TOWNS It is my pleasure to present the annual report outlining the activities and services provided by the men and women of the Espanola Police Service for the year of I am proud of the great work done throughout 2013 by the civilian and sworn members of the Espanola Police Service as we continue to be focused on providing the best service possible to our community. In 2013 our staff responded to 3,541 calls for service and is slightly lower than calls for service in 2012 at 3,640. I am happy to report an overall clearance rate for all incidents in 2013 stood at 95.5 % according to UCR statistics. There were upgrades to office equipment, computer technology which will keep the service current and up to date as we meet the future challenges. These improvements were for the sole purpose of meeting our commitment to the citizens of Espanola and providing the quality service that this community deserves and expects. The service also invested in the station building with a much needed repair to the back structural wall. The area was excavated down to the foundation in order to re-seal and waterproof that portion of the building. This will prevent water damage and has repaired the previous issues. An investment of reserve monies had been set aside from 2013 in order to accommodate the anticipated upgrade to the finger print system in 2014 without incurring additional expenses. This was accomplished by the use of reserve monies saved in 2013 plus the delay in replacing an operational cruiser. The 2014 upgrade to NG 911 will also be an expected investment under the noted reserve funds. The service continues to promote this community as an ideal location for members to serve in. Assignments and responsibilities continue to evolve as we prepare for the future by utilizing each member s talents and skills to their best Page 2

3 potential. This process will continue into 2013 as the service adapts to the challenges of change. Police vehicle patrols were up significantly from 124, 393 kms in 2012 to 138,049 kms in There were no public complaints lodged in Our officers and civilian staff have risen to the challenges of 2013 and continue to provide an excellent service to this community. Our strength comes from our members whose dedication to this profession is demonstrated on a daily basis. I would like to thank the Police Service Board members, the mayor and council, citizens of this community and the staff of the Espanola Police Service for their continued faith in my abilities and support as your current Chief of Police. 9 Identification and Fingerprinting The Espanola Police Service continues to provide Scenes of Crime investigations. In one occurrence in 2013, scenes of crime officer Cst. Huard observed blood droplets on the floor of a residence that was broken into. A swab of the blood was seized as evidence and sent away to the Centre of Forensic Sciences to be analyzed. A positive DNA match was confirmed in the DNA data bank linking the blood to an individual who has since been arrested and found guilty of the crime. SOCO Officers attended several break & enter occurrences in 2013, which included the gathering of evidence by taking photographs, dusting items for fingerprints and seizing items for fingerprint analysis. The seized items and the fingerprints are then sent to the Ontario Provincial Police Forensic Identification Unit who provides assistance to our service at no additional cost. Currently the Espanola Police Service has two SOCO officers, Constable Donald St. Pierre and Constable Steve Huard. In the 2013 year several youths and adults were charged with criminal offences. 10 Community Service Program The Espanola Police Service recognizes the importance of having a strong working relationship with the members of our community, and is committed to maintaining and building upon those relationships to ensure Espanola remains the safe community we are proud to call home. In particular, the Espanola Police Service recognizes the importance of having a positive relationship with the youth in our community, and the impact that a positive relationship can have, not only on the youth involved, but also on the community as a whole. In 2013, the Espanola Police Service expanded the Drug Abuse Resistance Education (D.A.R.E.) program; an Officer instructed educational program for elementary students in grades 5 & 6. In addition, Constable Melisa Rancourt has taken on the role of School Liaison Officer, spending additional time at the High School interacting with the students, as well as conducting safety presentations in the elementary school classrooms, and informal visits in the hallways and on school playgrounds. This initiative has already begun yielding some positive results, and breaking down some of the barriers that can sometimes exist between the Police and our youth. SCHOOL RELATED: These initiatives are complemented by numerous other community programs and educational presentations. 