OUR VISION Morgan s Point Resort Police are committed to the protection of life and property, proactive enforcement of laws and ordinances, and protecting the constitutional rights of all in our community. 4 MORGAN S POINT RESORT POLICE DEPARTMENT ANNUAL REPORT 2015 PAGE 4 INTRODUCTION The Morgan s Point Resort Police Department presents this annual report for the year of 2015 to city administration and the citizens of Morgan s Point Resort. The Morgan s Point Resort Police Department is well-equipped to handle a broad spectrum of complex situations. The combined experience of our officers and their continued tenure with the city gives our officers the commitment and cooperation to handle these complex situations with our citizens and visitors. In support of the ability to handle the broad spectrum of complex situations, the Department employs officers who are cross-trained to respond to not only police related calls for service but also respond to all medical and fire related calls for service inside the city limits and certain calls for service in the fire district as well. The police Department is usually the first on scene with all medical and fire related calls for service since we operate around the clock. Most of our members either hold a licensure from the Texas Department of State Health Services as either an Emergency Care Attendant (ECA) or Emergency Medical Technician (EMT) to provide life-saving interventions for medically related calls and additionally some of our members also volunteer their time as a firefighter with the Morgan s Point Resort Fire Department. Our Department is very supportive in assisting interested parties with beginning a career in Law Enforcement. In support of this goal, our Department steadily sponsors quality candidates to the Temple Police Academy and provides quality field-based training to those candidates upon completion of the academy. During 2015, our Department sponsored three cadets through the Temple Police Academy in which some were hired by other Departments to fill a full-time position while they were attending the academy. We are very proud of those people and will continue to support those people looking to have a career in Law Enforcement. In 2015, the Department saw a dramatic increase in calls for service to meet or exceed historical highs, responding to 23,040 calls for service. Even though our calls for service increased dramatically, we feel the crime rate is still very low compared to our surrounding cities. Our officers continue to devote more time to solving situations than most of the surrounding agencies and they continue to train more than ever to provide such high-quality customer service in order to give our citizens the highest level of safety we can provide. We continually get people in and out of our city who say thank you, sometimes even after an officers cites them for a violation they had just committed. This helps our Department to recognize that we are still on track with providing a high level of customer service and commitment to the citizens of this community and state. Whatever the call, our Department will be there with supportive, competent, and well-trained staff to address the needs of this community.

Your reviewing this report is an indication that you care about the community, and want to know more about your Police Department. The Morgan s Point Resort Police Department is a multi-functional police agency which; provides value-driven proactive law enforcement services, first responder emergency medical care, and works in partnership with the Community. We are committed to providing Professional Service and Protection with Quality Customer Service, and the protection of life and property, proactive enforcement of laws and ordinances, while protecting the constitutional rights of all. We serve our diverse and vibrant community by providing law enforcement and medical services to MPR residents and visitors 24-hours a day, seven days a week. We are committed to a community policing philosophy and proactively interact with the community through our personal contacts, community events/activities and our RU OK program. We hold ourselves accountable to the highest standards of performance, ethics, and character to earn the public trust. The Morgan s Point Resort Police Department is dedicated to providing a positive work environment and to the professional development of its members through quality training and participative leadership. Our goal is to enhance the quality of life and safe living in MPR through the accomplishment of our mission. This reports shows many of the accomplishments, and improvements over the last several years, none of which would have been possible without the support of the City Council, City Staff, citizens and the Team work of our Police Officers. 9 MORGAN S POINT RESORT POLICE DEPARTMENT ANNUAL REPORT 2015 PAGE 9 FACILITIES AND RESPONSE AREA The Morgan s Point Resort Police Department operates out of a joint station with the Morgan s Point Resort Fire Department located at 6 Lake Forest Drive. The Department operates three (3) unmarked vehicles used by administration and investigative personnel, seven (7) marked patrol vehicles which are each individually assigned to fulltime patrol officers, and three (3) marked patrol vehicles used by part-time and reserve officers for patrol functions and which are also used for working special assignments. The Department is dispatched by communications personnel from the Bell County Communications Center located on West Avenue O in Belton, Texas. The Bell County Communications center is a regional asset that handles all 911 emergency calls and non-emergency calls for service related to police, fire, and EMS for Bell County. Our department s direct response area at the end of ***Does not include fire district or ETJ***

