1 Seneca Falls Police October 2016 Monthly Report Town of Seneca Falls Board Meeting November 1, 2016 Submitted by: Chief Stuart W. Peenstra
2 October Statistics In the month of October 2016, members of the Seneca Falls Police Department documented 1,329 duty related events. These events include: responding to 614 calls for service, conducting 458 property checks on both business and residential properties, and conducted 257 traffic stops. This activity yielded 102 traffic tickets, 35 motor vehicle accidents, 39 criminal arrests and 2 Driving While Intoxicated arrests. In comparing October 2015 to October of 2016, calls for service were down 13.5% (710/614); criminal arrests were up 2.6% (38/39); traffic tickets were up 14.6% (89/102); traffic accidents were down 12.5% (40/35); and Driving While Intoxicated arrests were down 71% (7/2) Complaints Crim. 3 Criminal Investigation Division During the month of October 2016, the Criminal Investigation Division made (1) custodial arrest. (1) Male was charged with (2) misdemeanors following an investigation into sexual abuse. The School Resource Officer assisted with this investigation / arrest. CID was assigned (11) new cases and (7) of these have been closed by some form of closure with (4) new cases remaining open. CID utilized the Child Advocacy Center of the Finger Lakes for (4) child abuse victim interviews. (3) Children were interviewed with (1) child requiring a secondary interview. CID testified before the Grand Jury. CID turned over (1) case the Seneca County Sheriff s Department for Investigation. CID provided Evidence Collection / Technician Services to the road patrol. CID served a subpoena out of the area on an older case. The CID recorded interview room was utilized (8) times by CID. Investigator Calabrese and Sgt. Gentile participated in a Counter Terrorism Zone (CTZ) 11 Red Team Exercise. The CTZ-11 Red Team Exercise was coordinated with the Division of Homeland Security and Emergency Services (DHSES) Office of Counter Terrorism (OCT), the Counter Terrorism Zone (CTZ-11) Chairmen, New York State Police Counter Terrorism Intelligence Unit and Troop E, the New York State Intelligence Center (NYSIC) - Counter Terrorism Center (CTC), and with input from the FBI Joint Terrorism Task Force (JTTF) Buffalo. The goal of the Red Team initiative is to support law enforcement programs that encourage citizen awareness, facility target hardening, as well as information collection, analyzing, and the sharing of the intelligence produced. This program provides a mechanism for assessing security, prevention, and response measures of New York State s commercial and private sector infrastructure. The Red Team initiative evaluates and enhances the effectiveness of New York State s suspicious activity reporting programs, including Operation Safeguard, Safeguard New York, and See Something, Send Something. Through a real time operation, the Red Team initiative coordinates the efforts of state and local law enforcement to assist community infrastructure owners and operators to evaluate vulnerabilities and become better prepared to prevent an incident. DHSES provided funding to support the Red Team activities, to include overtime, backfill, and fringe for state and local law enforcement personnel involved in planning and execution of the Red Team.
