6 JACKSON NATIONAL EMPLOYEE OF THE YEAR Deputy Rob Gengler Deputy Rob Gengler has been employed with the Ingham County Sheriff s Office since July 2003 and during that time has worked the Housing Unit, Lobby, Post 10, and Receiving. Rob is currently assigned as the Inmate Worker Coordinator. Deputy Gengler is a dependable, adaptable and professional member of this organization. He is well respected by his peers and always displays a positive attitude and exceptional work ethic. Rob often comes in early or stays late to ensure that the Corrections and Field Services Units are well supplied with all that they need to functional well during their shifts. Going outside of his duties readily volunteers to do hospital guard duties to free up other staffs who are struggling with medical needs of the inmates. Without fail, Dep Gengler regularly puts the needs of the agency and his coworkers above his own in order to accomplish the mission and objectives of the Ingham County Sheriff s Office. Last year Deputy Gengler procured millions of dollars of free military equipment to be used throughout our department. Some of the items he has been able to locate include blankets and towels for inmate use; a Ford Box truck, mustang survival suits, cold weather gear and even C-bag back packs for the Corrections Deputies. Other finds such as office furniture, file cabinets and computers have saved the County hundreds of thousands of dollars which has allowed the budget to be used in other areas of need within the Sheriff s Office. A couple of large ticket items that Rob has secured were a John Deere Gator and a Polaris Razor. Deputy Gengler has had to travel many hours to other states to acquire the surplus that has become a part of the ICSO inventory. Deputy Gengler is also one of our firearms instructors and has trained many staff on gun safety and tactics. As an instructor, he teaches CPR and First Aid as a part of our annual required training. Rob is distinguished member of the Honor Guard, representing the Sheriff s Office in honor of those who have made the ultimate sacrifice. Deputy Robert Gengler s dedication, selflessness, and devotion to his job and fellow deputies epitomize the best that we could expect from an exemplary employee. For the reasons stated above, we present the 2015 Employee of the Year Award to Deputy Robert Gengler. 6

7 JACKSON NATIONAL DEPUTY OF THE YEAR Deputy Jason Holmes For over 16 years, Deputy Jason Holmes has worked for the Sheriff s Office and his dedication & commitment to excellence has been unwavering. He has worked in all areas of Corrections and is currently assigned to Receiving. He s the go-to- guy he has extensive knowledge of the facility and can fill in anywhere to meet the needs of the shift. Deputy Holmes has earned the title Inmate Whisperer in Corrections because he is always cool, calm and collected, even in the most stressful of situations, he remains calm. The inmates find it difficult to disrespect Deputy Holmes because of how respectful he is to them. When you talk to his Command staff they have said, quote, that Deputy Holmes is truly something to behold, the guy is just solid and you won t find anybody that is as dedicated as he is. Deputy Holmes is always there to answer the call to come in on his day off, sacrificing time away from his family to come in and help. Deputy Holmes is an excellent CTO; he is always willing to mentor Command as they integrate to the Correctional setting. He is also a member of the Hospital Guard Team and has served as an Explorer Post Advisor for 14 years. Jason has dedicated countless hours mentoring and training students interested in law enforcement. He is well respected by his co-workers and the Explorers and all who have worked for and been trained by Deputy Jason Holmes. He has a great personality; he s a leader and for that reason, we recognize Deputy Jason Holmes as our 2015 Deputy of the Year. 7

13 LAW ENFORCEMENT COUNTY PATROL ACCOMPLISHMENTS: All road patrol officers were trained in EVO (Emergency Vehicle Operation) and two new instructors were trained. We now carry NARCAN in all of our patrol vehicles. We have Bag Valve Mask for doing CPR in all patrol vehicles. We instituted Case Management in RMS for tracking cases that require follow up on all criminal cases worked on by Patrol and Detectives. Focused patrols on I-96 in an attempt to decrease speed, distracted driving and other dangerous driving activities which lowered fatality rates in Deputies are now taking DNA samples from all Felony arrests per state law. We assisted in getting the States Sex Offender Registration DNA samples updated. Ingham Regional Crash Investigation Team, Responded to 25 Crashes, ICSO staff assisted at 18 of those responses, team trains together quarterly. A new Sergeant was trained to be road patrol command. Improved working dynamic with other state and local police agencies. New Traffic Unit Vehicles, (2) Ford Explorer s, All Wheel Drive, both semi marked, updated lighting and graphics package. Firearms Committee decided to go with a new handgun and caliber, after reviewing extensive research, the 9mm Glock 17, was selected for all road patrol officers, transition will occur in Several Officer were sent to specialized training, ARIDE drug screening, Accident Investigation/Reconstruction, Reid Interview and Interrogation, Lethal Weapon: Crash to Courtroom, Firearms Instructor, various weapon armor schools and all supervisors attended MACNLOW supervisor training. 5 Deputies were trained FTO to be Road Patrol Officers. 1 Deputy received FTO Refresher. 13

