6 JACKSON NATIONAL EMPLOYEE OF THE YEAR Mr. Jack Murray Jack Murray started his career at the Ingham County Sheriff s Office in March of 2003 after retiring from the MDOC. At the ICSO, Jack s primary work responsibilities consist of coordinating programs for inmates to attain their GED while incarcerated. Jack s best asset is his knack of taking on large projects and condensing them into manageable segments for fellow employees. Over the years, Jack has recognized the need for extracting data from inmate databases to produce necessary jail reports, which are used by several entitles throughout Ingham County. A few of the key programs we use at ICSO are the Ingham County Judicial Report, Overcrowding Jail Report, and Early Earned Release Date calculation program. Because of Jack s ability to use these programs to create reports, we have avoided numerous hours manually calculating jail release dates; researching and creating daily arraignment lists; and coordinating and tracking inmate cell assignments. Jack also created a database that give Corrections Deputies the ability to complete their daily log on computers verses hand writing them in duplicate along with several other routine documentation forms. Jack produces a report for Ingham County Judges on the progress inmates have shown in obtaining their GED and court ordered programs such as C.A.T.S and Thinking Matters. While Jack Murray is not out chasing criminals in a police car or solving high profile investigations, his behind the scenes work with data are critical to the daily operations at the ICSO. As a result of Jack Murray s commitment to the ICSO, Jack Murray is being awarded the Employee of the Year. 6

7 JACKSON NATIONAL DEPUTY OF THE YEAR Sergeant Daniel Sump Sergeant Sump took on the onerous task of making the FBR Program functional for the Sheriff s Office. He educated himself on how the program worked by contacting local agencies that were already using it. He implemented it first among the Transport Unit and worked out the bugs. After that, he assisted St. Flint and Lt. Elliott in going live with it in Delhi. There were many issues that came to light, and St. Sump worked through them all. He is the go-to person with the FBR Program and has been able to keep us up and running since its start. As a result of Sgt. Sump s initiative and effort, the Sheriff s Office has become more efficient in submitting, reviewing and processing reports. By going to FBR, the Sheriff s Office has saved money by drastically reducing the amount of paper and printer ink used in generating reports. On top of this, Sgt. Sump kept up with his daily duties with the Transport Unit and backfilling country patrol. 7

10 Kenneth Davis Memorial Scholarship $ Check from Leo s Bail Bonds The Kenneth Davis Memorial Scholarship was created in 2002 and is sponsored by Leo Urban and Leo s Bail Bonds. The scholarship is in memory of Kenneth Davis who was involved with Law Enforcement Explorers in Shiawassee County. This year s recipient of the Kenneth Davis Memorial Scholarship is Explorer Nicholas Dennany. Nicholas has been a dedicated member of the Explorer Post for 2 years. He has attended the Michigan Law Enforcement Youth Training academy, donated hundreds of hours in service to the community and earned many awards. Nicholas has served as Sergeant, 2nd Lieutenant, and this year, was elected by his peers to lead the post as Captain. Nicholas attended the Capitol Area Career Center Law Enforcement program for 2 years, while he was in high school. He is currently attending Lansing Community College and plans to earn a bachelor's degree in criminal justice and psychology from Michigan State University. JR Urban, from Leo's Bonds, please come forward and present Nicholas with this $500 scholarship on behalf of Leo's Bail Bonds. 14 ACCOMPLISHMENT: Law Enforcement Out County Ingham Regional Crash Investigation Team was formed Four Sergeants were trained to be road patrol command Arrested the suspect in the Webberville Pharmacy Robbery, suspect was responsible for numerous robberies in Mid-Michigan Assisted other Jurisdictions with a total of 325 Hours, Due to call saturation Provided Security at Enbridge Pipeline when high profile activity was occurring New Command Vehicle Ford Explorer, All Wheel Drive, updated lighting package etc. Professional Police Vehicle Set-Up for all new Patrol vehicles Switched to Federal Ammunition, improved effectiveness at a cost savings Assisted Corrections Division with numerous Inmate Medical Transports total of 220 Hours, which was a significant reduction from years past allowing for more road patrol hours to be spent on our county roads and expressways Several Officer were sent to specialized training, Crisis Communication, Computerized UD10 Completion, ARIDE drug screening, Accident Investigation, Reid Interview and Interrogation, Court Room Testimony, Street Crimes, Firearms Instructor, Active Violence Incident AVI, Death Notification, Immigration Law, Officer Involved shooting, Sniper, Drug Interdiction, Field Training Officer FTO, Human Trafficking and all supervisors attended MACNLOW supervisor. 