Regional Help Employment Centre MINUTES (1) CALL TO ORDER & NOTE MEMBERS PRESENT The meeting was called to order at 10:03 a.m. Present: Jim McHardy, Emily Cormier, Russell Reid, Ron Rody, Andy Stevens, Jody Tait, Jessie Labonte (for Maury O Neill) (Recording Secretary) Regrets: Mike Abbott, Jason Morrison, Ralph Spaans (2) (3) (4) (5) REVIEW OF ADDENDUM & APPROVAL OF AGENDAA 2.1 Approval of Agenda Moved by: R. Rody R. Verbal Seconded by: J. Tait RESOLVED THAT the agenda for the Wawa Energy Plan Implementation Committee meeting held on December 6, 2016, be approved, as presented. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. APPROVAL OF MINUTES 4.1 Wednesday, November 9, 2016 Moved by: A. Stevens R. Verbal Seconded by: R. Rody RESOLVED THAT the minutes of the Wawa Energy Plan Implementation Committee meeting held on Wednesday, November 9, 2016 be approved as presented. ONGOING BUSINESS 5.1 Wawa Energy Plan Top 10 Priorities for 2016 Update E. Cormier gave an overview regarding all Top 10 Priorities for 2016 as identified in the Wawa Energy Plan. All action items have been checked as complete. Some will be a continuous work in progress. The purpose of this top ten list was to maintain momentum by completing grassroots initiatives and accomplishing short term goals to celebratee small wins. Page 1 of 5

2 These action items align with the Ontario Trillium Foundation Project. As these deliverables are completed action items from the Energy Plan will be completed as well. 3) Conservation and Demand Management Plan & 2015 Green House Gas Inventory Report The CDM is now on the Municipal website energy tab. 4) Develop and undertake Education and Awareness Campaign (Website/Video, Wawa Green Days, EDC and OEB Booth at Seniors Fair June 22, Completed. 5) Research increased recycling, composting and diversion opportunities/feasibility. Completed mailout on December 9 th. 6) Commit to replace storm water outflows on Wawa Lake; at Ganley Street (minimum). To be discussed under item 6.3 of the agenda. 7) Implement incentive based program(s) to conserve energy. Heat Gun will be discussed in New Business. Have finalized that we will order 125 rain barrels for May 2017 will talk more in New Business. 8) Review and complete up-to-date municipal building energy audits and commit to implement recommendations. Chris Wray has the ignite information and has the final say in the signing of this form and to follow-up with him. 9) Research most effective ways to reduce water including funding to complete a Wawa Water Conservation Plan. This was talked about with the rain barrel survey. 10) Work with Regional and First Nation Partners to explore energy projects (esfl, Regional Energy Strategy) R. Rody advised the committee that the esfl is back on the Municipal agenda. David Flood contacted Wawa and is trying to find some money to bring municipalities back into the conversation to learn about the benefits to their communities from this agreement. 5.2 Ontario Trillium Foundation (OTF) 2016 Work plan Update WATER: The EDC has finalized the order number of 125 rain barrels to be ordered from RainBarrell.ca for Wawa for a sale in They will be delivered on May 4, 2017 and will be either stored at the Algoma Power Pinewood Drive location or at the Public Works garage and delivered to the sale of the location on the Municipal flatbed. The sale will align with the Spring 2017 By-Hand Festival and the 3 rd Annual Wawa Green Days. E. Cormier will follow-up with the order form and finalize ordering logistics. ENERGY: The Heat Gun Program was launched on Monday, December 5, 2016 this will be discussed further under New Business. Plan is now to launch the Civic Environmental Award in January 2017 and award it at the EDC AGM in April. All the specifications are prepared. Youth Environmental Team currently have a partnership with the APH Teens in Motion to do the Fish Painting in the Spring to align this with Wawa Green Days E. Cormier is part of the Youth Solutions Council (a group of individuals who came together because of the issue identified in the Wawa Needs Assessment that identified the need for Page 2 of 5

