6 JACKSON NATIONAL EMPLOYEE OF THE YEAR The Ingham County Sheriff s Office is proud to present Deputy Mary Hull with the Ingham County Sheriff s Office Employee of the Year Award. Deputy Hull has been employed with the Ingham County Sheriff s Office for 13 years. Deputy Hull started her career as a Corrections Deputy and then was transferred to the Road Patrol. While being assigned to the road patrol, Deputy Hull served as a Webberville Community Policing Officer, An Out-County Road Patrol Officer, A Delhi Township Community Policing Officer and is currently assigned as the School Resource Officer for Delhi Township. Deputy Hull had the privilege of being the first contracted school resource officer for the Ingham County Sheriff s Office. Deputy Hull has flourished in this assignment for the past three years. During Deputy Hull s tenure as the school resource officer she has established both a personal and professional relationship with all of the students who attend Holt Schools. Students will often comment on how they can come to Deputy Hull for advice and will often talk to her about anything and everything. As a result of Deputy Hull s commitment to the Holt Schools, she is often contacted personally by members of the school staff and in the past year Deputy Hull has investigated over 550 school related complaints. As the school resource officer, Deputy Hull is assigned a cell phone she carries with her 24 hours a day, seven days a week. Many times Deputy Hull is contacted on her own personal time and she is required to assist the school in problem solving situations. Most of the time spent on the phone is donated to the school by Deputy Hull. Deputy Hull also takes personal pride in attending the Holt School Board Meetings in order to keep the school board apprised of matters on going in the schools. During this past school year, Deputy Hull has assisted the Holt Schools with such activities as addressing parking issues, establishing a safe and efficient way to pick up and drop off students at their prospective schools and she even filled in as a crossing guard now and then. When school is out for the summer months, Deputy Hull works in Delhi Township as the Community Policing Officer. As a Community Policing Officer, Deputy Hull assists the Delhi Patrol units with investigations, bike patrol and traffic enforcement. The Sheriff s Office would like to thank Deputy Mary Hull for her commitment and dedication to making the Holt Community and the Holt Schools a safer place to live and learn by awarding her the Ingham County Sheriff s Office Employee of the Year. 6

7 JACKSON NATIONAL DEPUTY OF THE YEAR Deputy Kevin Jewell is currently assigned to Day shift as a Classification Officer. Deputy Jewell has been employed with the Sheriff Office since He quickly proved his outstanding work ethic and was moved to Receiving in 2001, as a Receiving Deputy he learned the trade of Classification and has been our senior Classification Officer for a number of years. Deputy Jewell in invaluable to the Ingham County Sheriff s Office his commitment to his duties is second to none. Deputy Jewell has become one of the most significant staff members to assist in the implementation of the (PREA) Prison Rape Elimination Act standards within the Ingham County Sheriff s Office. Deputy Jewel s PREA knowledge and daily duties have helped with the proper implementation of inmate classification levels, proper housing locations of inmates, and how staff must follow the federal standard. Deputy Jewel continues to look at cutting edge ways of how the Ingham County Jail must facilitate and protect the inmates on a mandate which must be followed by all prison systems, jails and its staff members. He is also a lot of fun to work with and has a good working relationship with his coworkers. Deputy Jewell also was a member of our Mounted Division for 13 years and still serves as their Firearms Instructor. 7