17 UNDERWATER SEARCH AND RECOVERY ACCOMPLISHMENTS: The Capital Area Dive Team (CADT) responds to all rescue and recovery open water incidents in Ingham, Eaton, and Clinton Counties. This includes all open water drowning, water & ice rescue, body search and recoveries, motor vehicle salvage/recovery and underwater evidence processing. The Team provides security and law enforcement at special events in and around local waterways, provides water safety presentations and marine law education. 18 MARINE UNIT ACCOMPLISHMENTS: Conducted 73 hours of marine enforcement patrols on Lake Lansing and Grand River Conducted 97 boat safety inspections 4 verbal warnings were issued to boat operators for boat operations and registration violation Gel Coating of the Boston Whaler to help extend the life of the boat for departmental use 18

19 TRAFFIC UNIT ACCOMPLISHMENTS: Deputy Newton investigated 2 motorcycle fatals. Both motorcycle drivers were killed and not at fault for the crashes. Both of those led to charges for the at-fault drivers for moving violation causing death. Deputy Newton also participated in the 2-week Watchmaker trial that resulted in a hung jury. Deputy Hoeksema had one fatal accident investigation where he was the primary investigator. This was in Delhi Township involving teenagers from the Holt High School. Charges are still pending on that case. Deputy Hoeksema assisted with another fatal accident investigation. Deputy Hoeksema won (3) OWI cases that went to court. One of them he won in trial, one plead during the pre-lim and one plead after the pre-lim. Deputy Hoeksema won two other cases that went to trial including one for fleeing and eluding that he followed up on in Jackson County. One of the other cases was an Unlawful Imprisonment and Felonious Assault case where the accused is serving an 11 year sentence. Deputy Hoeksema had 28 OWI arrests for the year. Deputy Kindervater was new to the Traffic Unit this year and completed several AI courses. He had 32 OWI arrests for the year but did not perform any full accident investigations. Deputy Treat was only in the Traffic Unit for part of the year before being transferred to the Training Division. Deputy Treat had 2 accident investigations where both drivers survived. Deputy Boerkoel was also a new addition to the Traffic Unit this year. Deputy Boerkoel investigated one fatal accident on US-127 and Cedar Street where a female was killed when she struck several pieces of construction equipment. 20 WARRANT UNIT STATISTICS ARRAIGNMENTS: Arraignments in custody subjects at the Ingham County Jail each Friday morning (excluding holidays and scheduled court closures.) WARRANT COVER SHEETS: Ingham County Sheriff s Office is no longer entering warrants for 55 th District Court, therefore no cover sheets were completed for warrants. COURT HOURS: Court hours are based on occasions that a Deputy was requested to perform additional security duties at 55 th District Court and when the assignment is to 30 th Circuit Court per court order or (WRIT), transporting subjects to local courts and court ordered drug treatment programs and transporting subjects to prison. SWEAR TO S: This is the number of warrant s that have been sworn to at 55 th District Court and 54A District Court. WARRANT ARREST/KNOCK & TALKS: This will reflect the number of Knock & Talk attempts that were made to attempt to apprehend subjects with Ingham County Warrants held by 55 th District Court, 30 th Circuit Court and 54A District Court. RECALLS & CANCELLATIONS: A tally of warrants the have been cancelled due to subjects being arrested and lodged, bonded, or the warrant recalled by 55 th District Court. 21 VETERANS MEMORIAL COURTHOUSE UNIT ACCOMPLISHMENTS: Managed 14 medical incidents Responded to 9 courtroom disturbances Assisted Michigan Department of Corrections with 76 prisoners brought to VMC for court Assisted the Lansing Police Department with 61 detainees brought to VMC for hearings 2,200 adult Ingham County inmates and 262 juveniles were brought to VMC for trials or hearings Deputies made 103 warrant arrests at VMC Deputies took custody of 248 adults and 87 juveniles who were remanded by the court 21

23 CANINE UNIT ACCOMPLISHMENTS: The Ingham County Sheriff s Office Canine Team had several changes in Canine Luger was killed November 17th 2013 and was replaced by Canine Brix in May of Deputy Scott Macomber was selected to handle Brix and they became a team in May of Canine handler, Deputy Greg Harris was promoted to Sergeant and assigned as the Canine Team Leader in April of Deputy Chad Doyle and Canine Nicko were assigned to the Ingham County Regional Special Response Team. The 4 Teams responded to 190 calls for service. Of those 106 were for ICSO, 36 for LPD, 3 for MSP, 17 for MTWP, 11 for Mason PD, 3 for ELPD, 1 for LTWP, 2 for Stockbridge PD, 4 for Eaton County, 5 for Clinton County, 1 for Jackson County, and 1 for Livingston County. The teams