1 POLICE STAFF JOB DESCRIPTION SECTION ONE JOB TITLE Temporary Police Custody and Security Officer (Criminal Justice Team Leader) REPORTS TO Custody Sergeant REF NO R291/17 DIVISION/DEPARTMENT Criminal Justice Services Division WORK LOCATION Kittybrewster, Aberdeen GRADE Band E SECTION TWO JOB PURPOSE To assist in the co-ordination, delivery and supervision of custody and criminal justice services, with primary responsibility for the wellbeing of persons in custody and first line management of custody officers and staff. To undertake the statutory functions and duties of a Police Custody and Security Officer, providing for the care, welfare, security and escort of persons in custody in accordance with standard operating procedures and relevant legislation. To be responsible for the processing, procedures and security of all productions retained for possible use at court and to provide a custodier service in relation to lost, found and stolen property. To support the administration of various criminal justice processes including the processing and maintenance of warrants and other legal documents; review and transmission of standard prosecution reports and other associated documents; and creation, maintenance and quality assurance of criminal justice records.
2 SECTION THREE ACCOUNTABILITIES AND MAIN RESPONSIBILITIES 1. Manage the reception of all persons into custody, including those transferred from any other custody centre or agency, complete custody reception, ongoing management and release/transfer processes, in accordance with legislative Criminal Justice authorisations and disposals directed by the Custody Sergeant. 2. Identify and manage risks relating to persons in custody, ensuring all custody records and documentation are accurately maintained; and, where necessary, notify the Custody Sergeant of risks and other relevant matters that may impact upon legislative Criminal Justice processes. 3. Supervise a team of officers and staff within Criminal Justice Hubs and Custody Centres to ensure Criminal Justice Services Division business requirements are met, including the prioritisation and allocation of workload; and ensuring compliance with standard operating procedures and relevant legislation. 4. Provide first line supervision, guidance and support for Police Custody and Security Officers and Custody Constables across the full range of first line management functions; and to deputise as first line manager for other Criminal Justice Services Division officers and staff of equivalent grade as and when required. 5. Monitor and visit persons in custody, escalating, where necessary, relevant concerns regarding the person's condition or demeanour to the attention of the Custody Sergeant. 6. Search persons in custody and accurately record details of property in their possession ensuring that it is securely stored, returned or transferred to another agency as required. Notify the Custody Supervisor of any items of property believed to be of evidential value. 7. Administer First Aid when required, facilitate Health Care Professional (HCP) examinations for persons in custody, and administer and supervise the taking of medication as directed by a HCP. 8. Facilitate visits to persons in custody, supervise custody movements and escort individuals within the custody area. 9. Assist with custody escort duties out with the custody centre as required. Make necessary arrangements with escort service providers and other agencies to ensure persons in custody are transported appropriately to court or other specified places. 10. Take fingerprints, photographs, DNA samples and VIPER images from persons within the custody area.
3 11. Inspect cells, the custody area and custody equipment and report any defects. Maintain the cleanliness and hygiene of cells, the custody area and custody equipment to a high standard and, subject to the availability of cleaners and/or requirement for specialist cleaning, clean spillages and small deposits of bodily fluids. 12. Input and maintain accurate and timely records on custody systems including visits to persons in custody, custody movements, medical and meal provision, management of property, criminal justice disposals and risk management information. 13. When required, use reasonable force to control and restrain persons in custody in accordance with Officer Safety Training. 14. Prepare and serve all food and drinks for persons in custody ensuring that all relevant food hygiene regulations are complied with and records maintained. 15. Ensure that all productions, lost, found and stolen property, including drugs, firearms, cash, high value and hazardous items, are sealed, labelled, recorded, securely stored, maintained and disposed of in accordance with standard operating procedures and statutory requirements. 16. Uplift, transport and lodge productions, lost, found and stolen property to/from relevant locations including production stores, Police Service of Scotland (PSoS) divisions/departments and criminal justice agencies. 17. As and when required, process warrants and other legal documents received from criminal justice and other relevant agencies; and create, maintain and update criminal justice records systems in relation to their management and disposal. Collate, administer and lodge cash received in payment of warrants with relevant authorities. 18. Quality assure and amend standard prosecution reports, statements and other associated documents used within the criminal justice reporting process as required. Administer the transmission and reception of documents and reports to/from criminal justice and other relevant agencies. 19. Timeously create, interrogate, update and maintain criminal justice records and other relevant systems to support the delivery of custody and criminal justice services in accordance with standard operating procedures, PSoS information sharing protocols and relevant legislation. 20. Liaise with, prepare and submit reports to PSoS divisions/departments, criminal justice and other relevant agencies regarding the management, investigation and disposal of warrants and other legal documents; criminal justice reporting processes; and creation, maintenance and quality assurance of criminal justice records.

Ensure adequate stocks of equipment and supplies used within the custody centre and in support of relevant criminal justice processes are maintained and submit orders for replenishment as required. 22. Will be responsible for assessing and self-managing risk within all aspects of the role. The above accountabilities and responsibilities are not exhaustive, and the jobholder may be required to undertake additional duties that are consistent with the level and grading of the role. SECTION FOUR LOCATION: Kittybrewster, Aberdeen BAND: E ATTRIBUTES ESSENTIAL DESIRABLE ATTAINMENTS EDUCATIONAL / OCCUPATIONAL Educated to SQA Higher Grade level (or equivalent) Educated to HNC level (or equivalent) PERSONAL QUALITIES OR Where no formal qualifications exist relevant supervisory experience of: dealing with the public/supervising the welfare of others; administrative/clerical experience in an office and/or records based environment Effective interpersonal skills with the ability to obtain necessary information through the use of questioning both in person and on the telephone. Able to work under pressure independently and as part of a team, decisive, quick to respond, confident and able to prioritise workloads. Methodical approach; ability to maintain accurate information; capable of Possession of an accredited First Aid Qualification. Working knowledge of the criminal justice system, criminal law procedures an processes with regards to the investigation and reporting of crime Proven organisational and leadership skills. Able to demonstrate duties and provide advice and guidance with regard to procedures/tasks etc. Ability to build good working relationships with staff from external agencies and internal departments.
5 SPECIAL APTITUDES collating, examining and conveying information. IT literate with the ability to become proficient in a range of computerised information systems. Experience of working in a reactive environment; managing conflict, dealing with difficult clients and handling confidential/sensitive information. Ability to undertake and maintain Officer Safety Training certification CIRCUMSTANCES Adaptable/flexible to meet the demands of the job, sometimes at short notice.
