1 Role Profile Job Title: Team Manager Emergency Duty Service Grade: R Salary: 32,671-43, % Market Factor Supplement Directorate/Group: Children, Families and Community Health Structure Chart attached: Role Profile Number: Date Prepared: September 2014 Reporting to: Service Manager Social Work Fieldwork Services Yes Job Purpose: Operational and developmental management of an Emergency Duty Service, providing an essential social work service out of normal office hours through the night-times, weekends and holiday periods, covering a rota of at least 129 hours a week. Cover Local Authority statutory responsibilities in accordance with the Children Act 1989, the Mental Health Act 1983 as amended, the Mental Capacity Act 2005, and other relevant legislation, responding to urgent situations that cannot wait until the next working day. Receiving direct contact from the public, professionals and agencies, ensure service users at an unacceptable level of risk, are protected and made safe until the next working day. Promote the welfare of children and vulnerable adults. Key Accountabilities: 1. Recruit, lead and manage the staff team, including their performance management through regular supervision and appraisals, in order to deliver a high quality and consistent service. 2. Develop and motivate the staff team through learning opportunities that fulfil the competencies required to achieve the aims and objectives of an emergency duty social work service. 3. Contribute to the preparation of an annual team budget, control and monitor expenditure to provide cost effective services and to optimise resources. 4. Formulate, implement and monitor the Emergency Duty Service Business Plan, achieving maintenance and developmental objectives to provide an effective and efficient emergency duty social work service. 1 P age

2 5. Investigate and respond to complaints. Identify and implement capability or disciplinary procedures. 6. Represent the Emergency Duty Service at internal and external meetings, including with Children Services, Adult Social Care, Mental Health Services, Police and Health. Prepare reports and presentations required for operational and performance management. 7. Advise and assist the staff 8. Participate on a rota, providing an essential out of office social work service, taking the lead working with children and adults in Child Protection, Children in Need, Mental Health Act assessments, vulnerable adults, to ensure their safety and protection. Supplementary Accountabilities: 1. Maintain and secure the Health and Safety of the staff team when working alone, working in the community and office based. 2. Maintain and update the staff team s knowledge relating to relevant legislation, codes of practice, national standards, departmental policies and procedures. 3. Contribute to the formulation of professional practice procedures and working groups relevant to the Emergency Duty Service. 4. Convene and chair meetings with other professionals to promote and improve the Emergency Duty Service. Job Scope: Number and type of jobs managed: Six FTE Senior Social Work Practitioners / AMHPs. Approx. nine casual (Zero Hours) Sessional Workers Direct supervision and management of Senior Practitioners. Job Scope: Budget: 2013 /14: 396,800 Assets: N/A Knowledge and Experience: Diploma in Social Work or BA (Hons) Degree in Social Work or equivalent Qualification. Preferable - Relevant Management Qualification. Approved Mental Health Professional Social Work Award (Post Qualifying Award 1 5). Competency in the use of IT.Registration as a Social Worker with HCPC Full Driver s Licence. Three Years Post qualification experience in a Child Protection or Mental Health setting. Preferable - Minimum of three years management experience in a Child Protection or Mental Health setting, to include direct responsibility for operational staff. Working Knowledge of: - The Children s Act 1989, Foster Placement and Child Care Regulations, the Mental Health Act 1983 and Code of Practice, the NHS and Community Care Act 1990, Disabled and Chronically Sick Persons Act, Police and Criminal Evidence Act, Care Leavers Act, and associated regulations, policies and procedures. 2 Page

3 Experience of staff supervision, appraisals, operational management and development. Experience of formulating and managing budgets. A thorough working knowledge of child development and protection theories, including the needs of Looked After Children / Children in Need and Child Protection systems. A thorough working knowledge of adult assessment frameworks and vulnerable adult protection procedures. A thorough working knowledge of Mental Health assessments frameworks, models of mental disorders, treatments and approaches to Social Work interventions. Ability to work in and manage crisis situations, to prioritise and work effectively alone and as part of a team. Ability to assess children and vulnerable adults, form and implement immediate protection and welfare plans, contribute to short and long term planning processes and problem solve. Ability to understand, interpret and provide complex information. Ability to use a range of computer applications. The job involves working alone and with other professionals in an office and the community. The majority of the working hours are at night, weekends and bank holidays. Decision Making: Provide advice and direction for staff in the immediate protection and welfare of children and vulnerable adults. Supervise and appraise staff, deciding on their level of competence and linking this into their probationary period and performance development and maintenance of their registration and approval. Decide on the need to implement procedures relating to disciplinary, competence or health procedures. Ensure the staff team work within Child Protection and Vulnerable Adult legislation, policies and procedures. Control the team budget. Convene Child Protection Strategy Discussions with Inspectors (Police) and Paediatricians (Health), lead in the formulation of a child protection plan to immediately protect children. As an Approved Mental Health Professional (AMHP) assess the mental health and safety of children and adults, decide on whether to admit to hospital as an informal or detained patient, or the level of risk is acceptable to support the patient in the community. Ability to manage staff and make decisions relating to the immediate protection of children and vulnerable adults out of office hours in crisis situations. Contacts and Relationships: Provide reports for Senior Management relating to operational or performance standards. Staff supervision and appraisal reports. Complete Child Protection, Children in Need, Placement of Children in Foster Care, Mental Health Act, Vulnerable Adult protection reports and assessments. Court reports. Direct entries on child and adult computer files. Give advice by telephone and in person, present information, attend and chair meetings 3 P age

4 linked to the staff team, other professionals and the public, discuss, assess and support the protection and welfare of children and vulnerable adults. Points of direct contact include council offices, people s homes, General and Psychiatric hospitals, Police Stations, Health Centres, Community facilities. Contact and discussion can be on a daily basis with the public, foster parents and childminders, professionals such as Senior Management, Police Constables, Sergeants and Inspectors, GP s, Nurses in A&E, General and Psychiatric wards, Mental Health Crisis Team, Consultant Psychiatrists and Paediatricians, Head Teachers, NSPCC and Childline. Work co-operatively with the Social Work Lead (Mental Health) to maintain the continuing development of AMHP services. Creativity and Innovation: Working within Children Services and Social Care and Housing Business Plans, formulate and implement the Emergency Duty Service Business Plan. Write policies and procedures specifically linked to the operation of the Emergency Duty Service. When contacted as duty manager or on the staff rota, form and implement plans outside of office hours and in crisis situations to protect children and vulnerable adults.
