1 MAGLOCLEN IMPACT IN New Jersey In FY2017 The Regional Information Sharing Systems (RISS) mission is to assist local, state, federal, and tribal criminal justice agencies by providing adaptive solutions and services that facilitate information sharing, support criminal investigations, and promote officer safety. 2 Asbury Park Department of Public Safety Drive-By Shooting An enhancement of video surveillance provided for the Asbury Park Department of Public Safety and the New Jersey State Police by MAGLOCLEN assisted in an investigation of a drive-by shooting. As a result of the enhanced videos, investigators were able to identify two suspects who had been involved in the shooting. This information was presented to a Monmouth County grand jury. The two suspects were indicted and arrested on charges of aggravated assault. Atlantic County Sheriff s Office MAGLOCLEN surveillance equipment was utilized by the Atlantic County Sheriff s Office assisted by local, county, state, and federal law enforcement in a two-month narcotics investigation involving the sale of narcotics in the Atlantic County area. The equipment was used to assist investigators in identifying the key suspects in the illegal enterprise. Search warrants were executed on suspected drug locations, resulting in the arrests of 15 individuals on charges of running a narcotics trafficking network, conspiracy, and weapons possession. Seizures included 10,000 bags of heroin, valued at $150,000; 10 ounces of cocaine, valued at $11,000; and 210 firearms, including handguns, shotguns, rifles, automatic weapons, and ammunition. Bergen County Prosecutor s Office Money Laundering/Firearms The Bergen County Prosecutor s Office and the Englewood Police Department utilized two MAGLOCLEN license plate readers in an investigation involving an area of Englewood that had been the site of numerous shootings. The equipment assisted investigators in identifying vehicles that were being used by associates and enemies of a prime suspect in the shootings. The investigation resulted in the arrest of the prime suspect and four additional suspects, who are alleged to be a part of a burglary crew that had committed numerous burglaries in the Monmouth County area. The five suspects were charged with money laundering, receiving stolen property, hindering apprehension, possession of a firearm, and conspiracy. Seizures included two illegal firearms and three large-capacity ammunition magazines. Testimonials The map created by the analytical unit was instrumental in communicating the existence of two gangs involved in a violent dispute, as well as motivation for the juvenile defendant charged in the case being prosecuted. Atlantic County Prosecutor s Office MAGLOCLEN has always been very helpful to our agency. Mercer County Prosecutor s Office MAGLOCLEN s criminal intelligence analyst did an amazing job on the cell phone tower mapping and was equally great on assessing our needs. 3 Berlin Borough Police Department MAGLOCLEN surveillance equipment was utilized by the Berlin Borough Police Department in a narcotics investigation. The equipment allowed investigators to record the activities of the suspect and buyers. The investigation resulted in the arrest of the suspect, who was charged with possession and distribution. Burlington County Prosecutor s Office Armed Robbery MAGLOCLEN video enhancement services provided for the Burlington County Prosecutor s Office assisted in an armed robbery investigation. The Burlington County Prosecutor s Office submitted store security videos involving the armed robbery. As a result of the enhanced videos, three suspects were arrested and charged with armed robbery, conspiracy, and witness intimidation. Two of the suspects were found guilty of armed robbery and sentenced to eight years in prison. The remaining suspect was found guilty of first-degree armed robbery, firstdegree robbery, second-degree conspiracy to commit robbery, and witness tampering and is awaiting sentencing. Deptford Township Police Department Burglary Video enhancements provided by the MAGLOCLEN audio/video staff for the Deptford Township Police Department were helpful in a burglary investigation involving Camden, Gloucester, and Burlington Counties. With the assistance of the enhanced videos, a suspect was identified and surveillance involving numerous police departments in the three counties was set up. The suspects were captured burglarizing a car wash in Burlington County. The two suspects, along with the getaway driver, were arrested and charged with burglary. The three suspects have been charged with 17 counts of burglary, theft, conspiracy, and criminal mischief. Deptford Township Police Department Robbery The Deptford Township Police Department submitted surveillance video footage involving a series of robberies to MAGLOCLEN for enhancement. With the assistance of the enhanced videos, the Deptford Township Police Department arrested three suspects, who were charged with two counts of burglary and related offenses.

