PUBLIC AFFAIRS SUMW.RY The Pubic A faire Staff arrived on Okinawa consisting of a Photographer ' s Mate First Cass, Journais~ Third Cass, Utiitiesman Third Case, Construction M!chanic Third Cass and a Constructionman. The Embarkation Officer served as both the Pubic Affairs and Photographic 0 ficer on a coatera basic. The Jornaist and Utiitiesman prepared a monthy famiygram and periodic Press Reeases. Shorty after arriving on Okinawa however, the staff' s Construction Mechanic was assigned to one of the battaion's detais. This necessitated the Utiitiesman concentrating most of his efforts in the photo ab assisting the Photographer's Mite and Conetructionman. The Photo Lab and Pubic Affairs Office shared one haf of a quonset hut. After stopping production severa tiea because of fooded conditions in the quonset hut due to Okinawa's rainy season, the Journaist sought refuge in an abandoned office and set up shop. The Photo Lab personne had no pace to move; consequenty severa days of production were ost. The Photo Lab produced high-quaity photograps for the battaion monty operations report and Cruieebook. The Photographer' s Mate visited detai sites in Taiwan and Iwakuni for photographis purposes. The Journaist and Constructionman visited NMCB THREE ' s Detai Cubi for stories and pictures. They were pubished in the SEA.BES COVERALL and PAC- FACTS. The Journaist experienced reasonabe success getting Press Reeases pubished in various miitary and civiian periodicas. Twenty-seven artices have been pubished about NMCB THREE and ita men. Of course, maiing was the ony way of submitting stories to overseas pubications. The editors of oca pubications preferred fresh news, thus necessitating timeiness of submission. The battaion Cruisebook was edited by the Utiitiesman. Be and the photographers worked severa hours overtime and produced a high-quaity pictoria of THREE' Western Pacific depoyment. RELEASES:. No area was free from water inundation during the frequent Okinawa ra1ns, and the buiding was repete with its own menagerie of rodents, termites, roaches ane other sundries of the Far East. Ono hardy abored under the pretense of a sterie environment here and kept surgica procedures to a minimum. Construction of an encosed doctor's office was competed eary in the depoyrent to faciitate private counseing, and the air conditioning was we maintained throughout. c No space was avaiabe in the dispensary for in patients care. For patients requiring ony a few hours bed rest, or observation. their own quarters were utiized. 19 personne were hospitaized during depoyment. 2. Sick Ca a. Sick Ca hours ran from and daiy; a tota of 2600 patients were seen during the depoyment period, and January peaked at 543. The staff saw roughy 100 cases per week of which upper respiratory tract infections were the most common. b. Eective minor surgica procedures invoved I & D of abscesses, excision of ipomas, sebaceous cysts, sinus tracts, etc. Anything more extensive was performed at the Kue Army Hospita, where the battaion doctor was abe to obtain operating time with the support of their surgica staff. 3. Venerea Disease a. Twenty-eight cases were treated, four of Thaiand origin, with varied success. Sixteen were ceared with 4-8 miion units procaine peniciin IM preceeded by 500mg benemid. Of the remaining 12, 10 were given 4.0 gms Trobicin IM after demonstrating persistant urethra discharge, and 2 took 3.5 gm ampiciin PO, a with resoution. 4. Accidents a. Industria mishaps resuted in itte more than temporary disabiity, most common1 from sprains, acerations, hematomas, burns, and sporadic fractures. The dispensary was aso used to evauate severa civiian casuaties foowing accidents sustained by Japanese Nationas on the bypass road, subsequenty transfer red to Chubu Hospita. 5. Psychiatric a Counseing of persona probems occurred amost daiy by the entire staff usuay at the request of or in conjuction with the Chapain's Office. Those cases that exceeded thp bounds of the usua neuroses and job dissatisfaction were referred to the psychiatric office of the Evans Heath Center at Camp Sukiran. Disposition of said patients usuay resuted in ongoing psychotherapy, med-evacuation to CONUS for hospitaization, or administrative discharge according to BUPERS INST A. 6. Training a. A tota of thirty casses were hed for inservice training, with twenty-four hours of instruction. Casses incuded examination and diagnostic procedures, treatment and documentation of the heath record, aboratory and X-ray procedures, medica administration, patient care, facts concerning venerea disease, and medica suppy. 4-9
