spent five years on the City Sports Park Committee, which resulted in the development of 35 acres of sports fields for the community. He also participated in the City women s soccer program as a coach. Jim is survived by his wife Susan and their children. The Youth Sports Committee recommended that a Pride of La Verne Youth Sports Volunteer Award be named in honor of Jim Scranton. This year the Jim Scranton Pride of La Verne Award is being presented to Art Aguilar. Art has been volunteering for the City of La Verne T-Ball league since 2005 and the City Youth Basketball league since He has always volunteered to coach a team each season without having any children in the leagues. He is always one of the most requested coaches by parents. He is patient, caring, a great teacher, and always has the best interest of the players. Art has also volunteered for over ten years at the City Annual Track meets overseeing the finish line, which is one of the most important roles. Art has truly made a difference in the lives of a multitude of our youth and carries forward the unselfish spirit and dedication synonymous with the Jim Scranton Pride of La Verne Award.

CONSENT CALENDAR (All items on the Consent Calendar are considered to be routine and will be enacted by one motion unless a member of the City Council or member of the audience requests separate discussion.) a. City Council Minutes of January 16, 2018 to be received and filed. b. Register of Audited Demands in the amount of $271,457.75, dated February 8, 2018, approval recommended. c. Treasurer s Report for the Months of December, 2017 and January, 2018, to be received and filed. d. Resolution (s) passage and adoption recommended, as follows: 1. Resolution No A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORZING THE EXECUTION OF AN AGREEMENT WITH TRI-EVENTS, INC., FOR THE LOS ANGELES CHAMPIONSHIP & TRI EXPRESS TRIATHLON SERIES - The City Council is requested to consider a street closure for the Tri Events Triathlon Series. Tri Events Inc. has submitted a request to use portions of Puddingstone Drive for the purpose of four (4) cycling races as a part of a triathlon on Sunday, March 11 th, Sunday, April 8 th, Saturday, May 12 th, and Sunday, October 14 th, The request specifically involves the closure of the eastbound lanes of Puddingstone from Van Dusen Road to Fairplex Drive between the hours of 8:00 a.m. and 11:00 a.m. the day of the event. The races are each expected to draw up to 500 participants. Staff recommends that the City Council should adopt Resolution No , authorizing the City Manager to execute the Agreement with Tri Events Inc. permitting the race on specified streets on the specified dates. 2. Resolution No A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH VALERIE FRANKLIN-VALDEZ TO PROVIDE PARKING AND ADMINISTRATIVE HEARING OFFICER SERVICES TO THE CITY OF LA VERNE - The Police Department has developed an agreement with Mrs. Valerie Franklin-Valdez to provide hearing officer services to the City of La Verne on a contractual basis for parking and administrative citations. Staff recommends that the City Council should approve Resolution No , authorizing the Mayor to sign an agreement with Mrs. Franklin-Valdez to provide parking and administrative citation hearing services for the City of La Verne.