4 Elizabeth Police Department Aggravated Assault/Weapons/Robbery The Elizabeth Police Department submitted a series of videos involving a shooting to MAGLOCLEN for enhancement. The shooting occurred outside a community center and involved three suspects wearing black hooded sweatshirts and dark masks and four victims who were standing inside a vestibule. With the assistance of the enhanced videos, investigators arrested two suspects on charges of aggravated assault, weapons offenses, and robbery. Englewood Police Department Armed Robbery/Home Invasion MAGLOCLEN video enhancements provided for the Englewood Police Department resulted in the identification of two suspects, who were wanted in connection to an armed robbery and home invasion. The suspects were charged with attempted murder, burglary, and endangering another person. Franklin Police Department MAGLOCLEN surveillance equipment was utilized by the Franklin Police Department in a narcotics investigation. The equipment was used to assist investigators in securing probable cause for a search warrant on a suspected drug location. As a result of information gained through surveillance, a search warrant was executed, and one individual was arrested and charged with possession with the intent to deliver and possession within 1,000 feet of a school. Seizures included ounces of heroin, valued at $6,000, and 50 Suboxone strips, valued at $1,250. Franklin Police Department MAGLOCLEN audio and video recording equipment was utilized by the Franklin Police Department and the Sussex County Task Force during a three-month narcotics investigation involving the distribution of illegal drugs in the Sussex County area. The equipment was used to record the activities of a suspected drug dealer and to monitor a cooperating informant. As a result of information gathered, a search warrant was executed on the suspect s residence and the suspect was arrested and charged with first-degree leader of a drug trafficking ring as well as numerous felony drug offenses. Seizures included $28,702 in U.S. currency; ounces of heroin, valued at $25,000; ounces of cocaine, valued at $27,000; 0.64 ounce of crack cocaine, valued at $1,800; 0.14 ounce of methamphetamine, valued at $400; 0.25 ounce of marijuana, valued at $350; and 1.52 ounces of oxycodone, valued at $1,290.

5 Hudson County Prosecutor s Office Attempted Murder/Weapons MAGLOCLEN video enhancements provided to the Hudson County Prosecutor s Office assisted prosecutors in the trial of two suspects, who were involved in a shooting incident. As a result of the enhanced videos, the suspects were held on charges of attempted murder and weapons possession. Hunterdon County Prosecutor s Office Arson The Hunterdon County Prosecutor s Office utilized Global Positioning System (GPS) vehicle tracking equipment from MAGLOCLEN during an arson investigation. A suspect with prior arson convictions had been developed as a person of interest. As a result of information received from the vehicle trackers and surveillances by detectives, the suspect was arrested and charged with aggravated arson. Lacey Township Police Department A MAGLOCLEN GPS vehicle tracker was utilized by the Lacey Township Police Department in a narcotics investigation. After information was developed on a suspect who had been delivering cocaine from his residence, a court-ordered GPS tracker was placed on the suspect s vehicle, which was stopped by investigators. Search warrants were served on the suspect s vehicle and residence, which resulted in the confiscation of one ounce of cocaine, valued at $3,000, and packaging materials and digital scales consistent with narcotics distribution. Two suspects were charged with possession with the intent to deliver and conspiracy. Linwood Police Department Confidential funds provided to the Linwood Police Department by MAGLOCLEN assisted in a narcotics investigation. During the investigation, the funds were used to lease rental cars. The investigation resulted in the arrests of two individuals on narcotics charges. Seizures included 80 bricks of heroin/fentanyl, valued at $22,000, and 20 prescription pills (Xanax), valued at $400.

