1 560 Hour Basic Law Enforcement Curriculum Unit 01 Introductory Courses Ethics and Discretion in Law Enforcement Course Code: (7 hours) This course develops an understanding of the impact of ethical and unethical behavior in the law enforcement profession. The course provides an understanding the role discretion plays in the law enforcement profession. Community Oriented Policing Course Code: This course develops a general understanding of the concept of Community Oriented Policing (COP). It also provides the student with an understanding of the problem solving process as it relates to the types of community situations that law enforcement officers will be concerned about and involved with. Kansas Criminal Justice System, Authority and Jurisdiction Course Code: (3 Hours) This course provides exposure to a basic understanding of the Kansas Criminal Justice System, the major components of the criminal justice system, the inherent conflicts within the system, the sources of law enforcement authority and purpose and structure of jurisdiction. 1

2 Unit 02 Law Constitutional Law Course Code: This course provides a basic understanding of the role of constitutional law in our society, the importance of the Bill of Rights and the Amendments applied to the states by the Fourteenth Amendment, and how constitutional provisions are interpreted by statute and case law. Kansas Criminal Law and Code Course Code: 02.02, , (13 Hours) This course will provide exposure to the organization, components, scope, and purpose of Kansas Criminal Code; provide a basic understanding of the primary elements of selected crimes, and an understanding of the difference between statute, case law, and court rule. Criminal Procedure and Laws of Arrest Course Code: This course presents information to identify, define and discuss the limits of police power regarding arrest and criminal procedure; provides an understanding of the constitutional and statutory limitations placed on officers, an understanding of use and limitations of arrest warrants, and the facts necessary to establish probable cause to obtain an arrest warrant. Search and Seizure; Fourth Amendment; Warrants Course Code: 02.04, , (13 Hours) This course provides a basic understanding of the role of 4th Amendment provisions and when the 4 th Amendment applies; the preference for a search warrant, the requirements of a search warrant, the drafting of a search warrant, and the legal requirements that govern the executing of a search warrant; the limited exceptions to the warrant requirement and the implications of the Exclusionary Rule. 2

3 Admissions and Confessions Course Code: (5 Hours) This course provides a basic understanding of the legal guidelines to interrogation, when the Miranda Warning is necessary, and what factors are used to determine whether a statement is voluntary. Civil Process Course Code: This course provides a general familiarization with the variety of civil laws, the types of civil pleadings usually served and enforced by law enforcement officer, and an understanding of the significance of civil process laws. Kansas Civil and Criminal Liability of Law Enforcement Course Code: This course will provide law enforcement officers with a basic understanding of civil, criminal, and administrative liability for police misconduct; clarify the concept of legal defenses so law enforcement officers may understand the protection the law provides. Alcohol Beverage Control Laws Course Code: This course will provide law enforcement officers with a basic understanding of the Kansas Liquor Control Act, the ability to identify violations of the Act, and how to conduct investigations of such violations. 3

4 Unit 03 Communications Interpersonal Communications and Human Behavior Course Code: (12 Hours) This course will introduce the law enforcement officer to general principles of effective interpersonal communication and elements of tactical communication skills for law enforcement officers that will help the officer to generate voluntary compliance with police authority. Cultural Awareness Course Code: This course is designed to increase law enforcement officers awareness of multiculturalism, to foster an appreciation for diversity, and to improve cross-cultural communication skills. Hate Bias Crimes Course Code: This course provides instruction of how to identify and conduct the preliminary investigation of a hate crime; identifies and explains the range of roles, responsibilities, and challenges of responding to bias crimes in the field of law enforcement and the field of victim assistance. 4

5 Unit 04 Report Writing Report Writing for Law Enforcement Course Code: (10 Hours) This course provides an understanding of the importance of good police narrative report writing skills for the professional law enforcement officer. Field Notes Course Code: This course will provide law enforcement officers with a basic understanding of the fundamentals of taking field notes, including the purpose of, the techniques of taking, and the content of field notes. Kansas Incident Based Reporting System (KIBRS) Course Code: (8 Hours) This course will provide law enforcement officers with an understanding of the purpose of the Kansas Incident Base Reporting System (KIBRS) and the proper completion of the KIBRS forms. 5