14 Canine Smoke was trained along with a new canine handler. Equipment upgrades, new lap top computers in all our patrol vehicles, Command Phone updated to an IPhone 5S. Bi-Lingual Deputy translated for numerous local agencies. We had three participate in 2015 Police Unity Tour, two as riders, one as support staff. The team had nine riders from many local agencies they rode in honor of Fallen Ingham County Deputy Grant Whitaker; a total of $24,050 was earned for the Police Unity Tour Chapter One. Several employees traveled to Washington DC for National Police Week to honor Deputy Grant Whitaker whose name was added to the National Police Memorial. 17 UNDERWATER SEARCH AND RECOVERY ACCOMPLISHMENTS: The Capital Area Dive Team (CADT) responds to all rescue and recovery open water incidents in Ingham, Eaton, and Clinton Counties. This includes all open water drowning, water & ice rescue, body search and recoveries, motor vehicle salvage/recovery and underwater evidence processing. The Team provides security and law enforcement at special events in and around local waterways, provides water safety presentations and marine law education. 18 MARINE UNIT ACCOMPLISHMENTS: Conducted 26.5 hours of marine enforcement patrols on Lake Lansing and Grand River. Conducted 39 boat safety inspections. 8 verbal warnings were issued to boat operators for boat operations and registration violation. Maintenance to the boat cover, local vendor fixed rips in cover. New Sheriff Office decal markings on boat sides. 18

19 TRAFFIC UNIT ACCOMPLISHMENTS: The Ingham County Sheriff s Office Traffic Unit in 2015 obtained two new Ford Explorer patrol vehicles for the unit. These vehicles allowed the unit to have more room for all of the necessary accident investigation equipment as well as all-wheel drive to assist with day to day driving and inclement weather conditions. Members of the unit also attended quarterly trainings with IRCIT (Ingham Regional Crash Investigation Team). All 4 members of the Traffic Unit are part of this regional team that investigates serious personal injury and fatal accidents. IRCIT has streamlined the process for accident investigations in our agency and has bridged us with many experienced AI s from other agencies. Deputy Newton was trained in the area of Occupant Kinematics. This added to his impressive resume of accident investigation courses. Deputy Newton continues to lead the unit by his years of service in the unit, knowledge of the equipment and experience as an Accident Investigator. Deputy Newton was the primary investigator on 2 fatal accidents in the year of He assisted the IRCIT with another 2 fatal accidents. Deputy Newton also made a presentation at the 2015 Safety Picnic where he demonstrated the rollover simulator and seatbelt convincer. Deputy Hoeksema attended a training Lethal Weapon From the call to court. This was a special training for accident investigators regarding testimony in the courtroom after the investigation is complete and extends into the prosecution process. Deputy Hoeksema was the primary investigator on 1 crash during the year of 2015 that required an extensive accident investigation. He assisted the IRCIT with another 4 serious/fatal crashes. Deputy Hoeksema was a presenter at the Traffic Safety Showcase that was held at the Capital in Lansing during the month of September. Deputy Hoeksema led the Traffic Unit in OWI arrests with 22 for the year. Deputy Kindervater continued his training in accident investigation and successfully completed AI-9 making him an Accident Reconstructionist. Deputy Kindervater was the lead investigator on 3 fatal accidents and 1 serious personal injury accident. He assisted IRCIT with another 4 investigations throughout the year. Deputy Kindervater attended the Touch a Truck event which was a community based event for children. Deputy Boerkoel completed AI classes 1-6, 8-9 also making him a trained Accident Reconstructionist. He attended the annual Traffic Safety Summit presented by OHSP. Deputy Boerkoel attended EVO training at MSP which certified him as a driving instructor. He instructed for 3 weeks at the Michigan International Speedway track in Brooklyn where he trained deputies from the Sheriff s Office and officers with other agencies on the proper techniques of precision driving. During 2015, Deputy Boerkoel was the lead investigator on 1 fatal accident and 1 serious personal injury accident. He assisted IRCIT with 2 more accident investigations. Deputy Boerkoel attended the Safety Picnic for the first time as a member of the Traffic Unit. 19

The goal of these projects was to conduct high visibility and enforcement patrols in high crash intersections and to lower the number of accidents on I-96. Our 2015 efforts reduced accidents and saved lives. 21 WARRANT UNIT STATISTICS The Warrant Deputy is assigned to the Transport Unit and is responsible for the following tasks: ARRAIGNMENTS: Arraignments in custody subjects at the Ingham County Jail each Friday morning (excluding holidays and scheduled court closures.) COURT HOURS: Court hours are based on occasions that a Deputy was requested to perform additional security duties at 55 th District Court and when the assignment is to 30 th Circuit Court per court order or (WRIT), transporting subjects to local courts and court ordered drug treatment programs and transporting subjects to prison. SWEAR TO S: This is the number of warrant s that have been sworn to at 55 th District Court and 54A District Court. WARRANT ARREST/KNOCK & TALKS: This will reflect the number of Knock & Talk attempts that were made to attempt to apprehend subjects with Ingham County Warrants held by 55 th District Court, 30 th Circuit Court and 54A District Court. RECALLS & CANCELLATIONS: A tally of warrants the have been cancelled due to subjects being arrested and lodged, bonded, or the warrant recalled by 55 th District Court. 23 VETERANS MEMORIAL COURTHOUSE UNIT The Unit has 5 deputies and 1 sergeant assigned to Veteran s Memorial Courthouse. The primary responsibilities of the unit are courtroom security for all the Probate and Circuit Court Judges as well as escorting inmates to court for judicial hearings. The unit also responds to alarms, complaints, and disturbances in the courthouse. They frequently assist other police departments, probation, Friend of the Court, Juvenile, and MDOC with hearings for their prisoners. ACCOMPLISHMENTS: Managed 5 medical incidents. Responded to 3 alarms. Responded to 8 complaints/courtroom disturbances. Assisted Michigan Department of Corrections with 91 prisoners brought to VMC for court. Assisted Lansing Police Department/other local departments with 86 detainees brought to VMC for hearings. 2,059 adult Ingham County inmates, 58 youthful inmates, and 280 juveniles were brought to VMC for trials or hearings. Deputies made 93 warrant arrests at VMC. Deputies took custody of 310 adults, 12 youthful, and 70 juveniles who were remanded by the court. 23

