American With Disabilities Act (ADA) District 6-0 has their own ADA Design Guidelines and specific Design CS-4401 form that should be followed for HOP Applications.

5 American With Disabilities Act (ADA) District 6-0 has their own ADA Design Guidelines and specific Design CS-4401 form that should be followed for HOP Applications. o If you would like a copy, contact the Department Staff (contact information provided at the end of the presentation). A FULL ADA binder (forms and design plans) color hard copy needs to be submitted to the Department prior to the issuance of the Permit. A CD with the Plans and Design Forms in Excel and PDF format also need to be provided.

6 American With Disabilities Act (ADA) Continued For a project that either creates/generates a new pedestrian draw or is anticipated to increase pedestrian activity, the applicant will be required to address ADA and provide new and/or modify accessible ramps and facilities adjacent to and potentially beyond the site frontage. Design Expectations/Examples: o o Open Field Creating a new pedestrian draw so the applicant must provide ADA upgrades for the frontage and entire intersection. Existing Site being Modified/Re-developed At a minimum, applicant must upgrade the subject corner and receiving ramps (potentially receiving corners depending).

7 Plan Presentation/Reminders HOP Plan PDF attachments must be uploaded to EPS as 22 x 34 plan sheet sizes. This is necessary in order to facilitate printing to scale at half-size and to aid Permit Inspector Staff. Submitted plans must contain a PE Seal. Meeting Minutes must be provided to the Department and consultant review staff. o If a meeting is requested/held, the Department expectation is for the Applicant Team to issue minutes (draft for review then final). For all correspondence send to Department and Consultant review staff, ensure that the HOP Log Number or EPS Application Number is referenced in the Title. o Development names often differ so it is not always easy to track down.

8 Right-of-Way (ROW) Dedication & Property Owner Impact Start the property owner notification process and ROW Dedication process as early as possible. Escrow will not be reduced until the Dedication process has been completed. This will be a condition on permits that require ROW dedications. Property Owner Notifications are needed for all properties adjacent to the proposed improvements within the limits of work. Affected Property Owner Approvals (i.e. for auxiliary turn lanes, etc.) must be in accordance with SOL o Include the M-950R1 worksheets with the submission materials. o The Department will not entertain indemnification until the Due Diligence process is full complete per SOL

In no case will values less than the required minimum safe stopping sight distance be allowed or accepted. o Reduction factors being utilized with the desirable safe stopping sight distance yielding a value less than that of the minimum is unacceptable. Ensure site signs are not placed in obstruction of sight distance.

Scoping Meeting Application form does not automatically mean that a Scoping Meeting will be granted.

Transportation Impact Study (TIS)/Assessment (TIA) Both will now be submitted via EPS, but only after the Scoping Application Meeting Form has been looked over by the Department.

11 Transportation Impact Study (TIS)/Assessment (TIA) Both will now be submitted via EPS, but only after the Scoping Application Meeting Form has been looked over by the Department. For projects involving Studies, Cycle 1 EPS submissions should only include the TIS/TIA, capacity analysis software files, Concept/Site Plans, and any coordination or necessary correspondence documentation. TIS vs TIA o TIS is required when the proposed site will generate more than 3,000 Trips in one average day, or if the site will generate 100 or more trips entering or 100 or more trips exiting the site. o The difference between a TIA and a TIS is that an extra capacity analysis for the Horizon year (5 years after build-out) needs to be conducted for the TIS.

12 Other SEPTA Bus Stop Coordination: o If relocation is required than documentation of the coordination with SEPTA must be provided. o Coordinate with the Township to see if they would like a Bus Shelter to be installed. o If there is not a bus stop located on the opposing side of the development consider providing one. Provide Signal As-built Plans to the Signals Unit. This will be a condition on permits involving Traffic Signals. Provide an engineering review letter from the Township to ensure they are reviewing the HOP improvements as well. Land Development approvals/reviews do not satisfy this requirement. Compile similar documentation together in EPS attachments as this will help the Department with the permitting process.

14 Business Partner ID (BPID) The BPID must be under the name of the applicant and not the engineer. BPID must be added by the applicant team to the application prior to the approval of the permit.