Resolution No A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING AN AGREEMENT WITH LSA ASSOCIATES, INC. FOR ENVIRONMENTAL CONSULTING SERVICES - Damien High School has approved the City selection of LSA Associates, Inc. as the consultant to prepare the required environmental documents to meet the California Environmental Quality Act. Staff is proposing the City enter into an agreement with LSA Associates, Inc. to prepare the necessary documents in conjunction with a proposed Master Plan for Damien High school located at 2280 Damien Avenue. Staff recommends that the City Council should adopt Resolution Number 18-05, approving an agreement with LSA Associates, Inc. for environmental services. 4. Resolution No A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR A HOMELESS SERVICES CITY PLANNING GRANT, AND AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING WITH THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS FOR A CITY HOMELESS PLAN - Staff has prepared a resolution to authorize execution of an Agreement with the County of Los Angeles for a Homeless Services City Planning Grant in the amount of $30,000. The proposed resolution will also authorize execution of a Memorandum of Understanding with the San Gabriel Valley Council of Governments to utilize $25,500 of the $30,000 grant award for the procurement and management of a consultant to assist the City with development of a Homeless Plan. Staff recommends that the City Council should adopt Resolution No authorizing execution of an Agreement with the County of Los Angeles for a Homeless Services City Planning Agreement, and the execution of a Memorandum of Understanding with the San Gabriel Valley Council of Governments for assistance with the development of a City Homeless Plan. 6. PUBLIC HEARINGS Annual Weed Abatement/Protest Hearing - On February 5, 2018, the City Council adopted Resolution No , accepting the list of properties that County inspectors found to have weeds or brush and/or rubbish upon them. Pursuant to the County of Los Angeles, these conditions constitute a public nuisance and must be abated. Notices were mailed to property owners notifying them that the hazard or public nuisance upon their property must be abated. The annual weed abatement notice further required that owners of declared properties must maintain their parcels in a fire-safe condition throughout the year. The City Council also set the protest hearing for Tuesday, February 20, 2018, at 6:30 p.m. as the date and time for affected property owners to cure the hazard or file a protest. (Council Member Carder will declare a conflict of interest because she is a member of the Board of Directors for a homeowners association that oversees property appearing on the weed abatement list). STAFF RECOMMENDATION: The City Council following the protest hearing, should direct the Los Angeles County Agricultural Commissioner/Director of Weights and Measures, to abate the nuisances by having weeds, rubbish, and refuse removed.

RESCIND OPEN PERMITS OF MERITAGE HOMES RELATED TO LIFT STATION - This is an update in regards to the sewer lift station operation that is part of the Creekside residential project (22 new homes) under construction off of San Dimas Canyon Road. Meritage was given 30 days from the Council meeting on January 15, 2018 to resolve the persistent odors on Canterwood Road. Meritage has hired another third party to investigate the odor problems, however the 30 days has passed and the odor problems remain. Staff Recommendation: Meritage has been attempting to solve the odor issues since March of 2017 and the problem remains, therefore, staff recommends the City Council should adopt Resolution No , approving the revocation of the Building and Safety Electrical Permit No (meter) and the Public Works Encroachment Permit No (connection to the City sewer). This will stop the flow of sewage from the Meritage project to Canterwood Road. Meritage will then be forced to pump the sewage from the lift station into a truck to be disposed of off-site, until a more suitable permanent solution can be found. RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA REVOKING THE BUILDING AND SAFETY ELECTRICAL PERMIT NO AND THE PUBLIC WORKS ENCROACHMENT PERMIT NO FOR THE CREEKSIDE DEVELOPMENT LOCATED AT 6700 SAN DIMAS CANYON ROAD b. Richard Bowen asked to be placed on the Agenda to discuss a City Public Forum. c. The La Verne Firefighters Association requested to be on City Council Agenda to discuss the following topics: 1.) Requesting a forensic audit and; 2.) Benefits of a regional fire approach

PUBLIC COMMENTS/ORAL COMMUNICATIONS - This is the time set aside for anyone wishing to address the City Council on items not listed in any other place on the agenda. Under the provisions of the Brown Act, the legislative body is prohibited from talking or engaging in discussion on any item not appearing on the posted agenda. However, your concerns may be referred to staff or set for discussion at a later date. Any person desiring to speak should complete a Speaker Card, located at the podium, and hand it to the Assistant City Clerk. When addressing the Council, please go to the podium and state your name and address for the record. The Mayor reserves the right to place limits on duration of comments. 9. COUNCIL COMMENTS AND CONFERENCE/MEETING REPORTS - Each Council Member may address the Council and public on matters of general information and/or concern. This is also the time for Council Members to report on conferences and/or meetings they have attended. 10. CLOSED SESSION Conference with Labor Negotiator (Government Code Section ). There will be no announcement. City Negotiators: Employee Organization(s): City Manager, Personnel Officer, and City Attorney La Verne City Employees Association, La Verne Police Officers Association, La Verne Firefighters Association, La Verne Police Middle Management Association and all unrepresented employees. 11.