24 CANINE UNIT Tracking n/a Narcotic Searches n/a Bomb Sweeps 8 9 n/a Community Police Events 17 n/a 15 Building Searches Total Call Outs Total Apprehensions Total Forfeitures $732 $7,564 $9, was a very productive year for the canine team. All of the hard work and training payed off this year with numerous apprehensions. The value of a well-trained canine team often goes unnoticed but can be easily realized when you consider what an apprehension does for the victim of a crime, the amount of investigative time it saves and the crime it may prevent. In the case of one of our crash victims from 2015 it proved that our canines can save lives. We continued to have multiple K-9 presentations and school sweeps throughout the school year. These K-9 team contacts are a great way to keep our schools safe and improve our agencies relationship with the public. In early 2015, Deputy Paul Narlock was selected as a new handler on the canine team. Paul and Canine Smoke attended 5 weeks of intense training with retired MSP Canine team leaders Rick Hetu and Warren Miller. Smoke was certified as a narcotics / patrol canine through NAPCH. He is assigned to dayshift County Patrol. In the spring Deputy Matusko with Canine Titan and Deputy Macomber with Canine Brix became members of the Ingham Regional Special Response Team (IRSRT). In October, recently retired Canine Rocco passed away at age 11. Rocco served Ingham County for over seven years. He was responsible for many apprehensions over his career. In November Sergeant Greg Harris was transferred to the Detective Bureau. Sgt. Daenzer was chosen to replace Sgt. Harris as the canine team leader. HIGHLIGHTS Deputy Narlock and Canine Smoke: Assisted Metro Narcotics with searching a home for narcotics. Canine Smoke alerted multiple times. They assisted in the recovery of over 9.7 pounds of marijuana. The canine team just recently had their first successful track resulting in the arrest of a subject wanted for Domestic Assault. 24

25 Deputy Macomber and Canine Brix: Searched a vehicle which resulted in the seizure of 2 ounces of marijuana, a handgun and $692 in cash. Several other narcotics searches yielded heroin, cocaine and Vicodin. Tracked an injured subject that fled from a serious traffic crash. We later learned that this successful track possibly saved the crash victim s life. Tracked a suspect from a Home Invasion in Mason. Deputy Matusko and Canine Titan: In January the team tracked for the suspect of an attempted home invasion. The suspect made it to a vehicle but they did locate a winter hat on the track. DNA was collected and a suspect was developed. Tracked a suspect wanted on felony warrants for one mile through a wooded area. The suspect was found hiding in a deer blind. Deputy Doyle and Canine Nicko: Assisted in the apprehension of a suspect while on perimeter on an SRT narcotics search warrant. Assisted the fugitive team with apprehending a suspect wanted on felony warrants in Lansing. Tracked a suspect that fled from an OWI crash. TEAM ACCOMPLISHMENTS Deputy Matusko and Narlock attended the 2015 NAPCH seminar in Alpena. We continue to keep all four canine teams certified through NAPCH to maximize training and quality while minimizing liability. Our bomb dogs assisted with MSU home football game bomb sweeps. Our Canine team did presentations for Midway Early Learning Center in Holt, Capital City Baptist Church, Central Elementary in Okemos, National night out, the safety picnic and Channel 6 news. The team assisted several schools with Narcotics sweeps and lockdown drill evaluations. 25