4 Training Report PO Eric Davids attended and successfully completed a Firearms Instructor Course which was held on October 3rd through October 14th, 2016 at the Wayne County Sheriff's Office in Lyons, NY. This course was sponsored by the Finger Lakes Law Enforcement Academy along with DCJS. This program prepares certified instructors to teach numerous issues pertaining to firearms including safety, instructional techniques, shooting fundamentals, tactics, revolvers, semi-auto pistols, shotguns, patrol rifles, ammunition, equipment, Use of Force, critical incident trauma and legal issues. This training is held in the classroom as well as the firearms range. Sgt/Inv Eric Calabrese and Sgt/Inv Mike Petrocci attended the BELIEVE Conference on October 7th, 2016 which was held at Hobart College in Geneva, NY. This conference was sponsored by Safe Harbors and CAC of the Finger Lakes. The topic of this conference was child sex abuse. PO Ryan Camacho, PO Bethany Kidd, PO Matt Burlew and PO Marty Rotz attended Victim's Impact Panel Training on October 13th, 2016 which was held at the Seneca County Sheriff's Office in Romulus, NY. This training was sponsored by The Finger Lakes Council of Alcoholism and the Seneca County Sheriff's Office. The content of this training included: teach offenders about the short and long term trauma of victimization, increase offender's awareness of the negative impact of their crime on their victims, encourage offenders to accept responsibility for their past criminal actions, provide victim's and victim service providers with a forum to educated offenders about the consequences of their criminal behavior, with the hope that it will to prevent future offending, build linkages between criminal and juvenile justice agencies, and also victims, and victim service organizations, and community resources and networks. Chief Stuart Peenstra and SRO Chris Denny attended the "You Can't STOP What You Don't Know" seminar which was held at the Holiday Inn in Waterloo, NY. This seminar was sponsored by the NYS Sheriff's Association Institute and NYSDOA, presented by Officer Jermaine Galloway. Topics covered in the two sessions were High in Plain Sight: Current Alcohol, Drug and Concealment Trends and Identifies, and Prevention Through Collaboration. PO Sean Peck attended and successfully completed Basic Police Photography which was held on October 17th-21st/2016 at the Onondaga Community College in Syracuse, NY. This training included different types of photography to use at different crime scenes. Sgt. Mike Poole and PO Eric Davids attended and successfully completed Colt Armorer Course which was held on October 18th-20th, 2016 at the Elmira Training Facility in Elmira, NY. This course covered the complete understanding of the design theory, nomenclature, dynamics, compatibility, interchangeability, detailed disassembly, assembly, maintenance and troubleshooting of the M16/AR-15 family of weapons including rifles, carbines, and submachine guns.
5 Online Training The members of the Seneca Falls Police Department conducted a total of hours of Police One Training during their regular scheduled shift. The online training does not cause any overtime or further cost to the department. The department as a whole took Active Shooter: Recognition and Basic Response. Sgt. Anderson completed the Drunk Driving Course for a total of 1 hour of additional online training. Officer Cleere completed the complexities of patrolling college campuses for an addition.15 hours of training. STOP DWI Reimbursement The Seneca Falls Police Department received a reimbursement check from the New York State STOP-DWI Foundation in the amount of $ to reimburse call-out overtime associated with Officer Reynolds Drug Recognition Expert (DRE) status. The NYS STOP-DWI Foundation pays for all training and overtime associated when Officer Reynolds performs an evaluation on an individual suspected of driving under the influence of a drug. The reimbursement money that comes from the foundation is funded from convicted DWI Offenders in NYS. Seneca County STOP DWI also recently purchased 3 new Alco-Sensor FST breath alcohol detectors. The Alco-Sensor FST is the industry's fastest selling Preliminary Breath Testing (PBT) instrument. Over 120,000 FST's have been sold to date. The costs for these three new breath alcohol units were $987. Money to purchase this was paid for by prior DWI convictions and fines collected in Seneca County.
6 Federal Bullet Proof Vest Partnership Grant In October of 2016 the Seneca Falls Police Department received a grant announcement from the Federal Bulletproof Vest Partnership in the amount of $2,026 to purchase new body armor or replace body armor that is 5 years or older. The money will be used to reimburse the town up to 50% of the purchase for members of the Seneca Falls Police Department. More than 808,000 dollars in funding will go to protect more than 13,000 officers state wide. Seneca Falls PD Participates in National Drug Take Back Day On Saturday, October22, 2016, from 10 a.m. to 2 p.m. the Town of Seneca Falls Police Department and the Drug Enforcement Administration (DEA) gave the public its 12th opportunity in seven years to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. This year s event was held at Kinney Drugs at 2085 SR 5, Seneca Falls, NY. The service was free and anonymous, no questions asked. This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines flushing them down the toilet or throwing them in the trash both pose potential safety and health hazards.
