DeYung called the February 20, 2018 Regular Public Meeting f the Bard f Cmmissiners f King Cunty Public Hspital District N. 2 t rder at 5:00 p.m. and annunced that the Bard wuld immediately adjurn int Executive Sessin t cnsider and discuss medical staff privileges, persnnel, litigatin, and quality matters. Cmm. DeYung further annunced that the Executive Sessin wuld adjurn at apprximately 6:30 p.m. and that the pen Public Meeting wuld resume at apprximately 6:35 p.m. The Executive Sessin cmmenced at 5:01 p.m. p.m. The Executive Sessin was cncluded at 6:30 p.m., at which time a shrt recess was taken. Kathy Lambert, King Cunty Cuncil member and eastside resident, cngratulated EvergreenHealth fr its recent

She als tk the pprtunity t annunce that the "TRACE: Timely Respnse t Adverse Childhd Experiences" Prgram launched tday and she appreciated the input f EvergreenHealth and ther leaders that helped craft the prgram. Thrugh this pilt prject, any persn seeing a child in trauma is able t cntact TRACE and a therapist will prmptly cntact and help the child thrugh the trauma. EvergreenHealth's emergency department is ne f the lcatins where this will be pilted. The Bard thanked Ms. Lambert fr leading this initiative t help children. Mr. Bb Yder, an Eastside resident fr 38 years, thanked the Bard "fr hiring really great, quality physicians in many areas," but nted that psychiatric services are a gap. He expressed his pinin that the need fr mental health services is well dcumented in this area and such services wuld benefit many residents. He stated that withut these services, peple lk elsewhere and he has t g Overlake Hspital, despite the incnvenience, because it ffers psychiatric care. He als suggested that future bnd cnsideratins shuld include an utpatient mental health facility with highly trained quality psychiatrists. The Bard thanked Mr. Yder fr his cmments. PRESENTATON

Jeff Friedman, Senir VP, Hspital & Medical Grup Operatins, and Ty Heim, Executive Directr f Design and Cnstructin Management, then presented estimated prject csts fr three ptins as well as ptential technlgy enhancements, a medical ffice building, and ther strategic investments. They then displayed a ptential bnd prjects schedule. Fred Eff, a Directr with PFM Financial, presented bnd prpsitin planning based upn the three ptins discussed by Mr. Friedman and Mr. Heim. He als presented bnd issuance strategy and timing assumptins, and prvided a review f histrical and prjected levy rates. DSCUSSON TEMS Rlling Agenda: March, April and May 2018 Ms. Burtn presented the rlling agenda fr the mnths f March, April and May 2018, nting the Bard/Leadership Retreat will be held n May 3-4. Medical Staff Reprt Jim O'Callaghan, MD, Medical Staff President, nted that the Medical Staff is supprtive f rlling ut the Open Ntes prgram and thanked Dr. Mickey fr leading the way n that initiative. Executive Team Reprts Executive T earn members reprted n and gave ntice f the fllwing: Jeff Tmlin, MD, GMO and Aileen Mickey, MD, EHMG GMO, reprted n the accreditatin analysis fr Primary Executive Team Reprts, cnt. Care and ther ambulatry clinics. They have determined that nly prvider-based billing clinics are required t be surveyed by The Jint Cmmissin. New prviders are being added t the nternal Medicine grup and it will be fully staffed by the end f summer Renee Jensen, CAO, EvergreenHealth Mnre ("EHM") The transitin t LabCrp is in its fifteenth day and prcess develpment and service imprvements cntinue. LabCrp has been a very gd partner and is wrking clsely with staff t deliver t the EvergreenHealth standard f care. The SCPHD#1 Bard f Cmmissiners has been invited t participate in the EvergreenHealth Bard Educatinal n April 13, 2018, which will fcus n EHM capital needs. Tina Mycrft, Senir VP and Chief Financial Officer January results shw bth EH and EHM ding better than budget, with strng surgical vlumes, deliveries, and gd cntrl at EvergreenHealth. EHM is having rbust Emergency Department vlumes. January appears t be a gd mnth. EHM maintained its Mdy's rating, with a stable utlk. Nancee Hfmeister, Senir VP & Chief Nursing Officer nterviews fr the Directr f Wmen's and Children's Services are mving frward, with a strng candidate that has lcal cnnectins. The flu screening was instituted a week ag and has gne very well. t will be reviewed n Friday t determine nging need. -

The details f three upcming events in March were shared - the Annual Medical Staff Annual Meeting and Dinner; the first quarterly Emplyee Years f Service Recgnitin; and the Easter Dash. Tm Martin, Senir VP and Chief Strategy Officer EvergreenHealth will launch a simplified prtal enrllment prcess this week. This will be an internal launch befre intrducing it t all patients. Bb Sampsn, Senir VP, Human Resurces Mr. Sampsn reprted that the US Supreme Curt will hear an argument abut whether public emplyees are required t pay unin dues as a cnditin f emplyment. The plaintiffs in the case are arguing that such a requirement vilates the First Amendment. A decisin is expected t be made later this summer and because Washingtn is nt what is knwn as a "right t wrk" state, if the plaintiffs prevail the decisin culd have a significant impact here. Laurene Burtn, Executive Directr, Gvernance and Cmmunity Affairs Students frm the BOLD Leadership Prgram at UW-Bthell, will be jining several members f the EvergreenHealth senir leadership team n Friday, February 23rd. CEO Update Bb Malte, CEO, reprted n and gave ntice f the fllwing: Mr. Malte nted that guidelines related t the scpe and skills fr Medical Assistants are being reviewed. He thanked the team fr always questining and trying t learn mre.

Mr. Malte applauded Team Lean Mr. Malte cmplimented the entire staff fr their respnse t the recent fire at Prliance which frced Prliance t transfer surgery patients t Evergreen Health t cmplete the prcedures. Everyne frm financial t nursing t surgery were impressive. Cmmissiner Reprts Cmm. Snyder cmmented that Kendall Nlan, a member f the Bard Quality Cmmittee and Being emplyee, was very pleased with the cmments and questins f participants at the Being Rentn Lean tur which he cnducted. Cmm. Snyder als thanked Dawn Barr fr clarifying the Dashbard metrics, describing her explanatin as was very insightful. Cmm. Pilcher cmmented that it was fascinating t tur the Being plant - t wnder why Being des what it des in certain ways - and cntemplate hw that can help Evergreen Health. Cmm. Hirt als bserved that the Being tur was very interesting and she was grateful fr the pprtunity t participate. She als shared that a friend's father has been a lng-time patient and the friend had nly wnderful things t say abut the great care. Finally, Cmm. Hirt expressed appreciatin fr the wrk EvergreenHealth is ding with the schl districts, cmmenting that it's very imprtant, especially in light f the vilence that has been ccurring in the schls, bth lcally and acrss the cuntry. Fr Cmm. Hirt, it was recently t clse fr cmfrt when a ptential incident was averted at the schl her granddaughter attends. Cmm. Greenfield recently experienced service at LabCrp and reprted that it was very gd. Cmm. De Yung thanked the staff fr their hard wrk and the great jb being dne.