26 INGHAM REGIONAL SPECIAL RESPONSE TEAM The IRSRT unit is assembled from members of the Ingham County Sheriff s Office, the Michigan State University Police Department, the East Lansing Police Department, and the Meridian Township Police Department. The unit is led by Team Commander Lt. Matt Merony of the Michigan State University Police Department and Assistant Team Commander, Lt. Jason Ferguson of the Ingham County Sheriff s Office. This unit specializes in high risk police operations throughout the county when called upon. The IRSRT unit has several specialized units, from Negotiators to K-9 to Perimeter team to an Entry team. Working with special Ingham County 911 Operations Dispatchers and a Sparrow Hospital ER Doctor, John Dery, this team is called by area police agencies when dealing with extreme high risk incidents where this unit s tactical expertise is needed IRSRT ACTIVATIONS: SRT activated for a suicidal/barricaded subject. IRSRT responded and followed barricade protocol. When entry was made subject was found lying on the kitchen floor with a self-inflicted gunshot wound to the chest. SRT activated for NCAA Elite 8 game. History of civil disorder during such events. Gathering of about individuals, SRT controlled 1 small fire no munitions used. SRT activated for NCAA Final Four Game. Provided over watch in Cedar Village for Alpha Platoon, no actions taken by SRT. SRT activated for a high-risk Federal search warrant in East Lansing. During warrant execution, one of the subjects jumped out of a second story window accompanied by his pit bull dog. The Pit bull engaged Dep. Doyle s K-9 partner and he were forced to shoot the pit bull, which died at the scene. Two suspects were taken into custody with no injuries to officers or Subjects. SRT activated for mutual-aid to Clinton County for an attempt-murder/suicide. Subject shot son in chest with 9mm handgun and retreated into house. Perimeter officers heard several gunshots from inside and could not communicate with her. IRSRT called in to secure inner perimeter and for the Bearcat. Bearcat delivered Clinton County SOT to entry point. Subject was found with self-inflicted gunshot wound to the head. SRT activated for a drug search warrant in East Lansing. This was a METRO warrant for a package delivery. Package was accepted and SRT immediately hit the house. The warrant was successfully executed without injury to suspects or officers. 10 lbs. of marijuana seized. 26

27 SRT activated for mutual aid in Lansing. Lansing START requests IRSRT to help clear a neighborhood after a break-in where one of the suspects was shot by the homeowner. IRSRT given a grid to search. Mission completed, no additional suspects located. SRT activated for Big Ten football championship. Crowd of in Cedar Village, peaceful at first and then turned violent, hurling bottles and starting fires. IRSRT used to secure the fires and clear out the crowds. Mission accomplished without use of any munitions and no injuries to officers. SRT activated for MSU College Football Playoff. 27

Additionally three Deputies are assigned to the unit via Tri-County Metro Narcotics, 2 of the Detectives work from the Delhi divisions office. Detectives are responsible for follow up investigations on all Felony crimes committed within the county and Delhi Township. The Unit throughout the year works hand in hand with the FBI, DEA, ATF, Michigan State Police, and local police agencies in the Tri-County area in proactive police investigations. Members assist the Violent Crime Initiative, MSP Fugitive Team, FBI Human Trafficking investigations, and Computer Fraud crimes to name a few police regional tasks forces. The Detective/Sergeant is the Sheriff s Office Sex Offender Coordinator and is responsible for monitoring the registered sex offenders in the Sheriff s Office policing area. The Investigative unit is also charged with conducting background investigations for all prospective employees. INVESTIGATIONS FRAUD The Ingham County Sheriff s Office responded to numerous complaints of credit card fraud. We were able to identify suspects depicted in numerous surveillance videos. It was determined numerous agencies throughout Mid-Michigan were also responding to similar complaints involving the same subjects. Representatives from MSP- Flint, MSP- Lansing, Clinton County, Eaton County, Lansing Police Department, East Lansing Police Department, MSUDPS, Dewitt Twp. Police Department, Ionia County Sheriff s Office Portland Police Department and the FBI met to discusses cases and formulate a plan to identify additional subjects, located equipment being used to illegally obtain credit card information, recover property and charge those involved. 28

29 Ingham County Detectives made contact with the victims, financial institutions and businesses throughout Michigan where the cloned credit cards were used. During intelligence gathering, we observed one of the suspects wearing items purchased with cloned credit cards on his Facebook page. A list of items purchased was created and listed in a search warrant which was executed. Most of the items were recovered at the suspect s residence in North Lansing. Also recovered in the backyard of the home was a plastic shopping bag containing additional stolen gift cards. In the shed, a backpack containing a skimming device was located. With the help of the FBI we were able to link these individuals to a large group of individuals from Miami, Florida. These cases were turned over to the FBI for further investigation and federal charges. It is believed the individuals charged over $30,000 in fraudulent purchases. An Ingham County Sheriff s Deputy initiated a traffic stop on I-96 for a violation of the Motor Vehicle Code. During a search of the vehicle, we discovered numerous gift cards recently purchased merchandise and receipts which he confiscated. The driver was arrested for a warrant. It was later determined the credit cards were cloned. Detectives were able to track the subject s activities and obtain surveillance footage of the subjects using the cloned credit cards. On, January 21, 2016, a nine count felony warrant for both individuals was issued. The MSP Fugitive Team was requested to apprehend both subjects who were from the Detroit area. There were 14 individual victimized during this financial crime spree. INVESTIGATIONS-HUMAN TRAFFICKING A 17 yr. old female, was sentenced to Human Trafficking and the Transporting of a female for the purposes of prostitution. She was one of three subjects investigated by the Ingham County Sheriff s Office and the FBI for trafficking related crimes. She will serve 4-20 years in prison. On, September 18, 2015, A 28 yr. old man was sentenced to 5 ½-20 years for his involvement in Human Trafficking. A third subject was charged with 13 counts of Human Trafficking and encouraging minors to become prostitutes. He was sentenced to 40 years in prison. The Ingham County Sheriff s Office, East Lansing Police Department and the FBI were made aware of a 17 year old female who had been assaulted at hotel in the city Lansing, by her 45 year old boyfriend. After conducting an interview it was determined the female was being trafficked by the assailant. The female identified numerous other women who had also been trafficked, including transportation across state lines for the purposes of prostitution. After speaking with numerous women, it was determined the suspect had used force, fraud and/or coercion to control these women. After a grand jury indicted him on August 14, 2015, he was arrested with the assistance of the MSP Fugitive Team. It was learned during the investigation that he was recruiting and trafficking women while on parole for a 1998 murder he was convicted of. 29