6 Unit 05 Patrol Procedures Role of Patrol in Policing the Community Course Code: This course will introduce law enforcement officers to various techniques and skills they should consider for pre-patrol preparation, patrol planning and the actual patrolling of their community. Patrol Activities Course Code: Course description: This course will introduce officers to various considerations or techniques they should use when responding to incidents that may or may not involve criminal activity. Law Enforcement Radio Procedures Course Code: This course of instruction develops an understanding of the procedures that should be utilized for communicating by police radio. Pedestrian Stops Course Code: This course will provide law enforcement officers the ability to identify proper tactics to employ when initiating contacts with pedestrians in both high and low risk situations. 6

7 Vehicle Stops Course Code: (12 Hours) This course will develop law enforcement officers understanding of the procedures and tactics used to stop vehicles for traffic infractions/traffic misdemeanors and safely approach and interact with the occupants of said vehicles; and the procedures and tactics employed to execute high-risk vehicle stops and arrest or detain occupants of those vehicles. Roadblocks and Barricades Course Code: This course will introduce law enforcement officers to various considerations regarding the use of roadblocks/barricades and the associated dangers and liability that can occur. Building Search Course Code: This course develops the basic understanding of how to check businesses or residences for signs of illegal entry and properly securing them, of how to respond and conduct a slow and deliberate exterior/interior search of a structure, and the proper techniques for searching for and properly taking identified suspects into custody. Crowd Control and Civil Disorder Course Code: This course provides law enforcement officers with the basic understanding of police crowd and riot control procedures, the various types of crowds that officers may encounter, and how to respond to incidents involving large unruly crowds and the procedures needed to handle a large unruly crowd. 7

8 Crime Prevention Course Code: This course will introduce law enforcement officers to various concepts of community crime prevention and safety, and the officer s role in this very important aspect of law enforcement. Domestic Terrorism and Gang Awareness Course Code: This course provides a basic understanding of the types of terrorist groups that utilize terroristic tactics to promote their political and social views, the danger the groups pose to law enforcement, and future trends of terrorism in the United States. This course presents an overview of street gangs in the United States, including gang motivation, characteristics, indoctrination, communication, and law enforcement intervention techniques. Officer Survival Course Code: (8 Hours) This course will provide an understanding of procedures and tactics used to enhance officer safety in the performance of patrol duties; identify primary factors relating to officer survival that officers directly control; identify the leading causes of in the line of duty death and injury assaults and relate tactics to counter those threats; and identify attitudes that promote officer safety and professionalism in response to high-risk situations. Practical Problem in Officer Survival Course Code: (11 Hours) The goal of this course is to place law enforcement officers in highly stressful scenarios in an academy situation to evaluate the officers ability to apply academy training to highintensity situations officers may face on patrol. 8

9 Practical Problem in High Risk Vehicle Stops Course Code: (8 Hours) This course provides law enforcement officers the opportunity to apply learned knowledge, including communication skills, officer safety techniques, handcuffing, and searching techniques during hands on, practical application exercises in a variety of high-risk vehicle stop scenarios. Practical Problem in Low Risk Vehicle Stops Course Code: This course provides law enforcement officers the opportunity to apply learned knowledge, including appropriate public relations, communication skills, and officer safety techniques, during hands on, practical application exercises in making low-risk vehicle stop scenarios. Practical Problem in Building Searches Course Code: This course provides law enforcement officers the basic understanding of how to cover off the outside of a building, conduct an exterior search prior to making entry, and making a safe entry and search of the interior of a building while effectively utilizing teamwork, communication skills, flashlight techniques, weapon positioning, search techniques for hallways, door entry and room searches, and use of cover and suspect arrests. National Crime Information Center (NCIC) Course Code: This course presents critical information related to the NCIC system, its purpose and uses including the limitations and restrictions placed on the NCIC system by federal law and regulation. 9

10 Unit 06 Principles of Criminal Investigations Law Enforcement Officers as First Responders Course Code: (3 Hours) This course is designed to identify the critical importance of a preliminary investigation and the actions that are important for the first responder to a crime scene. Securing the Crime Scene Course Code: This course presents the procedures for properly securing a crime scene, the importance of proper crime scene security, and the negative results when crime scene security is not achieved. Interview and Interrogation Techniques Course Code: (12 Hours) This course will define terms associated with interviews and interrogations and present a basic understanding of proper procedures and techniques in regards to obtaining witness statements both oral and recorded; ineffective interview techniques for both adults and children; methods of verifying information as well as sources for obtaining information relating to an interviewee or suspect; observable signs of human behavior related to truth or deception; observable signs of addiction or psychological problems; interviewer behavior, which would adversely affect an interview; cultural diversity issues which would impact an interview; factors that limit a person s ability to give an accurate account of events and identify interview ethical issues. Identifying, Collecting, and Processing Evidence Course Code: This course presents the initial procedures in conducting the investigation of a crime scene, including crime scene protocol, initial response, emergency care, security, documentation, and collection of evidence. 10

