As I have mentioned in the past, this is a very tight and difficult area to work in (unless we were grading the whole area as we proposed in the apartment project.) CALL TO ORDER 7 PM. 2. ROLL CALL Present: Chair Carpenter, Vice Chair Sturm, Commissioners Johnson, Loudon, Wood. Excused/Absent: Commissioners Hiden and Riggio. BPAC Liaison Present: Crane. Staff: Coe, City Engineer; Wolff, Senior Planner, Consultant Traffic Engineer DeLeuw. 3. ADOPTION OF AGENDA Action: M/S/U 4. PUBLIC COMMENTS- This is an opportunity for members of the public to comment on items that are NOT on this agenda but under the purview of the Circulation Commission. None. 5. STAFF REPORTS A) Continued Review of The Homes at Deer Hill Development Project (RAB=Roundabout, PHR=Pleasant Hill Road, DHR=Deer Hill Road) Staff provides recap of Commission discussion of last meeting and introduces TJKM technical memo documenting additional information addressing Commission questions on certain issues. The six staff recommendations are reiterated. During Commissioners questions, there are concerns about how the roundabout (RAB) would fit at the project driveway location without substantial cutting of the hill. There is a question regarding bike movements approaching and through the RAB, and what level of design review may be appropriate for this facility. Staff confirms that walkway on DHR is not part of current proposal, but several other ped/bike amenities are, making the project a superior alternative compared to the previous iteration in terms of ped/bike mobility. PUBLIC COMMENTS: Elizabeth Paul opposes the project because of increased traffic threatening pedestrian safety. Guy Atwood indicates that Springhill Valley HOA generally supports the staff recommendations except for the RAB at the project driveway, citing inability of area residents and Montessori school traffic to get out of their driveways. Believes that project needs emergency access for not just fire. Will submit other comments in writing.
14 Colin Elliot does not agree with TJKM assessment of widening southbound PHR right turn, based on personal experience. Believes that full access at circular drop-off should be examined. Hunter Davis states that 3D models would be helpful to understand the project. Does not support RAB at project driveway. Believes that drop off area is ill-conceived and questions all other analysis in EIR. Susan Candell states that project driveway is not a good location for RAB. Asks Commission to take active role in design to keep an eye on this issue. Presents table of ratios of through versus turning traffic, concluding a signal to be the preferred alternative. James Low lives at NW corner of DHR/Brown and opposes RAB at this location due to risk of traffic coming into his front yard where his children play. Prefers a signal. Jonathan Weston wants 3D model and marking in the field to locate the project. States that backup during the rush hour is a nightmare. Indicates that slowing down traffic and RAB on DHR do not make sense. Wants southbound right turn on PHR lengthened. Applicant David Baker states that there are cheaper alternatives to the RAB that would work. Applicant will proceed as directed by Commission and staff. Applicant believes that RAB is the better alternative. Agrees generally with staff recommendations, but objects to the pathway on the west side of PHR between project and Springhill Road due partly to lack of right-of-way. Jennifer Paul wants models of the project. Opposes RAB. Is concerned by traffic and how it s grossly underestimated. Believes that there will be increased traffic to other schools outside the area, clogging up the streets. Chad Fulmer states that Reliez Valley Road traffic has gotten substantially worse. Supports all other speakers. Yields time to Hunter Davis. Hunter Davis believes that there will be increased traffic and ped xing across DHR from new parking lot to Sierra Ranch, and there will be conflicts at the PHR project frontage. Believes that bus drop-offs are a hazard, and the whole sports complex raises important issues. END PUBLIC COMMENTS Applicant Response- Counsel Alan Moore reminds the Commission that project area zoning is 35 units per acre, while the proposal is 2 per acre. Acknowledges sincere concerns about the RAB. David Baker states that all traffic modeling has been done by TJKM under oversight by Lafayette, and applicant does not have control over that. Grades for RAB at project driveway are an issue. Commission should decide on the character of DHR and which option is best suited to that. Models are time-consuming and expensive, and will be provided before final Planning Commission hearing.
15 COMMISSION DISCUSSION Commissioners make comments about the project in turn. Wood and Johnson question whether the estimated student population increase appears low. Staff clarifies that the estimate is consistent with the census profile for Lafayette. Loudon requests and staff confirms that TJKM s study shows the driveway at the sports field drop-off area to have adequate sight distance, and the queuing on DHR would be minimal. Sturm wants to see a visual model of the RAB. There is general concern about the design challenges of the RAB at the project location, and staff indicates that project design will be scrutinized, including a potential peer review. Carpenter desires to see the RAB design return for further review, but believes that project is an improvement over previous proposal and consistent with the General Plan and Lamorinda Action Plan. In discussing the staff recommendation regarding parking time zone change on PHR, Commission wants to be sensitive to special events like swim meets on weekends. It is agreed that an appropriate time limit should be worked out to accommodate the special events and still prevent inappropriate parking use on weekends, such as the previous car sales activity. ACTION 1. Recommends a condition of project approval to require applicant to submit detailed design of roundabouts and signing/striping plans for review by Commission. M/S/U. 2. Recommends a condition of project approval to require project to integrate design features to mitigate all significant impacts (TRAF 1 through 12) as outlined in the Placeworks SEIR and corresponding items in the TJKM TIA, and as clarified/modified by additional requirements below. M/S/4 aye, 1 no (Wood). 3. Recommends a condition of project approval to require applicant to provide a complete design satisfactory to Lafayette and participate in half the total costs to construct a modern roundabout at the Deer Hill Road/Brown Avenue intersection. Construction shall be completed as part of project public improvements. M/S/U. 4. Design and construct a pedestrian pathway satisfactory to Lafayette along the west side of Pleasant Hill Road between Deer Hill Road and Springhill Road. M/S/U. 5. Request Parks, Trails, and Recreation staff to develop parking control policy for the parking lots serving the sports field, playground, and dog park. M/S/U. 6. Request the City Council to rescind the no parking restriction on weekends along the west side of Pleasant Hill Road, between Deer Hill Road and the SR 24 on-ramp. In its place, establish a parking time restriction able to accommodate special event parking needs in the area. M/S/U. 7. Design and install a modern roundabout as conceptualized by the Homes Revised Project site plan and satisfactory to Lafayette to control the project intersection on Deer Hill Road. M/S/4 aye, 1 no (Wood). B) Staff Update on Recent City Council Actions- None.
16 6. COMMISSIONER & BPAC REPORTS- Commissioners and BPAC liaison report on relevant activities and meetings. A) Chair Carpenter- Earth Day Activity Options Chair Carpenter encourages Commission participation in Lafayette s booth on Earth Day Festival and solicits volunteers for attendance and activities. There is consensus to participate and logistics to be coordinated by Commissioners who volunteer and BPAC Chair Crane. 7. ADJOURNMENT - 9:05 PM.