30 INVESTIGATIONS-CRIMINAL DEATH Deputies responded to a fatal pedestrian accident on Barnes Rd near Tuttle. A pedestrian was struck and killed by a vehicle that had fled the scene. Detectives arrived and an investigation ensued. The suspect and vehicle were located a short time later. The driver was charged with operating a motor vehicle while intoxicated causing death, and leaving the scene of a fatal accident. The suspect is awaiting trial. Ingham County Sheriff s Detectives were asked to respond to the death of a 16 yr. old special needs girl. The Detectives opened the investigation and are currently working in conjunction with the Medical Examiner s Office and the Prosecutor s Office. The investigation may lead to criminal charges up to Homicide. INVESTIGATIONS-GENERAL Deputies responded to a shots fired complaint on M-52 south of Stockbridge. The victim stated a suspect shot several times towards his vehicle and multiple bullets did strike his vehicle. The suspect fled the scene. Detectives conducted surveillance and several search warrants which identified the suspect. The suspect s vehicle was seized as evidence, the gun that was used was recovered, and the suspect was arrested for multiple felony charges including Assault with Intent to Murder. The suspect is currently awaiting trial. Delhi Deputies responded to a bank robbery at Dart Bank. The investigation was turned over to the Detective Bureau. Connections were made between the Dart Bank robbery and a bank robbery in Meridian Township. A suspect has been developed and the investigation is ongoing. INVESTIGATIONS-SEXUAL ASSAULT 2015 Child Sexual and Physical 107 Abuse / Adult CSC Assisted Outside Agencies 14 Forensic Interviews 55 Cases carried over for Investigation 17 A 19 year old Holt man was sentenced to 93 days jail and 3 years probation for raping a 14 year old female acquaintance while at a friend s party. A 41 year old Leslie man was convicted for the sexual abuse of his daughter. He was sentenced to 4-10 years prison. A 17 year old Holt man was sentenced to 3 yrs. probation for the sexual assault of a classmate. A 61 year old North Carolina man was sentenced to 13 months to 15 years prison for the sexual abuse of his granddaughter. A 45 year old Mason man, a 2-time registered sex offender, was found guilty at trial of the violent rape of his step-daughter. He was sentenced to life in prison, without the possibility of parole. 30

31 A 38 year old Dansville man was sentenced to years for the ongoing sexual abuse and rape of his stepdaughter. A 31 year old Kansas man, formerly of Mason, was sentenced to 20 months 10 years for the violent rape of an acquaintance at a party. A 42 year old Holt man was sentenced to 4-15 years for the sexual abuse of his stepdaughter. A juvenile from Mason was sentenced to juvenile probation and treatment for the sexual assault of a classmate. A 40 year old Mason man was sentenced to the sexual abuse of his two stepdaughters in both Ingham and Eaton counties. This includes Sexual assault, Human Trafficking and Sex Offender suspects. The task force made 488 arrests in 2015 A total of 77 warrants were cleared 10 homicide warrants were cleared 36 Ingham County felony warrants were cleared 31

32 TRI-COUNTY METRO NARCOTICS (TCM) The unit is made of personnel from area Law Enforcement Agencies, and is commanded by the Michigan State Police. The squad in 2015 made: TCM investigated 168 cases TCM made 97 arrests, clearing criminal 269 charges TCM seized $2,198, worth of illegal drugs from the Ingham County area TCM also seized 29 illegal weapons HIGHLIGHTS: TCM Detectives worked with ICSO Deputies in continuing to investigate a death that occurred in Webberville in 2014, which was caused by a heroin overdose. Ultimately, two suspects were developed in this case and one was formally charged by the Ingham County Prosecutors Office in 2015 with delivery of heroin causing death under the aid and abetting law. TCM Detectives are still working with the Lansing Police Department and the Ingham County Prosecutors to obtain charges on the second suspect as well. After an officer involved shooting in Meridian Twp., TCM Detectives were requested to assist at the residence in processing a marijuana grow op. After obtaining a search warrant for the residence, TCM Detectives seized over 100 marijuana plants, over four pounds of marijuana, as well as grow equipment from the residence. One suspect was charged. After several undercover purchases of both heroin and meth, TCM Detectives executed a search warrant at a residence in Lansing. Upon executing the search warrant, TCM Detectives discovered an active "one-pot" meth lab, additional meth and heroin, paraphernalia and packaging material consistent with distribution of those substances, as well as a short barreled shotgun. A total of three suspects were charged. A TCM Detective conducted numerous controlled purchases of heroin at a residence in Lansing where five heroin overdoses had occurred in the previous two years, including two which resulted in deaths. At the culmination of the investigation, TCM, with the assistance of the Michigan State Police, attempted to stop the suspected heroin supplier of the suspect that TCM was buying from. After a lengthy vehicle pursuit, the driver of the vehicle was taken into custody. A subsequent search of the suspect that had fled revealed that he was in possession of marijuana and a room key for a local hotel. During a subsequent search of that hotel room, TCM Detectives located heroin, marijuana, US currency, drug paraphernalia and packaging material consistent with distribution. A total of five suspects were charged as a result of this investigation. 32

