This office will enforce all laws and local ordinances and apprehend the individuals who violate them. This office will endeavor to create a partnership with our citizens to identify, address, and solve community problems and concerns. 7 Sheriff s Report: 2014 brought some big changes all at once to the Kandiyohi County Sheriff s Office. Because of some changes in the PERA retirement benefits we had four deputies retire before the PERA benefit deadline of June 1, The four deputies that retired were Chief Deputy Randy Kveene, CEE-VI Director/Deputy Sheriff Tony Cruze, Patrol Sergeant Gary Wyffels and Patrol Deputy Alberto Ramon. With the retirement of the above four deputies we lost a total of 100 years of law enforcement experience. Good luck to each of them in whatever the next chapter of their lives may bring! With the retirements came a lot of positions to fill. The chief deputy position was filled by Greg Stehn; with Stehn being appointed to chief deputy that left the captain s position open in the jail. Patrol Sergeant Matt Akerson was then promoted to captain. To fill the patrol sergeant vacancy that Akerson left Detective Eric Tollefson was then promoted to patrol sergeant. To fill the patrol sergeant position that Sergeant Gary Wyffels vacated - Deputy Julie Mertens was then promoted to patrol sergeant. Kandiyohi County did hire four new deputies in March 2014 prior to the above mentioned deputies retiring so that we would not be short on staffing levels. The four deputies hired were Theodore Argabright, Nicholas Ardoff, Ross Johnson and Shawn Swanson. Sheriff Dan Hartog 7

8 Kandiyohi County Jail Annual Report 2014 The current Kandiyohi County Jail was occupied in January of 2001 with an indirect/direct supervision construction and consists of 190 beds. The jail is divided into two separate pods. Delta Pod is divided into two housing units with one housing 32 minimum security inmates and the other unit housing 54 medium security inmates. Charlie Pod is divided into seven units with one housing eight male inmates and six units housing 16 (male or female) inmates. The Kandiyohi County Jail utilizes the Department of Corrections 2911 Rules to ensure that the jail is meeting all requirements. In the last 15 years, the jail has not received less than 90% on the DOC yearly inspections. Since the new jail opened, we have received 99% or above in all categories of the inspection. The Kandiyohi County Jail has 47 full-time employees: Captain/Jail Administrator Lieutenant/Assistant Jail Administrator Jail Secretary Four Sergeants 28 Correctional Officers Program Director One Program staff Four Transport Officers Three Court Security Officers NOTABLE FACTS FOR 2014: Since 2001, we have assisted 45 other counties and/or government agencies with boarding their inmates for various reasons. In 2014 we boarded inmates from seven other counties/agencies. Our average daily population was 99 inmates, of which 31 were boarders. Total days boarded for 2014 was 11,403 days, generating $627, in revenue. 8

9 In 2014, the jail/courthouse booked and processed 1,951 individuals. Of those bookings, 1,478 were male and 473 were female. We also processed 20 juveniles at our booking station located at the court house. The jail contracts with A viand s Food Service to administer dietary needs to jail inmates and is capable of preparing and serving up to a thousand meals per day. The Kandiyohi County Jail utilizes video visitation for jail inmate visits. Inmates are allowed one 30-minute visit per day, every day of the week. Revenue Recapture is utilized to reclaim some of the inmate medical and dental expenses and in 2014 we recovered approximately $4, This figure includes our medical canteen recapture. Kandiyohi County inmates are required to pay a $15.00 booking fee. Unpaid accounts are either submitted to our collection agency or submitted to Revenue Recapture. Kandiyohi County charges convicted inmates $20.00 per day for a Pay for Stay fee. If an inmate pays this fee within seven days of being released, they receive a 20% discount and only pay $16.00 per day. We also collect $16.00 per day from inmates that are granted work release. In 2014 the Jail collected approximately $74,500 in Pay for Stay and Work Release fees. This includes what has been paid directly to the jail and paid by the collection agency. The Jail provides public fingerprinting for a $10 fee. In 2014 our staff fingerprinted 376 people. The Electronic Home Monitoring department had 150 clients during 2014 compared to 135 in The jail contracts with the canteen company Turnkey Corrections. Employees with Turnkey are responsible for all vending machines and canteen products for the inmates. Family members are able to put money on an inmate s canteen account by mail, online, or in person through a kiosk in our jail lobby. The jail receives a percentage of the commission on the canteen items sold. Family members are also capable of purchasing telephone cards and hygiene products online. The amount of commission our jail received in 2014 was $75,608 which includes totals from Turnkey Corrections and Reliance Telephone Company. In 2014, the Kandiyohi County Jail received a grant in the amount of $26,917 from the Department of Justice. The 2014 State Criminal Alien Assistance Program is a monetary award to local governments to compensate for the cost of jailing illegal aliens. The 2013 grant was $12,340. The total revenue generated by the Jail for 2014 exceeded $900,000. 9

