1 January 18, 2017 Black Hills Rapids Soccer Board Minutes Meeting Called to Order: President - Charles 6:30 Present: Absent: Guests: Steve Bauer, Cathy Bradley, Buker Beaumont, Theresa Adel, Brian Pitts (arrived 7:10pm), Rob Reagen (Left 7:00pm), Cheri Schuelke Luis Usera BHR DOC Josh Valdor BHR DOC Rob Tschetter Darlene Smith Location: Tem-Tech Old Business: Cathy made a motion to approve the Minutes from the January 4th meeting, Steve seconded the motion. Motion carries 5-0. New Business: I. Adoption of the Agenda 1. Agenda adds: Cathy made a motion to approve the amended agenda, Rob seconded the motion. Motion passes 4-0. II. Committee Reports a. Financial Reports i. There are some outstanding year-end activity still needed due to the Soccer Rapid City and Rapid City Soccer Federation merger. Cathy is working to get a meeting set up with Casey Peterson and the someone from the Soccer Rapid City old board ii budget was presented and asked for approval; need a quorum so will bring up again at next meeting.

2 III. Business Items a) Registar update: 1. Darlene: Blue Sombero 2014/2015 open registrations discussion with Darlene; she says these are open recreational registrations that did not get the last step to close out the registration. We need to figure out how it affects the financials. 2. Darlene Registar. Darlene asked what scholarship opportunities are there for players? BHR discussed the current 3 scholarship programs in place. The REC hardship program, the Giuseffi and the Transamerica scholarhsips each has a specific guideline and program. 3. Darlene asked for approval to continue handling the REC scholarship program, Darlene says that she uses a sliding social services scale approach, Darlene wanted to keep doing the REC scholarships, the answer is yes. She has been successfully handling the REC side of the hardship scholarships for many years. 4. Darlene asked if scholarship could be utilized for families with foster kids, as the challenges are that the kids may not be able to participate in the program all year due to the overall situations. Charles suggested that BHR offer a 30% discount to a family with a foster child; this request was approved by the board b) Rob Tschetter The Box indoor space. Rob said that Milt would like $2k plus utilities for months; Rob asks if we can swing getting a year long lease for this space. Down side is the size, it is one small field. Milt wants to give Oscar the first right of refusal if we come to the table to rent this; and the Rapids could have full control of the lease. Milt wants a year long lease commitment on the BOX. The question is how quickly can we take over the lease to provide additional playing space for the members? The question comes down to, is the size of the facility worth $24k cost to the members. The discussion evolved into how to secure additional practice space for members and up to including how to go about building an indoor facility out at the Dakota Fields Complex. Charles about the U15 girls shirts that had a logo outside of the BHR and LIV on the shirt, and BHR asked for the members to not bring in outside logos due to our relationship with LIV one of our corporate sponsors. Darlene and Josh stated that LIV is not sponsoring the indoor league t shirts. c) Transamerica Scholarship Update i. Transamerica gave BHR a $5,000 scholarship grant at the end of December We have a documented and established process for this scholarship. Doug will need to get the application form and information on the scholarship out on the website and Facebook. We already have one member asking how they can apply for the program. This is a great scholarship program for our members. The following is a high level overview of the scholarship: a) An application process is being developed for members to apply for the scholarship. The Black Hills Rapids will select the scholarship recipients.

3 b) To be eligible for the scholarship, the athlete must exemplify the values of the Black Hills Rapids soccer program: time management, responsibility, resilience, sportsmanship, work ethic and teamwork. The athlete must maintain a GPA of 2.5 as determined from semester report cards submitted to the Black Hills Rapids staff. It is up to the Black Hills Rapids coaches and staff to determine if eligibility is met throughout the season. c) If the athlete is no longer eligible for the scholarship (e.g., experiences significant injury, has a GPA lower than 2.5, or quits the team for any reason), the monies remaining will go back into the scholarship fund. In the event that the athlete forfeits the scholarship before team play begins, a new scholarship recipient may be selected. If in a given year, there are not enough eligible athletes to fulfill the scholarships available, the remaining monies will go back into the scholarship fund for the next year. Transamerica scholarships will be granted by the Black Hills Rapids in the following three areas: a) 1/3 dedicated to Academy level players b) 1/3 dedicated to Select level players c) 1/3 dedicated to higher level soccer candidates: d) The funds awarded to the Academy level players will be credits provided to their registration and player accounts, not outright cash award. The scholarship will cover the registration fee, the uniform cost if applicable in the year of the award, and $150 tourney/coach travel expenses. e) The funds awarded to the Select level players will be credits provided to their registration and player accounts, not outright cash award. The scholarship will cover the registration fee, the uniform cost if applicable in the year of the award, and $200 tourney/coach travel expenses. f) The funds awarded to the higher-level soccer candidates will be in the form of check awards as the fees / travel associated with making the development academy team, or the Region II ODP pool player team, (State team) or (Region team) do not run through the BHR accounts and the players pay for these camps and travel on their own. Once selected to the appropriate level teams, the players can fill in a scholarship form to request coverage for the uniform, camp fee and player only travel cost by submitting in the original receipts. *Minimum team selection level is the Rapids Development Academy Program or the ODP state team or higher, which will be invited to participate in the Region II Pool or Region II Team. Transamerica Sponsorship opportunity: ii. Transamerica is looking to collaborate with the BH Rapids on any upcoming large tournament or meeting that we might have in iii. BHR would like to approach them on something larger than a tournament or meeting sponsorship. Doug and Buker are to contact Transamerica to solidify this sponsorship opportunity.

4 C) Luis Select/Academy DoC Update a. Parent advisor meeting about different tryout procedure. i. Advisor group finishes 1 st Thursday of February. ii. 3 rd week of February tryout/evaluation of the 02/03 boys 1. During the Fall, the evaluation group for select, didn t have direction on how to handle evaluations. b. 98/99 boys? What happened to this group? The numbers where so small that the ones left were combined with the 00/01s. c. Any select player can ask for an evaluation if they request it. d. Space shortage: We cannot get any of the school district space anymore since they don t allow soccer inside of their gyms. D) Josh Rec DoC Update a) Equipment manager 1) Use volunteers from the scholarship people to fill position 2) Buker Brought forward group to possibly handle this as well. E) Uniforms (Vender (Supplier) Change?) a. Currently back ordered 60+ days b. Have Doug, Josh & Buker look into change if possible G) Eli Anderson a) With all of the life changing events that this member has had, the Board is writing off the player account balance. H) Advertising at middle schools a) Public service announcements I) Fundraising -- Doug a) The club needs to stick with the current protocol until having an official/leagal opinion that says otherwise. J) Tournament Update 1) site coverages a. Terry working at West for the City. His is the West community center coordinator as well b. Friday night community coordinator at South covered by Corey. Cathy. Buker and Doug for Saturday. Corey is back for Sunday. c. Do we waive our own team fees for President s Cup? No, rather we should ear mark money for building facilities, etc. 2) We have 150 teams for the Winter Classic Upcoming open board positions communication posting and application process A notice needs to go out to the BHR website and Facebook BHR Committees: We need to finish the Committee roles and responsibilities & get committee communication out to our members Tournament update Winter Classic Julie gave an update that we have 150 teams Volunteers are needed