13 Rainbow Crime Stoppers Program In 2013, this Service received eight incidents from the Rainbow Crime Stoppers Program. This program can be a source of valuable information relating to persons responsible for criminal activity in the community and at times resulting in individuals being charged and convicted of their crimes. The phone number for Crime Stoppers is on each patrol vehicle to promote awareness in the community about this program. Crime Stoppers tips are investigated by officers. In some cases, the tips are used as information for officers to be on the lookout for the reported violations occurring. 16 Espanola Police Service Canine Team In continuation of the 2012 Annual Report, this report contains an update to the activity, progress, and termination of the Espanola Police Service Canine Team. Sergeant Steven Edwards and his police canine prospect Zar trained as a police canine team throughout the majority of 2013 with plans to attend the Toronto Police Service, Police Dog Services Training Branch to be tested for certification. In the fall of the year the team was nearing completion with training and plans were being considered to attend the Toronto Police Service in December 2013 for certification testing. During this period, the Police Services Board was also planning for succession within the service and it became apparent that Sergeant Edwards was being considered for a promotion. Therefore, plans for police dog team testing were deferred. Once Sergeant Edwards was notified that he would be promoted to Deputy Police Chief in January 2014, the team was suspended, as it was not practical for him to continue working with Zar the police dog. Even though the police service had paid for training costs associated to Zar, Sergeant Edwards had personally paid for the purchase of Zar, therefore, it was decided that Zar would remain with Sergeant Edwards as his owner. The Espanola Police Service and the Ontario Provincial Police are currently operating under an expired protocol agreement which will be updated in the future once O.P.P. are prepared to do this. There has been correspondence back and forth between the two agencies, ensuring that the expired agreement will continue to be in effect until a new one is put in place. The protocol agreement includes the use of the O.P.P. Canine Unit which consists of numerous police canine teams situated at various detachments throughout the province. The Northeast Region in which Espanola is located has O.P.P. canine teams. The closest one is in the Sudbury and Espanola area. As of December 2013, the Espanola Police Canine Team is suspended. 17 Firearms Training This year s annual Firearms training and handgun re-qualification was conducted in May of 2013 at the Espanola Game and Fish Gun Range by Espanola Police Service s Firearms Instructor, Constable Shawn Sullivan. The service has selfsupported steel stands for the paper targets which can be manually moved around the gun range and allow officers to shoot from various distances. The training conducted was consistent with the provincial standards currently in place and all of the officers who participated, met standards with no required remedial training. The training consisted of a practice refresher and a qualifying shoot of 50 rounds at various distances. The Espanola Police Service continues to maintain an annual membership with the Espanola Game and Fish Gun Range which allows all officers to use the facility for mandatory training and provide them with the opportunity to attend the gun range on their own time and practice shooting to maintain their skill level. The service issued handgun is a Smith & Wesson M&P (Military & Police) 40 caliber, semi-automatic pistol. The service ammunition for the pistol consists of Winchester SXT 180 grain Jacketed Hollow Point bullets and Speer LE Gold Dot 180 grain Jacketed Hollow Point bullets. The handgun is issued with three 15 round magazines which are loaded to capacity and carried by each officer while on duty. In September of 2013, Constable Shawn Sullivan attended the Ontario Police College located in Aylmer, Ontario and completed a three day Shotgun Instructor course, in turn, qualifying him as a Shotgun Instructor. In October of 2013, Constable Shawn Sullivan attended the Espanola Game and Fish Gun Range and conducted Shotgun Familiarization Training with officer s who have never been trained on the use of a shotgun or had taken shotgun training so long ago that they no longer felt comfortable in handling a shotgun and requested additional training. Some of the teaching aspects and areas that were covered during this training consisted of, but were not limited to: nomenclature, shooting positions, loading and unloading, carry positions, function checks and proficiency testing. All of the officers that took place in the training demonstrated firearms safety, competency, accuracy and confidence. The Espanola Police Service has three Remington 870 pump action shotguns which are all capable of holding four rounds in the tubular magazine and one in the chamber. Two of the three shotguns have two point slings attached to them as well as a side saddle mounted on the left side of the receiver which is capable of carrying an additional six rounds. The service ammunition for the shotguns consist of Winchester Super X 12 gauge 2¾ inch rifled hollow point 1oz slugs and Federal Premium Tactical Law Enforcement 12 gauge 2¾ inch 00 Buck shells. 