1 JOB DESCRIPTION Job Title: Responsible To: Location: Hours of Work: Department: Accountable To: Director of Nursing Chief Executive Woking and Sam Beare Hospices 37.5 hours however additional weekend cover and on-call is required Executive Chief Executive / Hospice Trustees Job Summary In collaborative partnership with the Trustees, Chief Executive, Executive Team and the Clinical Team the post holder will contribute to the strategic development of the Hospice and work to ensure objectives of high quality patient care are achieved. To exercise strong leadership and management of the full range of Hospice Clinical services in line with Hospice strategy. The post holder will ensure that the Hospice services are compliant with regulatory bodies, such as the Care Quality Commission and the Clinical Commissioning Group and other relevant statutory authorities and policies of the Trustees. Responsibilities Clinical To oversee the management of the Clinical department ensuring that clinical care and associated activities are in line with the appropriate care standards and guidelines Leadership To be an inspirational leader that expresses the Hospices vision, core Act as the Hospice Accountable Officer for maintaining and safekeeping of controlled drugs and attend the AO meetings, maintaining policies for safekeeping and handling of monitored medicine management. Lead and work with a multidisciplinary nursing/care team to provide and co-ordinate all clinical patient and carer services ensuring the highest possible standard of nursing to patients under the care of the Hospices, both internally and in the community. To act as an expert in clinical resource, to drive forward the Clinical strategy for specialist palliative and end of life care across the Hospices and the community within North-West Surrey. Regularly attend clinical MDT s to ensure all elements of patient care and services adhere to all Hospice policies, protocols and guidelines. To be a senior member of the Hospice Executive Team and together with the Directors and Chief Executive be responsible for the day to day management of the Hospices. To ambassador nursing, therapy, education, spiritual care and P a g e 1
2 values and service quality requirements Compliance, Governance, Standards Prepare and maintain records for compliance purposes, oversee quality of standards of service and provide a safe and well managed environment Management To assume overall responsibility for the management of the full range of Clinical services within the Hospices Training, Research and Self Development Continuous self development of skills and competence relevant to the role. Develop L&D strategies and facilitate research practices for development. housekeeping services at Board of Trustee meetings and community development and strategy presentations. To represent the Hospice on occasions in the general public, for example fundraising presentations, educational talks and to public organisations to enhance and expand on the reputation of the Hospices. To represent the Hospices on appropriate Clinical and managerial bodies such as North-West Surrey end of care steering group and Guildford and Waverly end of life care steering group. To be familiar with guidelines and regulations relevant to the running of the Hospices, particularly those relating to Health and Safety at work. To set and maintain nursing standards and controls in accordance with Care Quality Commission (CQC), Clinical Governance, the Nursing and Midwifery Council Codes of Practice as well as Quality Assurance programmes in palliative care. To carry out the statutory duties and responsibilities of the Registered Manager under the requirements of the CQC. Act as Registered Manager for the Hospices. Ensure CQC notifications are submitted by team managers Submit all controlled drugs reports to NHS England To ensure all professionally registered clinical staff meet both the Hospices and statutory professional requirements, e.g NMC code of professional conduct for nurses, General Medical Council and Chartered Society of Physiotherapists. To ensure that the Hospice meets standards and regulations to comply with the National Care Standards and other relevant legislation. To lead and support the implementation, evaluation and monitoring of the clinical services strategy and business plan across the Hospices. To provide leadership and facilitate the development of research and audit ensuring its application to clinical practice. To ensure that Hospice clinical services meet up to date professional principles and that appropriate policies, business planning and key performance indicators exist and are understood by all staff and monitored by the Management Team. To act as a positive role model, leading by example to motivate and empower staff in the development of clinical excellence and encourage peer support and learning. To be responsible for Clinical Governance within the organisation inconjunction with the Medical Director. To review clinical services regularly and mange change to ensure excellent quality of care, whilst taking into account budgetary restrictions. To develop service plans and reports for submission to the Chief Executive and the Board of Trustees including the provision of monthly clinical activity data. To be accountable for the clinical staff budget and clinical components of the non-staff budget. To attend and present at the Board of Trustees meetings as required by the Chief Executive. To work in partnership with other healthcare professionals and other compliant Hospices. Foster and maintain effective communication across all departments. In collaboration with the Education Team develop a training and development strategy and monitor its implementation and success ensuring clinical staff have the necessary skills and knowledge to undertake their roles safely, effectively and efficiently to registered standards. Review objectives for therapy services in order to promote and support continual professional development at the Hospices and within the Community. Act as an ambassador and mentor to staff who need to develop their skills and experience within palliative care. Maintain self interest in the current research and development of P a g e 2
3 Financial Participate in budget planning and on-going monitoring and control of agreed budgets Communication and Relationships Essential team building needed to enhance the performance of the staff, build positive relationships and gain trust and maintain quality work practices palliative care. Systematically review personal professional development through annual appraisals and identify areas of improvement. Review through audit cycles evidence of care given and systems in place to support regular review. Participate, encourage and support inter-hospice research projects where outcomes can be published as part of the collaboration. To work with the Chief Executive and the Finance Director to design an annual clinical budget and monitor income and expenditure. Manage and maintain financial budgets and controls across Hospice departments. To be an authorised signatory working with the Hospices policies and procedures. Negotiate cost effective contracts across clinical areas with the Chief Executive and Financial Director. Provide management support to reporting managers with managing their own budgets. To communicate sensitively and present complex/contentious information to a wide range of people/staff, external agencies, patients and the general public. Negotiate and overcome barriers to change in order to develop services. Network with other health and social care professionals to influence the inclusion of palliative care within generic services. Liaise closely with local CCG s. Participate in the Executive on call rota Contribute, participate and support initiatives and events that generate income for the Hospices. Assist Chief Executive with applications to external agencies, Charities and Trust Funds for funding. Motivate and facilitate team work, mutual respect and co-operation within the multi-disciplinary team and the volunteers. To lead and develop a culture of openness and honesty on clinical quality. Confidentiality The contractual relationship between the Hospice and its employees is founded on trust. Employees will treat as confidential all information regarding the business of the Hospice, information with regard to and agreements with suppliers, and information gained about other employees and consultants. Health & Safety Employees must be aware of the responsibilities placed on them under the Health and Safety at Work Act (1974) to ensure that the agreed safety procedures are carried out to maintain a safe environment for employees and visitors.