10 TRAINING The Kandiyohi County Jail has correctional officers certified as instructors in the following areas: PPCT Defensive Tactics PPCT Spontaneous Knife Defense PPCT Ground Avoidance Ground Escape PPCT Use of Force; Aerosol Chemical Agents including the X-10, X-10 SW extinguisher and Clear Out Grenade dispersal systems Taser X/M26 American Heart Association (AHA) BLS-CPR First Aid and AED NOVA RACC belt How to Run a Direct Supervision Housing Unit Hostage Negotiations Minnesota Sheriff s Association Jail Academy (Camp Ripley) Most of the training officers in our facility are certified to teach multiple courses. Utilizing our own officers as instructors decreases the cost of training for the jail and increases camaraderie between the officers. Although correctional officers are not required to be POST (MN Peace Officer Standards & Training) certified in MN, we have eight POST certified courses equating to 44 hours for the benefit of other agencies who need POST hours for licensure. Having all eight of our use of force courses POST certified also confirms the quality of the training taught to all correctional officers in the jail. The MN Department of Corrections (DOC) requires that Correctional Officers receive a minimum of 16 hours of training per year. In the calendar year 2014, the average number of training hours for each of the Correctional Staff was hours. In addition, the average number of hours per the four Correctional Sergeants was 44.2, and our two Administrators averaged hours. We support the MN Sheriff s Association s Jail Academy held at Camp Ripley by sending officers to classes offered. We have sent several people from our staff to the Train the Trainer program for the Academy so they can return and teach our staff. They also can instruct at the Jail Academy as needed. The nursing staff from Kandiyohi County Public Health has also been trained to instruct at the Academy. 10

11 PROGRAMS & RECREATION In 2014 the Kandiyohi County Jail Program Department consisted of two staff members that work to encourage inmate participation in jail programs on a daily basis. Inmates are encouraged to take a self-motivating role in bettering themselves upon release from jail. Program staff can offer numerous programs for inmates but it is ultimately the inmate s responsibility to be prepared and ready for class when staff arrives to escort them to programs. The Program Department prides itself on utilizing local agencies to participate in providing supportive, informational and educational classes to inmates as well as program staff sharing their own talents with the inmates. This is a cost saving approach that is a win, win situation for the county, agencies, staff and inmates alike. The following is a list of the programs provided for inmates at the Kandiyohi County Jail in 2014: Alcoholics Anonymous Set Free Prison Ministry Movie Night Women s Bible Study Q & A Child Support Gideon s ministry Incredible Years Parenting program GED Adult Basic Education English as a Second Language Community Service Library Inmate Worker Arts & Crafts The Bull Pen -Discussion Group Catholic Ministry One to One Chaplin Huber-Work Release Sentence to Service Law Library Religious Videos Sewing/Looming/Quilting MN Teen Challenge Spanish Bible Study Guest speakers Inmates also have the ability to receive information on applying for a birth certificate, social security card as well as detailed personalized requirements of what they will need to obtain a valid driver s license. Jail inmates can also be connected with contact information to the following community based programs such as the Women s Shelter House, Heartland Community Action Agency as well as the Sexual Assault & Violence Center. While in custody, inmates have the opportunity to learn how to use a loom to make knit scarves, knit hats and blankets, as well as sweater mittens. At times we place a holiday tree in the lobby of the jail with a sign posted Kandiyohi County Jail Inmate 11