20 Battaion training consisted of weeky Saturday ectures covering tha areas of venerea disease, fied sanit.ation and minor first aid (shock, resuscitation, hemorrhage 7. Sanitation and Disease Vector Contro a. Weeky sanitation inspections were conducted noting any Pubic Heath discrepancies, and recommendations were made and submitted to appropriate departments for correction. Vector contro support was maintained by oersonne from Camp Buter, consisting of baiting boxes and traps for rodents, spraying and fogging for mosquitoes and fies. Projects initiated by this department that were competed by the battaion prior to return to homeport were: (1) Repair of EM Cub trash house, (2) Continuous dirt fi of casua water areas for mosquito contro. (3) Construction of BEQ trash house. (4) Competion of first phase of new sewage treatment faciity. 8. Medica suppies and Equipments a. The medica suppies avaiabe for use upon arriva were franky inadequate. The AMAL was up to date, reative to the medica TOA hed by NMCB FIVE. But reative to a new medica TOA produced by CESO in the summer of 1972 and hed by NMCB THREE, there was approximatey a $15, deficiency. This was noted in the change-over etter, and throughout the depoyment attempts were made to obtain funds for procurement of the additiona suppies. However, CINCPACFLT withhed funds pending review of the TOA. The battaion then was obigated to foow the oder TOA. Efforts were made to obtain medica suppies during the first part of our depoyment through a support agreement with USAMMAPAC, Machinato, but this unvariaby took from days if the order was not rejected outright. Upon NM'.:B THREE'S arriva a surveyed traier was utiized for denta care unti the arr1va of a repacement traier Discrepancies such as an unrepa.rabe air compressor, and ack of a water fitering system aiade this surveyed traier unsatisfactory for admuiistering reguar and routine denta services. The u riva of the.cepace'ent traier increased the effectiveness of denta care but was short-ived when the kray unit was condemned because of 3 cracked yoke. The probem was further compounded by sma but important items such as denta operating ights, unit hoses and hand pieces that needed repacing but that had ong ead times for deivery. During the depoyment the Department accompished 1685 procedures with 526 patient sitting. These figures incuded routine denta procedures such as extractions, fiings, and ceanings. During the depoyment t o Okinawa the beow isted worship services were conducted in the Camp Shieds Chape: Cathoic Protestant Number Attendance ;4!6 Average Attendance at eaoh service In addition, there were fourteen (14) week_y Bibe Studies with a average attendance of three (3), and ten 10) weeky Prayer Meetings. A memoria Service was conducted on 17 Feb 1973 for EA2 Robert I. Bigeow, Jr., who died during our depoyment. The Chapain participated in one (1) Civiian Worship Service conducted at the Koza Christian Service Center. Civic Action. There were severa requests for Civic Action submitted durng the depoyment but the imitations imposed upon us by the combination of our operationa commitments and the weather conditions prevented our being abe to fufi these requests. Vounteer abor was offered by ST Cass Petty Officers on an after-working- hour basis to work on construction at a oca agency providing hep for bi -racia chidren. This proved to be impractia due to a oca contract being et to a Japanese construction firm for the entire Job. Language differences and the inabiity to provide supervision and coordinating of our vounteer hep by the oca firm were detrimenta factors. Peope Programs. The chapain's invovement in the battaion peope-reated pr ograms increased greaty during the depoyment. Sincere and serious efforts were made to hep create an atmosphere conducive to meeting our peope reated needs in tht: area of durgs, human reations, race. Participation tn our Ruman Resources DeveoP"nt Counce (which addresses itsef to a areas of human interest invoving peope of our bat-a.on and keeps the command informed of a such needs as they arise) received much of the Chapain' s attention. The Chapai n served as Chairman of the Counci since its inception unti the end of the depoyment. 24 TI" 4-12

Camp Shieds was fairy we eq~.pped to serve the recreationa needs of the battaion There was a softba fied and a it outdoor encosure that incuded a tenn_s court, voeyba court, and basket ba court A buter buiding serving as a recreation hut was open from 1000 to 2200 daiy rt was furnished with poo tabes, tabe tennis equipment and faciities for darts, chess, checkers and many other tabe games Fish-ng equipment, snorke gear and misceane1ous sports gear were a~aiabe for..checkout Finance. Profits generated by the exchange faciities on Okinawa porvided the source for unit aocationf' in the COMFLEACTS Recreation Fund. NMCB THREE was a member of th~ CCJME'LEACTS Recreation Counci and therefore received a monthy aocation of $4.75 per man stationed at Camp Shieds. Theater. A arge three hundred seat air conditioned movie theater at Camp Shieds provided an exceent faciity in which to show motion pictures. Thirty-five miimeter first run movies were suppied by the Army-Air-Force Motion Picture Service Pacific. Movies were shown six nights per week at prices ranging from fifty cents to one doar. Average attendance was over 80 viewers per night. Part time hep was soicited from the battaion to staff the operation and three men were paid norma saaries to compensate for this work in off duty hours. The quaity of the fims was