were responsible for 24 apprehensions and forfeitures of $7, The team seized 5 pounds of marijuana, 2 ounces of crack cocaine, 5 grams of methamphetamine, and 3 grams of heroin. The team assisted MSP track 2 fugitives for 3 miles through thigh high snow, and across a semi-frozen lake. The track lasted for over an hour before both subjects were arrested by ICSO without incident. The team assisted LPD search the Lansing Plasma Center for an explosive device that had been reportedly planted. Two members of the team assisted in the apprehension of the Frandor, Rite-aid homicide suspect. The suspect had access to explosives and several buildings were cleared with the Canines as a precaution. The team assisted LPD with a felon wanted for a strangulation assault. The subject was tracked and located by an ICSO Canine hiding in a crawl space, under a house. The team assisted the MSP Fugitive team locate a suspect hiding in a Lansing back yard. When the subject heard the Canine on scene, he surrendered without incident. An investigation of 2 suspicious vehicles at the White Oak TWP hall by a team member interrupted a narcotics transaction. This resulted in the arrest of 2 suspects, the seizure of more than 2 pounds of marijuana and the forfeiture of $1, A team member stopped a vehicle on I-96 for a traffic violation. His Canine located 51 grams of crack cocaine hidden in the vehicle; which also resulted in the driver s arrest. The Canines conducted several school searches and lock down drills throughout the county at various schools. Canine Rocco retired on December 31, 2014 and Handler, Deputy Andrew Daenzer was promoted to Sergeant. 23

24 SRT SRT is assembled from members of the Ingham County Sheriff s Office, the Michigan State University Police Department, the East Lansing Police Department, and the Meridian Township Police Department. Ingham Regional SRT consists of: 14 Operators 6 Tactical K-9 Teams 8 Hostage Negotiators 6 Tactical Dispatchers 3 TEMS Medics 1 Robot Operator/General Tech Support 6 MCV Support Personnel ACTIVATIONS SRT 14-01: SRT activated for Presidential visit to MSU Campus. SRT mission was to provide stand-by quick reaction force (9 operators) and a tail car (4 operators) for the motorcade and primary tactical back-up for the Secret Service. SRT 14-02: SRT activated for NCAA Elite 8 game. History of civil disorder during such events, but nothing transpired. SRT 14-03: SRT activated for a drug search warrant in the City of East Lansing. Warrant executed successfully with suspects in custody and no injuries. SRT 14-04: SRT activated for double homicide subject barricaded in his residence. Barricade procedure followed and entire team was activated. This was the first deployment of the Bearcat armored vehicle. Subject surrendered when team used Bearcat for phone deliver. No injuries to suspect or officers. SRT 14-05: SRT activated for Barricaded robbery subject alleging to have explosive on his person. Negotiators were able to get subject to come out. No injuries to subject or officers and the explosives were found to be fake. SRT 14-06: SRT activated for a drug search warrant in Alaeidon Township. This was a joint warrant between Homeland Security Investigation and METRO. Warrant successfully executed without injury to suspects or officers. This was the largest grow operation bust that SRT had ever participated in. SRT 14-07: This report number was voided and no operation is associated with this number. SRT 14-08: SRT was activated for a drug search warrant in Meridian Township. Warrant successfully executed with suspect in custody and no injuries. 24

27 DETECTIVE BUREAU The following Detectives were assigned to the Unit in 2014: D/SGT Robert Ott DET Chuck Buckland DET Teresa Lewis DET Annie Harrison DET Jody McGuire DET Brad Delaney DET Amber Kenny-Hinojosa DET Ryan Cramer INVESTIGATIONS Arson Investigators conducted (9) Arson/Suspicious Fire investigations, (1) resulting in a conviction for Arson 2 nd degree. (8) were ruled Accidental or Undetermined. Detectives investigated and, were successful in obtaining Federal and local convictions, on (2) males and (1) female suspect for Human Trafficking. This is the 1 st case like this in Ingham County and only the 2 nd in the Federal Court for the Western District of MI. Detectives participated in (3) separate multi-jurisdictional investigations related to Home Invasions. (4) Suspects were convicted after being found responsible for committing Home Invasions in multiple area counties. Many of the stolen items were returned to the owners following investigations. (1) drug arrest was coincidental to these cases. Detectives participated in a multi-jurisdictional investigation regarding credit card skimming and the production of cloned credit cards. (3) suspects are under investigation. D/SGT investigated a fraud involving in an Embezzlement of over $50,000 from a Webberville company. A felony warrant was authorized for the suspect. Detectives participated in a multi-jurisdictional investigation regarding Credit Union robberies. (5) Credit Unions in the area were robbed in November and December by the same suspects. The suspects were under surveillance and arrested while on their way to Lansing, to perpetrate another robbery. D/SGT performed (3) internal investigations. Detectives investigated (3) in-custody deaths related to the Corrections Division. 27