11 Laboratory Services Course Code: This course acts as an introduction into the basics of forensic evidence and is meant to be a brief synopsis of some forensic possibilities, and not an in-depth, complete scientific course. Fingerprinting Course Code: This course presents a basic understanding of fingerprint characteristics, the uses and limitations of fingerprint comparison, providing officers with the opportunity to practice and demonstrate their skills and understanding of lifting latent prints, taking rolled ink impressions, and making basic fingerprint comparisons of latent prints and known samples. Identification of Suspects Course Code: This course provides law enforcement officers with a basic understanding of the legal requirements connected with the identification of persons suspected of committing a crime, what factors come into play and the problems connected with witness identification, requirements in a physical description of suspects, and how to conduct photo array s and line-ups. Theft Investigation Course Code: This course is a basic introduction to investigating theft cases including related laws and procedures. Course title: Auto Theft Investigation Course Code: This course presents the initial procedures in conducting a motor vehicle theft investigation and provides information to identify a possible stolen vehicle. 11

12 Financial Crimes Course Code: (3 Hours) This course is designed to be an introduction to the investigation of financial crimes, including related laws and basic investigations techniques for checks and credit card frauds, and forgery. Burglary Investigation Course Code: This course is designed to be a basic introduction to the criminal investigation of burglary crimes and related statutes in the state of Kansas. Injury and Death Investigations Assault, Battery and Homicide Course Code: (5 Hours) This course identifies the role of the coroner in death investigations, the procedures for examining dead bodies for wounds and injuries, and the preliminary procedures to be followed in a personal injury or death case, including the determination of the need for a medical examiner and methods for the verification of identity of deceased persons; defines causes of death, circumstances of death, and unattended death. Robbery Investigation Course Code: This course details the techniques used for the response to, and the investigation of robberies including a basic understanding of the Kansas and Federal robbery statutes, the importance of pre-planning for robberies, the variance in types of robberies, the motives for robbery, and the techniques used by the robber to accomplish the crime and facilitate the escape. 12

13 Sexual Offenses Course Code: (6 Hours) This course provides law enforcement officers with a basic understanding of the necessary skills and knowledge to conduct sexual offenses investigations including the basic Kansas laws associated with sexual offenses, methodology used to interview sexual assault victims, sexual assault victimology, the rape trauma syndrome, forensic evidence commonly associated with rape including the sexual assault evidence collection kit, and rapist typologies. Child Abuse and Neglect Course Code: (5 Hours) This course provides law enforcement officers with a basic understanding of the necessary skills and knowledge to conduct child physical and sexual abuse investigations including Kansas laws associated with such cases, Kansas laws regarding protective custody and emergency removal of abused children, mandatory reporting of child abuse cases and civil liabilities of such cases; proper protocol in crime scene recognition, identification of the causes of child abuse and the clinical features of physically and sexually abused children, and conducting interviews of child abuse victims; identification of terminology including pedophilia, isolation of affect, preferential child molester and situational child molester. Narcotics and Controlled Substances Course Code: (8 Hours) This class provides law enforcement officers with a basic knowledge of the different categories of controlled substances, how to conduct drug investigations and the dangers involved in conducting drug investigations. Informants and Intelligence Course Code: This course will provide a basic understanding of the development and management of informants and the role of intelligence in police work. 13

14 Surveillance Strategies and Techniques Course Code: This course provides techniques and procedures to effectively conduct surveillance operations including the utilization of the different surveillance capabilities, such as foot, vehicle and electronic surveillance, and methods to employ intelligence gathering, relevant to ethical standards. Practical Problem in Criminal Investigations Course Code: (24 Hours) This course will provide law enforcement officers exposure to and participation in a variety of practical, hands-on exercises, experiencing first-hand the complications and intricacies of criminal investigations, employing learned knowledge to work as a team to solve crimes, develop search warrant affidavits, interview witnesses, interview and interrogate suspects, collect evidence, and complete all necessary reports, forms, and receipts. 14

