Position Summary: Nursing Community Assessment Service (NCAS) for Internationally Educated Practitioners (IEPS) The Nursing Community Assessment Service (NCAS), provides a competency-based assessment service for internationally-educated Health Care Assistants, Licensed Practical Nurses, Registered Nurses, and Registered Psychiatric Nurses, who wish to practice in British Columbia. Langara College operates the Simulation Lab Assessment (SLA) on behalf of NCAS. Applicants referred to the service by NCAS attend a three- to six-hour in-person assessment at Langara College, with the goal of demonstrating the extent to which they demonstrate the skills, attitudes and behaviours required at entry to practice in their chosen profession. The competency assessment model for this Service consists of a Computer Based Assessment and a Simulation Lab Assessment of selected entry-level competencies. Reporting to the Dean and working collaboratively with the Chair, School of Nursing, the Program Manager is senior level nursing professional accountable for the management of the Simulation Lab Assessment for internationally educated practitioners. The Program Manager coordinates the nursing simulation lab, manages the College s relationship with internal and external stakeholders, in particular with the CRNBC, and ensures the program sustainability for the future. This position oversees the program by managing day-to-day operations, program development and delivery, human resources, budget, and candidate registration. C. Duties & Responsibilities: 1. Responsible for program and operational management: a. Ensures the delivery of service is the appropriate level of quality, on time and within budget, in accordance with the service plan and governance arrangements; b. Facilitates communications and serves as a conduit between School of Nursing, NCAS (CRNBC) and with other internal and external stakeholders; c. Liaises with School of Nursing Administrators to coordinate shared space and resources such
2 Page 2 as simulation lab bookings, supplies, resets of rooms, equipment, mannequins, etc.; d. Ensures assessment dates are scheduled, optimally registered and operating as per contracted requirements, and ensuring flexibility to meet needs of candidates and NCAS; e. Liaises with IEPs to coordinate assessments and to respond to queries and issues as they arise; f. Oversees the scheduling of all IEP candidates into assessments; g. Facilitates candidate management at site including flow through assessments (e.g., developing and presenting orientation to all candidates, responding to questions); h. Responds to and resolves emergent issues ranging from unexpected staff absences, candidate no-shows to power outages. Ensures the smooth functioning of all aspects of the simulation lab on assessment day, responding to and problem solving ad hoc issues; i. Oversees coordination of supplies and equipment for all assessment scenarios including reset of scenario after each candidate, verification of packages, etc.; j. Establishes quality assurance process to ensure functioning of all equipment including assessment tablets, mannequins, internet, AV, etc.; k. Manages dry runs and scheduling of new scenarios; l. Coordinates double-scoring of assessments; m. Ensures effective quality assurance and the overall integrity of the assessment service - focusing inwardly on the internal consistency of the service, and outwardly on its coherence with interfaces with the clients and stakeholders; 2. Project Management and Sustainability Planning: a. Contributes to the development of a sustainability plan and provides strategic guidance to the program area growth and operational plans; b. Contributes to the development of emergency protocols and contingency plan(s); c. Prepares monthly reports related to candidate registration, finance/budgets, and other compiled statistics; d. Prepares monthly narrative reports summarizing issues/updates with technology, assessments, etc.; e. Conducts issues and analysis and presents recommendations or options for resolution; f. Proactively monitors program s progress, resolving issues and initiating appropriate corrective action. 3. Human Resources Management: a. Facilitates the recruitment, orientation and training, evaluation and supervision of SLA personnel including: assessors, technicians, standardized patients and trainers, administrative staff, and any other support staff; b. Conducts regular performance reviews, as required; c. Provides rigorous training based on established criteria; d. Provides guidance and support in resolving personnel issues presented by staff; e. With consultation from Human Resources, administrates HR and payroll related matters including but not limited to, joining forms, timesheets and payroll queries, personnel records; f. Manages and negotiates all employment/confidentiality/non disclosure agreements, as applicable; g. Provides orientation, development and training to employees on an ongoing basis; h. Encourages commitment, professionalism, innovation, new ideas and good business sense with all program staff.
3 Page 3 4. Manages the budget for program area according to established policy and procedures: a. Prepares, submits and monitors annual and operating budgets for specific program areas with the goal of maximizing revenues and minimizing expenditures; b. Prepares appropriate financial reports, including detailed expenditure and revenue plans, as part of the budget management process; c. Develops and submits grant proposals when appropriate; d. Prepares, manages and monitors the department budget; authorizes all department related expenditures. 5. Performs other related duties or projects in support of program area. D. Qualifications Required: Education & Experience: Bachelor of Science in Nursing from a recognized educational institution. Graduate studies in nursing, health administration or equivalent, an asset. Current membership in good standing with College of Registered Nurses of British Columbia (CRNBC). Minimally five (5) years of recent related medical, acute care, and/or surgical nursing experience, preferably working with computer operations as applied to the nursing field. Considerable related experience in healthcare assessment management with recent experience as a health care practitioner, preferably with simulation labs. Considerable experience in conducting or overseeing simulation lab assessments. Considerable experience in managing employees including supervision, recruiting, training and performance assessments of clinical staff. Previous teaching, simulation lab management, practicum supervision, or preceptorship experience highly desirable. Familiarity with competency based assessments. Experience in partnership building, strategic planning, or stakeholder management. Working knowledge of financial management and procurement processes including budget preparation, reports, supplies ordering and invoices. Sound knowledge of project management principles in planning, monitoring and controlling a healthcare program.
4 Page 4 Skills & Abilities: Excellent verbal and written communication, interpersonal, and presentation skills. Demonstrated inter-cultural communication skills to interact with a large number of foreign trained candidates. Ability to interpret and apply College, NCAS performance standards, and departmental policies, procedures and guidelines. Demonstrated ability to work with uncertain and evolving environments where superior decision making, issues/crisis management, and analytical skills are exercised. Ability to demonstrate all procedures and skills taught in the NCAS project effectively. Ability to operate related equipment such as tablet, high fidelity mannequins, audio-visual equipment and related software applications within a computerized windows operating environment. Ability to conduct and deliver performance review. Ability to develop and manage financial and other spreadsheets. Ability to work independently and as a member of a team, working harmoniously with others. Ability to organize and prioritise work. Must be highly detailed oriented. Ability to effectively supervise, direct and lead others; provide training and development of skills. Ability to maintain a standard of absolute confidentiality regarding information and records. Ability to problem solve and exercise sound judgement. Uses tact and discretion to deal with or settle complex requests or complaints. Intermediate proficiency in the use of computer applications including: word processing (MS Word), spreadsheet (Excel), , and Internet navigation. Working Conditions: Flexibility to work evenings, weekends, and shifts as assigned to service the needs of the operation. Days of work are generally Wednesday through Sunday, and may be adjusted to accommodate assessment days and planning. Hours of work vary per day and may balance to approximately 40 hours per week.