12 Giving Tree ~ Handcrafted by our inmates, the items on this tree are free and available to families/visitors of inmates of the Kandiyohi County Jail. In previous years, inmates have made such items as tie blankets, lap blankets, afghans and knitted hats. We donated these items to organizations such as the Women s Shelter, Hope Pregnancy Center and the Kandiyohi County Boys & Girls Group homes. Inmates take great pride in knowing that the work that they are doing is being appreciated in the community. Occasionally we have the opportunity for a guest speaker to meet with the inmates. In 2014 we were fortunate to have Sheila Ray Charles. She is the daughter of the legendary Ray Charles. Sheila delivered a heart wrenching story of abuse, crack cocaine and prison through her music and story of her personal journey to salvation. Inmates were touched and inspired hearing her story and felt a connection to the singer. Education classes are provided through Willmar Public Schools / Adult Basic Education. We have one instructor that works approximately 12 hours, three days a week. Students are required to pass five subject tests in order to obtain their GED. A number of students begin the first steps to obtaining their GED while in jail by continually practicing on the subject until they can pass the GED pre-test. Once they have achieved an acceptable score on the pre-test they are ready for the official GED tests on that particular subject. For many students this is a huge accomplishment as it is just one step closer to accomplishing their goal and meeting the conditions of their court order. Students that attended studied basic math, reading, writing, English, nutrition & family relationships, job search skills, keyboarding, life skills, computer skills and career & college exploration. In order to encourage inmate participation we conduct surveys that allow inmates to critique the programs that are currently being provided for them. The Program Department also uses this as a tool to review current programs and to make any necessary changes in either adding or canceling certain programs. Inmate responsibility is the key ingredient to attendance in jail programs and all jail programs are behavior based, i.e. negative behavior in the housing unit disqualifies inmates for programs. Inmates have the opportunity to exercise a minimum of seven hours a week in either of our two gyms. Multiple cameras ensure safety and security in the gyms as well as proper use of equipment. The recreation department also works in conjunction with the jail medical staff to ensure that any restrictions or doctor ordered rehab for the 12

13 inmates is adhered to. The recreation department implements programs and different forms of exercise for inmates to relieve stress and tension. In the D pod gym, inmates have the opportunity to use a Pec Deck, treadmill, table tennis, a multi-fit station, weight station and an exercise bike. In the C pod gym, inmates play basketball, horse, 21, speed, volleyball, handball, doubles handball, or they can walk or run. The inmates can also have access to TV and workout DVD s. A bulletin board in the D pod gym contains information on diet and exercise, sports related news, and important announcements. VOLUNTEERS The Kandiyohi County Jail has utilized volunteers for decades, but since the expansion of the jail in 2001, there was never as high of a need, nor as many volunteers as we have now. As a community, we are fortunate to have so many citizens volunteer their time and talent to the county jail. We currently have 46 volunteers at jail and of those 55, 12 are very active. Their combined hours of service for 2014 totaled 1, hours. The average for those 12 was per person. Volunteering is a great way to contribute to the community and gain experience, yet it also fosters personal growth. We have not heard one person say, I m only a volunteer. There is a high level of respect and pride for our volunteers at the jail. Their service and longevity attests to their sense of respect and pride for what they do for the inmates. The community and jail both benefit by having a safer and more secure jail. It benefits the inmates to have something to do, someone to talk to, to listen to them, to advise them or just to be there for them when no one else is. You cannot put a price tag on their efforts because often times the payoff for their work with the inmates may be long term. The benefit the staff and community receive, as a result, is invaluable. The programs department continues to make the promise of new programs and new volunteers as long as the Kandiyohi County Jail stays in service. 13