15 Unit 07 Motor Vehicle Law Enforcement Introduction to Kansas Vehicle Code Course Code: This course explores the origin of traffic enforcement at all levels of government, provides recognition of terminology regarding traffic regulations, and a basic understanding of speed and traffic control devices. Kansas Traffic Code Definitions Course Code: This course provides an understanding of the prevailing definitions as they apply to the traffic code set forth by Kansas statute. Title, Registration and Vehicle Identification Course Code: This course provides law enforcement officers with an understanding of the State of Kansas requirements for certificate of title and registration of vehicles, the exemptions to such requirements, and the unique styles of license plates available in Kansas. Kansas Drivers Licensing Course Code: This course identifies the types of driving privileges available in the State of Kansas and the pertinent violations relating to those privileges as prescribed by law. 15

16 Kansas Vehicle Insurance Requirements Course Code: This course provides basic information of the liability insurance for motor vehicles as applied in the State of Kansas and information on how to accurately fill out the forms required by the Department of Revenue regarding insurance verification. Kansas Rules of the Road Course Code: (5 Hours) This course provides an understanding of the theory of traffic movement as it relates to Kansas state statute, the process of learning the rules of traffic regulations including where and how to locate such regulations, recognizing law enforcement s authority regarding traffic control, and differentiating between day and night driving patterns. Serious Offenses and Fatalities Course Code: This course provides a basic understanding of the additional responsibilities associated with serious or fatal traffic collisions, giving special attention to the statutes associated with a motor vehicle crash in a criminal offense. Occupant Safety and Restraint Course Code: This course provides law enforcement officers with clear and concise instruction on occupant safety including the types of occupant protection devices and their benefits. Traffic Enforcement Strategies Course Code: This course provides a basic understanding of the significance of traffic enforcement, identifying the fundamentals in traffic enforcement, and includes the officer s demonstration on how to complete a notice to appear. 16

17 Standardized Field Sobriety Testing (SFST) Course Code: (24 Hours) This course is designed to follow the National Highway Traffic Safety Administration certified Standard Field Sobriety Testing training program, exposing officers to proper and approved methods of DUI enforcement including probable cause, proper vehicle stops, suspect testing, reporting and testifying in court. Officers will achieve state credentialed if successful in the written exam and the SFST proficiency test. Intoxilyzer Training Course Code: (8 Hours) This course provides instruction in the practical and theoretical aspects related to breath alcohol testing including the specified instrumentation, the legal aspects of the breath alcohol program as addressed in Kansas state statute and administrative regulations, and the steps to achieve an objective and reliable test result. Officers will achieve state certification if successful in the written exam and the instrument operation proficiency test. 17

18 Unit 08 Motor Vehicle Collision Investigations Collision Investigation Course Code: (20 Hours) This course is designed to introduce the basic concepts of collision investigations, including crash dynamics, reporting and documentation of traffic collisions to the Kansas Department of Transportation. Traffic Direction and Control Course Code: This course provides the basic instruction and practical exercise in manual traffic control, including an overview of the safety concerns of such activities, and providing officers the opportunity to participate in/or observe the basic tenets of manual traffic control. Hazardous Material Awareness First Responder Training Course Code: Course description: This course presents and reviews the duties and actions for the first responder for dealing with hazardous materials incidents, including protecting the public and the first responder s personal safety, identifying hazardous materials, securing the scene, obtaining the necessary assistance, and working within the incident command system. 18

19 Unit 09 Crisis Management Behavior Management and Crisis Intervention Course Code: This course delivers basic techniques related to behavior management and crisis intervention, including the identification of the objectives of crisis intervention, defining the role of the law enforcement officer in relation to crisis intervention, awareness of behavioral clues to aggressive behavior, and the techniques available to help diffuse aggressive situations. Interaction with Special Populations Course Code: (6 Hours) This course is designed to provide an overview of mental illness, suicide, and elder issues law enforcement officers may encounter and to present methods of handling these encounters safely and efficiently. Crisis Management Strategies Course Code: (3 Hours) This course presents the issues associated with the first responder and critical incidents, focusing on the barricaded subject, the barricaded suicidal subject, the barricaded suspect with hostages, and techniques used to approach and secure the critical incident scene. Juvenile Law and Justice Course Code: (3 Hours) This course provides a basic understanding to the Kansas Juvenile Code addressing child in need of care and juvenile offender issues including relevant Kansas state law and constitutional rights of the juvenile. 19