28 DETECTIVE BUREAU - DELHI TOWNSHIP (2) Detectives are assigned to the Delhi Township Division. The (2) Detectives investigated the following: (23) sex related cases (2) Elder Abuse cases (4) child abuse cases (1) Arson case (3) Suspicious Fire Investigations Assisted Ionia County and Grandville Police with investigations involving Delhi residents. Assisted FBI and MSU Police with (2) separate cold-case homicide investigations. Investigated a string of (10) snow blower thefts, ending in an arrest of a single suspect. 29 DETECTIVE BUREAU- VIOLENT CRIMES INITIATIVE (VCI) (1) Detective is assigned, part-time, to the Capital Area Violent Crimes Initiative (VCI) with area agencies Assisted Lansing Twp. PD, on behalf of VCI, with the armed robbery/assault at Jet s Pizza in Frandor. 4 subjects were sentenced in the beginning of Terrance Miller years, Domingo Vallejo years, Tara Vallejo-9-30 years, and a 14 year old juvenile-sentenced as a juvenile. Assisted MSU PD with rap concert at the Auditorium with security and intelligence information for Juicy J concert. Also assisted LPD with surveillance and intelligence gathering at after party at Fahrenheit club. Assisted East Lansing Police with homicide at Cedar Village apartments. Surveillance and suspect identification. Suspect was arrested in Grand Rapids by US Marshal s service. Assisted MSU PD with rap concert at the Auditorium with security and intelligence information for Rich Homie Quan concert. Assisted LPD and ELPD with double homicide at Rite Aid-Frandor and residence on Coolidge Rd. Suspect taken into custody that day by SRT members. May 15 through June 5- Operation Sheepdog consisted of 4 separate deployments in target specific areas. Notably, Delhi Township deployment occurred on May 21. All four deployments resulted in 63 arrests clearing over 100 warrants, 9 guns seized total. Waverly Rd. corridor deployment with uniform and undercover officers. 14 arrests and 1 handgun seized. Assisted ATF with OCDETF case from Four Horsemen case. Deployment consisted of 9 search warrants executed in and around the city of Lansing. Several indictments made and subjects arrested during. Assisted (as well as other detectives from ICSO) with surveillance and pro-active readiness on I-96 corridor for suspects involved in several Credit Union robberies occurring in Lansing. Ultimately, suspects were arrested and indicted in Brighton on their way to commit another robbery in Lansing. Delta Township backpage/prostitution sting. Assisted with surveillance, arrest and interview of suspects at the motel. 7 arrests were made for prostitution. FUGITIVE TEAM (1) Detective is currently assigned, full-time, to the Michigan State Police 1 st District Fugitive Task Force. The task force made (565) arrests in A total of (838) warrants were cleared, (15) of those were warrants were for homicide. The team made (26) arrests on Ingham County cases/warrants. The task force assisted MSP with surveillance in the John Kelsie arrest (Grant Whitaker pursuit), in arresting (2) suspects in a high-profile Human Trafficking ring and, arresting a CSC- 1 suspect that had fled the state. The task force also located multiple marijuana grow operations and meth labs during the course of arresting fugitives. 29

30 DETECTIVES - TRI-COUNTY METRO NARCOTICS (TCM) (3) Deputies are assigned to the Michigan State Police Tri-County Metro Narcotics Squad. (1) position is a Delhi Township Division position. The unit is made up of personnel from area Law Enforcement agencies and is commanded by the Michigan State Police. ICSO Metro personnel participated in taking down (11) methamphetamine labs in the Tri-County area. ICSO Metro personnel took (110) complaints and made (164) arrests in Ingham County. Metro detectives received a tip from DEA Lansing about a subject selling heroin in the area. All the information was that the subject drove a blue van. Hundreds of hours of surveillance were spent and the subject and his residence were identified. Metro Officers used information gathered from their current CI s and were able to find one that could buy from the suspect. Utilizing this CI approx. 