3 DISTRICT OF LAKE COUNTRY MAYOR S REPORT November 5 th, 2013 Dear Mayor Baker and Councilors, RETIREMENT: After 32 years of service with the RCMP, Sergeant Scott REMPEL has announced his retirement. His replacement has not been identified at this time, and senior management is actively pursuing a replacement. Until such time a person is identified for this position, Cpl Barbara HOLLEY will be in the Acting Sergeant Detachment Commander position. Cpl Barbara HOLLEY has 23 years service with the RCMP. She has extensive experience in General Duty policing. She has previously been a Detachment Commander, held positions in Major Crime section, and participated in numerous Drug projects in the Lake Country area. Cpl HOLLEY worked previously in the Lake Country from She currently resides in Lake Country and has since Re: Lake Country RCMP Detachment Policing Activity Report for the 3 nd Quarter of All Crime Statistics are featured on a separate attachment to this report, Statistics reflect totals for the third quarter. COMPLAINTS: Lake Country RCMP responded to 1,010 complaints in this quarter, compared to 1,016 complaints last year for the same period. This is a decrease of.59 %. PRISONERS: During this quarter Lake Country members lodged 12 prisoners in the Kelowna cells compared to 21 last year at this time. REPORT TO CROWN COUNSEL, FOR CHARGE APPROVAL: During this quarter Lake Country members forwarded 24 reports for charge approval on a variety of offences. 1
4 DRUG ENFORCEMENT: Lake Country RCMP investigated 12 Drug related files this quarter in comparison to 14 last year. What is of note is there an increasing amount of Legal Licensed Medical Marihuana grows in the Lake Country District. Currently, we are aware of 15 of these in operation. There is legislation coming into effect April 1 st. 2014, eliminating the residential, grow license for Medical Marihuana. Medical Marihuana will only be available via, commercially licensed facilities, approved and regulated by Health Canada and the RCMP. VIOLENCE IN RELATIONSHIPS: In the third quarter Lake Country RCMP responded to 25 assaults. Of these, 16 were assaults in relationship to Violence in Relationships (VIR). Last quarter there was also 16 VIR files. ROAD SAFETY: Lake Country RCMP members wrote 525 Notice and Orders and 192 Violation tickets this quarter. Cpl HOLLEY requested in August the Lake Country members conduct a minimum of 1 road block a month at areas of their choice. To date 15 road blocks have been conducted. Central Okanagan Traffic Services augment our enforcement, and regularly patrol in Lake Country area. A speed watch report was done Pelmewash Parkway, and the results indicated most motorists were travelling at 80 kms per hour or under. This is reasonable given the change of posted speed from 80 kms to 50 kms was announced at the end of August. The new portion of highway has been subject to complaints of persons driving at high rate of speed. The enforcement of this area has presented a challenge to the Lake Country RCMP, due to the lack of safe areas to pull over vehicles. We are currently looking into some options to assist us in enforcement. The two currents suggestions are,speed board and photo radar. Files of Note: This quarter Lake Country members, responded to, two Collisions, where three persons where fatally injured on the Oyama Lake Road. As well, members attended a MVI involving a small import car and a large motor home on hwy 97 South of Oyama. A Kokanee Beach Resort occupant drowned, while attempting to save his 10 yr old son who had been swept by the current of the creek, flowing into Wood Lake. 2
5 SPEED WATCH: Lake Country RCMP continue to use the volunteer services of the Speed Watch members of Citizens on Patrol. During this quarter they conducted 14 speed board checks, and observed 4,636 vehicles. CITIZENS ON PATROL: Of the thirteen patrollers who participated in the Citizens Patrol Program, this quarter, they patrolled 19 days. They patrolled a total of 39 nine hours and put 458 kms on their vehicle. In addition to their patrol time, they participated in 48 hrs of administrative functions, including training seminars. SCHOOL LIAISON PROGRAM: Cst. Brandwyn RIGBY has taken over the role as School Liaison, from Cst. Roseanne VANDENBILCHE. In her two months of fulfilling this role she has been extremely busy. Her investigations have included child abuse, family conflict intervention, domestic violence involving children, conflict in relation to social media and traffic enforcement in the school zones. Cst. RIGBY has made presentations on: Community Helpers, Safety in the Dark, Career Opportunities, drug awareness and presented at the school assembly. Cst. RIGBY has attended extra-curricular activities with the youth participating in dance, and various sports events. BOAT PATROLS: The RCMP boat out of West Kelowna conducted several patrols on Wood and Kalamalka Lake at Lake Country RCMP request. Additionally, the southern portion Kalamalka Lake was patrolled via the reservist program at our request as well. RESOURCES: The Lake Country Detachment is resourced with 12 members, 1 Sergeant, two Corporals and 9 regular members (RM). The administration support is provided by two municipal employees. The detachment has run a vacancy of 1 RM position over the last year, as the result of Cst. Claypool s transfer not being back filled. This position was filled in August by the transfer of Cst. Chris JOY from Kelowna. Cst. JOY has previously 3