33 ICSO Deputies responded to a local Doctors Office for a prescription fraud. Due to the nature of the complaint, a TCM Detective was requested to assist. After obtaining additional information, it was determined that fourteen individuals had passed fraudulent scripts at local pharmacies, including the Lansing, East Lansing, and Delhi Twp. areas. The TCM Detective interviewed several of the suspects involved and obtained full confessions. The TCM Detective also collected the fraudulent scripts from each of the pharmacies and sent them to the MSP Crime Lab for handwriting analysis, which revealed they were written by a former employee of the Doctor's Office. This case was turned over to the Attorney General's Office for review, and charges are pending for the suspects involved. A TCM Detective began investigating the sale of oxycodone pills. During the investigation the Detective learned that the suspect was a football coach for a school in a neighboring county. The suspect was arrested for selling pills and is facing (4) cts of delivery. The school was notified and he was terminated from his coaching duties. A TCM Detective began an undercover operation of buying methamphetamine from a suspect. During the arrest portion of the operation, TCM Detectives located an active meth lab in the back seat of the suspect s vehicle. The MSP bomb squad was called to the scene because the caustic chemicals were contained within a glass container. The lab was dismantled and disposed of properly. VIOLENT CRIMES INITIATIVE (VCI) The Ingham County Sheriff s Office participates in the Capital Area Violent Crimes Initiative (VCI). ICSO has one detective assigned as a liaison for the multiple agencies that participate, including Lansing Police Department, East Lansing Police Department, Michigan State University Police Department, Eaton County Sheriff s Office, FBI and ATF. The Violent Crimes Initiative focuses on identifying, investigating and prosecuting offenders involved in violent offenses, including weapons offenses, homicides, and armed robberies. The members of the VCI have evidence to show violent offenders are mobile and operate within multiple jurisdictions and there is a need to share and collaborate with other jurisdictions to successfully apprehend and prosecute these extremely violent offenders. HIGHLIGHTS:. VCI investigators working with ATF agents began investigating a criminal gang called the Black P Stones. The gang had local connections to the Lansing area. VCI investigators working with Federal Authorities indicted several people for various narcotics and firearms violations in the Federal Court specifically the Western District of Michigan. The leader of the Lansing based organization, Kenton Maurice Taylor was found guilty of heroin trafficking and conspiracy. Taylor is the highest ranking member in the state of Michigan from the gang. Taylor faces 10 years up to life in a federal prison. 33

34 VCI investigators also completed several multi-agency deployments in Lansing, East Lansing, Delta Township and Delhi Township. The Ingham County Sheriff s Office, Lansing Police Department, MSU Police Department, East Lansing Police Department, Eaton County Sheriff s Office, Michigan Department of Corrections, and the Michigan State Police actively targeted high crime areas with an emphasis on violent offenders. Parolee checks, Warrant sweeps, and Hot-Spot areas were the focus of these deployments. Uniform and undercover officers were utilized to target specific subjects and areas. Proactive enforcement has been proven to reduce crime. VCI investigators also coordinated several Multi-Jurisdictional Intelligence sharing sessions. These meetings included local, state and federal authorities covering violent crime statistics, known offenders, and target specific locations. The multi-jurisdictional effort has led to an increase in data sharing, resource sharing, and open communication with law enforcement agencies from the local, state and federal levels. These sessions have been critical to ensuring the most violent offenders are being investigated and sufficient resources are available to properly investigate and prosecute these criminals. The collaboration of the local Law Enforcement in Ingham County has helped bring investigators together to discuss a common concern, the effects of crime in our community. By sharing information and comparing similar trends; VCI has been able to identify specific individuals that have been, and will most likely be, responsible for crime committed in our neighborhoods. The US Attorneys and Ingham County Prosecutors help lead us in the right direction for successful prosecution of those committing the crimes; while the FBI, DEA and ATF help provide resources in which to do it. 34