6 Manchester Township Police Department MAGLOCLEN surveillance equipment was utilized by the Manchester Police Department in a multiagency narcotics investigation involving the distribution of heroin in the Ocean County area. Two suspects and a Jeep were identified as the main focus of the distribution network that was operating in Lakewood Township. The equipment was used to record the activities of the suspects to gain probable cause for search warrants. A series of raids were conducted in Ocean County, which resulted in the arrests of four individuals, who were charged with possession with the intent to deliver and possession of heroin. Seizures included ounces of heroin, valued at $79,900; $1,500 in U.S. currency; and one vehicle, valued at $35,000. Maple Shade Police Department Theft/Burglary A GPS vehicle tracking system and a license tag reader provided by the MAGLOCLEN equipment staff were utilized by the Maple Shade Police Department, along with several local agencies in Burlington County, in an investigation involving a theft and burglary operation in which the suspects would enter the homes of elderly victims and use diversionary tactics to rob the victims of property and/or medication. After a person of interest was identified, the equipment was used to assist in capturing the suspect s activities during the course of the crimes. The investigation resulted in the arrest of the suspect, who was charged with four counts of burglary and three counts of theft. Morris County Prosecutor s Office Confidential funds provided to the Morris County Prosecutor s Office by MAGLOCLEN assisted in an investigation involving a multistate drug distribution network. The funds were utilized for the rental of surveillance vehicles. The investigation resulted in the arrests of three individuals on narcotics charges. Seizures included $141,000 in U.S. currency; three vehicles, valued at $1,500; a cargo trailer, valued at $3,500; and 360 pounds of marijuana, valued at $288,000. Morris County Prosecutor s Office Robbery The enhancement of a surveillance video of a robbery suspect provided for the Morris County Prosecutor s Office by the MAGLOCLEN audio/video staff assisted in the identification and arrest of the suspect. The suspect, who was a former employee, had forced two employees to open a store safe at gunpoint. In addition, expert testimony provided by the supervisor of the MAGLOCLEN staff at the suspect s trial assisted prosecutors in securing a guilty verdict. The suspect was sentenced to 12 years in prison.

7 Mount Laurel Township Police Department Prostitution MAGLOCLEN surveillance equipment was utilized by the Mount Laurel Township Police Department in a prostitution investigation. The investigation was part of a collaborative initiative in which local hotels and motels partnered with law enforcement agencies to combat human trafficking. The equipment was used to record the interactions between undercover police officers and the alleged suspects. The investigation resulted in the arrests of four individuals, who were charged with promoting and engaging in prostitution. New Jersey Department of Human Services International Child Exploitation A disguised video transmitter and a digital voice recorder provided by the MAGLOCLEN equipment staff were utilized by the New Jersey Department of Human Services and the Federal Bureau of Investigation during Operation Cross Country, an international child exploitation enforcement action focusing on recovering underage victims of prostitution and sex trafficking. The equipment was used to record the conversations and actions between the undercover police officers and the alleged perpetrators. The local initiative resulted in the arrests of 17 individuals, who were charged with promoting and engaging in prostitution. On the international level, 82 juveniles were recovered and 239 traffickers and their associates were arrested. New Jersey Department of Human Services Prostitution MAGLOCLEN surveillance and audio recording equipment was utilized by the New Jersey Department of Human Services and the Atlantic County Prosecutor s Office in a prostitution investigation. The equipment was used to record the conversations between the undercover officers and the alleged suspects during the course of the illegal activity. The investigation resulted in the arrests of 11 suspects, who were charged with engaging in and promoting prostitution. New Jersey State Police /Heroin Packaging MAGLOCLEN surveillance equipment was utilized by the New Jersey State Police, with assistance from the Manchester Police Department and the Ocean County Prosecutor s Office, in a drug investigation. The equipment was used to maintain surveillance on a suspect and the suspect s residence, which was believed to be a heroin-packaging location. Authorities arrested the suspect during a traffic stop. When a search warrant was executed on his residence, 352 ounces (10 kilos) of heroin, valued at $1,000,000, was seized. The suspect was charged with possession with the intent to deliver and possession of heroin.

