1 June 29, 2017 Request for Qualifications Design and Environmental Services for the SLR Parkway Phase III Project also known as a portion of the MBSST (Rail Trail) Segment 8 (San Lorenzo River Railroad Trestle Bridge Trail Widening) Project. State Project No. XXXXXX City Project No. c The City of Santa Cruz is soliciting Statement of Qualifications (SOQ s) from qualified firms that will perform the design, engineering, final plans, specifications, estimate, and environmental review and permitting for the SLR Parkway Phase III Project which is a portion of the Monterey Bay Sanctuary Scenic Trail (MBSST) Segment 8 (San Lorenzo River Railroad Trestle Trail Widening) herein called Project. The Santa Cruz County Regional Transportation Commission (RTC) adopted the MBSST Network Master Plan and certified the Final Environmental Impact Report (EIR) on November 7, 2013 (revised in February 6, 2014). The main focus of the Master Plan is on a continuous alignment, connecting spur trails, and design standards for the Coastal Rail Trail spine, a proposed 32-mile-long paved multi-use pathway for bicyclists and pedestrians. The RTC owns the existing railroad right-of-way for Coastal Rail Trail and the MBSST project is divided into 20 segments with the intent that each segment will be funded, designed, and constructed in part or as a whole. The design and environmental services, construction, construction engineering and management, and permitting for Project is state and locally funded. The project is being initiated in collaboration with the RTC. The specific information to be submitted for this project is listed on the attached Statement of Qualifications Information Sheet. PROJECT DESCRIPTION: The Project is located near the mouth of the San Lorenzo River in the City of Santa Cruz and entails replacing the existing 4-foot wide walkway on the SLR Railroad Trestle Bridge (MP 19.43) with a new multi-use trail that is feet wide. The structure is approximately 306 feet long and connects to the existing access ramps at each end of the bridge. The western

2 ramp was constructed approximately two years ago and no modifications are anticipated. The eastern ramp was constructed approximately 28 years ago and it is anticipated to be modified with this project to maintain the connection to East Cliff Drive above and to connect under the East Cliff Drive overcrossing for the future Segment 9 rail trail. The RTC-MP SLR Bridge Walkway Widening Feasibility Report (see attached) was completed by Jacobs on May 19, This feasibility report forms the basis for the Project development. The railroad tracks currently allow for recreational passenger and freight train service operated by Santa Cruz & Monterey Bay Railway (Iowa Pacific Holdings) and Roaring Camp and Big Trees. A study was completed by the RTC to assess the feasibility of providing more passenger rail service in the future. The City seeks environmental and construction bid documents to comply with the design guidelines and standards of the Master Plan; however it may also seek realignment and/or design standard exceptions to avoid and minimize potential construction and/or environmental impacts. These changes, should they occur, will be addressed after award of this RFQ. The RTC s Master Plan Final EIR covers California Environmental Quality Act (CEQA) compliance for Segment 8 at a program-level, however project-level CEQA compliance will be required. This project is not federally funded, therefore does not require National Environmental Protection Act (NEPA) compliance. Assistance to the City with permitting from various agencies will be included in the scope of work. The entire project budget, from start to finish is $1.55 million and is funded from the State Resource Agency and the newly approved Measure D transportation sales tax. Design and environmental services contract is estimated at $150,000 with final plans, specifications, and environmental clearance anticipated to be complete in early Construction is expected to be initiated in the summer of 2018, and complete by early QUALIFICATIONS: The City of Santa Cruz is seeking a highly qualified and experienced engineering and environmental consulting team to design and obtain environmental clearance with the following experience: State funded projects, including compliance and constraints. State forms, contract administration, invoicing procedures, and audits. U.S. Army Corps of Engineers, California Department of Fish &Wildlife, Coastal Commission, Regional Water Quality Control Board, and other permit compliance. Technical studies and CEQA documentation and compliance. Railroad operation and facilities. Standards from the California Manual on Uniform Traffic Control Devices (CA MUTCD), Highway Design Manual (HDM), American Association of State Highway and

3 Transportation Officials (AASHTO), and National Association of City Transportation Officials (NACTO). Bridge and retaining wall construction work over and adjacent to sensitive waterways and habitats. Coordination of multiple agencies and jurisdictions (City, County, RTC, California Public Utilities Commission, Railroad, Utilities, etc.) and the public. Addressing local concerns and reaching community consensus. Presenting at commissions and city council meetings. Maintaining project schedule and cost effectiveness. Interested engineering consulting firms are invited to submit Statement of Qualifications (SOQ) for said work. 4 STATEMENT OF QUALIFICATIONS INFORMATION SHEET Selection Process All Statement of Qualifications will be reviewed by a Selection Committee. Based on the evaluation of the Statement of Qualifications received, a short list of the most qualified firms will be developed. The Selection Committee may interview three to five short listed firms. The final rankings of firms will be based on the final scores. Negotiation will then proceed with the top ranked firm. Evaluation Process Evaluation factors used to select the consultant shall include, but not be limited to the following: The firm's reputation for professional integrity, competence, and financial responsibility, the firm's previous experience with similar projects, the ability of the firm to provide the required services, the firm's understanding of the project and the project schedule, the qualifications and experience and availability of the actual project team, and familiarity with state and federal procedures. Scoping Meeting Prior to negotiations, the City will provide the top-ranked consultant with a draft contract/scope of work. Then a scoping meeting will be held to discuss the specific details of the work. After the scoping meeting, the consultant will be asked to provide a cost proposal to perform the work described in a draft contract/scope of work and discussed at the scoping meeting. Method of Payment Method of payment for this contract shall be on a time-charge plus expense basis. Negotiation A cost proposal shall then be submitted by the top-ranked firm. If an agreement on cost is not reached with the top-ranked firm, then the City will negotiate with the next highest ranked firm. If necessary, this process will continue with the next highest ranked candidate until either an agreement is reached or the City decides to re-advertise the RFQ. Attached is the City of Santa Cruz Sample Professional Services Agreement. Schedule The City anticipates the following tentative schedule: SOQ Submittal Deadline July 31, 2017 Interviews (as needed) Week of August 14, 2017 Consultant Selection Week of August 21, 2017 Conclude Negotiations September 1, 2017 Award Contract (City Manager) September 6, 2017 Notice to Proceed September 6, 2017 Statement of Qualifications (SOQ) - Content The Statement of Qualifications should include the following:

5 1. Transmittal Letter A short letter summarizing the firm s Statement of Qualification submittal. 2. Qualifications of the Firm A short description of the firm, including the firm's qualifications in providing design and engineering services to develop construction bid documents, and management of sub-consultants, including environmental and geotechnical firms, on state and federally funded transportation construction projects. 3. Relevant Project Experience A summary of relevant transportation design, traffic engineering experience and trail development knowledge related to railroad facilities, bridges, and retaining walls. Describe experience in designing in or around environmentally sensitive areas and obtaining environmental clearance. 4. Client References A list of recent references, including contact persons and current telephone numbers, for work of similar character that the consultant has successfully performed. References must include public agencies. 5. Project Team The actual team members proposed for this particular project including sub-consultants. 6. Organization Chart An organizational chart including prime consultant and sub-consultants indicating the lines of responsibility of each member of the project team and clearly indicating the team member responsible for interface with the City is required as part of this submittal. 7. Staff Resumes The submittal must include personal resumes that detail the relevant experience and qualifications of all the project team members. 8. Contact Person The statement shall identify a project contact person, with telephone number and , for scheduling follow-up interviews.