14 TRANSPORT DIVISION The Transport Division consists of four correctional officers and is supervised by the jail lieutenant. One of the correctional officer s main duties is working with our medical department but is also available for transport if needed. The transport officers responsibilities include transporting prisoners to court, medical and dental appointments, and court ordered placements. We transport from the Community Behavioral Health Hospitals, Rice Hospital, and Prairie Lakes Youth Programs to court and many other various places. Many hours of the Transport Division are centered on transporting incarcerated prisoners to and from state facilities. The Transport Division also assists the Sheriff s Office with warrant pick-ups. The Transport Division maintains a fleet of four squad cars, two minivans, and one full-size 13-passenger van. Two of the vans are divided with partitions so we are able to transport both male and female inmates together without them having any physical contact with each other. This saves both on transport vehicles and transport officers. In 2014 the Transport Division transported 1,935 Kandiyohi County prisoners, which consist of 1,452 male prisoners, 392 female prisoners and 99 juvenile offenders. In addition to that, we transported 39 boarded inmates and agency assist transports. We have logged approximately 52,933 miles, an average of 4,411 miles per month. Transport mileage decreased 2,499 miles from the previous year with 181 more inmates. By transporting inmates to prison, transporting boarded inmates to appointments and assisting other agencies, we generated revenue totaling $9, in COURT SECURITY Kandiyohi County (8 th Judicial District) has three chambered judges that work solely out of the Kandiyohi County Courthouse. The courtrooms are also utilized by visiting judges from other counties. These judges oversee Kandiyohi County cases. The Court Security Division consists of one full-time armed licensed Kandiyohi County Sheriff Deputy and three full time correctional officers/bailiffs. One correctional/transport officer and one of the fulltime correctional officer bailiffs split their duties between the Medical Department at the jail, transport and court duties. If the correctional officers are not needed at the court house they work at the jail or help with transports. The court deputy bailiff is responsible for safety and security of the Court House, assisting at the front desk where the public passes through the metal detector, serving papers and serving warrants. He/she is also responsible for monitoring the 4 court rooms, building hallways and parking lots. The correctional officers/bailiffs are also responsible for assisting at the Courthouse public lobby in which the public must pass through the metal detector before entering the courthouse. They also do fingerprinting for summons, first appearances, traffic court and juveniles on felony charges as well as taking DNA if need be. If there is a jury trial scheduled, correctional officers/bailiffs watch the court room and retired bailiffs are called in to supervise the jury. 14

15 JAIL SECURITY The Correctional Staff are in charge of the inmates 24 hours a day. They receive and book them into the jail upon their arrival and search, shower and give them the proper jail clothing to change into. They inventory all of the inmates belongings. Any money the inmate comes in with is put onto Turnkey Commissary system so the inmates can make authorized purchases within the jail. This system is also utilized for booking and medical charges and payments toward Huber, electronic home monitoring and pay for stay. Booking officers also perform a health assessment of each inmate and make any necessary medical referrals. All medical assessments are given to the medical unit for further assessments. Inmates are then assigned a housing unit where they are held until released. These housing units are staffed 24 hours a day by correctional officers who help coordinate all activities of each inmate in that particular housing unit. These activities include, but are not limited to, cleaning, delivering inmate meals, escorts to visiting, meetings with lawyers or probation, attending classes and program activities that go on throughout the day During the daytime hours inmates are expected to get up and eat breakfast, clean their rooms, and take their turn on the clean-up crew to service the communal living area. Inmates are encouraged to attend recreation and activities through programs. Smoking is prohibited in the jail by staff and inmates alike, as our county is tobacco free. All activities that go on in the jail are monitored by our Central Control, which is staffed by correctional officers. They monitor cameras and have control of all secured doors in the facility. All entrances into the jail facility have a sally port and have an interlocking door system. All officers are trained to be a part of a cell extraction team in case of disturbances. The Sergeant can assemble the team at any time during a disturbance on duty. JAIL MEDICAL UNIT The Kandiyohi County Jail Medical Unit is staffed by two full-time Kandiyohi County Public Health Nurses. Correctional Health Nurses provide nursing services Monday through Friday. In 2014, the correctional health nurses conducted 1,916 in-house nursing visits for 553 inmates. There were a total of 249 clinic visits conducted on-site by the jail providers (Nurse Practitioner, MD and Psychologist). Because of the increased medical needs of the inmates there were also 118 outside referral medical appointments which involved transporting inmates outside of the jail. There were 35 inmate visits to Rice Hospital, 20 inmates referred to the dentist, and 63 inmates referred to other appointments including ACMC Urgent Care, other specialty doctors at ACMC, as well as providers in the St Cloud area and Twin-Cities metro area. 15

