6 Cramahe Police Services Board Minutes Wednesday, July 18, 2012, OLD BUSINESS Councillor Westrope described to the Board about the unprofessionalism of the Crime Stoppers Conference in Peterborough. Councillor Westrope advised that there was not enough support from local community organizations to apply for the Safety Grant. Councillor Westrope and Councillor Breau will educate the local organizations earlier next year so that they can get the application for the grant in by April SCHEDULE NEXT MEETING The next meeting is scheduled for September 27, 2012 at 7:00 p.m. in the Council Chambers. 7 Northumberland Detachment Ontario Provincial Police Municipality of Cramahe Police Services Board Report PART A Period: July 2012 Detachment Commander s Comments It is my pleasure to provide this report to the Municipality of Cramahe Police Services Board. Statistics are captured from UCR s (Uniform Crime Reporting). PART B Northumberland OPP - Operations Matters of Interest Liquor Licence Act On the 8 th July at 3:18am officers responded to a call of a loud party with possible drinking underage with no parents at the home. The police attended the residence and spoke with 8 highly intoxicated underage youths. The place was littered with a various assortment of liquor, alcohol, beer bottles, clothing and food items. It looked like a tornado had gone through the property. Several of the youths were charged with consuming alcohol underage. The officer contacted the parents who were not aware of the party, but wanted to speak with their son. Family Dispute On the 23rd of July 2012, a complainant advised the Northumberland OPP of a Family Dispute involving her son. The complainant had moved out of the family's residence fearing for her safety. The complainant s son had become assaultive towards her and her husband. The son had damaged property in the house and made verbal threats. On the 24 th of July the suspect was arrested and held for a Bail Hearing, charged with Uttering Threats, Mischief and Assault on his parents. Theft On the 7th of July, 2012 at 3:09am officers observed a pickup truck traveling westbound on Purdy Rd. The officers observed the box of the truck to be loaded with scrap metal. At 3:11am the officers conducted a traffic stop. The box of the truck was loaded with different sizes of scrap aluminum. The officers observed both males to be sweating profusely and were covered with metal shavings. When asked where they were coming from they advised that they were fishing at a friend's house. The officers observed an open bag in the rear passenger's seat of the truck. The bag contained a flashlight and a metal wrench along a magnet. The males were arrested and charged with theft and possession of stolen property. Detachment Commander's Page 7 of 44

8 Northumberland Detachment Ontario Provincial Police Municipality of Cramahe Police Services Board Report Commitment #1 INCREASED VISIBILITY IN THE MUNICIPALITY OF CRAMAHE Situational Assessment Colborne is the business and residential core of the Municipality of Cramahe. As a result, young people tend to congregate in the downtown area. While actual criminal acts are relatively low, the presence of unsupervised young people in relatively large numbers is unsettling to many of the older members of the community. Police and community policing volunteers have increased visibility and foot patrols as further proactive efforts to deter crime. Patrol emphasis is placed on interaction with youth including strict enforcement of Criminal and Provincial offences. Municipal Goal Results to be Achieved by 2010 Activities Lead Linkages Increased visibility in the Municipality of Cramahe. 35 hrs/month of directed vehicle patrols. Minimum of 12 hrs/month of foot patrol in core business areas of Colborne and Castleton. Police will provide regular foot patrols and vehicle patrols in Cramahe. Patrols will be focused on built up areas, municipal properties and other identified problem areas with a view of decreasing break enter and thefts and mischief. Administrative Sergeant Detachment Commander Minimum of 4 visits per month. Community Policing Committee volunteers participation in foot patrols with CP Liaison Officer. With an objective of one RIDE check in each Municipality, minimum of 52 per year. Actively participate in the Provincial Initiatives Seat Belt Campaigns, Aggressive Driving, Operation Corridor, Operation Impact, and Festive RIDE. With a reduction in roadway fatalities due to speed and aggressive driving, due to unbelted vehicle occupants and collisions where alcohol is a factor. Thus supporting the National Road Safety Vision. OBJECTIVE: Maintain Motor Vehicle Collisions at or below the three-year average rate for each Municipality. Maintain Fatal Motor Vehicle Collisions at or below the three-year average for each Municipality. Provide public confidence about safe roadways. Foot patrol hours year to date. Statistics are captured from UCR s (Uniform Crime Reporting). PART B Northumberland OPP - Operations Matters of Interest FOOT PATROL HOURS: LIQUOR LICENCE ACT On the 17 th of August 2012 at 4:00pm officers conducted a RIDE check on Herley Rd Cramahe Twp. A Ford pickup truck was stopped and two of the three male occupants were found to have open liquor. The driver and a passenger were charged with having open liquor in the motor vehicle. FIRE On the 30 th of August 2012 at 10:46am officers responded to a fire near County Road 2 and Peacock Lane Cramahe Twp. Cramahe Fire Department advised that there were wooden pallets on fire with flames reaching feet in the air. Police assisted with traffic control and are investigating the incident which was deemed to be suspicious in nature. Area residents were canvassed resulting in no concrete leads. The matter remains under investigation. POSSESSION STOLEN PROPERTY On August 12, 2012 at approximately 1:50am officers were called to a disturbance at the Tim Horton s parking lot in Colborne. Witnesses advised that an intoxicated male had thrown coffee and food inside the Tim Horton s, went outside and urinated in front of a mother and child, and gotten into a physical altercation with another male. Shortly after officers arrived they located the male exiting a nearby residential yard. Police arrested the male for public intoxication and located stolen property in his possession. An 18yr old Bowmanville resident was charged with possession of stolen property, being intoxicated in a public place and underage drinking. He is scheduled to appear in Brighton court in October. MISCHIEF Sometime overnight on August 30th, 2012 unknown persons threw a rock through a window at the Castleton Town Hall. The matter is still under investigation.