12 heroin purchases were conducted with the suspect. A search warrant was conducted at the suspects residence where delivery amounts of heroin were found in addition to packaging materials, scales, and controlled metro funds. January of 2014 Metro detective s began utilized a CI to begin purchasing heroin from a suspect who was believed to be a runner for a large scale heroin dealer. On February 20th 2014 a controlled purchase of heroin was conducted with the runner. After the purchase detectives responded back to the Metro office to type a search warrant for the residence. While doing so surveillance team maintained an eye on the house. During this time a suspect arrived from Detroit and was witnessed counting money through the front window of the house. The suspect left the residence was followed. The suspect was finally stopped by Ingham County Deputies. The suspect was arrested with a loaded Glock 45 pistol and approx. $3, including the pre-recorded buy funds from the purchase. A search warrant was executed at the residence and 85 bindles of heroin with a total weight of 18.1 gm and 35 bindles of cocaine with an approx. weight of 8.9 gm was seized. The suspect was charged in state court and released on bond. Approx. a month after his release he began selling again with new runners. Detectives began buying from a new runner and were able to obtain a warrant to a residence in Lansing. On that search warrant detectives located 99 heroin packets with an approx. weight of 31.2 gm. After a long battle with the AUSA and DEA the case was taken federal. Grand Jury was held which ultimately lead to 4 indictments. All subjects are now in federal custody and the case is pending trial. January of 2014 Delhi units responded to the apartment above Rocky s Roadhouse in Delhi Township to assist CPS with a child neglect complaint. On scene Deputies obtained consent to search and located a substantial marijuana grow operation. Deputy Ward contacted Deputy Shattuck from TCM who responded to investigate further. In addition to the marijuana plants seized a small amount of finished methamphetamine was also seized. 30

31 On January 23, 2014, TCM Detectives began investigation and purchasing Marijuana from a suspect. Multiple controlled purchases were preformed over the course of the investigation. Surveillance was performed on multiple occasions in order to identify the suspect and associate a residence with the illegal activity. The suspect was eventually identified; a search warrant was executed at the suspect s residence and as a result, just over 5 ounces of Marijuana was seized, along with several counterfeit notes. February 2014 Metro Detectives started buying heroin from a Lansing man. Detective s made multiple U/C purchases from the suspect over the next couple of months until his residence was identified. On April 16th a search warrant was executed on the suspect s residence. A result of the search warrant found several grams of heroin, marijuana, Rx pills along with the contraband an unregistered handgun was found. Drug paraphilia to include digital scales, packaging materials, and a heroin press were also located. On February 25, 2014, TCM Detectives being making controlled purchases of Prescription Vicodin pills from an East Lansing temporary resident. Through diligent work, TCM Officers were able to identify the suspect, and a search warrant was executed at the suspect s apartment. This investigation and search warrant led to the seizure of 45 Vicodin; approximately $ in cash, approximately $1, in property and assets, and the partial recovery of some TCM Pre-recorded funds used in the controlled purchases. March 2014 Metro Detectives started buying heroin from a Lansing man at his residence. On March 17th after another U/C purchase of Heroin, MSP Lansing made traffic stop on the suspects and arrested him, along with a second subject for Delivery of Heroin. Both subjects were lodged at Lansing Lockup. After interviewing the suspects a search warrant was executed on March 18th. During the search warrant seven marijuana plants, 12.8 grams of crack cocaine, 3.8 grams of heroin were found. In addition to the narcotics found two handguns were found concealed in the basement. March 10, 2014 Metro Detectives started buying marijuana from a Perry man. Detective s made an undercover purchase from the suspect when his residence was identified. On this date the suspect was taken into custody and gave permission to a consent search of his residence and property. A result of the consent search found grams of cocaine, marijuana, drug paraphernalia, and guns. Also during this investigation several other properties were identified in Durand and Flint. Search warrants were conducted at these residences by FANG and MAGNET, seizing multiple hydroponic marijuana grows. A seizure of real property was also conducted with vehicles, cash, and real-estate April of 2014 Metro Detective s began to purchase heroin from a Lansing man. Multiple undercover purchases of heroin were made from the subject at his residence. Detective s drafted and executed a search warrant at the residence. The subject was taken into custody and approx. 24 bindles of heroin were seized with an approx. weight of 4.8 gm. In April of 2014 Metro Detective s utilized a CI and began to start purchasing crack cocaine from a subject. Three crack cocaine purchases were conducted from the subject in Lansing. Metro Detectives and Lansing START executed a search warrant at the residence and a small amount of marijuana and crack cocaine was seized. 31