16 Correctional health nursing staff provided the following services for inmates: Health assessments Mantoux (Tuberculosis) testing Sick call Medical, mental and dental referrals First aid Preventive health services and health promotion Set up, reorder and supervision of inmate medication delivery Assist in conducting the parenting class, Incredible Years to the inmates The correctional health nursing staff also provide: Training/ education for the medical component of the annual training for the Jail staff Annual Mantoux (Tuberculosis) testing for the Sheriff s Department & the Jail staff 16

17 LAW ENFORCEMENT CENTER CHAPLAINS REPORT 2014 The following is a summary of the volunteer chaplaincy services given to the Law Enforcement Center from the LEC Chaplains: Tony Freeburg and Paul McCullough during the year, Chaplain McCullough visited the Law Enforcement Center and its various departments and divisions each Monday, 48 weeks out of 52: Police, Sheriff, Detective, Drug Enforcement, Highway Patrol, Emergency, Dispatch, Jail and Kitchen. Ongoing relationship is nurtured and kept throughout the year with the administrative assistants, officers, deputies, detectives and state patrol officers by both Chaplains Freeburg and McCullough. Being a smaller community, city and county it is not unusual meeting up with the various personnel often out and about in our community. Thirteen death notifications and/or assistances using the chaplains were called for in 2013, along with meeting with various patrol officers and deputies in regards to family matters and career related stresses when asked and in assisting jailers working with distraught prisoners at the Kandiyohi County Jail. 18 The Kandiyohi County Sheriff Office Communications Center 2014 Annual Report The Kandiyohi County Sheriff s Office has 16 full time employees in the Communications Center. For 2014 the Communications Center completed 43,015 Initial Complaint Reports, for Kandiyohi County and Big Stone County, which averages to over 117 incident reports per day. We handle communications for all emergency services in Kandiyohi County, including 11 Fire Departments, 6 Ambulance Services, 6 First Responder Agencies, the Kandiyohi County Rescue Squad, the Atwater Police, Willmar Police and the Kandiyohi County Sheriff s Office. We also provide 24/ dispatch service for the Big Stone County Sheriff's Office. Big Stone County has a total of 7 Fire Departments, 3 Ambulance Services, and 2 First Responder agencies. This is in addition to the Ortonville Police Department and Big Stone City South Dakota Police Department. Presently, we handle Big Stone s non-emergency admin lines between 5:00 p.m. and 7:00 a.m. on weekdays and 10 hours each weekend day. The chart below shows 2014 monthly telephone comparisons between traditional wired phone calls to and wireless phone calls to 9-1-1, in Kandiyohi County. 19 This year we also continued to educate the public on dialing and what information is needed by the Dispatcher. Our communications bus was set up at Home Depot for their Safety Day, as well as Willmar Ambulance Emergency Medical Services week open house. In 2014 we set up a booth at the Kandiyohi County Fair to educate the public on our Mass Notification program, Everbridge. We assisted visitors at the fair in signing up for Everbridge and showing them how to use to program how to gain access to the website. We did have a good turnout for this project. We continue to use our telephone simulator to help teach kids how to properly use and stress the importance of knowing their address, phone number and parents name. 19

