We will accomplish this in partnership with the citizens we serve to promote public safety in our communities.

During his tenure at the Cumberland County Sheriff s Office, Sheriff Dion was instrumental in getting the jail and the inmate healthcare programs accredited.

3 Dedication Sheriff Mark N. Dion, Esq. Dedication On December 3, 21, Sheriff Mark N. Dion, Esq. retired as the 49th Sheriff of Cumberland County. Sheriff Dion was elected Sheriff of Cumberland County in 1998, after retiring from the Portland Police Department. The combined years of service for Sheriff Dion was 33 years. During his tenure at the Cumberland County Sheriff s Office, Sheriff Dion was instrumental in getting the jail and the inmate healthcare programs accredited. Sheriff Dion was also responsible for several technological upgrades that moved the Cumberland County Sheriff s Office into the 21st century. Sheriff Mark N. Dion, Esq. Sheriff Dion was an advocate for improved mental health care, especially as they pertain to the inmates. Furthermore, Sheriff Dion was a strong supporter of Tina s Law, which was an enhanced penalty system for operators who drove with a revoked or suspended license. Under Sheriff Dion s leadership, the Cumberland County Sheriff s Office is considered by many to be one of the best criminal justice agencies in New England. Lt. Charles Richard Elliott On February 13, 21, Lt. Charles Richard Elliott retired from the Cumberland County Sheriff s Office after 44 years in law enforcement. Lt. Elliott worked as a police officer in Windham, Gorham and Cumberland before settling in at the Cumberland County Sheriff s Office. Lt. Elliott worked for five different Sheriffs, while at the Cumberland County Sheriff s Office. Lt. Elliott worked as a Deputy, as a Criminal Investigator, Sergeant, Captain, Major and for about two years ( ) was Chief Deputy under Sheriff Charles Sharpe. For the last 29 years, Lt. Elliott served as a Patrol Lieutenant. Lt. Richard Elliott Lt. Elliott is a graduate of the 19th class of the FBI National Academy in Quantico, Virginia. He is one of the founding fathers of the Cumberland County Sheriff s Office K-9 Division and the Cumberland County Sheriff s Office Emergency Services Unit. Cumberland County Sheriff s Office 1

Field Services - Patrol The Patrol Division is comprised of deputies who work hand-in-hand with citizens, businesses, towns and other governmental agencies within the County.

The Division is made up of 1 Captain, 2 Lieutenants, 5 Sergeants, 28 Patrol Deputies and 2 Marine Patrol Deputies.

4 Field Services - Patrol The Patrol Division is comprised of deputies who work hand-in-hand with citizens, businesses, towns and other governmental agencies within the County. Calls for Service by Patrol District 21 District 1-8,931 District 2-11,87 District 3-7,463 District 4-4,798 District 5-2,483 Patrol Deputies responded to 35,482 calls for service in 21. The Division is made up of 1 Captain, 2 Lieutenants, 5 Sergeants, 28 Patrol Deputies and 2 Marine Patrol Deputies. Thirteen municipalities in Cumberland County have established local police departments. The Cumberland County Sheriff s Office provides police services for the other fourteen (14) communities. Also, the Cumberland County Sheriff s Office has law enforcement contracts with the towns of Standish, Harpswell, Harrison, Long Island, and Chebeague Island as well as the Cumberland County District Attorney s Office and School Administrative District #6. The Sheriff s Office is responsible for patroling 853 square miles within the county. 2 Cumberland County Sheriff s Office