32 In the fall of 2014, a subject was charged with several firearms charges in relation to the shooting death of a 3 year old child at his residence. Metro was contacted by the Ingham County Prosecutor s Office advising that the weapon charges against the subject were going to be dropped because his wife, who had given damning testimony against him, originally was going to invoke spousal privilege at trial. The prosecutor s office requested that TCM walk through a warrant on the subject on the crack cocaine purchases. Metro detectives were able to prevent the subject form getting out of jail through cooperation with the Ingham County prosecutor s Office. In 2013 Metro received a tip on a marijuana grow operation on Jolly Rd in Lansing from Sheriff Wriggelsworth. Detective s spent hours on the residence attempting trash pulls and surveillance but came up empty. Finally detective s conducted a knock and talk on the residence. Detectives were met with resistance at the door by one of the occupants. Probable cause gained during this contact gave Metro what they needed to obtain a search warrant. Metro executed the search warrant that same night and over 100 marijuana plants were seized along with an unregistered firearm. On June 16 Metro Detective s started buying heroin from a Lansing man. Detectives made multiple undercover purchases. Through the purchases, Detectives were unable to identify the suspect. In attempts to further the case, Detectives obtained a search warrant to place a GPS tracker on the subject s vehicle. After the GPS tracker was placed and several more undercover purchases were made, the suspect was identified. The subject was arrested after a last undercover deal and, was found to be in possession of controlled Metro funds and a stolen handgun. A search was conducted at the suspect residence were dealer amounts of heroin, cocaine, and crack were found. On June 17, 2014 Metro Detectives received anonymous information that marijuana was being grown at a residence. A knock and talk investigation was conducted. Metro Detectives were given consent to search the residence. A result of the consent search found marijuana plants, marijuana grow equipment, processed marijuana, drug paraphernalia, money, and guns. In June of 2014 Metro began utilized a confidential informant that could purchase methamphetamine from a female in Lansing. Several undercover purchases of methamphetamine from the suspect were made in Lansing and, then in subsequent surveillance, followed her as she drove around Delhi township purchasing more methamphetamine components then back to her house in Lansing. Metro then responded back to the office and obtained a search warrant for the residence. During the surveillance of the house prior to the search warrant execution a known meth cook, who had been a plague on the Delhi area for years was observed coming to the house to assist in a meth operation. The search warrant was executed and a methamphetamine lab was seized along with approx. 150 gm of finished methamphetamine product was seized. The cook however, escaped before the search warrant was executed. The following day Detectives walked through warrants on all the subjects including the at large cook. Metro contacted a Deputy from ICSO to attempt to get the subject arrested. Deputies set up on the 32

33 subjects house in Delhi and made an arrest on the cook but, not till after he was able to run into his house and hide finished methamphetamine product. The next day Metro received more information on that residence from 1st District Fugitive Team. With this information Metro obtained a search warrant for the cooks house in Delhi. In the house Detectives located methamphetamine components and approx. 2 gm of finished methamphetamine product. August of 2014 Metro Detective s utilized a confidential informant to set up a 10 lb. marijuana deal. The suspect was followed from his house in Delta Township into Bath where he was stopped by MSP. 10 lbs. of marijuana was seized from the stop. Metro then obtained a search warrant for the residence in Delta and approx. 10 more lbs. of marijuana was seized and approx. $50, of cash was forfeited. On August 27, 2014 Metro Detectives, in cooperation with Homeland Security Investigations, worked an interstate marijuana dealer operating throughout Michigan, (to include the Upper Peninsula) and Illinois. The subject was picking up raw marijuana and delivering marijuana wax to and from multiple dispensaries. After making his pickup/drop off, a traffic stop was conducted by 1st District HST. The subject was found to be in possession of 3 lbs. of high grade marijuana. This information was used to obtain a search warrant on his pick-up/drop off site on Okemos Rd. A result of the search warrant found a marijuana shop, marijuana plants, marijuana grow equipment, marijuana wax, processed marijuana, drug paraphernalia, and Us Currency. September of 2014 Metro was contacted by ICSO/FBI reference prostitution / human trafficking case they had been investigating. ICSO/FBI advised he had