Call to Order: Chair, Vice Mayor Palla called the meeting to order at 5:00 p.m. All subcommittee members were present, with the exception of Mr. Lands. 2. Communications: None 3. Public Comment: None 4. Approval of Minutes: The minutes of the September 11, 2017, meeting were approved 5. Current Items for Discussion: a) Tolerance Mr. Cayler stated this item was placed on the agenda as the result of a public comment at the September 12, 2017, City Council meeting. Discussion ensued regarding the School District s response to the concerns expressed during the aforementioned public comment period. b) Discussion Washington Street Improvement Plans ACM/CDD David Kelley presented two plans developed by Brelje and Race and received the input from School District representatives that the option with angled parking and bike lanes is preferred. c) Local bus schedule There was no discussion on this item. d) Use of Cloverdale Unified's facilities Superintendent Decker presented this item stating a survey to assess the needs of the community was being considered in preparation for a possible bond measure in order to take advantage of State funding from Proposition 51. Discussion of partnership opportunities ensued and a field trip was suggested to assess facility assets and problem areas. Superintendent Decker will give a presentation of the School District s Facilities Master Plan at the next subcommittee meeting. e) Update Refinishing Tennis Courts Status of USTA Grant Application Brad Horrall, of the Cloverdale Tennis Association, stated he obtained three bids for the resurfacing of the tennis courts and the paperwork to apply for the USTA grant will be submitted within the month. Mr. Horrall stated the project could be done at the conclusion of the tennis team s season in the spring or in the summer. The subcommittee requested this item remain on the next agenda. f) Discussion Cloverdale Swimming Pool i. Discuss need to heat the swimming pool ii. Discuss possible expanded uses for the swimming pool; i.e., School water safety program, etc. Chair, Vice Mayor Palla, invited Mia Munselle to address the subcommittee. Ms. Munselle stated she and many other parents take their children out of town to swim in a heated pool. She expressed the need for heating Cloverdale Memorial Pool to keep community members and their dollars in Cloverdale, as well as to extend the swim season. Discussion ensued regarding the uses the pool was designed for, the State law requirement for water safety education, and the funding sources for and management components of the pool. The subcommittee directed Staff to explore options for heating the pool.

Information Only Memos: a) AB841 California Bans Soda and Junk Food Marketing in Schools Chair, Vice Mayor Palla distributed copies of an he received from Public Health Advocates regarding AB841 for the subcommittee s review (attached). 7. 6 City of Cloverdale Student-City Council Liaison Application Page 1 The City of Cloverdale City Council is accepting applications for a Student-City Council Liaison to increase youth participation in local government by attending a minimum of one City Council meeting per month. The City Council currently meets the second and fourth Tuesdays of the month at 6:00 pm at the Cloverdale Performing Arts Center located at 209 N. Cloverdale Boulevard, Cloverdale. 7 City of Cloverdale Student-City Council Liaison Application Page 2 In order to qualify for the $500 scholarship, you must satisfactory complete the following: 1. All requirements outlined on page 1 and 2 of this application form and City of Cloverdale Resolution No (copy attached). 2. You are required to attend one assigned City Council meeting each month. If unable to attend due to health or school related assignment, you must call and advise the Cloverdale Deputy City Clerk prior to the meeting. 3. Toward the end of the school semester, normally May, you agree to participate in a City press conference, which may include having your picture taken, to promote the program and thank our scholarship sponsors. 4. After graduation and successful completion of the program, you can apply for the $500 scholarship if you attend college. To apply, submit a scan or copy of your college acceptance papers, including the name of college you re attending. In addition, include your current mailing address and contact information. This material can be dropped off at City Hall, Attention: City Manager.