19 WARRANT UNIT STATISTICS ARRAIGNMENTS: Arraignments in custody subjects at the Ingham County Jail each Friday morning (excluding holidays and scheduled court closures.) WARRANT COVER SHEETS: Ingham County Sheriff s Office is no longer entering warrants for 55 th District Court, therefore no cover sheets were completed for warrants. COURT HOURS: Court hours are based on occasions that a Deputy was requested to perform additional security duties at 55 th District Court and when the assignment is to 30 th Circuit Court per court order or (WRIT), transporting subjects to local courts and court ordered drug treatment programs and transporting subjects to prison. 22 CANINE UNIT ACCOMPLISHMENTS: Received a grant and added a Utility/Explosive dog to team The team was certified by North American Professional Canine Handlers (NAPCH) reducing liability Updated older explosives used in training the new dog Provided/coordinated extensive Ingham County Jail searches for contraband with assistance from one Meridian Police dog on five occasions 20 area agencies were assisted by the K-9 division totaling 117 separate calls. The area agencies were Stockbridge PD (1 call), Mason PD (7 calls), Lansing PD (18 calls), Delhi Twp (50 calls), Eaton Co. Sheriff (3 calls), Eaton Rapids PD (1 call), Michigan State Police (2 calls), Williamston PD (4 calls), FBI (1 call), Metro Narcotics (2 calls), Meridian Twp PD (12 calls), Leslie PD (3 calls), East Lansing (1 call), MDOC (1 call), Charlotte PD (1 call), Webberville (7 calls), Bath Twp (1 call), Clinton County (1 call), and DeWitt Twp (1 call) Searched area Schools upon their request. 22 school searches were done by multiple dogs - 8 schools searched During the school searches the schools were evaluated on their active violence lock down plans K-9 officers made 15 community presentations K9 Explosive dog indicated on a device that was found to be a live Seran Gas Military Explosive During search for FBI, K9 located a handgun used in area bank robberies New K9 Team located the suspect in area home invasion and located stolen property K9 tracked two suicidal subjects and found them in time to stop them from dying 198 calls; $9, in Forfeitures; 22 Apprehensions 22

23 SRT SRT is assembled from members of the Ingham County Sheriff s Office, the Michigan State University Police Department, the East Lansing Police Department, and the Meridian Township Police Department. Ingham Regional SRT consists of: 19 Operators 6 Tactical K-9 8 Hostage Negotiators 6 Tactical Dispatchers Tactical Emergency Medics (soon to be 4) ACTIVATIONS SRT was called out 6 times in Below is a brief synopsis of each activation. SRT 13-01: SRT activated proactively due to MSU Basketball advancing to the Elite 8. No civil disorder took place. SRT 13-02: SRT activated for a drug search warrant in the City of East Lansing. Warrant executed successfully with suspect in custody and no injuries. SRT 13-03: SRT activated for a drug search warrant in the City of Holt. Warrant executed successfully with suspects in custody and no injuries. SRT 13-04: SRT activated for fugitive apprehension in Lansing Township. Suspect was wanted for an armed bank robbery out of Ann Arbor and was staying at a motel in the township. Barricade procedure followed and entire team was activated. Negotiators were able to contact the individual and he surrendered without incident. No injuries to suspect or officers. SRT 13-05: SRT activated for anticipatory search warrant in the City of East Lansing. METRO officer makes marijuana purchase and search warrant is executed. Warrant executed successfully with suspects in custody and no injuries. All buy money from METRO recovered at scene. SRT 13-06: SRT activated after MSU Big Ten football championship celebration turned into a civil disturbance. Numerous fires started and projectiles thrown at officers, including horseshoes. Platoon was formed and SRT was used to provide cover for the arrest teams. Numerous arrests made. SRT did not deploy any less lethal munitions or deploy and chemical agents although several team members were hit with projectiles. Event was over shortly after SRT was deployed. TRAINING The IRSRT trains on the second Wednesday of every month except in the Fall when we travel out of the area for 5 Days for more intensive training at one of three military bases located in the State; Ft. Custer in Battle Creek, Alpena Combat Readiness Training Center in Alpena, and Camp Grayling in Grayling. Each training day, both local and when we travel, is at least a 12 hour work day with the reporting times varying based on the type of training that is going to be accomplished in the evolution. IRSRT hit all of our training goals for

