Guest Editorial Washington should act on Wisconsin s wolf problem By U.S. Senator Tammy Baldwin I have heard the voices of Wisconsinites who have real concerns about the increasing threat of our state s growing wolf population. Farmers have found livestock injured and killed by wolves that are straying closer to their herds than in previous years. Families have lost pets. Parents have decided it s no longer safe to let their kids play where they normally do. These concerns, and the expertise of wildlife science, tell us we should take on the gray wolf problem in our state by acting again to delist the wolf from the Endangered Species List and pass management of the wolf back to the State of Wisconsin. This issue is not new to me and I have been working across party lines on it for many years. In 2011, prior to being elected to the Senate, when I represented South Central Wisconsin in the House of Representatives, biologists at the Fish and Wildlife Service concluded that the gray wolf population in the Great Lakes states had successfully recovered in Wisconsin. I applauded this decision and urged prompt delisting from the Endangered Species List and a return to state management, which was finalized with the full delisting of the wolf in December This was the right call then, just as it is today. The Endangered Species Act plays a critical role in saving species from the brink of extinction, and when it does, we must acknowledge we have succeeded in Continued on page 17 Conway True Value Flier in some mail routes this issue Landmark Laona business destroyed by fire By Mike Monte Fire destroyed the Silver Lake Inn on Monday evening, November 21st. The building was built by Reno Fechtner in about 1950, and operated as a restaurant, bar and bowling alley. Eventually, after management passed through other hands, Joe and Gordi Cheney acquired the business and operated as Cheney's Country Club, or as the customers said, "We are going to Cheney's." After the passing of Joe, Gordi ran the business for quite some time. Then there was another succession of owners, and in current times, two people bought the business and changed the name to Silver Lake Inn. Those owners, Karen Davis and Lori Locy, were surveying what was left on Tuesday morning with heavy hearts. The building and contents are likely a total loss, and the question is, will it be possible to rebuild. Time and the insurance settlement will likely provide that answer. I was told by a number of people that the two new owners had worked very hard to rebuild the business, and they have only been open a short time. The two owners have owned a cottage on Silver Lake for 19 years, and both well remember eating many fine meals in Cheneys, and having a good time. They wanted to bring those times back. In the photo above, the fire was in the apartment over the kitchen area, but in spite of the efforts of the many fire departments, the fire moved through the attic area and eventually broke through the roof of the motel addition behind the bar area. Call Bill at Pianist Steven C to perform songs of the holidays Dec. 3 at Nicolet Multi-platinum pianist and composer Steven C will capture the peaceful essence of the upcoming holiday season when he performs solo in the Nicolet College Theatre at 7:30 p.m., Saturday, December 3. Trained in the classical tradition, Steven is known for his keen ear and compositions that are inventive, soothing, and performed with an exquisite touch. There are four levels to composing and performing music, he said. First is just getting the notes right, then having it sound like music, next playing with feeling, and finally and most important is to be able to move people. Highlights of his extensive career include selling more than two million albums, recording with the London Symphony Strings at the famed Abbey Road Studios in London, and performing with Mannheim Steamroller on the TODAY show. His most popular song, Daybreak, has been streamed more than 13 million times from online sites such as Pandora. Along with being an accomplished musician, what really sets Steven apart is his live performances and how masterfully he can set a tone and create this peaceful ambiance wherever he plays, said Nicolet College Theatre Director Jim Nuttall. It really is a gift and a big part of why he has been so successful. His career as a producer is also extensive. Steven has produced more than 350 titles, including a best-selling series of CDs that blend music with the serene sounds of nature on the NorthSound label. Other production credits include working as producer and creative director for New York City-based Michael Whalen Music, a top composer for TV shows and feature films; producer for children s music for The Discovery Channel; and producing, composing, and performing music for the award-winning Baby Genius series.

Even today, asbestos exposure remains an issue in the military, although it s much less likely for those currently in service to come into contact with the harmful mineral. If you re a veteran and have been diagnosed with an asbestos-related illness, there are steps you can take to obtain compensation and medical coverage needed to help battle the disease. Asbestos is a term for several different groups of naturally-occurring minerals that were once mined and used in a many commonly used materials and products. Asbestos helps control high temperatures and fires, and its ease of use made it a popular choice for many manufacturers. Over time, with prolonged exposure the fibers start to harm the body, attaching themselves to the areas around major organs. The fibers then start irritating the linings of the organs (typically the lungs, abdomen, and heart linings), which leads to scarring and cancerous