18 In the spring of 2014, Constable Shawn Sullivan plans on conducting refresher training for all Espanola Police Service officers on the use of the shotgun and implement a structured course of fire. In past years, the Espanola Police Service conducted their firearms training with the Greater Sudbury Police Service and copies of all documents were given to the Espanola Police Service for their records. Due to recent firearm courses and certifications, Constable Shawn Sullivan is now in charge of documenting all Use of Force and Firearm related training. The training documentation for each individual officer is kept in a binder at the Espanola Police Service station for audit purposes. 19 Community Drug Action Team (CDAT) In 2013 the Espanola Police Service continued its proactive approach to drug enforcement and partnered with the Community Drug Action Team (CDAT) of the OPP Drug Unit (DEU). Once again, the program was extremely successful, even more so then In fact, the amount of estimated street value of drugs seized was raised from the approximately $22,000 to almost $340,000. As the program develops police are able to gather more intelligence into the seedy drug culture within the Town of Espanola. This results in more arrests, more charges, more drug seizures, more guns seized, and more offence related property seized. The CDAT/DEU were very successful and were able to record the services highest drug seizure/investigation totals in the Espanola Police Service s 56 years of existence. The following statistics compiled from ONLY the community of Espanola, despite the multi-jurisdictional nature of the joint force operation. 20 As of September of 2013 the Espanola Police Service were accepted as members to the Criminal Intelligence Service Ontario (CISO). This is an agency that facilitates the cooperation between police services across Canada, the United States, and overseas. The CISO also provides training to officers, free of charge in the area of criminal investigations that are more technical in nature than normally required by officers on routine general patrol. This membership will allow the Espanola Police Service access to another tool to assist in effectively keeping the Town of Espanola a safe place for its residents. 21 R.I.D.E. Spot Check Program This report has been submitted regarding the R.I.D.E. spot checks conducted by the Espanola Police Service during the year The Espanola Police Service once again received funding from the Government of Ontario as part of their Provincial initiative to reduce drinking and driving across the province. The R.I.D.E. Grant Program funding runs from April 1 st in one year through to February 28 th in the following year. In the fiscal year, our Municipality was granted an allocation of $8, in R.I.D.E. Grant Program funding. It should be noted however that all the statistics reflected in this report cover from January 1 st, 2013 to December 31 st, The Espanola Police Service had a total of six officers participate in working the R.I.D.E. spot checks on their off-duty hours. In 2013, the funds were used for both motor vehicle checks and snowmobile R.I.D.E. duties. Officers conducted 14 R.I.D.E. checks throughout the year with 521 vehicles and snow machines being checked. There were 11 provincial offences charges and 22 warnings. In addition to the overtime spot checks, all officers conducted on-duty R.I.D.E. checks which totaled 59 throughout the year. This resulted in an added 1,174 vehicles being checked, 3 charges, and 10 warnings for various Provincial offences. Sgt. Gardiner Page 21

22 Snow Machine Patrol Program Both the 2011 Arctic Cat stroke touring snow machines belonging to the police service remain in excellent condition. According to the log books that are filled out by the snow patrol officers before each use, all is in order with both sleds. During the 2013 snowmobiling season, the Espanola Police Service was out on 12 snow machine patrols. Patrols are done to ensure that safe driving practices are being adhered to and that operators are complying with legislation under Provincial Acts as well as drinking and driving laws under the Criminal Code. Generally, the Motorized Snow Vehicles Act governs snow machine use and the Off Road Vehicles Act covers all terrain vehicles. The Highway Traffic Act and the Compulsory Automobile Insurance Act governs any motor vehicles that are stopped on roadways. Lastly, the Trespass to Property Act is used for snow machines that are being used on privately owned properties. The total number of officer hours on snow patrol during 2013 was 120 hours. Four officers, PC Huard, PC St. Pierre, PC Sullivan and PC Rancourt dedicated time on their regular days off to support this program. 