3 more youth engagement in the community). A survey was developed to identify what youth are interested in with a block at the bottom of the survey devoted to the youth environmental team. The survey was distributed to local schools and youth clubs (archery, dance, etc.). 147 of the 156 survey participants answered the question related to joining the youth team. 49% want to join a team (72 individuals provided their names and phone numbers they will be contacted in the new year). WASTE: Recycling inventory in Wawa and Sault Ste. Marie to be mailed out on December 9 th. (6) NEW BUSINESS 6.1 Energy Heat Gun Launch The EDC has purchased the second Flir TG 165 (Energy Heat Gun). There are now two guns available for borrowing. The EDC has also established a borrowing system (online and paper calendar for booking all office staff now understand how it works). As well, the partnership with the Wawa Fire Department has officially been established. They will assist with residents who choose to use their help with the program by going to homes in uniform and in teams of two. If the individual wishes to compensate them for their time and service, the Fire Department volunteers have been instructed to advise residents to donate to either the Wawa Legion or Seniors Goose Club. There are three components to the Wawa Energy Heat Gun program: 1) Rental Package Includes: Heat Gun, Case, Charger, Handle Borrowing Agreement Rental Options Quick Guide Energy Conservation Handbook SaveONenergy coupons 2) Monitoring / Evaluation Energy Gun Inquiry tally sheet (to be updated monthly) Phone Call Record (to be updated monthly) 5 Question Evaluation Survey (To be completed upon return of the tool) 3) Marketing Plan: JJFAM FM Christmas Jingle (December 5 16/16) Town Talk December 8th Community Newsletter Mailout (December 9th) Algoma News Advertisement (December 14th) EDC Social Media Posts Hot Chocolate with the Mayor (December 16th) EDC will be holding a demonstration in the Lobby of 96 Broadway on Wednesday, December 21st for the Food Bank patrons to learn about the Energy Heat Gun. There will be free giveaways of LED Christmas lights while supplies last). In 2017 a series of in-person presentations will be conducted regarding the Wawa Energy Heat Gun program at a variety of venues including: Wawa Rotary, Service Providers Meeting (January 9th), Michipicoten First Nation and outreach to schools 6.2 Wawa Green Project Newsletter Part of the OTF Project is increased education and awareness. Several deliverables promote this (e.g. the Recycling Inventory infographic). The EDC prepared a Wawa Green Project Newsletter to be mailed out to residents on December 9th. It is going to include the launch of the heat Page 3 of 5

4 gun, energy savings programs, recycling inventory infographic, etc. Education and awareness is always a core deliverable and this meets that. Depending on the success of this newsletter, it was suggested that it be produced on a quarterly basis to keep the community up-to-date on the work of the Wawa Green Project. The Municipality agreed to print the newsletter. The EDC provided them with the paper and will pay the mailout costs to Canada Post. 6.3 Wawa Waterfront Update A goal in the Wawa Ontario Trillium Foundation project is to investigate the feasibility of bioswales at storm flow outflows on Wawa Lake. The township has agreed to move forward with this and Kresin Engineering is designing waterfront drawings which include the feasibility of Ganley Street. This is due to be completed in January Stage 1 NOHFC and FedNor applications were submitted to A. Patterson and they will be reviewed by C. Wray prior to submitting them. The EDC, on behalf of the Municipality, submitted an EOI on November 4, 2016 for the RBC Leadership Grant for $50,000 to be devoted to the Ganley Street wetland and remaining 4 bioswales. The township was selected to move forward in the application process which is due to be submitted to RBC by December 23, Questions regarding the application were submitted by E. Cormier and she will be attending a webinar on December 13 th for tips on the application process. In an attempt to land further funds for the Ganley Wetland, Chair J. McHardy was provided with a briefing regarding the costs and needs for Ganley Street and the bioswales. He will be going to speak to his contacts at Brookfield and Fortis to see if they would be interested in contributing to the project. J. McHardy will report back to the committee in E. Cormier also mentioned that A. Patterson has applied to the Great Lakes Guardian Fund for a possible additional $25,000 for the waterfront project. In summary, all avenues for funding have been accessed and attempted with the hope of ultimately lessening the costs to the township for the project. 6.4 Hot Chocolate with the Mayor Friday December 16, 2016 E. Cormier reminded the committee about the upcoming Hot Chocolate with the Mayor Event taking place on Friday, December 16, This is the third year that this event has taken place and it will be used as an opportunity to further promote the Wawa Energy Heat Gun Program. The fire department will be onsite offering demonstrations of the tool. It is also an opportunity for residents to come and learn about community projects and meet the neighbors at the 96 Broadway office, including Emma the dental hygienist. 6.5 Extra Information E. Cormier advised the committee that the OTF budget for 2017 has been updated due to not having spent certain items in 2016 (e.g. engineering drawings). The committee is welcome to obtain a copy of the updated budget if they so desire. E. Cormier also advised the committee that the EDC has nominated itself for the Ontario Sustainable Energy Association (OSEA) Powering Prosperity Award for Community Project of the Year They will know the results in E. Cormier also informed the committee that Cory Stainthorpe the new Director of Infrastructure Services will be invited to the next WEPIC meeting in 2017 to introduce him to some of the great initiatives of the Wawa OTF Project and alignment to infrastructure deliverables.
