2 Background Severe drought affecting some 13 million people in GHA - Reinvigorated the push towards a shift from emergency response to more sustained medium to long term investment by both public and private sector actors 2. Sept 2011 IGAD special summit in Nairobi mandated and directed IGAD to spearhead the initiative to create/enhance resilience resilience of vulnerable communities in arid and semi arid areas of IGAD Member states
3 Background The IGAD-AfDB Djibouti meetings - Sept and Nov 2011 proposal for the establishment of a Regional Platform to spearhead the regional initiative aimed at creating / enhancing resilience of vulnerable communities in arid and semi arid areas of IGAD Member states 2. The Proposed Platform was presented to stakeholders in Djibouti in Jan 2012
4 Overall Goal The proposed Platform will bring together the partners and stakeholders including member states, IGAD Secretariat and its satellite units, the AU including AU-IBAR and SAFGRAD, other RECs, Development partners, UN agencies, Civil Society and specialized research and training institutions, to mobilize resources (human, financial and physical) and coordinate the implementation of identified priority regional, and related national, interventions /initiatives that create and/or enhance resilience against drought-related disasters.
5 The proposed structure The document proposes a 4-tier platform starting with: a. A general assembly of all participating stakeholders, which will meet once a year, b. An advisory Committee, which will meet quarterly, c. A Programming and implementation committee which will meet once or twice monthly, d. And a management and coordinating unit based at the IGAD Secretariat in Djibouti
6 The regional CAADP and Regional CAADP like all regional CAADPs will be based on the five CAADP pillars and all agroecological zones - thus broader than the Platform Investment in Agriculture (crop, livestock, water, fisheries, forestry and research and associated infrastructure) pegged at 10% of national budget 6% growth rate in agriculture Regional Platform Platform focussed on drought disaster resilience in arid and semi-arid areas of the IGAD region - and thus by design has a limited in geographic scope The Somalia and Djibouti CAADPs and the Platform priority areas may be the same as the two are for all pracitical purposed ASALs
7 Convergence of the regional Platform and regional CAADP Both regional Platform and CAADP are drawn from national development programmes and are thus integral parts of MS medium and long term development plans Development partners may differ on how they choose to engage with either or both the regional Platform and CAADP Funding through the regional Platform mainly grants with loans to MS (national platform?). Funding for regional CAADP mainly loans to MS CAADP investment programme areas while at IGAD level? Grants?
8 Implementation arrangements - Platform programmes IGAD - The regional platform - Coordination and supervision (programme M and E and financial audit) Implementation MS, IGAD Satellite organs, UN Agencies, INGOs, NGOs, associations, companies and CBOs as appropriate will be engaged on specific project and/or intervention basis
9 Purpose of the Platform The purpose of the proposed IGAD Regional Platform, will be to facilitate and coordinate the identification and prioritization of region interventions and to mobilize resources (human, physical and financial) and coordinate implementation of the interventions aimed at creating / enhancing resilience especially in the arid and semi-arid lands (ASALs).
10 Constitution of the Regional Platform The IGAD Secretariat, IGAD Member States and such number and composition of partners as will be determined by IGAD Secretariat from time to time will constitute the IGAD Regional Disaster Resilience and Sustainability Platform This proviso is intended to allow IGAD Secretariat to admit more members to the Platform without necessarily co-opting them into the Platform Advisory Committee (which will initially have 30 members).
11 Terms of Reference for the Platform Facilitate and promote interactions between IGAD, Member States, development and implementing partners, UN agencies, specialized training and research institutions and civil society organisations to harmonize and improve coordination of actions by diverse actors through joint identification of issues, analyses of trends, forging common understanding and joint ownership of agreed priorities.
12 TORs Based on identified priority areas of intervention, facilitate inclusive design and implementation of emergency and development programmes underpinned by evidence based and participatory policy making, and coordinate resource (human, physical and financial) mobilization. Provide strategic guidance for the coordinated development, implementation and monitoring of regional development initiatives.

14 Members of the Platform Assembly a. MS, IGAD, EAC, COMESA and AU; b. Development Partners, Implementing Partners and UN Agencies; c. National and International training and research organizations; and d. Private sector including the farmers and trader associations that play an active role in dryland development, pastoralism and disaster risk management in IGAD MS e. International National and regional civil society organisations that play an active role in dryland development, pastoralism and disaster risk management in IGAD MS
15 Functions of the Platform Assembly This will be the policy organ of the Platform which will also set the agenda of the Platform and receive reports
16 The Platform Steering Committee (PSC) IGAD Secretariat, IGAD Member States and a selected number of partners will constitute the Platform Advisory Committee (PAC) a. IGAD Secretariat (6) b. Member States (8) c. AUC-NEPAD (1) d. EAC & COMESA (2) e. IGAD Business Forum (2) f. IGAD NGO Forum (1) g. Development (6) and Implementing partners (2) h. Technical partners (2) i. Regional Platform Coordination Unit (Ex-officio, Secretary). PSC, under the Chairmanship of IGAD ES or his appointee will meet at least quarterly (4 times a year).
17 PSC Functions 1. Liaising with various development and implementing partners including Member states to identify and prioritize areas of intervention at regional and mobilizing resources (human, financial and physical) for the proposed interventions and monitoring the subsequent interventions 2. Coordinate interventions at regional and member state levels including supporting Monitoring and Evaluation missions and socio-economic and conflict analysis.
18 PSC Functions Approving [endorsing] the selection of organizations/service providers to be tasked with implementing the Platform s activities and monitoring their performance. the Three-Year Action Plans and the annual Program of Activities and the associated budget Platform M and E reports 4. Guiding and orienting the platform management, programming, communication strategy and monitoring and evaluation strategy and approaches.
19 Composition of the Platform Management and Coordination Unit The Platform Management will comprise of a Manager, Operations officer, Technical Assistants (TAs) and service units of admin and finance, Procurement, M & E, Communication, Socio-economic and programme/project assistants. This will be a team of qualified, experienced and competent individuals recruited competitively in the region by IGAD
20 Functions of Platform management and coordination unit 1. Day to day operations and inclusive programming Manage the day to day operations of the Platform including M and E, Communication, Conflict and Socio-economic analysis and liaison with development and implementing partners, MS and other stakeholders Develop the multi-year Action Plan and the annual Program of Activities including a provisional budget implement the Platform s strategy. Prepare financial and technical reports on disbursements and activities prepared for every PSC meeting or at six-month intervals; Support the Executive Secretary to develop the agenda and manage all PSC and Platform meetings Propose lead organizations responsible for implementing the Platform s activities and monitoring their performance for approval by PSC.
21 Functions of Platform management and coordination unit 2. Knowledge management and information sharing for decision making Knowledge management including documenting and sharing the impact of the Platform through ex-post assessment of selected activities, best practices and lessons learnt. The team will organize, through appropriate means, a broad dissemination of lessons learnt and best practices from its activities and other relevant forms of knowledge at the General Assembly.

23 National level Platforms IGAD member states have formal structures / institutions that are tasked with the management of drought and other disasters The Regional Platform, once formed, will discuss and agree with each of the member states on their representation and the appropriate linkages