24 KANDIYOHI COUNTY WELFARE FRAUD INVESTIGATION 2014 ANNUAL REPORT In April 1995, the Kandiyohi County Sheriff s Office and the Kandiyohi County Family Service Unit joined together to create a new position to combat against the crime of welfare fraud. Under the supervision of both the Detective Sergeant and Financial Supervisor II, the investigator of welfare fraud was created. Not only does welfare fraud take money from the taxpayers, it also takes money from people who really need public assistance to help them get by in times of trouble. The fraud investigator works closely with the Fraud Prevention Investigator from the Kandiyohi County Family Service Unit. This gives several options to the investigators: 1) Case cleared allegations unfounded 2) ADH waiver (civil action) A) Disqualification from programs B) Recoupment of overpayments 3) Criminal Charges A) Disqualification from programs B) Recoupment of overpayments C) Jail or probation and fine The investigators are also responsible to the Minnesota Department of Human Services Program Integrity Division. This maintains that for every dollar that the State of Minnesota spends on welfare fraud control, the benefit back to the state in savings is greater. Because of the changing system, there has been an increase in medical assistance fraud. Medical assistance fraud accounts for half of all Kandiyohi County Welfare fraud dollars. Detecting medical assistance fraud has become a priority. In 2014 there was overall decrease in welfare fraud due to Federal law changes in reporting household composition and asset tests. Also, a new process management calls case banking, which streamlines the intake process. It has taken its toll on fraud. These changes, as dramatic as they are, hopefully will even out and once in place stabilize and lead to long term fraud reduction. The Kandiyohi County Fraud Investigator also assists the fraud prevention officer with home visits, subpoenas, search warrants, arrest warrants, interviews, and acts as a liaison between the two departments. 24

26 Kandiyohi County Water Patrol 2014 In 2014, the Kandiyohi County Water Patrol had 15 deputies who were eligible to work water safety. One of them was assigned primarily to these duties over the summer and the others performed these duties in addition to their regular duties. During the year there were 124 rental boats inspected at area resorts and county parks. There were 402 thin ice signs placed in the winter. County Highway did the actual placement of the thin ice signs. There were 60 complaints during the year that were responded to during the course of their duties; 96 warnings were issued and one citation. There was also one aquatic invasive species civil citation issued. Two boats and one motor were stolen during the year. The Kandiyohi County Sheriff's Office continues to use a 19-foot Alumnacraft patrol boat primarily on Green Lake and two 17-foot Lunds for the other lakes. During 2014, Kandiyohi County did receive a grant for $16,244 from the State of Minnesota and a $5, Federal Grant which was used for overtime shifts and wages for the part time deputies to patrol during the summer. The Kandiyohi County Sheriff's Office also continues to supervise 12 lifeguards. These lifeguards are on duty at the two parks within Kandiyohi County. These include Park 4, which is Salisbury Beach and Park 7 on Games Lake. Park 4 and Park 7 become very popular during the summer, especially during the 4th of July and Son Shine Fest and require up to four lifeguards at a time at each of these parks. 87 hazard and navigational buoys were put out. 27 Kandiyohi County Snowmobile Safety Patrol 2014 In 2014, the Kandiyohi County Sheriff's Office received a snowmobile grant for $4,200. This money was used to purchase equipment and repairs to the snowmobiles. It was also used for extra snowmobile patrol shifts. During 2014 there were no snowmobile violation citations issued and one warning issued. The Kandiyohi County Sheriff's Office also responded to six (6) snowmobile accidents and seven (7) other snowmobile complaints. There are eight (8) deputies that work snow patrol in Kandiyohi County. 28 2014 ATV Annual Report The Kandiyohi County Sheriff s Office no longer receives an ATV grant. The Sheriff s Office has a 500 Polaris and a 700 Polaris. During 2014 there were three (3) ATV violation citations issued, as well as four (4) verbal warnings, and fourteen (14) complaints. One civil citation was issued as well. 29 Special Weapons and Tactics Unit SWAT 2014 Annual Report KANDIYOHI COUNTY SHERIFF S OFFICE The following report is a summary of the 2014 activity for the Kandiyohi County Sheriff s Office specialized tactical unit or SWAT. The team is currently made up of twelve (12) members of the Sheriff s Office. All members are fulltime licensed deputies saw the addition of four new members to the tactical team. The members are trained throughout the year in special tactics and weapons that would be needed for certain incidents that the Sheriff s Office responds to. Also, attached to this unit is an eleven (11) member volunteer medical support unit called STAT. STATs numbers also increased with the addition of 4 new members. The volunteer medics respond to all tactical calls for the Sheriff s Office and Willmar Police Department SWAT unit. They train with both units and also receive specialized training in emergency trauma and tactical medical care. The tactical unit was consulted for 18 incidents and responded to two (2) tactical call outs for the calendar year of The breakdown of the events are as follows: Assisted the Willmar Police Department with a search warrant execution looking for a suspect in a stabbing incident earlier that day. The incident details are: Incident occurred on June 26, 2014 (KCSO case # ) Location was along the 1500 block of Gorton Ave. NW, Willmar. Simultaneous entry into a two level residence by the KCSO Entry Team and the Willmar Police SWAT Team. Suspect was located at residence and taken into custody without incident. Assisted the Willmar Police Department with a vehicle assault looking for the suspect in a violent assault with a weapon. The incident details are: Incident occurred on August 16, 2014 (KCSO case # ) Initial planning was for a residence entry along the 400 blk of Lakeland Drive SW, Willmar Dynamic change of plan resulting in the takedown of a suspect vehicle along US Hwy 71 and Co. Rd. 24 as part of a planned felony level traffic stop involving two SWAT contact teams. Suspect was not located and whereabouts are still unknown. SWAT unit members attended nine (9) training sessions throughout the calendar year in addition to the Upper Midwest Special Operations Team Association Conference which was attended by four SWAT members. Besides the scheduled sessions, each officer dedicates numerous hours over and above that required of them thru additional training and maintenance on SWAT equipment. 29