This vehicle was purchased in 2011 and is currently used by the Chief of Police. This vehicle is equipped with concealed emergency lights and a siren for emergency responses. Pictured at right is an unmarked 2015 Ford Police Utility Vehicle. This vehicle was purchased in 2014 and is currently assigned to the Lieutenant/Investigator. This vehicle carries various supplies for incident management and crime scene processing. This vehicle is equipped with concealed emergency lights and siren for an emergency responses. Full-time patrol officers are currently assigned individual patrol units. These units are taken home by the officer to maintain readiness. Over the past few years, two different types of patrol units were purchased: The first units to be purchased were Chevrolet Tahoe s and the most recent unit to be purchased was a Ford Police Utility Vehicle. Pictured at left are the two various types of patrol units. Pictured at right is a marked Ford Crown Victoria. These vehicles are used by part-time and reserve officers to perform patrol functions and special events. These vehicles are also used by full-time officers as a backup in case of primary vehicle failure. Pictured at left is an unmarked Ford Expedition. This vehicle is used jointly by the Police Department and Fire Department to transport personnel to training and major incidents. This vehicle is equipped with concealed lights and a siren for an emergency response.

11 MORGAN S POINT RESORT POLICE DEPARTMENT ANNUAL REPORT 2015 PAGE 11 DEPARTMENT EQUIPMENT MOBILE DATA TERMINAL (MDT) Pictured at left: Most fleet vehicles are equipped with a Dell Extreme Rugged 7404 laptop. Allows for officer to access critical call remarks, warrants, driver license info, license plate info, etc. and allows for completion of reports in the field. IN-CAR VIDEO AND AUDIO Pictured at right: All marked patrol units are equipped with a WatchGuard DV-1 direct to DVD video/audio system to document contacts. The officer wears a remote microphone which captures audio in the field. RADAR Pictured at left: All marked patrol vehicles are equipped with a Stalker Patrol model moving and station radar with front and rear antennas to capture the speed of vehicles traveling in both directions. PORTABLE BREATH TESTER Pictured at right: Most officers are issued an Intoxilyzer S-D5 device to aid in the enforcement of DWI, Public Intoxication, and Minor Consuming Alcohol offenses. This device will display a numerical value of the person s blood alcohol concentration within + or AUTOMATIC EXTERNAL DEFIBRILLATOR (AED) Pictured at left: Most patrol vehicles are equipped with a Zoll AED Plus AED device to aid in the resuscitation of citizens in cardiac arrest. MEDICAL EQUIPMENT Pictured at right: Most patrol vehicles are equipped with a medical backpack for officers to provide basic medical evaluations and basic life saving interventions to those in need. SHOTGUN Pictured at left: All patrol vehicles are equipped with either a Mossberg or Winchester 12 Gauge shotgun. This weapon is used to dispatch deer and other animals that have been injured or have a sickness. This weapon is also used in such cases of armed subjects and active shooter response. PATROL RIFLE Pictured at right: All patrol vehicles are equipped with a Windham Armory.223 caliber M4 style semi-auto patrol rifle with flip-up iron sights and an EOTech model 516 holographic sight. This weapon is used in cases of armed subjects and active shooter response. SPEED DETECTION TRAILER Pictured at left: Our Department utilizes a Stalker SAM speed detection trailer, purchased in 2015, on a daily basis in various locations across the city in an effort to reduce speeding offenses by posting the speed limit and showing the drivers their actual speed. This device will flash the numbers if the vehicle is exceeding the posted speed limit and will also turn on alternate flashing red and blue LED lights if the vehicle hits or exceeds an unsafe speed.