26 INVESTIGATIONS Detectives investigated a homicide in Vevay Twp. The suspect intentionally struck a pedestrian with a vehicle resulting in his death. The suspect is lodged in jail, facing murder charges. Detectives investigated a Home Invasion in Vevay Township, with guns and jewelry stolen. Through investigation, suspects were identified and interviewed resulting in one confessing. The suspects were arrested, charged and pleaded guilty. Curtis Allen Brown was sentenced to 2 years to 22 years for Home Invasion and Felony Firearm. Anthony Joseph Pierce was sentenced to 6 months jail. Eaton County arrested suspects that confessed to multiple home invasions, including many prior unsolved cases in Ingham County. Detectives investigated an Arson and Destruction of Property at a local elementary school. Juvenile suspects were identified and prosecution is pending. Detectives investigated 2 Home Invasions in Leroy Twp. An observant neighbor provided a license plate. Continued investigation by Detectives resulted in the arrest of two suspects who are pending criminal prosecution. A string of Home Invasions occurred across county lines. A multi-jurisdictional investigation began including MSP, Eaton County, Ingham County and Meridian Twp that led to the arrest of a suspect. Criminal prosecutions in Ingham and Eaton Counties are pending. Area agencies have responded to numerous catalytic converter thefts in the Tri-County area. A suspect was located and prosecution is pending. A multi-jurisdictional investigation is on-going into the theft of copper piping from at least 11 vacant homes. A suspect has been identified. Angela Walker pleaded guilty and was sentenced to probation and restitution for embezzlement from an Alaiedon Twp business. Detectives partner with the FBI and continue to investigate an identity theft in excess of $400,000. One suspect was arrested and another is believed to have fled the country. Detectives continue to re-examine two cold case homicides, the Piper Gardner homicide in 2000 and the Leon Lockwood homicide in Michael Paul Bensinger, a 21 year old, was sentenced to 3.75 years to 25 years for the rape of a 15 year old female in Webberville. Jordan John Glaspie, a 19 year old, was sentenced to 1 year jail for the rape of a 14 year old friend. While out on bond awaiting sentencing, the suspect was arrested in Livingston County for another sexual assault. Craig Raymond Ford, a 40 year old, was sentenced to 6.75 to 25 years for the kidnapping and rape of a Lansing woman. After being picked up in Lansing, the woman was driven by Ford to a remote location in Alaiedon Twp where she was raped and left on the side of the road. She fled to a neighbor s house and called 911. Police located Ford fleeing the scene. He confessed that night. Frederick Arthur Nash, a 77 year old male with a previous prison sentence for the sexual abuse of an 11 year old child, was sentenced to 14 to 30 years for the sexual abuse of another child. Alvin Kushmaul, a 55 year old Aurelius Twp man, was sentenced to 6.25 to 20 years MDOC for the on-going sexual abuse of a 9 year old child. Timothy Fagan, a 20 year old male was sentenced to 2 years 8 months to 15 years prison for the rape of a 14 year old female. The Sheriff s Office has been instrumental in assisting with the development of the 26