8 New Jersey State Police MAGLOCLEN surveillance equipment was utilized by the New Jersey State Police, the Camden County Police Department, the U.S. Drug Enforcement Administration (DEA), and the U.S. Department of Homeland Security (DHS) in a joint investigation involving the opioid epidemic in the Camden area. The surveillance equipment assisted investigators in identifying a suspect, who was believed to be importing and distributing the potentially fatal drug. Numerous search warrants were executed in the Camden area that resulted in the arrest of the suspect, who was charged with possession of a controlled substance and possession of a controlled substance with the intent to deliver. Fourteen kilos of fentanyl, valued at $37,800, were seized in the investigation. New Jersey State Police MAGLOCLEN surveillance equipment was utilized by the New Jersey State Police and county and local authorities in a six-month narcotics investigation that involved a drug trafficking network that was distributing heroin and crack cocaine in the Newark area. The equipment was used to aid in identifying the key suspects and gain probable cause for search warrants. The investigation resulted in the arrests of seven individuals, who were charged with state drug violations, including distribution within 500 feet of a park and public housing. Seizures included ounces of heroin, valued at $18,700; 2.58 ounces of cocaine, valued at $7,300; ounces of crack cocaine, valued at $28,400; 0.11 ounce of marijuana, valued at $60; three handguns; one vehicle; and $31,300 in U.S. currency. New Jersey State Police MAGLOCLEN surveillance equipment was utilized by the New Jersey State Police and federal, state, county, and local authorities in a ten-month narcotics investigation involving the distribution of drugs in the Trenton area. The equipment was used to aid investigators in securing probable cause for search warrants. A series of search warrants was executed that resulted in the arrests of 25 suspects, who were arraigned on federal and state charges, including running a drug trafficking network. Seizures included $13,676 in U.S. currency; three handguns; 96 ounces of heroin, valued at $264,000; 31 ounces of cocaine, valued at $52,000; 6 ounces of marijuana, valued at $1,900; and 1,500 doses of Ecstasy, valued at $1,700.

9 New Jersey State Police The New Jersey State Police along with federal, state, and local law enforcement authorities utilized MAGLOCLEN surveillance equipment during a four-month undercover narcotics investigation. The equipment was used to record the actions of the undercover officers and to assist in securing probable cause for search warrants. The investigation resulted in the arrests of three suspects who were arraigned under federal drug violations involving the distribution of a controlled substance. Seizures included ounces of heroin, valued at $200,000; $35,433 in U.S. currency; two vehicles; and one firearm. New York/New Jersey High Intensity Drug Trafficking Area (HIDTA) MAGLOCLEN surveillance equipment was utilized by the New York/New Jersey HIDTA and the New Jersey State Police in a heroin distribution investigation that originated as the result of a vehicle investigation in Mercer County. The vehicle investigation led investigators to a residence that was believed to be used for the distribution of heroin. The surveillance equipment was used to assist investigators in securing probable cause for a search warrant on the suspected location. A search warrant was executed, which resulted in the arrests of six individuals and the confiscation of ounces of heroin, valued at $24,000; $55,000 in U.S. currency; and packaging and manufacturing materials. The suspects were indicted by a state grand jury on charges of conspiracy, maintaining a heroin production facility, and possession with the intent to deliver. New York/New Jersey HIDTA /Bloods Street Gang MAGLOCLEN surveillance equipment was utilized by the New York/New Jersey HIDTA, along with a coalition of New Jersey state, local, and federal law enforcement agencies, during a ten-month narcotics investigation involving a Bloods street gang that was distributing drugs from a housing complex in Newark. The equipment was used to assist investigators in identifying the key subjects in the drug organization. As a result of the information received, law enforcement authorities executed a massive sweep of the suspects. Twelve suspects, who were believed to be members of the Red Breed Gorillas set of the Bloods street gang, were arrested and charged with multiple counts of federal, state, and local narcotics offenses, along with criminal organization. Seizures included ounces of heroin, valued at $58,800; 3.32 ounces of cocaine, valued at $4,230; one firearm; and $3,541 in U.S. currency.