30 Each member has to meet physical fitness requirements and tactical firearms proficiency yearly with each weapon that SWAT has in its program. Each member of the unit is required to pass each training session and all firearms qualifiers to remain on the tactical team. SWAT training sessions cover a wide range of skill sets, including multiple weapon proficiency, hand-to-hand tactics, and building entry and search techniques. The KCSO SWAT team utilizes a variety of training locations, including abandoned residences, vacant businesses, and several ranges. Photos shown below show deputies conducting approach and entry training at an abandoned rural farm site in October. 30

31 Additional training this year included open area searches incorporating team movement, communication, and coordination. The photo depicted below shows a training session at a rural wildlife area where team members search in formation for a suspect in July. Additional training takes place at various KCSO sites, including an outdoor range near Spicer, MN. The photo shown below shows a search team demonstrating door breach training following by a team movement drill to a range shoot house where members must safely assess the situation and appropriate targets with their weapons. This training took place in November. 31

32 SWAT members, when not training or participating on a tactical event; perform regular duties as law enforcement officers with our agency. Each member carries their tactical equipment in their assigned vehicle, and can respond directly to an incident with all their gear, if necessary. The skills each member gains during tactical training are brought with them into their regular duty work. The tactical team members and I would like to thank Sheriff Hartog and Chief Deputy Stehn, the Kandiyohi County Board of Commissioners, and the Citizens of Kandiyohi County for their continued support. 33 Specialized Tactical Assistance Team STAT 2014 Annual Report KANDIYOHI COUNTY SHERIFF S OFFICE The Specialized Tactical Assistance Team (STAT) is a volunteer support group organized under the Kandiyohi County Sheriff s Office with the purpose of assisting the Sheriff s Office and Willmar Police Department during tactical operations. The primary mission of STAT is to provide medical support for any injured or ill hostages, bystanders, officers or suspects during an incident. A secondary mission is to support the Sheriff s Office and Police Department s Special Weapons And Tactics (SWAT) Teams with general and medical support and any other support duties needed at a tactical event or training. STAT works under the direction of the Tactical Commander, Detective Kent Bauman, and within the scope of medical direction through Rice Memorial Hospital. STAT added four (4) new members this year bringing the total number of members up to eleven (11) with each member having at least Emergency Medical Technician (EMT) certification and over half of the members are certified Paramedics. All training and callout hours are without monetary compensation to the team members. STAT was called upon on three (3) different occasions in 2014 to assist the Kandiyohi County Sheriff s Office and the Willmar Police Department for high risk tactical callouts where the situations we all handled without major incident or injuries Volunteer Hours: Callout hours: 24 Regular training with tactical teams: 184 Dedicated STAT training and meetings: 172 Total volunteer hours: 380 STAT continues to thank and acknowledge the assistance and support of the Kandiyohi County Sheriff s Office and the Willmar Police Department administration, all of the officers on the tactical teams, and the assistance of other emergency care providers including Rice Memorial Hospital. 