exceent with choice of features stipuated by AAFMPS incuded. Sports Program. Basketba was the first intramura sport in which the men of NMCB THREE participated. A basketba team was formed to f i nish the schedue of NMCB F!VE. A softba team was aso organized and commenced paying at the start of ~he season in the Isand League. The competition consisted of tho 0 ~ t eams found by some of the arge commands on the isand and was unquestionaby a good dea stiffer than the Seabees coud hande. The team finished the schedue with a disma record. Bowing. A bowing eague was estabished wit.bin NMCB TBREt No miitary aeys were avaiabe at the time of this forming so a eague bowi ng took pace in a civiian aey in Koza. The eague, upon competion of reguar eague pay, awarded t~ophies at a eague sponsored banquet. Karate. A number of battaion personne estabished a Karate Cub. casses were given by a oca nationa who hed a Back Bet-fifth cass. The cub met three times a week and was quite popuar with a those who participated 4-13
24 Fishing. Organized fishing trips were hed and found to be very popuar. A boat was schedued through Specia Services Camp Buter compete with gear and bait. Battaion personne enjoyed a day at sea with the chance for some deep sea catches ane found this an exceent opportunity to get away from the routine of daiy work. Specia Events. Interspersed throughout the season of reuary schedued team sports, tournaments, (incuding a tennis tournament hed at Camp Shieds and a gof tournament hed at the 18 hoe gof course on Kadena Air Force Base) and individua and spontaneous activities were hed. Parties. Three battaion parties were sponsored by the battaion for the men on Okinawa. Sufficient quantities of food and drinks were made avaiabe, and bands were hired out of Specia Services funds for each of the parties. Numerous company, department and crew parties were aso hed and generay quite we received. SU~. When on depoyment a battaion Specia Services is ree upon to suppy off duty entertainment. In most instances with miitary shore-based faciities near at hand the Specia Services oad on the battaion is appreciaby ighter. In ight of the basic mission of the Seabee as a mobie unit, it is fet that the command shoudhave to rey ony minimay on the estabished Specia Services faciities at neighboring commands. If they are there, they wi be utiized. However standard recreationa capabiities of a battaion shoud be maintained. In order to furnish an effective program it is essentia to have both an adequate inventory of equipment and a dependabe and constant source of recreation funds to be spend on battaion recreationa needs at the discretion of the command. A Construction Battaion fund managed by Seabees for Seabees (as outined in the NMCB THREE depoymentcompetion report of the depoyment to Guam) seems to be the soution for the atter requirement for an effective program. Athough the COMFLEACTS Recreation Fund suppied a fat source of income for NMCB THREE personne on Okinawa, Taipei, Cubi and Iwakuni detais (as we as Guam on the previous depoyment) had a disproportionate amount of funds on which to base a program. The necessity of an adequate physica inventory of recreationa gear is aso undeniabe if the battaion is to have an effective recreation program. Perhaps the best method for contro and distribution of recreationa gear is to have the battaion depoy with an adequate amount of physica recreationa gear, or create a standard aowance for turnover. This woud aow the command to issue specific items desired by the main body and thereby support the off hour needs of these detais and detachments to a much greater extent than it has in the past. 4-14

MORALE SUMMARY The norma enthusiam of the. nit11 u.><m 1.1up oyme nt of the Battaion was somewhat dampened by the idea of agai n being deprived of the chance to spend the Chx'istruis hoidays with their famiies. There was generay however a underying restesness to depoy and eave the confusion common to homeport depoyment for the commencement of productive abor on various projects at different sites. Messing and berthing faciities varied from good to exceent for the troops at a sites. Detia IwaJcuni had to make some adjustment to the more austere barracks iving conditions at MCAS as the troops were housed in open bay barracks. In spi te of the decreased privacy the men graduay adapted to the situation and no serious probems deveoped. Weather at a sites seemed to have very atronq infuence on morae. Rainy goomy days not ony seemed to decrease the men ' s spirit but aso the impact weather had on construction progress was definitey responsibe for owering the men ' s spirit even more. This depoyment again showed that probaby no other factor contributes to morae as muoh as interestinq and meaningfu work. The times that morae fatered consistenty coincided with periods where rework was required or progress was hindered for a variety of reasons; be it desiqn changes, materia deays, weather or poor panning. Visua job proqress and the timey meeting of construction miestones very definitey impact morae. 4-15