tumors. These tumors can lead to asbestos-related diseases, such as mesothelioma, asbestos-related lung cancer, and asbestosis. Prior to the mid-1970s, the military used asbestos-containing materials (ACMs) in over 300 products. The military used these ACMs during the construction of naval ships, barracks, engine rooms, boiler rooms, galleys, and more. Veterans who worked aboard naval ships, in particular, were especially susceptible to asbestos exposure. Living and working aboard vessels that were built with asbestos was dangerous enough in itself, but many veterans worked in small, cramped areas, such as engine and boiler rooms, without enough adequate ventilation. If you ve developed an asbestos-related disease after serving in the military, there is a good chance that you may qualify for compensation and medical care. According to the U.S. Department of Veterans Affairs (VA), if you were exposed to asbestos while in service and subsequently developed an asbestos-related illness, you may be eligible for service-connected benefits. My office can assist you in all aspects of claim development. Call B35 By Krisha McCoy Medically Reviewed by Lindsey Marcellin, MD, MPH 6 Signs It's Time to Stop Driving Getting older doesn't automatically mean that you shouldn t be behind the wheel; however, regularly monitoring your driving abilities is an important part of maintaining senior health because there comes a point for nearly everyone when reflexes slow and vision deteriorates, making driving no longer safe for you and others on the road. This is especially true for people who have age-related health conditions, such as dementia. Today, one in six American drivers is 65 and older, according to the AAA Foundation for Traffic Safety. It s estimated that the age group will grow to more than 40 million drivers by The Insurance Institute for Highway Safety says that fatal crashes per mile traveled increase at about age 70 and peak at age 85 and older. Assessing Your Driving Ability Many seniors resist giving up their cars, says Gary J. Kennedy, MD, a geriatric psychiatrist, professor at Albert Einstein College of Medicine, and director of the division of geriatric psychiatry at Montefiore Medical Center in New York City. In fact, even when loved ones voice concerns about their abilities behind the wheel, seniors often don t want to give up the independence that a car symbolizes. A 2012 survey by AAA reported that almost 90 percent of senior drivers polled said losing their license would be problematic for their lives. Some of the health conditions that may threaten a person s ability to sit behind the wheel include: Dementia, including Alzheimer's disease Problems with hearing or vision Stroke Parkinson's disease Arthritis Diabetes Any conditions that require medications that could impair driving ability, such as anti-anxiety drugs, narcotics, and sleeping pills. But making a decision about driving isn t so much disease-specific as it is about driving performance, Dr. Kennedy says. When Parkinson s or arthritis causes stiffness that s so severe it impairs reaction time, that s a sign you should stop driving. Another red flag is whether you ve reached age 85. Around that time, even healthy people will experience slowed reaction time and trouble with visual acuity, Kennedy says. Hearing may also be an issue for some at that age. For Kennedy, the deciding factor is whether you are allowed to drive with children in the car. If the answer is no, it s time to give up driving. Before that point, one or more of the following driving restrictions may be an alternative to completely giving up driving: Avoid driving at night and in bad weather Drive only in familiar places Drive only within a certain radius of home Stay off of expressways Limit distractions while driving by turning off the Vehicles & Heavy Equipment 2016 Dodge Grand Caravan SXT - Nice Condition! Occupational therapists can help you drive more safely, as well. You can find one through the American Occupational Therapy Association. Stop Signs for Older Drivers There are some other clear indicators that it s no longer safe to drive, Kennedy says. They include: Stopping at green lights or when there is no stop sign Getting confused by traffic signals Running stop signs or red lights Having accidents or side-swiping other cars when parking Getting lost and calling a family member for directions Hearing from friends and acquaintances who are concerned about a senior's driving When you do have concerns about your own or a loved one's driving, one option is to request a driving evaluation, which can be performed at a rehabilitation center, driving school, or state licensing agency. There are also physical therapy centers that can run tests to measure a person's reaction time and vision, along with testing the ability to safely drive through an obstacle course, Kennedy says. TUESDAY Amount of weeks to run Name Address Phone Ad Bipartisan bill to protect northern border passes U.S. Senate WASHINGTON Wednesday, the Senate passed S. 1808, the Northern Border Security Review Act, a bipartisan bill introduced by Sen. Ron Johnson (R-Wis.), Sen. Heidi Heitkamp (D-N.D.) and Sen. Kelly Ayotte (R- N.H.). The bill would require the U.S. Department of Homeland Security (DHS) to conduct a comprehensive examination of the current resources and personnel levels, and to fully evaluate security threats and challenges at the border. My committee s oversight has shown that the northern border is far from secure, and this insecurity poses various risks to America, said Johnson, chairman of the Senate Homeland Security and Governmental Affairs Committee. This bill requires the Department of Homeland Security to assess the threats of terrorism and criminal