27 Ingham County Children s Assessment Center. Detective Annie Harrison conducted 58 Forensic Interviews of children, who were reported victim s or witnesses in incidents of physical or sexual abuse. 12 of the 58 interviews were conducted to assist outside agencies. In addition, Det Harrison assisted outside agencies on 6 other investigations of sexual abuse. Multiple additional death investigations were conducted by the Detective Bureau, including 1 inmate suicide in the Ingham County Jail. Between the county and Delhi Twp, Detectives investigated approximately 125 cases of child physical and sexual abuse and adult sexual assault. DELHI TOWNSHIP INVESTIGATIONS Detectives investigated 3 separate Armed Robbery, Home Invasion incidents involving home medical marijuana grow operations. Multiple suspects are in custody, pending criminal prosecution. Investigations are ongoing. Detectives investigated an attempted murder. The suspect used a baseball bat to beat the victims. Evanston Pentland was found guilty of Assault with Intent to do Great Bodily Harm at jury trial and sentencing is pending. Suspects broke in to a local pharmacy after hours and stole a substantial amount of narcotics. Detectives investigated and uncovered a group of criminals responsible for multiple thefts across the state. The suspects were identified and Detectives forwarded the case to the FBI. Arrests have subsequently been made. Detectives located and returned home a missing mentally challenged person who had disappeared from work. Detectives investigated the death of two infants and one elderly person; determined not criminal. A Nigerian scam targeted a local Delhi Township business in attempts to fraudulently obtain a substantial amount of money. The business did not comply and immediately alerted police. Detectives identified the local suspect involved in the scam and the case has been forwarded to the FBI for the continued investigation. Lawrence Frederick Gibbs, a 58 year old registered sex offender, was found guilty at trial and sentenced to 25 to 50 years in prison for the sexual assault of 4 males. During the 2 week trial, 11 men and boys testified that they were assaulted by Gibbs. There were more victims that did not testify. The dates of crimes ranged from the 1970s to The over 40 year span of horrific sexual abuse has come to an end. John Frank Sklar Jr, a 43 year old registered sex offender was arraigned on 2 counts of CSC 1 st and 1 count of distributing sexually explicit material. The 14 year old victim testified at the preliminary exam, detailing the crime. While awaiting trial, this case ended tragically with the defendant committing suicide. Darrell Jay Duquette, a 55 year old, was sentenced to 9 years to 30 years for the sexual abuse of a 15 year old child for a year period. Dantae Michael Buckner, a 22 year old, was sentenced to 3 ½ to 10 years for the sexual assault of a 13 year old child. During the investigation the suspect went to Texas, where he was later arrested on the sexual assault warrant working at a Children's Shoe Store and extradited. The suspect faced 7 counts of criminal sexual conduct; however a week-long trial in August resulted in a hung jury. The defendant then pleaded guilty to Assault with Intent to commit CSC and Accosting a Child for Immoral Purposes, which resulted in the prison sentence. 27

28 Brandon Turner, a 41 year old, was sentenced to 4.3 years to 15 years prison for the sexual assault of a 16 year old female. Det Harrison attended the Prosecuting Attorney s (PAAM) Child Abuse Conference and the University of Michigan Child Protection Team Child Abuse Conference. Detectives attended background investigation training Det Harrison attended the 3 rd day of Child Forensic Interviewing Training. Det Harrison and Det McGuire attended training on Child Death Investigations. Det. McGuire and Det Kenny-Hinojosa attended Basic cell phone investigations training. Det Harrison attended MI Response to Hate conference. ADMINISTRATIVE DUTIES Det Delaney assisted the training division as a driving instructor for Emergency Vehicle Operations. Detectives assisted the training division with classroom instruction on Criminal Sexual Conducts, Human Trafficking and Frauds. There were 35 liquor license and/or special use permit investigations completed and 12 inspections conducted. The On the Run TV listing of wanted subjects continues, with approximately 60 wanted persons researched and submitted monthly for broadcast. Det Harrison hosted a Ferris State University Criminal Justice student as an intern for the Summer semester. Det Harrison is on the Sexual Assault Model Policy Detectives continue to assist other agencies by facilitating the interviews with inmates Detectives routinely assist with warrant submissions Ingham County Detectives conducted 1 Mission investigation at another Sheriff s Office s on behalf of the Michigan Sheriff s Association. Detectives routinely assisted with coverage at the Veteran s Memorial Courthouse. 28