200 snow machines were stopped resulting in 12 infractions being documented. Overall, the program was very successful even though there was a limited amount of snow minimizing the number of patrols. Police visibility out on the trails is important as this outdoor sport continues in popularity. Snowmobile patrol by police is a pro-active community based method of helping to ensure participants abide by the laws, which in turn, keeps trails safe. Sgt. 23 Impaired Driving Enforcement This report pertains to impaired driving enforcement during the year The information in this report has been compiled from records contained in our intoxilyzer logbook, as well as the O.P.P. intoxilyzer logbooks. Both O.P.P. and our logbooks are required as the intoxilyzer services are shared and tests are conducted at both locations. In 2011, the Espanola Police Service switched exclusively to the use of the Intoxilyzer 8000C which is an approved instrument as designated in the Criminal Code. The intoxilyzer is the property of our police service. The Espanola Police Service technicians certify annually in the use of the Intoxilyzer 8000C. Re-certification is not required by law, but is recommended by the Centre of Forensic Sciences and has become the province-wide norm for court credibility purposes. During the year, active intoxilyzer technicians with our service included Sergeant Bill Gardiner, Constable Shawn Hawkins and Constable Melissa Rancourt. Constable Rancourt is also a certified Drug Recognition Officer. Sergeant Gardiner is assigned the responsibility of managing the intoxilyzer program, ensuring that the intoxilyzer is operating properly, adequately maintained, and necessary supplies are kept in stock. This service also has two Alcotest 7410 GLC approved screening device units for use by officers on patrol. These instruments are used to receive breath samples from subjects who have consumed alcohol and the officer has not been able to determine that they are physically impaired. Through the subject's breath sample, the Alcotest determines the blood alcohol concentration. These units are also used to determine driver licence violations for G1, G2 and under the age of 21 drivers. In 2013, the Espanola Police Service made two arrests for alcohol related driving offences. Two charges of exceeding the legal limit were laid along with two impaired charges. No one was charged with failing to provide a breath sample. No arrests were made from R.I.D.E. programs and the approved roadside screening device was used a total of five times. In four instances an alcohol level was registered, one driver registered a WARN and their licence was immediately suspended. Espanola Police Service qualified technicians conducted a total of six breath tests in Two tests were for Espanola Police Service officers, one for the Ontario Provincial Police and three for the Sagamok Police Service. Impaired driving remains to be an area of concern and continues to require police attention. Sgt. Gardiner Page 23

24 Traffic Enforcement This report pertains to traffic enforcement, education and initiatives conducted throughout the year All members of the Espanola Police Service are trained in the operation and theory of RADAR equipment and receive annual re-qualification. Sergeant Bill Gardiner and Constable Melisa Rancourt are qualified RADAR and LIDAR instructors and are responsible for the training. In 2013, the Espanola Police Service issued 683 Provincial Offence Notices with the majority (411) being for excessive speed. 38 charges for aggressive driving such as failing to stop for red lights, careless driving were laid. Charges were also laid for various other infractions including using hand held devices, equipment misuse and improper documentation. In May 2013 officers participated in Canada Road Safety week as part of Canada's Road Safety Strategy to make Canada's roads the safest in the world. Aggressive drivers were targeted and officers laid charges. In October 2013 officers participated in Operation Impact which was part of Canada's Road Safety Strategy to make Canada's roads the safest in the world. Impaired and aggressive drivers were targeted and officers laid five charges while issuing five cautions during this initiative. The Espanola Police Service received 208 traffic related complaints which was an increase for the third consecutive year. The majority of these complaints were for aggressive drivers. All complaints were investigated and appropriate charges were laid when the complainant was willing to provide a statement. Constable St. Pierre and Constable Rancourt participated in car seat clinics throughout the year and are available to the public while on-duty. Sgt. Gardiner Page 24

26 Public Complaints Sergeant Edwards oversees the public complaints component of the Espanola Police Service and reports directly to Chief Towns. The Espanola Police Service does not commonly receive many complaints. During 2013, the Office of the Independent Police Review Director (O.I.P.R.D.) received no complaints regarding the conduct our officers. As mentioned in past year s annual reports, the O.I.P.R.D. is an arms-length agency of the Ministry of the Attorney General staffed entirely by civilians. This agency was established to ensure a fair, transparent and effective system for oversight of public complaints against the police in Ontario. The goal of this agency is to provide a service that has the respect of the public and of the police and help to build an even better community-police relationship in Ontario. They are to be independent of the government, the police and the community, working in a collaborative and cooperative manner with all involved. 