activity across our northern border, including in the Great Lakes region. I m proud of the work we ve done on a bipartisan basis to get this bill through the Senate, and I urge the House to quickly take up and pass this legislation. Keeping our country safe means making sure all of our nation s borders both north and south are adequately protected to meet modern day challenges, said Heitkamp, a member of the Senate Homeland Security and Governmental Affairs Committee. When former Deputy Secretary Mayorkas and I visited Pembina last year and in my visit to the Portal Point of Entry earlier this month, I heard from federal, state, and local officials about the challenges they face every day. Taking their concerns to heart, our bipartisan bill aims to address issues such as recruiting and retaining border patrol agents and accessing resources in remote areas. This legislation will help our border security and law enforcement officials do what they do best keep our communities safe. It s great news for each of those officers and for every North Dakotan that our bill passed unanimously in the U.S. Senate. Securing our borders and keeping New Hampshire safe is one of my top priorities, and I am very pleased that this important legislation passed the Senate unanimously," said Ayotte, a member of the Senate Homeland Security and Governmental Affairs Committee. "Our bill will ensure that we have a full understanding of the northern border's needs, strengths, and vulnerabilities so that we can protect our country from current or potential criminal or terror threats. New Hampshire law enforcement officials, particularly those serving Coos County, are critical to maintaining the security of our border with Canada and we must ensure that federal authorities are working collaboratively with them to identify, understand, and confront threats. The bill had four cosponsors: Gary Peters (D-Mich.), Rob Portman (R-Ohio), Susan Collins (R-Maine), and Angus King (I-Maine). Background Approximately 300,000 people and $910 million in trade cross the northern border every day, representing the largest bilateral flow of goods and people in the world. This bill from Johnson, Heitkamp and Ayotte would require a comprehensive examination of how to strengthen American security at the northern border by looking into issues with: --Recruiting and retaining border security officials to cover the northern border, including at more remote areas of the border. --Determining which tools border security officials need to effectively combat drug and human trafficking at the northern border. --Identifying technology that could expand the reach of border agents. --Finding vulnerabilities in cooperation between Canadian, state, county, local, and tribal law enforcement. The United States and Canada conducted a joint border and threat risk assessment in Subsequently, the DHS published its Northern Border Strategy in Given the constant changes along the northern border, it is critical that the United States update its threat assessment PIONEER EXPRESS Published Weekly 125 N. We reserve the right to reject any and all letters School District of Wabeno Area report cards released District Administrator School District of Wabeno Area The School District of Wabeno Area earned five stars on state report cards from the Wisconsin Department of Public Instruction, issued for the school year. Based on the star rating, the school district as a whole significantly exceeds expectations for educating students. The district scored 83.1%. Wabeno Elementary School earned five stars on the state report card, significantly exceeding expectations for educating students. The elementary school scored 88.4%. Wabeno Junior High/High School earned three stars, meeting the expectations of the state. The junior high/high school scored 67.2%. Congratulations on these academic accomplishments! We are proud of our students success! Report cards are issued based on four priority areas: student achievement in English language arts and mathematics, student growth, closing gaps between student populations, and measures of readiness for graduation and postsecondary success. While school and district report cards provide information to the community, they do not represent a full picture of the work happening at a school. The School District of Wabeno Area has developed district goals to continue to improve the academic achievements of our students. These goals were developed by faculty members to help provide a clear direction and focus for school improvement. We will continue to work hard to provide the best educational opportunities for our students. District Goals Three-Five Year District Goals: READING: The percentage of Wabeno students scoring proficient/advanced in reading will be at or above the state average as measured by state accountability assessments (ACT, Forward) MATH: The percentage of Wabeno students scoring proficient/advanced in math will be at or above the state average as measured by state accountability assessments (ACT, Forward) District Goals: READING: 65% or more of Wabeno students in grades 2-11 will make targeted growth in reading from Spring 2016 to Spring 2017 as measured by the MAP assessment. MATH: 65% or more of Wabeno students in grades 2-11 will make targeted growth in math from Spring 2016 to Spring 2017 as measured by the MAP assessment. The report cards underwent major changes that were part of Wisconsin Act 55, the state budget. Those changes include variable weighting to address the impacts of poverty on student achievement, a new model for measuring student growth based on valueadded methodology developed by the University of Wisconsin- Madison, and the legislative requirement to change from the Badger