12 MORGAN S POINT RESORT POLICE DEPARTMENT ANNUAL REPORT 2015 PAGE 12 OPERATIONS Our Department operates twenty-four (24) hours a day, seven (7) days a week. The most visible part of our Department are the uniformed officers performing patrol functions and responding to calls for service. Our Department responds to all Fire and EMS calls for service within the city limits. Our Department also responds to certain FD and EMS calls for service within the fire district. All full-time personnel of our Department are cross-trained medically and either carry a certification from the Texas Department of State Health Services as an Emergency Care Attendant (ECA) or Emergency Medical Technician (EMT). Some of our reserve patrol officers carry these certifications as well. This dual-role provides maximizes the efficiency of our Emergency Services and provides a high quality and professional level of care and customer service to the citizens and visitors of our community around the clock. Providing such a high level of customer service requires a considerable amount of cooperation between our Department, the Morgan s Point Resort Fire Department, and the citizens of this community. All of our personnel are licensed by the Texas Commission on Law Enforcement (TCOLE) and are mandated to complete at least 40 hours of continuing education every two years. For those officers who do provide services a dual-role capacity, they are also mandated to complete at least 36 hours up upwards to 108 hours of continuing education courses every four years. Interaction with the public is a considerable amount of our job and the most favorable. We enjoy making our citizens and visitors feel safe in our community and strive to proactively reduce crime within our capability. TRAINING The Morgan s Point Resort Police Department works closely with the Central Texas Council of Government, Texas Municipal Police Association, and other agencies in Bell County to provide and obtain comprehensive training that enhances the officer s knowledge and ability to handle complex situations while providing professional and high quality customer service. Training is accomplished through in-service classroom and field exercises performed as a team. Our Department staffs several officers who are certified by the Texas Commission on Law Enforcement (TCOLE) as instructors and provide such training regularly in-house. Officers also travel to distant areas to perform certain classroom and field-based training. Our Department s regularly sponsors cadets to attend the Temple Police Academy for 22 weeks and obtain an initial licensure from TCOLE. After completion of the academy, those cadets are hired as a reserve officer and start a field training program with our Department. Our Department has an established TCOLE required 160 hour Field Training Program which has been recognized by surrounding agencies as providing qualified candidates for those seeking a part-time or full-time position as a police officer. Many officers who have completed our field training program have been hired by agencies such as Texas Department of Public Safety, Temple Police Department, and more. Our officers never stop learning, because life never stops teaching.

13 MORGAN S POINT RESORT POLICE DEPARTMENT ANNUAL REPORT 2015 PAGE 13 DIVE TEAM The Morgan s Point Resort Underwater Recovery Team is a function of the Morgan s Point Resort Police Department. The team has been in operation for over 13 years. The team is comprised of 22 members, all volunteers, with most of the members having some type of police, fire, EMS, or military experience. The primary function of the Morgan s Point Resort Underwater Recovery Team is the recovery of drowning victims from surrounding lakes and rivers. The team also recovers evidence and other items for the surrounding Law Enforcement agencies. The team has well over 200 recorded mission dives, well over 5,000 training hours, is certified to dive up to 130 feet deep, and has conducted dives in water temperature as cold as 32 degrees. In 2015, the Dive Team responded to approximately 10 incidents. PROGRAMS WE OFFER FOR OUR CITIZENS RU OK? PROGRAM Launched in 2015, the RU OK? Program is a FREE service that establishes a prearranged time for participants to receive a weekly phone call inquiring about their welfare. During the call, participants are asked Are you okay? If they answer yes they may simply hang up and continue their day. If a concern is expressed, the volunteer caller would determine the nature of the concern and if some sort of response is necessary. Unanswered calls or busy signals are called back. If there is still no response, the volunteer caller may request that on officer be dispatched to the residence for a welfare check. Every welfare check, whether by phone or personally by a Morgan s Point Resort Police officer, gives peace of mind, not only to applicants, but to family members and friends living near or far. HOUSE WATCH PROGRAM We offer our residents a vacation house watch. This program saw a dramatic increase in participation in When residents are planning to leave out of town for vacation, they can request a house watch from our Department. This program offers the residents physical checks of their residence at least twice daily at random times throughout the day. Our officers will check all points of entry to the residence and any outer buildings such as sheds. This offers our residents piece of mind knowing their residence is a little more protected while they are away allowing them to enjoy their vacation. The only thing a resident needs to do is fill out a request form telling us when they are leaving and when they are coming back, we ll do the rest.

14 MORGAN S POINT RESORT POLICE DEPARTMENT ANNUAL REPORT 2015 PAGE 14 SELECTED STATISTICS - POLICE Attached below are some selected statistics relating to our Departments activity. CALLS FOR SERVICE ARRESTS Over the past several years, calls for service have increased and are expected to continue to increase. Total calls for service for 2015 increased by 1,985 from the prior year*. Arrests also increased over the last several years. Total arrests for 2015 only increased by 9 from the prior year. HOUSE WATCHES RESERVE HOURS The house watch program saw a dramatic increase of 575 requests from the prior year. The increase is due in part to the house watch program being promoted more through social media outlets and by our officers curing contacts. Unfortunately the amount of reserve time given to the city decreased steadily over the past several years. The decrease is due to our Department training qualified candidates that are being offered paid positions with other Departments. * Increase in call volume primarily due to increased use of in-car computer (MDT), following enhanced training on use of MDT. It is also due to a fully functioning computer aided dispatch from the Bell County Communications Center.

The second most frequent activity were those relating to our City s public health ordinance. A FINAL WORD The Morgan s Point Resort Police Department is dedicated to providing high quality service and protection to the visitors and citizens of Morgan s Point Resort by employing the best personnel, continuously training, and staying up to date with technological advances.