10 Passaic County Prosecutor s Office Homicide MAGLOCLEN video enhancement services provided to the Passaic County Prosecutor s Office assisted in a homicide investigation. The Passaic County Prosecutor s Office submitted a video involving a homicide for enhancement. As a result of the enhanced video, two suspects were identified and warrants were issued for their arrests. One of the suspects was arrested by local authorities, and the second suspect was arrested by U.S. Marshals in Florence County, South Carolina. Both suspects were charged with murder, conspiracy, and weapons offenses and are being held on $1 million bail. The enhanced video will be presented at trial. Ridgefield Park Police Department MAGLOCLEN surveillance and video recording equipment was utilized by the Ridgefield Park Police Department in a narcotics investigation involving suspected gang members. The equipment was used to gain probable cause for search warrants on alleged drug locations. As a result of information gained, numerous search warrants were executed and four suspects were arrested and charged with drug and weapons violations, including child endangerment. Two firearms, ammunition, body armor, digital scales, and packaging materials consistent with a drug distribution network were confiscated. South Plainfield Police Department Robbery A MAGLOCLEN video enhancement provided for the South Plainfield Police Department assisted in the investigation of a robbery of a convenience store in South Plainfield. The suspects in the investigation were also wanted for questioning in connection with a robbery at a retail pharmacy chain in North Plainfield. As a result of the enhanced video, detectives received information on the suspects that subsequently led to their arrests in North Plainfield. The suspects were charged with robbery, two counts of theft, and burglary. Union County Prosecutor s Office Murder A MAGLOCLEN audio enhancement provided for the Union County Prosecutor s Office was utilized at the grand jury trial of three suspects who were being held on first- and second-degree murder charges. With the assistance of the enhanced audio, the grand jury returned a 14-count indictment against the suspects.

11 Union County Prosecutor s Office MAGLOCLEN GPS vehicle tracking equipment was utilized by the Union County Prosecutor s Office, DHS, and the Elizabeth Police Department in a narcotics investigation. The investigation focused on two suspects, who resided in Elizabeth. The equipment was used to record the suspects movements during the course of their illegal activities. As a result of the information gathered, investigators secured probable cause for search warrants. Search warrants were executed on two locations, and two suspects were arrested and charged with felony drug offenses, including distribution within 500 feet of a public park. Seizures included ounces of cocaine, valued at $52,800; and 4.24 ounces of heroin, valued at $9,000. Union County Prosecutor s Office Aggravated Sexual Assault on Child Investigative travel funds provided to the Union County Prosecutor s Office by MAGLOCLEN assisted in an investigation involving a fugitive who was wanted for aggravated sexual assault on a child and violations of Megan s Law. The funding enabled investigators to travel to Arlington, Texas, to locate the suspect and obtain a confession. DEA Newark Field Office Investigators assigned to the DEA Heroin Task Force, the New Jersey State Police, the Monmouth County Prosecutor s Office, and the U.S. Marshals Service utilized MAGLOCLEN surveillance equipment during a five-month narcotics investigation that centered on a drug distribution network operating in Freehold Borough. The surveillance equipment was utilized to assist investigators in identifying the suspects and gain probable cause for arrest warrants. The investigation resulted in the indictment of 46 suspects, who were charged with state and local narcotic offenses. Seizures included ounces of heroin, valued at $135,000; ounces of cocaine, valued at $18,000; and 16 ounces of marijuana, valued at $3,200.

12 DEA Newark Field Office MAGLOCLEN surveillance equipment was utilized by the DEA Newark Field Office, working in conjunction with the New Jersey State Police and the Newark Police Department, in a narcotics investigation. The equipment was used to assist in identifying key suspects and gain probable cause for a search warrant. The investigation resulted in the arrests of eight individuals, who were charged with possession and distribution as well as possession within 1,000 feet of a school. Seizures included $3,000 in U.S. currency; 2.08 ounces of cocaine, valued at $4,130; and ounces of heroin, valued at $45,480. DEA Newark Field Office MAGLOCLEN surveillance equipment was utilized by the DEA Newark Field Office and the Union County Prosecutor s Office in a drug investigation in the Elizabeth area. The equipment was used to help identify the key suspects in a drug distribution network. The investigation resulted in the arrests of two suspects, who were arraigned on federal narcotics charges. The suspects were from California and Mexico. Six kilograms of cocaine, valued at $600,000, were seized in the investigation. DEA Newark Field Office MAGLOCLEN surveillance equipment was utilized by the DEA Newark Field Office and several federal, state, and local law enforcement agencies in a narcotics investigation involving three suspected rival drug trafficking organizations operating in Plainfield. The equipment was used to record drug transactions and aid in identifying the key operatives in the organizations. As a result of the information gathered, narcotics investigators executed numerous search warrants in the Plainfield area and 36 individuals were arrested and charged with federal drug violations. Seizures included ounces of cocaine, valued at $45,000; 2 ounces of heroin, valued at $5,500; and $35,000 in U.S. currency.