5 Cumberland County Sheirff s Office Patrol Dive Team 8 K9 Drug Search Dive Team Calls For Service Field Services - Patrol The personnel assigned to the dive team strive to be prepared for any underwater emergency or investigation in, but not limited to, the waters of Cumberland County. Three out of the five divers on the team have completed their Master Diver Certification. The team responded to 7 events in K-9 Unit The agency has three K-9 teams which were responsible for 11 arrests, 26 drug seizures and 3 evidence recoveries for a total of 159 calls for service. The deputies and their K-9 partners provided assistance to 13 municipal police departments, 3 different sheriff offices, state police and three federal law enforcement agencies. Emergency Services Unit (ESU) The Emergency Services Unit is a specialized group of deputies with advanced training in tactical maneuvers to contain, negotiate and resolve situations which are considered high risk. The ESU Team was deployed on 3 occasions, which included 1 deployment for barricaded subjects and 2 deployments for high risk warrants. Accident Reconstruction Team The Cumberland County Sheriff s Office Accident Reconstruction Team is comprised of three deputies specially trained as experts in accident reconstruction. The team was assigned to investigate 29 accidents involving 11 fatal crashes. As a result of the 5K Run, more than $1,9. were donated in support of Family Crisis Services (FCS), a domestic violence project which serves victims and survivors in Cumberland and Sagadahoc Counties. Family Crisis Services strives to provide safe and accessible services to all victims/survivors of domestic violence regardless of race, ethnicity, disability, sexual orientation, gender, age, primary language spoken, or immigration status. FCS provides a 24 hour Hotline, an emergency shelter for battered women and their children, support groups in Portland, Bath and Bridgton, Outreach programs in Portland, Brunswick and Bridgton, as well as an extensive educational program which focuses on the issue of dating violence and youth. Have Information on a Crime? Crime Tip Line x228 The race featured more than 13 civilian and public safety runners. Awards were given to the top finishers in both categories. This year's "Sheriff's Cup" was awarded to the Maine Warden Service (MWS). The MWS had the best Public Safety cumulative time based upon 3 runners. The 211 race is scheduled for August 13th in Gorham. Sex Offender Registry Detectives continue to monitor Registered Sex Offenders who either work or live within the Sheriff s Office jurisdiction. The Sheriff s Office reviews all new offenders and does a yearly review of current offenders on file. The assessment of the registered sex offenders includes the case facts and where the offender lives. May, June and September were the busiest months involving the highest caseload assigned to detectives in 21. Cumberland County Jail Main Entrance The Cumberland County Jail is the state s only adult detention facility to have achieved accreditation from the American Correctional Association and the Commission on Correctional Health Care on three distinct audit cycles. Our staff has also met stringent standards established by the US Marshal s Service and the Immigration Customs Enforcement agency as they apply to the incarceration of Federal detainees. With an authorized strength of 192 corrections officers, the jail functions as a full service correctional facility housing minimum, medium and maximum security offenders. Under an agreement with the Maine Board of Corrections, the jail is also responsible for the care, custody and control of state prisoners assigned to the facility for the last two years of their sentence. Booked Total Inmate Report Arrests Community Corrections Program The Community Service Program provides work to non-profit agencies, municipalities and County government. The Sheriff s Office provides the labor and supervision, and the agency/municipality provides the materials and equipment needed to complete a wide variety of projects for the community. The work is much appreciated by these entities, as they continue to struggle with a recovering economy. This annual report reflects the hard work and dedication of every member of the Cumberland County Sheriff s Office. The Cumberland County Sheriff s Office saw the retirement of Sheriff Mark N. Dion and Lt. Charles Richard Elliott. Sheriff Dion served 3 four year terms with the Sheriff s Office and brought the agency into the 21st century through his vision and leadership. Lt. Dick Elliott retired in July after serving the citizens of Cumberland County for 44 years. Some of the initiatives that the Cumberland County Sheriff s Office under took during the past year were as follows: Re-accreditation of the Cumberland County Jail, where the jail received a score 98.8%. Re-designed evidence room at the Law Enforcement Center to include a new cataloguing system utilizing bar code scanning for evidence accountability. Built a new off-site temporary evidence storage room at the Cumberland County Emergency Management Agency, so that patrol deputies don t have to drive into the Law Enforcement Center every time they take custody of evidence. Developed a new educational program, utilizing the existing Fatal Experience drunk driver simulator to show the dangers of texting while driving. As Sheriff, I am determined that the Cumberland County Sheriff s Office will become known throughout the state as an organization of excellence. Lastly, the Cumberland County Sheriff s Office has provided the citizens of Cumberland County, exceptional service and it is truly an honor to work for and with the men and women of the Cumberland County Sheriff s Office.