set up a date with a 15 year old prostitute in Lansing and he needed an undercover officer to carry out the task. ICSO advised that he ultimately wanted to be able to charge the prostitute s pimp. The undercover officer responded to the apartment in Lansing and was able to convince both the prostitute and Pimp to leave with him. During the drive the undercover officer was able to get the prostitute to admit to the whole operation that locked the pimp into the conspiracy. During the drive the undercover officer pretended to have engine trouble and pulled over where both the prostitute and pimp were taken into custody by federal agents and county detectives. On November 3, 2014, TCM Officers preformed a knock and talk at an City of East Lansing Residence. This investigation began as an anonymous tip of possible drug sales and illegal activity. Multiple trash pulls were performed; surveillance and traffic stops were also done. During the knock and talk, a consent search was done. This led to the seizure of just over $3,000.00; almost 9 ounces of processed Marijuana, almost 4 grams of MDMA, 4 pistols and 9 long guns. On October 3, 2014, TCM Officers began making controlled purchases of Marijuana from two suspects from the Williamston area. The investigation flourished from detectives answering a Craigslist Add for overages. Through diligent surveillance of the suspects, they were identified and associated with a residence. A search warrant of the residence was executed. As a result, the following items were seized; approximately $3,300 in cash; almost 5 pounds of processed Marijuana, 16 large outdoor grown Marijuana plants (each was about the size of a Mini Cooper), 1 vehicle, 6 pistols, 6 long guns and almost $ in TCM Pre-recorded funds were recovered. 33

34 Metro Detective s executed a search warrant on a residence where they had purchased heroin. Due to the large dog and subject s extensive criminal history Lansing s START team secured the residence. Detective s then begun to search the residence and seized 4.1 ounces of heroin along with $ dollars in USC. On October 14, 2014 Metro Detective s began investigating a Lansing man for selling large amounts of Heroin. Multiple undercover purchases for heroin have been conducted and the investigation is still on going. The DEA is currently funding this investigation and the next deal is set up to purchase two ounces of heroin from the subject. October of 2014 Detectives received a tip on a subject selling marijuana in the Delhi area. The tipster provided a phone number. A Detective called this subject and was able to convince the subject to sell him marijuana. Detectives met the subject in the parking lot of the Kroger at 2495 N Cedar St in Delhi. The subject arrived, sold the Detectives marijuana and was taken into custody. November of 2014 Metro detectives began to purchasing crack cocaine from a female subject in the city of Lansing. Metro conducted multiple undercover purchases from the suspect that lead to a buy bust and a search warrant on her residence. On the buy bust approx. 12 gm of crack cocaine was seized from her person and a substantial amount of property was seized from her residence. On November 19, 2014 Metro Detective s began investigating a Lansing man for selling large amounts of heroin. Multiple undercover purchases for heroin have been conducted and the investigation is still on going. The DEA has agreed to start funding this investigation and the next deal is set up to purchase one ounce of heroin from the suspect. INTERNET CRIMES AGAINST CHILDREN (ICAC) TASK FORCE A Detective was assigned, full-time, to the ICAC Task Force with the Michigan State Police from January to March, During that time, (5) forensic computer examination cases were conducted by the ICSO Detective. 34

Child Physical and Sexual Abuse / Adult CSC (91 cases) Child Death (1 case) Administrative (2 cases) Jail Death (1 case) Conducted 54 forensic interviews Assisted other agencies (17 cases) 14 cases sentenced (7 to prison, 6 to jail, and 1 juvenile) 14 cases pending court proceedings 27 Cases still in investigation Case Highlights: A 43 year old, pleaded guilty to CSC and child abuse in Mecosta County and was sentenced to 1 year jail, 5 years probation and lifetime sex offender registry. 