29 VIOLENT CRIMES TASKFORCE A multi-jurisdictional taskforce comprised of federal, local and state agencies that have joined together to aggressively target areas affected by violent crime. Detective Brad Delaney is currently assigned to this unit. Investigations include armed robberies, shootings and drug offenses 2 suspects were identified and charged with multiple felonies in a brutal armed robbery that occurred in Lansing Twp. The suspects are in custody pending prosecution. The taskforce conducted surveillance surrounding the multiple bank robberies in the Lansing area. Suspects were later arrested in Chelsea and have been federally indicted. The taskforce conducts after-hours pro-active policing operations, flooding high-crime areas with police presence, apprehending criminals and intercepting illegal activities. COMPUTER CRIMES UNIT Detective Teresa Lewis was assigned to the Michigan State Police Internet Crimes against Children Task Force (ICAC). Detective Lewis achieved the below highlights: Analyzed computers for an Ingham County case involving Fraud, Embezzlement and Soliciting a minor. Analyzed computers for Child Pornography cases for Iron Mountain Police Department and Jackson Police. Analyzed numerous cell phones. Conducted several soliciting minor s cases and several peer to peer investigations. Completed Certified Forensic Computer Examination (CFCE) certification. This is a very intense and time consuming certification program obtained through the International Association of Computer Investigative Specialists. The certification consists of a two week class and labs. After completing the two week class the student then moves onto the peer review phase. The student is assigned a coach, which is out of state, and cannot ask for assistance from anyone but their coach. If the student passes they then move on to the practical forensic examination, and no longer have a coach. If the student passes the practical examination they move on to the written examination. Det Lewis completed the program in 14 months and is one of approximately only 2,500 people in the country with this certification. Received training in EnCase NTFS, which is the current most common and complicated type of computer file system. Attended Cellebrite Certification and is a certified cell phone examiner. Attended FTK for Macs, which is computer forensic examination for Macintosh Computers. 29

30 TRI COUNTY METRO NARCOTICS The Ingham County Sheriff s Office currently has three Deputies assigned to the Tri-County Metro Narcotics squad. The following highlights some to the activity of the unit. The unit conducted 195 total investigations in Ingham County. METRO received information about a suspect who was selling cocaine and methamphetamines. METRO was able to start purchasing small amounts of cocaine and eventually was able to buy a half ounce before pursuing crystal meth from the suspect. METRO bought a total of approximately (7) seven ounces of crystal meth from the suspect before a buy bust was conducted and the suspect taken into custody. By the time the buy bust was conducted, the suspect had moved his operation from Eaton County into Ingham County. During the buy bust, METRO detectives also recovered the suspects unregistered hand gun found in a consent search at one of the suspect s known associate s residences. The suspect s supplier has also been identified and an ongoing investigation into him is currently in process. This case is currently being reviewed by the US Attorney s office for a possible federal indictment. METRO received information that an individual from the Lansing area was going to Texas to buy a large quantity of cocaine and bring it back to the Lansing area. METRO was able to identify the suspect and his associates. In a coordinated effort with the FBI office in Texas, electronic surveillance, and actual visual surveillance METRO was able to confirm the suspect s actions of being in Texas and his return to Michigan. After days of monitoring and surveillance additional co-conspirators were identified as well. On the final day of surveillance, multiple traffic stops were initiated on the suspect and all of his associates. During the stops and search of vehicles METRO discovered and seized approximately 4 ½ kilos of cocaine. The suspect and his associates were all federally indicted. Metro made several crack cocaine purchases from a suspect. The initial purchase was for approximately 3 grams of crack and eventually led to an ounce buy of crack cocaine. In addition to the buys, metro surveillance was able to identify the suspect s residence, and a search warrant was drafted and executed after a buy bust. During the buy bust the suspect attempted to flee and was apprehended and arrested for the crack cocaine deliveries. Though during the execution of the search warrant yielded no additional crack cocaine multiple items of drug paraphernalia, such as packaging material, digital scales and cutting agents were discovered. The suspect is currently lodged and awaiting trial. METRO received information about a marijuana grow operation at an address in Mason MI. METRO conducted an investigation which led to the drafting and executing of a search warrant at the residence. Upon the execution of the search warrant 55 marijuana plants were located and an additional grams of processed usable marijuana was located as well. Also found were 2 shotguns an AR-15 assault rifle and a large amount of cash. The marijuana, money, guns, and grow equipment were seized and forfeited. Warrants have been submitted for the suspect, and the case is pending the issuance of those charges. 30