20 Juvenile Intervention and Prevention Strategies Course Code: (3 Hours) This course provides concepts in causes of juvenile delinquent behavior and law enforcement approach toward the prevention of such behavior, the recognition of physical and behavioral indicators of abused children, appropriate law enforcement procedures when in contact with runaway or truant juveniles, and the identification of youth service agencies available in the state of Kansas. Domestic Violence Intervention Course Code: (9 Hours) This course provides a basic understanding of law enforcement response to domestic violence incidents including the dynamics present in an abusive relationship, relevant state law regarding domestic violence and stalking acts, and protection orders, crime scene management, interviewing methods of domestic violence victims and witnesses, and recognition of domestic violence offender traits. Practical Problem in Domestic Violence Intervention Course Code: (8 Hours) This course is designed to expose law enforcement officers to a variety of situations and calls, requiring officers to demonstrate their understanding of domestic laws and officer safety concerns, recognizing domestic violence dynamics, using diffusing techniques, and applying problem-solving skills. 20

21 Unit 10 Use of Force Use of Force - Legal Issues Course Code: This course provides an understanding of officer responsibilities and accountabilities regarding the use of force as applied by the constitution, statutes and court decisions, providing clear definitions of levels of force and constitutional, statutory and judicial restrictions and obligations for each, and applicable general rules when applying force to both property and persons. Use of Force - Continuum Course Code: This course provides a working knowledge of force continuums and their function including familiarization with a generally accepted force continuum, the ability to use the force continuum in making force decisions, and an understanding of the importance of appropriate, controlled escalation in force situations. Practical Problem in the Use of Force Course Code: This course is designed to expose law enforcement officers to a variety of exercises and scenarios, requiring officers to demonstrate their understanding of the use of force continuum and the restrictions applied by law, their ability to escalate and deescalate as required by volatile and changing events within scenarios, their understanding of use of cover, and appropriate and safe use of weapons. 21

22 Unit 11 Arrest Procedures Mechanics of Arrest, Restraint and Control Course Code: Course description: This course provides an introduction to various considerations regarding the application of the arrest process including safety factors to be considered before making an arrest, the ability to identify reasonable and predictive actions of arrested persons and officers responses, appropriate procedures when conducting various levels of searches of arrested persons, and methods for seizing evidence during a search of a person. Handcuffing and Control Techniques Course Code: This course provides basic information in the application and removal of handcuffs on a subject and the control, custody and care of that subject including handcuff nomenclature, maintenance, and wearing position on the duty belt; and tactical considerations of handcuffing a subject including types of subjects and threat assessment. This course is designed to allow for demonstrative skills to be practiced including an acceptable level of proficiency in griping the handcuffs, advantageous tactical positioning, applying handcuffs in a quick and efficient manner to subjects in standing, kneeling and prone positions, moving a handcuffed subject from a prone, supine or kneeling position to a standing position for transportation, and securing a subject in a vehicle with and without a prisoner cage. Introduction to Transporting Prisoners Course Code: This course provides instruction in transporting prisoners in a variety of circumstances including the appropriate selection and preparation of the vehicle, assessing the mental and physical state of the prisoner, medical transportation issues, and long distance travel transportation. 22

23 Prisoner Booking, Lock-up and Identification Course Code: This course presents an overview of the booking into jail of prisoners including the issues of officer safety requirements, prisoner identification, handling of evidence or contraband, receipting of personal property, and information used in prisoner health evaluations. Juvenile Custody - Special Needs Course Code: This course provides a basic understanding of issues and procedures that are specific to juvenile arrests including the relevant state law specifying an officer s authority to take a juvenile into custody, the transportation, placement, processing, housing, and procedures for release of juveniles, and the restrictions on maintenance of juvenile arrest information. Transporting Prisoners Practical Exercise Course Code: (3 Hours) This course is designed as a practical exercise that includes searching a vehicle in preparation for prisoner transportation, applying a variety of restraint systems/devices on a practice subject, and planning a long distance route transportation. 23

24 Unit 12 Defensive Tactics Law Enforcement Baton Course Code: This course provides for a basic understanding of the integration of the police baton in defensive and control techniques through lecture, demonstration and practical repetition. Law Enforcement Use of Chemical Agents Course Code: This course provides, through lecture and practical exercise, information about chemical agents (OC pepper spray) including the proper application of chemical agents, the effects of chemical agents, the limitations of chemical agents, the decontamination process and care of a person exposed to chemical agents including ethical issues involved. Tactical Self Defense Course Code: (32 Hours) This course provides, through lecture, demonstration and practical repetition, the knowledge and skills to assess a threat or resistance to arrest including an understanding of the levels of force, appropriate application of force considered objectively reasonable to the situation, and the integration of the use of handcuffs to temporarily control a subject with the ultimate objective of controlling a resisting suspect with physical control techniques and handcuffs. 24