Exam offered through the Smarter Balanced Assessment Consortium to the Forward Exam. Because report cards rely on multiple years of data, the report cards are based on one year each of Badger and Forward exams for grades three through eight and the ACT Plus Writing as well as Dynamic Learning Maps assessments in grades three through eight and grade 11. The third year of data came from the Wisconsin Knowledge and Concepts Exam and Wisconsin Alternate Assessment for Students with Disabilities. Using data from three different assessments in calculations, along with other legislated changes, makes comparisons of school and district performance to prior report card ratings inaccurate and inadvisable. There will be recognition of school district success during our December 5, 2016 school board meeting. We will be presenting our report card scores and end this recognition night with cake for everyone who attends this meeting. Please join us in celebrating our students academic success on Monday, December 5, We will begin our board meeting at 6:00 PM in the elementary library. Thank you for your continued support for our great School District of Wabeno Area! Your partnership helps make our students successful! N10306 St. Hwy 55, Pearson, WI (715) Baldwin on Wolves Cont. from pg. 1 restoring wildlife populations by delisting them. According to both federal and state wildlife biologists, this goal has been achieved. Wisconsin wolf populations were estimated at animals in 2012, the year following delisting. This is far above the population of 100 that the 1992 Recovery Plan for the Eastern Timber Wolf set as a minimum number of animals necessary to sustain a recovered population. Since the wolf was relisted as endangered following a court decision in late 2015, the wolf population has grown substantially in Wisconsin, and the most recent counts estimate a population of more than 900 animals. This large population is leading to increased conflicts between humans and wolves. Families are worried about their ability to stay safe, farmers report livestock losses and declines in dairy productivity from stressed cows, and pets have been killed by wolves that are straying closer to yards, farms, and towns. In addition, sportsmen and wildlife enthusiasts report declines in the population of deer, elk, and other wildlife. The wolf has recovered, and we must manage it as such, both for the safety and economic well-being of Wisconsinites and the balance of our environment. Delisting the wolf should not mean removing it from the landscape, but restoring a greater balance in rural communities. Many Wisconsinites have deeply felt beliefs about how the wolf population should be managed, and the health of the wolf population is of unique significance to Native American Tribes. I believe those debates deserve thoughtful and careful consideration by state and tribal wildlife experts, following a federal de-listing. I was elected to represent the entire state of Wisconsin and I know full well that means hearing the voices of all and balancing the divisions that often exist on issues. I am proud to support the Endangered Species Act, which has protected iconic species and wildlife for the benefit of future generations. Because of the good work done by so many in bringing back the wolf population, I am also proud to support its delisting. That is why I have called on Congressional leadership and my colleagues in the United States Senate to pass legislation to delist the wolf and return management to the state by the end of this year. The Lions donated the food to NEWCAP. Over 150 turkeys and the dressing were purchased by the Crandon Lions members. NEWCAP has distributed the turkeys and dressing to local families for their Thanksgiving meal. Schaefer's provided the turkeys at a special price to the Lions, which was much appreciated. The Lions purchased the food with money raised from the public at their annual Summer Fest. The club's next fundraiser will be the annual Fish- O-Ree to be held at Crandon's City Hall on Saturday, January 21st. As in the past, all profits are returned to the community. The next Lion's meeting will be held at Ducks Bar on Monday, December 19th. The public is always invited to attend and learn about the Lions and the good work they do. Wabeno Lions perform community service Silver Lake Inn the morning after, looking at the east end. There were a great many fire department involved in this tragedy. I will probably miss some, but, the Laona Fire Department was on the scene, Crandon, Argonne, Long Lake, Townsend, Riverview, Newald, and probably more. It was a cold night, and with the amount of water used, a pond formed in the parking lot and there was ice on the surrounding black top, making for hazardous walking. The fire had to be contained as much as possible because of the surrounding buildings, and that goal was accomplished. It was impossible to save the building. Our apologies to any of the fire departments we missed, but it should be added that all of the departments seemed to work well together. One of the problems was to transfer enough water to the trucks that were spraying the fire, so many of the fire trucks were shuttling water from the Rat River and the boat landing on Silver Lake. Eventually a pumper truck was backed into a neighbor's driveway and pumped water directly to another Laona truck so it could continuously keep water on the fire as it broke through the roof. All made a great effort! The front of the building and the entrance, where through the years, many a customer couldn't wait to experience the fine dining. On October 29th the Wabeno Lions met for their annual gathering to rake leaves for people in need. A good time and a good workout was had by all.