31 DELHI TOWNSHIP ACCOMPLISHMENTS: Several Deputies were trained in Reid and Reid All Deputies assigned to Delhi Township are radar certified We received two new preliminary breath tests We received two new digital camera s Two of the Delhi Township vehicles were equipped with license plate readers The Business Officer has completed some emergency plans for some businesses within the township All Deputies assigned to Delhi Township completed their quarterly firearms training which included training on the MILO Simulator. Deputies had a foot chase with a guy who was armed with a handgun that initiated from a traffic stop. The deputies recovered stolen property, meth, and they seized the vehicle as a mobile meth lab. Investigated and solved an embezzlement case at Holt Family Practice. The amount embezzled was over $100, Deputies arrested a home invasion suspect after he broke into a residence after a foot chase. The deputies recovered $ and a digital camera that was stolen from residence. A traffic stop was initiated and a loaded 45 caliber handgun was located in the vehicle. A search of the vehicle revealed cocaine. The suspect was lodged at the Ingham County Jail for possession of a concealed weapon and possession with intent to deliver cocaine. Deputies investigated a home invasion where the victim was duct taped. All four suspects were arrested and the property was returned to the homeowner. Deputies investigated a possible meth lab. The suspects were making meth at local business. The two suspects were arrested and lodged at the Ingham County Jail and a vehicle and $ in U. S. currency was forfeited. Deputies investigated a larceny from a local business. The suspect was caught in the act and was arrested. It was believed that the suspect stole $10, in merchandise. The suspect was arrested and lodged at the Ingham County Jail. The Business Officer formed a task force and worked with the F. B. I. along with a couple of other local jurisdictions and they charged three suspects federally after chain 31

32 saws were stolen from a local business. The case was part of a criminal enterprise involving stores in Indiana, Ohio, and Michigan. Deputies investigated an incident where a person was driving around the Township striking mailboxes and parked cars. The person was located and found to be intoxicated. The person was arrested and lodged at the Ingham County Jail for operating a motor vehicle while intoxicated. Deputies investigated a larceny complaint where a juvenile broke into several vehicles. The juvenile suspect was located and all the property was recovered and returned to the owners. Deputies responded to a suicidal subject with a gun. The subject was apprehended and the gun was recovered after the subject had thrown the gun into a pond. Deputies responded to a breaking and entering alarm at a local business. A vehicle was stopped leaving the scene of the alarm. The vehicle was searched and the property that was stolen from the breaking and entering was recovered. The suspect was lodged at the Ingham County Jail. Deputies arrested a subject that was on bath salts and naked for damaging a local church. Deputies investigated an accident involving a semi tractor and SUV. The semi tractor caught fire and the roadway had to be shut down for several hours. Nobody was seriously injured in the accident. Deputies investigated an armed robbery. After an extensive investigation warrants were obtained on a juvenile and he was lodged at the Ingham County Youth Home. Assisted Tri County Metro Narcotics Squad with a traffic stop. A loaded handgun was located on the subject in the vehicle. The subject was arrested by Tri County Metro Narcotics for having the concealed weapon as well as distribution of heroin. Investigated a robbery/home invasion/shooting/illegal marijuana grow operation. Multiple charges are pending on the suspect and home owner. Investigated a home invasion/larceny of firearms. One suspect was arrested and lodged at the Ingham County Jail. Investigated an attempt murder. The suspect was arrested and lodged at the Ingham County Jail. The suspect was convicted of great bodily harm less than murder (2 counts). Investigated a child abuse 1 st complaint. Two suspects were arrested and lodged at the Ingham County Jail. Investigated a breaking and entering at a local business. One suspect was arrested and lodged at the Ingham County Jail. 32