35 DELHI TOWNSHIP ACCOMPLISHMENTS: Deputies responded to Dart Bank for a Bank robbery. Case is being investigated by the Detective Bureau with the FBI. Deputy Bowden investigated a Vulnerable Adult case where a 102 year old victim was robbed of over $35,000 by a caregiver. Suspect was arrested and found to have other victims as well. Deputies responded to a home on Holt Rd. for a 61 year old that had burns from scalding over 16% of his body. Delhi Fire transported the victim to the hospital. Detectives are conducting the follow up investigation. Dep. Rowley responded to Eifert Rd. for a Heroin overdose. The subject was revived by Delhi Fire and transported to McLaren Hospital. The subject was found to have violated his probation, and was arrested when he was released from the Hospital. Deputies responded to a suspected overdose on Doncaster with Delhi Fire. Paramedics were able to revive the suspect and transport him to the Hospital. Deputies found that he had violated probation, and arrested him after his medical treatment. Deputies responded to Grovenburg near Holt for a one car accident where the vehicle struck a tree. Due to the severity of the driver s injuries, the Ingham Regional Accident Investigation team responded to conduct the investigation. Unfortunately, the young driver succumbed to her injuries. Deputies responded to Delhi Manor for a gunshot victim. The Victim was found in a vehicle in the drive. The Victim was uncooperative, and stated he would take care of it himself. Deputies were able to determine that the Victim was shot in Lansing. Delhi Fire transported to the Victim to the Hospital, and Lansing Police took over the investigation. Deputies responded to Delhi Manor for a suspicious death. Deputies found the victim to be dead of an apparent Heroin overdose. Deputies found a subject passed out in his vehicle behind a business on Cedar Street. Delhi Fire responded to assist. The Deputies found the subject was not breathing, and performed CPR until medics arrived. The subject was found to have just used Heroin, and was treated for overdose. Delhi Fire transported him to the Hospital. Deputies stopped a car for expired plates on Aurelius near Jolly. Rear seat passenger was found to have warrants, and was carrying an unregistered concealed pistol. He was arrested on the warrants, and charged with carrying a concealed weapon. 35

36 A bomb threat was ed to Holt Lutheran School. The school was searched with bomb dogs, and no bomb was found. The threat was repeated two days later, and then another threat was ed to Holt High School. Additional threats were ed to the Capital and to the County Clerk. Detectives and the FBI determined that the threats were coming from an individual in New Jersey, and were in reference to a student he had met online. New Jersey and FBI authorities made contact with the suspect, and found that he was not mentally competent and he did not have the capability to carry out the threats. He is now at Rutgers University Hospital receiving treatment. Deputies assisted Tri County Metro Narcotics with a buy bust in the Trinity Church parking lot. The suspect was arrested and 10lbs of Marijuana with $25,000 cash was seized. Further investigation led the Deputies and Tri County to an address on Dell road where an additional 10 marijuana plants were seized. Deputies responded with Medics to Hollowbrook for a possible overdose. Medics were able to administer Narcan and revive the person. Information was passed on to Tri County Metro for follow up investigation. Deputies responded to Cedar St. with Delhi Fire for a vehicle that struck a building. The car and building caught on fire. A volunteer Deputy with the Sheriff s Office was first on the scene and was able to pull the driver to safety. The driver had suffered a medical emergency causing the crash. Deputies took several complaints of stolen articles from vehicles on Timberland. In one case the suspects used the garage door opener in an unlocked car to gain access to the garage and stole items out of the garage. In all cases, the cars were left outside, unlocked. Family of a 20 year old autistic man reported that he was abused by a man who was left to watch him. The man was arrested for assault, and the report was forwarded to CPS. Delhi units responded with medics to Aurelius road for a young woman that had overdosed on Heroin. Medics were able to resuscitate the victim. Deputies were able to find evidence of drug use, but not enough to charge criminally. Detectives are investigating a string of larceny from vehicles and a stolen car in the Holt and Auburn area. 20 reports were made, and all of the vehicles were unlocked. The stolen vehicle was unlocked and the keys were in the vehicle. Lansing police later stopped the vehicle, and 4 juveniles fled on foot. Fingerprints and DNA was recovered from the vehicle. This is still under investigation. Deputies responded to a larceny from a vehicle in progress on Coolridge. Deputies were able to find the suspect attempting to flee in a vehicle. He was arrested, and subsequent to the arrest they found a loaded handgun in his vehicle and stolen prescription drugs. He is charged with the larceny and carrying a concealed weapon. Sgt. Flint and Deputy Richards responded to a domestic assault complaint between a 14 year old male and his Grandmother. The young man was found to have tried to choke his Grandmother and was placed under arrest. He resisted, kicking Sgt. Flint twice and spitting on him. He was controlled and taken to the youth home. 36

37 Deputies responded to Cartago for a 17 year old male that was making suicidal texts. He walked out when confronted by his parents, Deputies found him walking and took him into protective custody. When they did so, they found Xanax, Marijuana and cash he had stolen from his sister. He was taken to St. Lawrence for treatment at the request of his parents. Deputies took a late report of CSC from a female at the office. She states that the sexual assault took place at Sugar Pines apartments. Detective Bureau is investigating. Deputies took several larceny from auto complaints in the Dell and Walnut area. All vehicle thefts were from cars left unlocked overnight. There was a shooting at Whispering Pines. All Delhi Deputies responded with all outcounty Deputies assisting. The suspect had an altercation with the victim over him banging on the front door. The suspect punched the victim in the face with his pistol. The victim, not being happy, broke into his own apartment and went to the apartment the suspect was visiting, and pounded on the door. The suspect fired one round through the door, fortunately not hitting anyone. Deputies were able to identify the suspect, and he turned himself in the same day. He was charged with Felony firearm and reckless discharge, the victim happened to be wanted for Domestic Assault on his father from a different incident from earlier in the evening and he was arrested as well. Deputy Ward and Deputy Hughett attempted to stop a vehicle for failure to dim. The driver a 19 year female, immediately sped up and tried to elude the Deputies. The driver was found at her residence, and was arrested for fleeing and eluding. She stated the she fled because she was scared of the police. The Fugitive Team requested Delhi Deputies to assist with the apprehension of a wanted felon who had skipped bond to Washington State. The wanted person had come back to Michigan in an attempt to get some money before heading back to Washington. The Deputies and the Fugitive were able to find and arrest him. Deputies responded to College road for an accidental shooting. The victim was attempting to clean his gun, and accidently shot himself in the hand. He was turned over to Delhi Fire for treatment. Delhi Fire called for assistance with a female suffering from an overdose in a parking lot. Suspected Heroin was recovered, and the female was transported to the hospital. Deputies assisted LPD with perimeter points to assist with a search for 4 suspects in an armed robbery of Dicker and Deal. All 4 suspects were located and arrested. Dep. Rowley checked the welfare of a female at Cedar and Willoughby. She was found to have a warrant and cocaine on her person. She was arrested and taken to Jail. An observant citizen called in Juveniles breaking into cars on Doncaster. They were located, and apprehended. Several stolen items were recovered, and the Juveniles confessed to several more in the area. More stolen items were recovered at their homes, clearing several cases at the Sheriff s Office. 37