27 Use of Force The 2013 annual use of force refresher training and re-qualification was not administered in the usual format done in recent years, which use to be conducted by the Greater Sudbury Police Service at the Lionel E. Lalonde Centre (formerly Trillium Centre) in Azilda, Ontario. In March of 2013, unlike recent years where Espanola Police Service officers had to drive to Sudbury for Use of Force training, Constable Shawn Sullivan was able to train and re-certify our own officers here at the Espanola Police Service station. The in-class learning portion was held in the service s board room and the Defensive Tactics training was held in the garage bay of the police station. The sessions consisted of yearly refresher training and updates on Use of Force options required under ministry standards. The Use of Force topics that were covered included verbal commands, hand to hand techniques, handcuffing, ASP baton, weapon retention, O.C. (Oleoresin Capsicum) spray, gun point arrests as well as arrest procedures and prisoner search. There were also updates given on current issues of the day. All of the Espanola Police Service officers participated in the training and were re-qualified in Use of Force. In order for the Espanola Police Service to facilitate their own training, it was necessary to purchase seven ASP Red Guns, which are made of hardened polyurethane resin and are ideal for weapon retention, disarming, room clearance and sudden assault training. The ASP Red Gun has the appearance and feel of a real firearm, yet is readily identifiable as not being a functional weapon due to its solid, molded-in, distinctive red colour. Other than the purchase of the ASP Red Guns, the Espanola Police Service already had two ASP striking bags and two rubber training knives, as Chief Robert Towns was at one time the Use of Force Defensive Tactics Instructor for the Espanola Police Service and had previously purchased these items for training purposes. This year, Constable Shawn Sullivan borrowed gymnastic/wrestling mats from the Espanola High School for ground training exercises and will explore the possibility of purchasing some mats in the future. The issued Use of Force options equipment continues to perform properly and there were no serious defects or malfunctions reported. It should be noted that the ASP Baton is one of the Use of Force options available to our officers. The ASP baton has been used as a Use of Force option in the past in order to protect officers from violent aggressors but it was not used in In November of 2010, the original 1993 batons were upgraded with new ASP batons for all officers. They should give between 15 and 20 years of good service. O.C. spray continues to be an effective non-lethal Use of Force option and its reputation in the public continues to be an active deterrent to violent actions against police. This Use of Force option was used in the past and has been successful in de-escalating suspects aggressive behaviour, but it was also not used in After being sprayed with O.C., suspects are de-contaminated by Page 27

28 giving them access to clean running water. There are no long lasting effects to the O.C. spray being used and there have been no complaints of permanent injuries as a direct result of using it. Use of Force Reports are to be submitted by the involved officers after using O.C. spray. The Espanola Police Service has three X-26 Taser Units; one of which is kept by each road supervisor. The third C.E.W. (Conducted Energy Weapon) is shared between Chief Robert Towns and Deputy Chief Steve Edwards in order to have the device available to officers as much as possible during the day. In 2013, the Taser was utilized once by Acting Sergeant Willie Lamour. On the 31 st of March 2013, the Taser was used to incapacitate and gain control of an aggressive and assaultive patient at the Espanola Regional Hospital who had already pushed another officer into a number of hospital carts and punched the officer in the head. When the Taser was used, it proved to be an effective tool in immediately incapacitating the subject and allowed police to gain control of the patient with no sustained injuries as a direct result of the Taser being deployed. It should be noted that in December of 2011, Espanola Police Service Constable Shawn Sullivan completed a three week Use of Force Trainer s course at the Ontario Police College and is now a certified Use of Force Instructor. This certification allows Constable Shawn Sullivan to teach and re-certify officers on yearly Use of Force refresher training here in Espanola instead of traveling to Sudbury and being taught by an outside police agency. In past years, the Espanola Police Service conducted their Use of Force training with the Greater Sudbury Police Service and copies of all documents were given to the Espanola Police Service for their records. Due to recent Use of Force courses and certifications, Constable Shawn Sullivan is now in charge of documenting all Use of Force and Firearm related training. The training documentation for each individual officer is kept in a binder at the Espanola Police Service station for audit purposes.