36 ACCOMPLISHMENTS: COMMUNITY BASED EVENTS VILLAGE OF WEBBERVILLE Officer presence and community support remained a priority. Routinely Deputies conduct foot patrol not only in the downtown area but through the neighborhoods. One Village Deputy is bike certified and bike patrol continues to be a low cost way to make Deputies visible and approachable to all the citizens. While on bike/foot patrol deputies are stopping and talking to citizens in their neighborhoods to conduct a positive report and to obtain valuable information about the community. (332 hours) Foot/Bike patrol The Sheriff s Office continued the use of the Ingham County Sheriff s Office Webberville Division Facebook page. The page was use to inform citizens of upcoming community events, road hazards / construction, updates on new laws and wanted subjects in the village. We have seen an increase in the number of hits the page has gotten as well as citizens sharing the posts on their own Facebook page. Deputies continued partnering with School Administration, teachers and staff to further the goals of a secure facility and safe school year. The Webberville schools added a new principle this year. Deputies introduced themselves and offered any assistance she needed throughout the year. K9 Units continue to perform random inspections and searches with-in the Webberville Schools at the schools administrations request. No drugs were located in these searches. Deputies make routine visits to the schools not only during school hours but at after hours and at sporting events both for Webberville games and the leased games offered at the schools property. Deputies were included in the emergency drills at the school and offered advice on improvements. The school hosted a regional cheer event and asked for deputies to provide visibility and security for the event. Over 5000 people were expected to attend the event. The event went off without any problems. A safety awareness class was taught to middle school students at the request of the principle in response to an incident at the school. (225 hours) School Contact hours Deputies assisted the Village staff with the Summer Picnic. The Leroy Fire Dept and Explorer division both participated with fun and hands on activities for the kids. ALDI provided food and all the fixings for a picnic. The Bicycle Registration program allows for Webberville citizens to register their bicycles with the Sheriff s Office. Several bikes were registered over the summer. Deputies as well as the village staff have the registration cards and stickers to give to citizens. Property Checks remain a key component of community policing and officer presence. Vacation property checks are free of charge and available to citizens in the community. 36

37 STAFFING Several citizens use this service over the winter/snowbird vacation times as well as vacations and weekends in the summer. LAW ENFORCEMENT: Law enforcement focused on Community Presence and Crime prevention. The following summarizes this effort: (328) Combined Original and Self Initiated Complaints (31) Physical Arrests (737) Traffic Stops (49) Motorist Assists (210) Traffic Citations The Village of Webberville received strong support from the entire Sheriffs Office once again in 2013 accumulating (215) Hours of Non-Contracted Coverage. Focus on traffic enforcement continues with High visibility of the patrol vehicle during peak traffic hours and school release times to encourage compliance with the speed zones and traffic laws. We used a decoy patrol car during peak traffic times combined with the county speed trailer. CRIME HIGHLIGHTS: MDOP to village property was witnessed by staff. The parent of the accused agreed to pay for the repairs. B&E of the mini storage units, suspects were located and confessions were obtained. Suspect in several thefts in the village confessed after being interviewed. 3 teenagers were cited for MIP Several fatal accidents occurred on the perimeter of the villages limits. On M-52 and I- 96. Subject located and arrested after breaking in to a home. 2 subjects arrested after dumping marijuana out of their car when being stopped by the traffic unit. The Marijuana was picked up from Grand River and Webberville Rd to M-52 and Highview. 37

38 Assisted Fire and DPW with Ice Storm damage and power outages Extra patrols during the weather / power emergency through the neighborhoods Deputies continued monitoring of known drug users MEDICAL ASSISTANCE: Deputy Cousino provided training to Leroy fire personnel training them to be medical first responders. Because of that training Leroy Fire can now respond to provide medical assistance. Deputies are trained in first aid/paramedics and continue to support the community with medical aid prior to the Ambulance arriving from Williamston. Deputies respond several minutes prior to the ambulance and any other first responder. In February a 74 year old male collapsed in the School gym. The bystanders on scene started CPR immediately and called 911. When deputies arrived they deployed the AED and shocked the victim several times. CPR was continued by the deputy and bystanders. NIESA ambulance arrived and started advanced life support measures. The ambulance transported to the hospital and by the time they had arrived at the ER the patient had a pulse and was opening his eyes. Several months later the man walked out of the hospital. The bystanders and staff as well as Dep. Seymour received recognition from NIESA ambulance for their actions that helped save this man s life. 38