2 years ago I assisted by conducting forensic interviews of all seven of his children that were residing in Foster care in Ingham County. The charges were initially denied. The suspect tortured and abused all of his children for years. After pleading with prosecutors, the case got some attention. The suspect was arrested and convicted; a victory for those children. I assisted MSP with this case. A 36 year old, was found guilty on 3 counts of CSC at jury trial. He was sentenced by Judge Draganchuk to months prison. The suspect sexually abused his stepdaughter over a 4 year period. This case crossed jurisdictional lines; the child was abused in both Lansing Twp. and Meridian Twp. A 38 year old, pleaded guilty to CSC and was sentenced to 1 year jail, 5 years probation and lifetime sex offender registry. This case was very challenging. He sexually abused his step-daughter and she was so traumatized that she couldn't talk during the forensic interview about the crime. This sentence, while painful because he deserves more, is appropriate for the child so that she doesn't have to testify. He thought he got away with it in the beginning, so arresting him and now have him register for life, (but preventing testimony) is the right outcome. Another thing is he is not allowed to date/marry anyone with children or live with children as a probation condition. This case began with Williamston PD. A 33 year old, pleaded guilty to CSC and was sentenced to 1 year jail, 5 years probation and lifetime sex offender registry. She sexually abused her boyfriend's son and engaged in sexually explicit messaging. This case began with Leslie PD. A 64 year old, pleaded guilty to CSC and was sentenced to months prison. He sexually abused his granddaughter. During the investigation I was able to locate 3 prior act victims (his two nephews and a niece.) Trial began with strong testimony. Just as the Prosecutor announced the victim would be the next witness, the suspect clutched his chest and was taken to the hospital for chest pains. In the best interest of all and to 35

36 avoid mistrial, the Prosecutor allowed for a plea during the trial. He will likely spend the rest of his life in prison. This case began with MSP. A 40 year old, was sentenced to years prison for the sexual abuse of his 11 year old daughter. When the family lived in both Ingham and Livingston County, the suspect "punished" his daughter (for normal childhood misbehavior) by forcing her to take soap and his penis in her mouth. He forced oral sex and ejaculated in her mouth on multiple occasions over a several year period. This investigation began in Livingston County where they obtained a confession from the suspect. He was also sentenced in Livingston County to years, concurrent. A 17 year old, was sentenced on CSC and Larceny to 10 months jail, 60 months strict probation and sex offender registry. This report began with a 15 year old victim who reported being raped by the suspect at a party. After a lengthy investigation, I uncovered 3 other victims. One was his younger sister who he forced into oral sex. The suspect also committed a Home Invasion and Larceny (these had been previously unsolved ICSO cases). The suspect belonged to a group of friends (gang) he called "Team Nasty" "Professional Booty Eaters." They talked online about guns, drugs and sexual activity with underage girls. To complicate things, the suspect had subsequently turned 17 and the majority of the crimes (including the initial reporting rape and the oral sex with his sister) all occurred when he was a juvenile. The prosecutor was able to best charge with a larceny and CSC 3rd (when he was 17 he had sex with a 14 year old.) So, he was charged as an adult. While this sentence is quite low, the charged victim did not want to go to trial and the victim's mother agreed with extending treatment (rehabilitation) to this offender. A 31 year old, pleaded no contest to the rape of his 7 year old niece. The victim told a classmate when she was 14 years old about the rape. Her mother filed a police report the day she found out about the crime. That was in 2011, when the child was 14 years old. A law enforcement investigation began and subsequently felony warrants were issued. When Deputies went to arrest the suspect on the CSC warrant, the suspect resisted arrest and assaulted deputies, resulting in the suspect being tased. A long court process followed, because the suspect claimed to be incompetent. After 2 evaluations and a hearing, he was found competent for trial. Ultimately, the suspect pleaded guilty to criminal sexual conduct and r&o. The victim is now a 17 year old young woman. After years of this process, she simply wanted this to be over and did not want a trial. The suspect was sentenced to 1 year jail, 5 years probation and sex offender registry. Once out of jail, the suspect contacted the victim. He was sent to jail for 4-15 years for probation violation. A 37 year old, pleaded guilty and was sentenced to 9 to 40 years for the sexual abuse of his step-daughter and niece. The reports were taken in 2003 and 2006 by the Sheriff's Office, but were not prosecuted. In 2012 a family member requested a copy of the police report and Detectives became aware of the cases. Detectives located a third victim who disclosed sexual abuse as well. After a lengthy investigation and then subsequent review by the Prosecutor's Office, a warrant was issued for his arrest. He was extradited from California. Prior to the prelim, the suspect attempted to intimidate witnesses into not appearing. All of the victim's ultimately testified and the case was bound over on 10 counts of CSC. The suspect pleaded guilty just prior to trial. Trial could have brought more prison time, however the victim's preferred a plea in which he 36