35 KANDIYOHI COUNTY SHERIFF'S OFFICE PERSONNEL TRAINING INFORMATION 2014 In the year 2014, the Kandiyohi County Sheriff's Office had a total of 3,878 training hours for licensed peace officers. The Minnesota Peace Officer Standards and Training Board require that all licensed peace officers receive 48 hours of continued education credits every three years. Some of the courses are required once every five years such as pursuit driving and others, like use of force, are required yearly. There are also OSHA mandated courses, which all deputies attend yearly. The training that the employees receive helps make the Kandiyohi County Sheriff s Office a professional and safe office. 36 CEE-VI Drug and Gang Task Force Statistics 2014 The CEE-VI (Cooperative Enforcement Effort) Drug and Gang Task Force presents the following statistical information for the year of 2014 for your information and review. The CEE-VI Drug and Gang Task Force was formed in 1990 as a multi-jurisdictional drug investigation unit. In 2006, two Gang Agents were added to the unit to investigate gang activity and to broaden the focus of the Task Force. Since 1990 the Task Force has evolved from a unit that only investigated drug activity to a unit that now investigates drug activity, gang activity and violent crimes. The CEE-VI Task Force coverage area now consists of five counties including; Chippewa, Kandiyohi, Meeker, Yellow Medicine and Swift. This coverage area is 3,610 square miles with a total population of 97,311 people. The CEE-VI Task Force is funded by state grant funding and by local funding through the five participating counties. The Task Force is governed by a Board of Directors consisting of County Sheriff s, Police Chiefs, Kandiyohi County Attorney as well as an executive Board of Directors consisting of a County Commissioner or representative from each of the participating counties. In 2014, there were five Agents and a Commander assigned to the Task Force. Agents were assigned to the Task Force from the Meeker County Sheriff s Office, Kandiyohi County Sheriff s Office, Willmar Police Department and the Yellow Medicine County Sheriff s Office. The Commander is assigned to the Task Force from the Kandiyohi County Sheriff s Office. For the year of 2014, the CEE-VI Drug and Gang Task Force conducted investigations on individuals involved in the manufacture, possession, sales and distribution of illegal drugs and criminal gang activity. The Task Force also assisted local law enforcement agencies with violent crime investigations. These investigations resulted in the arrest of 284people in 2014 and of the 284 arrests, 237 of them were felony level arrests. Of the 284 individuals the Task Force arrested in 2014, 45 of them were documented Gang Members. The Task Force also seized or purchased over a third of a pound of Cocaine, ten hits of LSD, over 16 pounds of Marijuana, almost two pounds of Methamphetamine, 839 Prescription Pills, over a half pound of Synthetic Cannabinoid, a gram of Heroin and a half ounce of Psilocybin Mushrooms in The year 2014 showed that in our service area the use, possession and sale of diverted Pharmaceuticals remained about the same however, the use, possession and sales of Cocaine doubled and the use, possession and sales of Methamphetamine almost quadrupled. We also noticed that the use, possession and sales of Synthetic Cannabinoids have decreased significantly. Also, the CEE-VI Task Force initiated forfeiture on $85, in cash, 8 vehicles, 10 handguns and 36 long guns in
