3 Justification To provide agreed WASH core pipeline supplies for 900,000 people (36% of total response target by the CAP response) through the CHF, CERF and other funds. The planned interventions will provide water and sanitation facilities and services, and hygiene messages in emergency situations. It will also provide some long term facilities to vulnerable populations. It will include establishment of management committees and training to ensure continuous use and sustainability. It will ensure participation of women in key aspects.
4 CATEGORY A Replenishing WASH core pipelines and ensuring adequate logistics support. To support the most time sensitive and underfunded needs and ensure that essential common services are in place in priority states. The pipeline should also cater for the needs of Abyei returnees.
5 One (1) project USD 4,500,546 OVERVIEW: Category A Emergency water equipment, essential spares, water treatment inputs, hygiene Kits, latrine slabs & tools, soap, tarpaulin, water collection, treatment and storage containers, filter cloth, WASH stickers & posters USD 2,527,100. (56%) Transportation, handling and storage USD 1,482,918 (36%) Staffing USD 162,100 (3.6%) Around 1/3 of the total core pipeline requirements will be covered. 300,000 emergency affected people provided with WASH humanitarian supplies.
6 CATEGORY B Supporting front line WASH services in vulnerable states States with large numbers of vulnerable groups, particularly IDPs, returnees, host community in northern border states and areas prone to conflict, food insecurity and high levels of malnutrition.

8 Cluster Strategy The WASH cluster strategy aims to increase WASH access to vulnerable populations strengthen their abilities to withstand crises facilitate behaviour change.

11 Lessons Learnt It is crucially important to procure and preposition WASH core pipeline supplies at strategic locations before the onset of the rainy season. Coordination and communication between State and Juba levels and with Government need to be streamlined for effective humanitarian response. Continuity within the WASH Cluster coordination and backup mechanism
12 With the current Portfolio: Key Lessons and Current Portfolio Procurement of WASH core pipeline supplies through the CHF 2nd round funding will be done immediately to fill in critical gaps. Stocks will then be moved to hubs during the dry season when road access is reestablished. State Focal Points have been identified from NGOs, and are being supported through the WASH cluster in 5 critical States to improve on coordination and communication at State level and with Juba. Presence of backup co-lead agency, and strengthen volunteer participation of key WASH partners in cluster coordination.

15 Overview of Allocation Process in the cluster Submissions were checked against the CAP 2012 prioritisation, with a focus on the high priority ones; then against the WASH cluster strategies for CHF. The compliant ones were then reviewed and rated, and returned for clarification. Medium rated projects were then reviewed for Upper Nile state and low rated ones for Jonglei, to select some for required critical response therein. Per capita costs were calculated, but judgment was based on realistic costs of delivering the planned activities. The indirect costs and overheads were reviewed and rationalized with the different agencies. 16 Challenges in the process The time available for this process was inadequate. There was misunderstanding on the implications of the CAP budget, and major differences between the submissions and the FTS on funds received to date. The application of the definition of indirect costs as defined in the guidelines was difficult. Interpretation of guidelines in general.
17 How to do it better The secretariat to increase the timeframe dedicated for this process. Disseminate to the cluster membership information on the importance of correct CAP forecasts and updates, and the FTS. Work with the secretariat to agree and get full understanding of guidelines for submissions by cluster coordinators before adoption for use.
18 NEXT STEPS The WASH cluster has tried to be as objective and self-ruthless as possible during the peer review, so does not expect the need for a budget reduction. Since rates have already been well reviewed, the expected outputs on some projects would have to be reduced, in case of a budget cut. A budget cut will be translated in a considerable reduction of beneficiaries of WASH projects.
19 Monitoring Process The WASH cluster has an established monthly monitoring system through which member agencies submit progress on key indicators. This applies to the CHF, CERF and other funds. Monthly WASH cluster meetings in states also track progress in responding to humanitarian situations. There is a separate monitoring mechanism used for the core pipeline supplies. With the strengthening of the staffing capacity, joint monitoring visits will be arranged with the partners and possibly government.