7 Seneca Falls PD participates in Fire Prevention night at the Seneca Falls Fire Dept. On Thursday October 13 th, the Seneca Falls Police Department participated in the Seneca Falls Fire Departments open house which coincides with Fire Prevention week. The event was held at the 43 West Bayard Street fire house and was intended to raise awareness about Fire Prevention and safety. This year s Fire Prevention Week campaign, Don t Wait Check the Date! Replace Smoke Alarms Every 10 Years, represents the final year of our three-year effort to educate the public about basic but essential elements of smoke alarm safety. Members of the Seneca Falls Police Department were on hand during the night speaking with parents and children about safety and providing Safe Child ID Cards. Seneca Falls Police Officer s use Naloxone two different times to save life s On July 11, 2016 at 1:27 am Seneca Falls Police Officer s treated a man with Naloxone after he overdosed in a Town of Seneca Falls home. Town of Seneca Falls Police Officer Sean Peck and Officer Bethany Kidd were the first officers to arrive and found a 25-year-old male from Waterloo, unconscious, not breathing, lying on the floor. Within a few minutes of being dispatched, Officer Peck had effectively administered a dose of Naloxone into the victim s nostrils, causing him to regain consciousness. The male was treated at the scene by North Seneca Ambulance and transported to Geneva General Hospital for further treatment. No drugs were recovered from the scene and no arrests were made. This is Officer Pecks first lifesaving award since his hire on February 9, 2015.
8 On September 18, 2016 at 4:46pm Seneca Falls Police Officer Craig Reynolds responded to a Motor Vehicle Accident in the Town of Seneca Falls. Upon arrival Officer Reynolds found the male driver unresponsive and not breathing in the vehicle with a syringe lying on the seat next to him. Officer Reynolds administered a dose of Naloxone and removed the male from the vehicle to begin CPR. A short time later a second dose of Naloxone was administered by Officer Reynolds. After the second dose was administered the male began to breath on his own. The male was then treated by North Seneca Ambulance and transported to Geneva General Hospital for further treatment. The male driver was arrested for DWAI Drugs and Criminal Possession of a Controlled Substance in the 7 th degree. Officer Craig Reynolds has been credited with saving (10) lives over his (14) year career. The Seneca Falls Police Department has been carrying Naloxone kits since November Seneca Falls Police Officer s Perform CPR to save a Seneca Falls man s life On October 08, 2016 at 8:22pm Seneca Falls Police Officer s responded to a Town of Seneca Falls home for a report of a possible heart attack. Town of Seneca Falls Police Officer s, Brad Clouston, Bethany Kidd and Sean Peck arrived on scene to find a 59-year-old male who had stopped breathing. Officer s removed the male from the chair to the floor where they began CPR. The officer s continued CPR until North Seneca Ambulance arrived. The male was transported to Geneva General Hospital for treatment. North Seneca Ambulance has submitted a letter supporting the facts of the incident and to recognize the officer s for saving the life of the male. This is Officer Clouston s second lifesaving award since his hire in February 4, 2014; Officer Peck s second lifesaving award since his hire on February 9, 2015; and Officer Kidd s first lifesaving award since her hire on February 4, 2014.
9 Members of the Seneca Falls PBA & Seneca Falls Education Assoc. to provide Thanksgiving meals to members of the community Majorpalooza Inc. is proud to announce that we will be teaming up with our local teachers and police officers to help local families this Thanksgiving Holiday. As in years past, we will be providing families with complete Thanksgiving dinners (turkeys and trimmings) to members of our community. We are excited to be working with the Auburn Teacher s Union, Seneca Falls Education Association, Seneca Falls Police Local 195SF and Auburn Police Local 195 to make this happen. Majorpalooza s goal is to feed over 150 families (over 700 people) in Cayuga and Seneca Counties. This would not be possible without the generous donations from the Unions listed above and most importantly the individual efforts of those involved. The meals will be delivered on Wednesday November 23, Those wishing to volunteer can join us at Auburn Junior High School in Auburn or Mynderse Academy in Seneca Falls starting at 8am to pack meals and between 9:30-11:00 to deliver.