25 Unit 13 Law Enforcement Health Physical Conditioning Course Code: (22 Hours) This course identifies the need for law enforcement officers to consider fitness as a part of their profession, providing general guidelines for establishing personal fitness programs. This course involves periodic physical assessments including the 1.5-mile run and other physical activities with the results used to compare participants current level of fitness, with national and local norms. Emotional Health and Stress Management Course Code: This course describes the science associated with stress and health, presents specific issues of stress and how stress is a real and unavoidable part or the law enforcement profession, describes the necessity to manage stress in order to avoid the detrimental effects of stress to the officer, the officer s associates and family, and provides stress relieving techniques. 25

26 Unit 14 Courtroom Testimony Fundamentals of Courtroom Testimony Course Code: This course presents an understanding of basic courtroom techniques, demeanor and practices, defining various courtroom terms, reviewing courtroom procedures, providing an understanding of the officer s role in courtroom testimony, the need to review cases with prosecutors prior to testimony, and the need to dress appropriately for court. Rules of Evidence Course Code: This course provides understanding of various terms including burden of proof, relevant evidence, direct evidence, real evidence, and judicial evidence, and the relation of each term to presentation of courtroom evidence. Practical Exercise Courtroom Testimony Course Code: (8 Hours) This course provides law enforcement officers the opportunity to observe and/or participate in mock trials including the processes of examination, cross-examination, presentation of evidence and other courtroom procedures. 26

27 Unit 15 Basic Firearms Course Introduction to Firearms Course Code: This course of instruction covers general firearms safety rules, including general firearms safety, range lead safety, firearms nomenclature, firearms disassembly/assembly, function checks, care and cleaning of semi-automatic pistols, and terminal ballistics. Fundamentals of Marksmanship Course Code: This course develops an understanding of the fundamentals of marksmanship using contemporary police handguns including proper sight alignment, sight picture, grip, trigger pull and stance. Basic Auto-Pistol Fundamentals Course Code: This course develops an understanding of the mechanics of operation and the proper techniques employed when using a contemporary duty auto pistols including the positioning of equipment on the duty belt, the cycling of the auto pistol, the loading, reloading, and unloading of the auto pistol, and the immediate action drills for malfunctions of the auto pistol. Mechanics of the Draw Course Code: This course provides a basic understanding of the process of efficiently and effectively drawing a weapon from a duty type of holster, stressing safety in the areas of keeping the finger off the trigger while drawing, universal cover mode, de-cocking of weapons, and proper return to holster. 27

28 Reduced Light Shooting Techniques Course Code: This course provides information on the techniques used for shooting in reduced light situations including the different types of lighting conditions encountered, specific tactical problems encountered, firing with and without a flashlight, and safety concerns when shooting in reduced light situations. Introduction to Shotgun Course Code: This course provides a basic understanding of the operational functions of the police shotgun and the usefulness of the police shotgun including specific characteristics of the shotgun, the use of the shotgun as an effective defensive weapon, shotgun ammunition, misconceptions of the police shotgun, and shotgun nomenclature. Handgun Practical Exercises Course Code: (32 Hours) This course provides, through demonstration and practical repetition of drills and exercises, the knowledge and skill to operate the semi-automatic handgun including proper firearms safety, drawing techniques, loading and unloading procedures, clearing of malfunctions, marksmanship skills, and weapon cleaning procedures. To receive state certification as a Kansas law enforcement officer, participants must be successful on an approved course of fire to ensure he/she is able to perform their duties as law enforcement officers. 28

30 Unit 16 Law Enforcement Driver Training Legal Aspects of Emergency Vehicle Operations Course Code: This course provides a basic understanding of the legal standards that govern the operation of the police vehicle as an emergency vehicle including the benefits of emergency vehicle training, the elements of emergency vehicle operation, relevant state laws addressing emergency vehicle operation and police vehicle equipment, court case rulings that regulate emergency vehicle operation, and factors courts take into consideration when determining the negligence of a law enforcement officer in civil and criminal cases. Fundamentals of Emergency Vehicle Operations Course Code: (3 Hours) This course provides information on the various elements of emergency vehicle operations including the driver s triangle, types of vision, vehicle dynamics, proper positioning and driving techniques. Fundamentals of Vehicle Dynamics Course Code: This course provides law enforcement officers with knowledge of vehicle operation factors and the dynamics behind vehicle behavior when forces are applied. Emergency Response and Pursuit Driving Course Code: This course provides performance driving information specific to emergency response and pursuit driving, including the dangers associated with pursuit driving and tactics to use during a pursuit. 30
