4 Historic Background (1) 4 PERIOD Jan 1994 to Dec 2003 Feb 2004 to June 2004 DURATION OF PROGRAMME AND COMMENTS 1. Six months training at the Academy (theory). 2. Trainees were appointed as Constables directly after training. 1. Four months training at the Academy (theory). 2. Trainees were appointed as Constables directly after training. July 2004 to Dec Six months training at the Academy (theory). 2. Six months Field Training (practical) months probation period. 4. Trainees were appointed as Constables directly after the probation period. 5. Trainees signed a Memorandum of Agreement (MoA) before training. 6. SAQA accredited NQF 5 qualification introduced for SAPS.

5 Historic Background (2) 5 PERIOD DURATION OF PROGRAMME AND COMMENTS Jan 2010 to March Ten months training at the Academy (theory) months Field Training (practical). 3. Two months Integrated Assessment at the Academy. 4. NQF 5 qualification implemented in SAPS. April One month induction programme Academy and at the police station (theory and practical). 2. Eight months training at the Academy (theory and practical) months probation. 4. Trainees will be appointed as Constables directly after the Basic Training. 5. Registration of qualification to be followed.

6 Old vs New Curriculum (The Need to Review the Programme)

7 Old vs New: Basic Training Learning Programme month programme. 21 month programme. No induction training. Academy Phase: ten months of theory. Weekends excluded for training purposes (trainees had too much down-time as a result). Induction of trainees included and practical placement at station level (one month). Academy Phase: Eight months of theory and practical exposure at police stations under mentorship of the trainers. Weekends included for training purposes. Field Police Development Phase (12 months) practical training at station (Unsupervised practical training at stations due to non-involvement of Field Training Officers and resultant decline in discipline). First Responder to Crowd Management (two days). Basic Tactical Techniques included. Probation period performing operational duties (12 months) supervised by Relief Commanders. Crowd Management in full (three weeks). Advanced Tactical Techniques included.

9 Purpose, Goal and Prerequisites of New Basic Training Learning Programme Purpose: To build crime prevention capacity in the SA Police Service in line with Constitutional requirements. Goal: To capacitate new recruits with the necessary basic policing knowledge, skills and attitude in line with the Constitutional mandate. Selection and Recruitment Process: Psychometric assessment; Interviews; Fitness; and Medical assessment. Generic Requirements: RSA Citizen; No criminal record; Between ages of years; Matric or Equivalent Certificate; and In possession of a Drivers licence (08/EB). 9

Categories (Curriculum, Knowledge & Performance of the EDT-P, Training Environment and assessments). 2 nd Phase: M&E at the Academy for workplace exposure during blocks One & Two. 3 rd Phase: Integrated M&E Task Teams (Four visits during the academic phase) Consolidated feedback to Division Human Resource Development.

21 Benchmarking with International Policing Agencies 21 United Kingdom Initial Police Learning & Development Programme (IPLDP) Namibian Police Basic Training Programme Los Angeles Police Department New York Basic Course for Police Officers The IPLDP is a two-year probation programme inclusive of approximately 9.5 months of police training. The course consists of the following: Initial/Fundamental Course; Community Phase; Intelligence Phase; Investigation Phase; and Street Skills. After recruitment, selection and psychometric evaluation, the Basic Training Programme has a six month duration. The Namibian Police Force has been benchmarking their basic training programme with the SAPS s Basic Police Development Learning Programme. The LAPD training programme is a six month programme, which covers the following topics: Academics [arrest and booking procedures, preliminary investigation techniques, radio and communication skills, traffic enforcement and investigation]; Vehicle Operations; Firearm Training; Human Relations; Law; Physical Training; and Tactics. The Basic Course for Police Officers is a four month programme with a focus on the following: Administration of Justice; Introduction to Law Enforcement; Laws of New York; Law Enforcement Skills; Community Interaction; Mass Casualties and Major Events; and Investigations.