38 An intoxicated subject was reported on Park Lane near the Middle School. Deputy Ward made contact with him, and found him to be high on Heroin and in violation of his tether. He was also found to be in possession of Heroin. After being cleared medically, he was arrested and taken to Jail. LPD reported that someone had stolen a Lowe s box truck from the Lowe s store on Cedar. Deputies found the truck at Cedar and Willoughby, and attempted to stop it. The truck would not stop and the Deputies pursued, with the State Police attempting to deploy stop sticks. When the stop sticks didn t work, Deputies terminated the pursuit. Dep. Hull received a tip on the location of the stolen audio equipment from the High School s press box. Deputies followed up on the tip, found the suspect, and recovered the audio equipment. Suspects followed a business owner from his Lansing business to his home on Maritime. The suspects pointed a handgun at him, and demanded his money. An airsoft gun was later found nearby, and is believed to have been used by the suspects. This is under further investigation by the Detective Bureau. Deputies responded to Keller road for a DOA, the victim died from a suspected Heroin overdose. Deputies responded to another suspected Heroin overdose on Keller. Delhi Fire was able to revive the suspect. Tri County Metro is following up and investigating further. Dep. Croley stopped a vehicle for loud exhaust at M-99 and Bishop. Upon contact with the driver, Deputy Croley observed a glass bowl commonly used for smoking marijuana in the driver s side cup holder. This led to further investigation, and the driver was arrested for zero tolerance, driving while intoxicated and possession of marijuana. A mother of a teenage son called for help in locating her son in the woods. Deputies found the young man with his teenage girlfriend, both in a tree with ropes around their necks. The two intended on committing suicide, the girl intentionally broke the branch she was standing on, and started to hang herself when Deputies arrived. The Deputies were able to cut her down before she did serious harm to herself, and talk the boy down as well. Both were taken to CMH for treatment. Deputy Bowden responded to a call of malicious destruction of property. The suspect was an emotionally disturbed person, and Deputy Bowden found him a short distance away. When Deputy Bowden attempted to contact him, the suspect charged Deputy Bowden. They both went to the ground, breaking Deputy Bowden s ankle in the process. He was able to hang onto the suspect until backup arrived to take the suspect into custody. Detectives investigated a person that had died from a gunshot wound off of Edgar road. The victim appeared to have shot himself accidently, and had expired while attempting to get back to his car. No foul play is suspected. 38

39 Detectives continue to investigate a string of Burglaries all on Cedar Street between Holt and Mason. Businesses have reported a large number of thefts and break INS along this stretch. An alert resident noticed his car had been broken into on Yarrow Street. He was able to track down one of the juveniles responsible and called police. Deputies were able to find the second perpetrator and recover the stolen items. The two had broken into several vehicles in the neighborhood. Tri County Metro did a Methamphetamine buy bust in Delhi Township. Upon arresting the suspect, they found an active meth lab in the car. Delhi Fire assisted the cleanup team in disposing of the lab. Deputy Mary Hull received a report from the High School of a Bomb Threat. She worked with school staff to identify a suspect. A second threat was discovered on December 3. Detective Delaney was able to get a confession from the young lady. Deputy Duling attempted to stop a car at Willoughby and Cedar, the driver refused to stop. The driver led Deputy Duling on a low speed chase until Deputy Duling was able to box him in at Cedar and Jolly. The Driver was arrested for fleeing and eluding, he stated he just wanted to get the car home so it wouldn t be towed. Deputies assisted CPS and the Fugitive Team in apprehending a young woman and her baby. CPS had an emergency pick up order for the child, and the woman was wanted on several warrants. She and the baby were located, and the baby was turned over to CPS unharmed. Thanks to an observant neighbor, Deputies were able to find and arrest a package thief. The Suspect was stealing packages left on people s front porches in the area of Doncaster and Glenberry. Deputy Ward was able to locate and deliver most of the stolen packages. A large chaperoned party at Charlar place turned into a large fight. Delhi responded and required assistance from Mason PD, and LPD to get things under control. Two 17 year old males were arrested for disorderly conduct. 39
